From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. These photos are from the first National Final on 17 October 1996. They show President Ray Ward congratulating the winner, Ross Ditcham from Flinders Christian Community College. Also Commonwealth Bank's Glenn Haslem presenting prize money. A guest speaker was Channel 7's sports presenter Jim Wilson. Other commended students were Simon Winkler and Penny Mayes and Luke Raffin. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. This cheque book was found in a shop on the corner of Sturt and Camp Streets, Ballarat by a builder around 2004. The English, Scottish & Australian Bank Limited was founded in 1852 by Royal Charter in London as the English, Scottish and Australian Chartered Bank. The bank opened its first Australian branch in Sydney in 1853. Australian banknotes were printed by the bank and issued at branches in Sydney, Adelaide, Hobart and Melbourne. In 1893, the bank was renamed the English, Scottish & Australian Bank following the financial upheaval. The bank was one of 16 banks which supplied blank note forms to the Australian Government in 1911 which were superscribed as redeemable in gold and issued as the first Commonwealth notes. The bank took over the Commercial Bank of Tasmania Limited and the London Bank of Australia Limited in 1921 and the Royal Bank of Australia Limited in 1927. On 1 October 1970, the bank merged with the Australia and New Zealand Bank to form the Australia and New Zealand Banking Group Limited. ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. On the outskirts the homes date from the 1960's, 70's and 80s with a sprinkling of 'earth homes', mud-brick or pise, rammed dirt. Crossing Main Road into Beddoe Street and Thompson Crescent a very pleasant drive past pines and old fence lines, front lawns unfenced, the occasional ·old farm building, we eventually looked down on a huge circular roof of a 1992 adobe home. Other distinctive places included the Pauline Toner Butterfly Reserve, Gordon Ford's splendid garden at Fulling in Pitt Street, cypress hedges and old houses in Bridge Street and in every direction Eltham's special feature - a totally treed horizon. We were now in the part of the Shire closest to Melbourne - Montmorency - not on the way to anywhere, with no through road going across it, developed in the 1950's and 1960's with conventional gardens, now converted to native plants. The rail looped between Greensborough and Eltham and a shopping street (Were Street) served the area, growing up the hill from the station. It was a typical outer Melbourne suburb with lawns and roses with patches of originality. The shopping precinct still has 1950 characteristics - walls which sloped back, projecting roofs, the original shop fronts are nearly all tiled below the old windows. There's an air of past times about the School, the Dairy, the Butcher's (now a milk bar) and the Castlemaine stone face of the Commonwealth Bank. The final stop for the tour was at the mud-brick Woodburn residence, adobe of 1949 with additions. After War Service, Bill Woodburn had commenced an Architecture course at Melbourne University and after second year in the Christmas vacation, with his wife, Betti, built the two bedroom house - with amazing saving of costs. In the three and a half months they made over 3000 bricks (external walls 18" x 12" x 4", internal walls 12" x 9" x 4"), sifted top soil for mortar and laid them, on concrete foundations and slab floor, made all the structural window frames, door frames and roof members to carry 'super six' asbestos sheets, laboured for the electrician and plumber, did all the glazing and, still without electricity, moved in in March 1949. Rooms have been added, at first with glass walls, later using concrete blocks, to accommodate three daughters and a son. The buildings at Kooyong have undergone various re-modelling and redesign over the years. These plaques commemorate the dual activities taking place at the Kooyong Centre, as it strove to adapt to the increasing need for technological support and the changes in information, day centre and supports needed by the blind and vision impaired community. These plaques were located in the corridor between reception and the day centre, but were dismantled during renovations in 2018.This plaque commemorates the start of construction of Vision Australia Foundation's information and technology facilities and was unveiled by Mr D R Argus AO, Patron Vision Australia Foundation, Chairman, Centenary Appeal in recognition of all who made this development possible for the lasting benefit of people who are blind or have severe sight loss. 27 March 2000, Malcolm Daubney, President. Australia's first telephone exchange was opened in Melbourne in August 1880. It was operated by the Melbourne Telephone Exchange Company. Owned by W. H. Masters and T. T. Draper, the Manager of the Company was H. Byron Moore. This was only two years after the world's first exchange in the United States, and just four years after Bell first spoke on a telephone. The exchange was located in the old Stock Exchange building at 367 Collins Street, a site now occupied by the Commonwealth Bank. In 1884, the operations of the Company, by then known as the Victorian Telephone Exchange Company, had grown considerably and were transferred to Wills Street, Melbourne. Private ownership of this company continued until 1887 when it was bought out by the Victorian Colonial Government. Other colonial governments followed this example. By 1910, the growth in telephone services made additional accommodation necessary. This could not be provided in the existing building in Wills Street and arrangements were made for a new exchange in Lonsdale Street. Alexander Graham Bell visited Australia in 1910 to advise the Federal Government's Postal Commission. Telephone exchanges were established in Adelaide with (48 subscribers), Hobart (10 subscribers) and Launceston (35 subscribers). The first exchange in Western Australia was established in 1887 and located in a small three-room cottage in Wellington Street, Perth with 17 subscribers. The year 1888 marked the opening of the Fremantle exchange in a small room at the rear of the Town Hall. There were nine subscribers. Australia's first automatic exchange was installed in the GPO in Sydney, in 1911, for internal use. But the first automatic exchange for public use was opened at Geelong in Victoria in the next year July 1912 with 800 subscribers. Melbourne's first automatic exchange was opened in the suburb of Brighton in 1914; the first public automatic exchange in NSW began operating at Newtown, Sydney in 1915; and Queensland's first was installed at South Brisbane in 1925. 1929 saw the opening of Tasmania's first automatic exchange in Hobart. an automatic telephone service. In June 1977, the manual telephone exchange at Swansea was replaced with an automatic service and made Tasmania the first State in Australia to have a fully automatic network. The half-century following Federation saw the growth of the automatic operation; a great extension of trunk line services; The automatic telephone contributed greatly to the early popularity of telephones in Australia. It was a quicker and more convenient way of communicating with another person on the same exchange — instead of having to go through tedious processes with the operator. From its introduction, the number of automatic telephones in operation grew to a remarkable extent. In 1886, the first trunk link of 16 km was connected to the exchanges of Adelaide and Port Adelaide in South Australia. Then, in 1907, the first inter-capital telephone trunk line was opened between Sydney and Melbourne. It was followed by a line between Melbourne and Adelaide in 1914. Sydney and Brisbane were linked in 1923, and Perth and Adelaide in 1930. In 1930, the first overseas calls from Australia came possible with the introduction of a radiotelephone service to England, and through there to Europe and America. A similar service opened to New Zealand in the same year. Initially, trunk channels linked different manual trunk exchanges. It was necessary for a succession of trunk operators to connect the appropriate channels, one after the other until the connection was made. As trunk traffic grew. the system became increasingly unsuitable. More trunk operators had to be employed and so labour costs increased. It was a tedious and slow way of making a long-distance call, and it was sometimes hard to hear, particularly when several exchanges were linked With technical advances, trunk switching moved from manual operation through a partly automatic phase. Automatic transit switching equipment was used and only a single operator was required to connect a trunk call to a wanted automatic subscriber. Until well beyond the middle of this century, the majority of trunk traffic went through this single telephonist control. In 1953, the number of telephones in use in Australia passed the one million mark. By then, the need for improvement in the automatic exchanges was becoming well recognised. The need was for a telephone switching system which would do a better job more economically than the conventional step-by-step ex-change. This led to the adoption of the Crossbar system as the standard in automatic telephone exchanges in 1960. The introduction of Crossbar switching was a big step forward in the automation of trunk calls. It substituted automatic switching and charging equipment for the originating trunk operator, and improved the quality of the system radically. Before the introduction of the Crossbar system there were often very long delays in obtaining a booked trunk call, and the quality of sound was often very poor. With Crossbar, Subscriber Trunk Dialing (STD) became a reality. A trunk call by STD was as easy to make and almost as fast to connect as a local call.The item was made around the 1940s and used up until the 1970s in manual cord telephone exchanges as a way to time and charge users for trunk calls made over the telecom system of the time. Toolern Vale only consisted of the Store, Post Office and shop, where you could buy your fodder, and pollard supplies, the Hall, the little Church and the bluestone School. The School changed shape three times from the 1800s[1869] til the time I went there. There was four generations of my family that went there and it was destroyed by fire in 1965. Marjorie nee Myers Butler. Yes, I remember along with it your lovely Ronisch piano. Mary, quite true! Marj what you say about the Ronisch piano. When I came the age to learn music my mum and dad couldn’t really afford it, but still what parents do for their children. They had Marj go along with them and pick this lovely Ronisch piano. It was known round the district. Everyone commented about the loss that lovely piano. After leaving school it was war time, 1939, then it was work, When I was 7 year old I was put out into the cow yard. In 1940 when the soldiers were going away our milk was confiscated it had to go to Bacchus Marsh. It used to go the Sunbury to be brine cooled and then go to Melbourne. Then they took it then to the Lifeguard Milk Factory at Bacchus Marsh. It had to go as condensed milk to the soldiers. This year is 50 years of the Land Army. I was an unofficial Land Army but they still kept check on me. I went onto married life and I followed the cows right through [howls of laughter] and we went on until the 1965 fire. That’s when we got out of the cows. Marjorie asks, was Granny Watts your grandmother or great grandmother? Mary: She was my great grandmother, the midwife of Melton. The 1965 fire started ¾ of a mile above our place, Frank Ryan’s sheds were burnt and his house was saved, then it wiped the School out, the Hall, the Church the Post Office and Store and little house that was Charlie Charlton’s in the early days. Mrs Wilson’s place was saved by the Fire Brigade by pulling boards off the side, and from there it went over the hill and it was stopped at the Rockbank Railway Station. If it had of got over the railway they said it would have gone into Werribee. A lot was burnt out in that strip. Mary nee Nixon Collins: 18 houses burnt that day. Ray: No. It came down through the Toolern Vale road and cut across about a mile and a half from the cross roads at Toolern Vale from north westerly to the south east and cut through over the Keilor road. Mary: It came in across the creek at Funstons in Toolern, then through Jim Minns. Dorothy was it your place then [nee Knox Beaty] to Ken Beatty’s and from there it went through to Doug McIntosh’s and to Cockbills and the wind changed and it came across to the railway line, and that is where they stopped it. [the cause of the fire was controversial, they had been burning off the night before and there was some talk of someone starting it. It was very hot and very strong wind, it was a terrible day] Ray: When the fire went through McIntosh’s they had a haystack on the north side of their house and the haystack got caught and the fire burnt a hole through the side of the house and the boys pyjamas on the bed. The house was saved. It came through like and express train roaring at you, I was at McIntosh’s when it went roaring past. You couldn’t see, dust and ash and tremendous heat. The fire started about 12 o’clock Jack [husband] said to me, fire, I said where, where? Just up the road, what have I got to do? and he went out and he had gone to the fire and left me. I tried to get the animals and I put out buckets of water, putting the buckets of water out saved my life. Chas Jones and another friend of his came in and they picked up the buckets of water, I thought I had better get out because the fire was on the haystack up the paddock and when I went to go out through the north side of the house and couldn’t get out, I’ll go through the front gate so I went around the other side of the house. I got caught there and Chassy Jones and his friend came round carrying the bucket of water and I panicked. He threw the bucket of water over me. Well that is what saved my life because I was damp, whenever we tried to leave the ball of fire came over me and over my shoulder and my hair was scorched. Chassy Jones lost his truck and Keith Watt his big truck because he had the water tank on it and they couldn’t get out of the yard. Granny Watt’s house, the first private hospital had condemned and Jack and I pulled it down and had it moved up to Toolern and had it in the yard a fortnight and it was all burnt and we didn’t get the shed we wanted. Every 13 years right up until Ash Wednesday fires, there has always been fire close at hand. The 1952 fire went down the back of the house, the 1965 fire took the house, and the house that I live in now, it is the third house that has been on that spot. When the Hunters owned it, Mrs Hunter was nearly burnt in her bed. They had a 13 roomed house. In 1924 the house burnt down, and there was another house was built there and that was the one that burnt down. Edna: So Mary built a brick veneer house. Graham Minns President Ray Radford MC Sound recording transferred to CD 2011 Edited typescript by Wendy Barrie 2013 Mary Collins nee Nixon born in Terang 1907 down in the Western District and we shifted to Melton when I was 5 and a half then I started school here in Melton, and spent all my school life at Melton State School, next to the Church of England, it’s called the Primary School now. I got my Qualifying and Merit Certificate then I left School because there wasn’t a High School. When I was 16 I got and job in the Melton Post Office and I worked there, I was the first girl in Melton to deliver the mail, and worked on the telephone and the Bank business. Mrs Ross and myself behind the counter, there were about 500 – 600 people in the Shire at that time and now when I go into the new Post Office there is 36,000 here there’s still 2 people behind the counter [laughter from the audience] and wait in a queue right out to the door. Times haven’t changed much have they! There was a manual telephone and you had to ring the handle, and there were eight subscribers when I went there and when I left there were 46 I had coaxed that number to join the telephone, even the police station didn’t have the phone on. The two Hotels and the two Chaff mills and Mr Ernie Barrie, Parkers the butcher, the Shire Office was No 8, and the Police house was next to the Courthouse on the corner. They were number 9. I can remember a lot of the numbers still. The Post Office was the Agency for the Commonwealth Bank [comment from audience member] I used to do the Bank business too, I left after four years there, mother wasn’t very well. The Inspector who used to come up to the Post Office asked me if I would take up casual Post Mistress and to go around the different districts but I refused and when Mrs Ross’s holidays were due I was the replacement. I wasn’t 21. I loved my work meeting everybody and most people had horse and jinkers and when the elderly would come in there would be Mr Tom Morrow, he only had one arm and Mrs Dunn came from Bulman’s road in their horse and jinker. They were elderly I would see them pull up out the front and quickly get their mail and run out to them because they didn’t have to get out of the jinker to tie up their horse. If someone had a baby in arms I would tear out and hold the baby while they got down. Mrs Ross was very very strict. I had to sweep the Post Office, she had a couple of mats and there would be a threepence or a sixpence under the mats show she knew whether I lifted the mat, I was whether I was honest or not. Graham: How much were your wages? I got 27/7 pence a week for a 52 hour week. I had to work every holiday except Good Friday and Christmas Day and even when it was Monday holiday I always had to go to work from 9am - !0 am, the Post Office was always open. In the winter I had to wait until twenty past six in case there were any telegrams to deliver. I delivered them on a push bike. One time Tom Barrie told me this years afterwards. I used to go home for lunch. We lived on the Keilor road and I used to ride my bike home. On the hot days the boys used to go and swim in the swimming pool down near a turn in the creek there was a hole where the boys would swim in the nude, they didn’t have any bathers and they didn’t have any watches in those days. Tom Barrie said they always used to watched for me as I was always about 3 minutes past 1, my lunch hour was from 1-2. One particular day they missed seeing me and swam on, and of course they were all late for school when they got back and were all kept in a night. I did get a fortnight holiday. I loved my work and I knew everyone in the district right from Toolern Vale to the Marsh and everybody at Melton South. Did you listen into conversations on the Switchboard? Oh no. [laughter] Melton did not have electricity then. I had to fill the lamps everyday with kerosene. The Staughton Memorial was outside the Post Office. It had four posts with the chain looped around it, and that’s where the people used to tie up their horses. Marjorie nee Myers Butler comments about sitting and swinging on the chains. Mr Fred Coburn lit the acetylene gas light in the Memorial. It was the only streetlight in Melton. There was no electricity until 1939. Ray Radford comments about another gas street light which was on the corner of Station road. [later] Mary passes around her school photos. Mary mentions the names of those who have passed away, Maisie McDonald, ,Marian Wraith, Hilda McCreey, and Valda McDonald. I have written the names on the back. Marjorie comments about Marie Jongebloed and Greta are the only two girls left out of big family of ten I think there were [hesitates] 4 or 5 girls and the rest were boys. Mary. Flora Woodley, Dorrie Flynn and Margaret McDonald are still alive. They are my age we were all born about 1907. Marjorie points out herself in a later photo [1921 and 1922 School ] Mary mentions the name Walsh and identyfies following names, the Parker boys, Ken Beaty, Malc and Linda Cameron, Maisie Mc Donald, Ted Radford, George Nixon, Norman Minns, he was later the Shire Secretary of Werribee. One of the Woodley girls. [Maisie Arthur] Marjorie: Rosie Shearwood, June Whiting Mary. Lily Mc Donald, she has passed away. Isabel Harrison nee Tinkler, she lives at Werribee, Doreen Rogers, Marjorie Walker, Jess McIntosh, Mary Gillespie. Mr Malone was the Junior teacher Mr Roe and Miss Cooke. Warehouse and homes in the background. The S.S. Casino was a passenger and freight steamer built in Dundee, Scotland, in 1882 for the Newcastle and Hunter River Steam Navigation Company of N.S.W. She weighed 425 tons gross with a length of 160.4 feet, beam of 24.1 feet and depth of 10.2 feet. She had saloon accommodation for 35 people, forecabin for 25 more people, and she carried 300 tons of cargo. While on her delivery journey on May 30th 1882 the S.S. Casino called in at the Port of Warrnambool for coal ., narrowly escaping going ashore in gale force winds due to the quick action of the pilot. At that time, still at anchor, she impressed the directors of the Belfast and Koroit Steam Navigation Company so much that they bought her immediately; she was ideal for trade in along the West Coast of Victoria. (Belfast is the original name for Port Fairy, South West Victoria. The Belfast and Koroit Steam Navigation Company was first managed by Messers. Saltau and Osburne and after the passing of Mr. Osburne, by produce merchants Messers H. Sautau and Sons, whose had a hay and corn store and shipping agency was on the corner of Liebig and Koroit Streets in Warrnambool. ) The S.S. Casino became “the most famous steamer to operate in Victorian waters along the West Coast” by author Jack Loney. Captain Boyd was her first Master, followed by Captain Chapman, who stayed with her 1890 until 1924. Captain W. Robertson followed for a short term, then Captain Middleton then took command 1925 - 1932. The S.S. Casino had several mishaps during her life. One was on 3rd January 1898 when she collided with the S.S. Flinders in Apollo Bay with minor damage. Another was on 24th October 1924 when she grounded on a reef at Point Hawdon near Grey River and most of her cargo (of Christmas goods) had to be dumped into the sea. Then in February 1929 she was ‘holed’ when she struck a submerged object as she entered Lady Bay, Warrnambool. On the morning of 10th July 1932, after attempting to berth at Apollo Bay jetty in heavy seas, Captain Middleton decided to take her out into the bay and wait until the seas abated. It was not realised that the anchor used to steady her as she manoeuvred to her berth had pierced her hull. She put about and headed for the beach but sank. Captain Middleton and nine others lost their lives; nine people were rescued including the two female passengers . Captain Middleton had been in charge of the S.S. Casino for seven years. He was the first ship’s Master to lose his life through shipwreck in the West Coast trade. In the years following the turn of the century the S.S. Casino remained the only regular trader with normal passenger accommodation along the West Coast. From 1882 she had made at least 2,500 voyages on the one run. Flagstaff Hill’s collection has a photograph of a portrait of Captain Chapman, , a ship model of the S.S. Casino that shows both forms of power under which she sailed, steam and sail. The ship is painted green and flies three flags. The inscription across the case of the ship model, incorrectly dated, tells the sad story of the wreck of the ship and the loss of lives on July 10th 1932 at Apollo Bay. A print in the Collection show S.S. Casino underway in heavy sea off Point Lonsdale, another two photographs show her at the Port of Warrnambool, leaving from the Breakwater in Lady Bay and another identifies the S.S. Casino as a ship from the Belfast and Koroit Steam Navigation Company. (Belfast is the original name for the township of Port Fairy). This photograph is significant because of its association with the coastal trader S.S. Casino 1882-1932 and its significance to trade along Victoria's West Coast in the late 19th and early 20th century. The wreck of the S.S. Casino is considered an important part of Victorian and Australian cultural heritage and as such has been declared and protected as an Historic Shipwreck under State and Commonwealth Law in the Commonwealth Historic Shipwrecks Act (1976). This 64 page booklet was first issued in 1958 and distributed free of charge to customers. It contained such interesting snippets as a list of Kings and Queens of England to population lists and information about the planets. This was a popular item amongst school children.The State Savings Bank of Victoria existed until 1991 when it was taken over by the Commonwealth Bank of Australia. Eltham Plumbing Supplies (Lennie Whiteway Plumbing) located on the right side of the street. It later became the Eltham Bookshop and sold cane ware as well. On the corner with Main Road is the local branch of the State Bank of Victoria. The building still stands and is the present day Westpac bank branch. This book is a bank account book issued by The State Savings Bank of Victoria, guaranteed by the Government of Victoria for The School Bank Department. it belonged to Marilyn Morgan who attended State School No. 2744 at Orbost from 1956 -1958.The State Bank of Victoria was a bank that existed from 1842 until 1990 when it was taken over by the Commonwealth Bank.
