His Excellency, Hwang Hon Cheng, from Peking, China, visited Australia from 1906 -1907 as Chinese Commissioner in response to an urgent petition from well respected Chinese business leaders, The 1906 Petition was sent to the Chinese Ambassador in Britain requesting the appointment of a Chinese Consular Representative in Australia to ease the escalating Discrimination and address the Immigration Restrictions in Australia. Hwang Hon Cheng visited Brisbane, Sydney, Melbourne , Adelaide and Hobart and after reviewing his recommendations Britain agreed to the appointment of the first Chinese Consul-General to Australia. In 1908 Mr Leong Lan Fun, Taotal of Swatow was appointed Consul-General for the Commonwealth with his headquarters in Melbourne. Animosity, suspicion and misunderstanding had existed between Chinese and European settlers since the Gold Rush of 1850’s. Language, customs, frugality and mostly their ability to obtain profit from crops seen as uneconomical by Europeans eg parsley, garlic and salad vegetables. Many of the Chinese workers did not purchase land instead their main aim was to obtain enough money for their family and return to China. There were a few still managing market gardens around East Bentleigh until the 1950’s, by which time they were highly regarded by the general community. William Fleming Hopkins was born in the Maryborough District in 1864. He graduated from Adelaide University, B.A.. Returning to Victoria he did three years of teaching at Portland and Scotch College. Admitted to Melbourne University, graduating M.B. and B.S. in 1891 and secured the appointment of Medical Officer and Manager of the Stawell Hospital. Doctor Hopkins joined the Victorian Rangers Medical Staff in 1892 with the rank of Captain. He served with them until his appointment as Medical Officer to the First Victorian Contingent under the command of Captain McLeish. Captain Hopkins exhibited courage and coolness under heavy fire attending to the wounded at Rensburg. Sir Edward Mitchell was the chairman of the Edward Wilson trust, which enabled the building of the Braille Library during a time of great economic turbulence due to the last months of World War 1. This commemorative trowel was given to him in thanks for his (and the trust's support) of the project, which would ultimately provide a great resource to blinded soldiers who were prepared and able to learn Braille. Composed and signed by WHC Darvall on the executive of the Victorian Mission to Seamen also with reference to three other officers: Mr Reid-President, Mr Allard Vice President, Mr Seymour Hon Treasurer. Darvall returned to Melbourne late 1901 early 1902. A former solicitor Darvall and the Mission Committee are concerned it seems at the 'appropriation' by other organisations of donations or funds usually promised to the VMTS. The seamen's home was being built or about to be on the site of the World Trade centre on Siddeley St. as at 2020. This letter was sent out at a pivotal period in the Mission story soon after the sudden death of Rev James after 20 constant years service, with the proposed arrival of a Seamen's home on Siddeley St to a location close by to one long sought by the Victorian Mission for their first Central Mission and just a few years before arrival of the London Mission to Seamen representative Rev A Gurney-Goldsmith. The ladies Committee of the Mission and volunteers had prior to appointment of a paid collector had done most of the collecting of donations.A 2 page printed circular or letter addressed to Dear Sir alerting the recipient to the new appointment of a paid Collector, Mr L Dangerfield, visiting supporters authorised to collect donations and subscriptions and not to be confused with other similarly named groups such as the Seamen's home.
