Bernard O'Dowd was an Australian poet and anarchist. He was born in Beaufort in 1866 and worked at different times as a teacher, librarian and parliamentary draftsman. He was dismissed from his position at St Alipius' school in Ballarat for heresy. He had a particular interest in the Federation of Australia and formation of the Constitution, which features in his poem "Australia". O'Dowd co-edited Tocsin with Jack Andrews. Tocsin was a labor newspaper in Melbourne. Others involved with the newspaper include Edward Findley and, for a short time, Norman Lindsay. The Queen Victoria Monument by Australian Sculptor Sir Bertam MacKennal has a granite plinth with 4 bronze picture plates and granite bowl. The work was once a drinking fountain with decorative bronze spouts and taps set into the columned granite base. Queen Victoria died 22 January 1901, this work was commissioned and gifted to the City of Ballarat by the Woman’s Christian Temperance Union. This work marked the end of her long reign on the English throne and as Empress of the British Empire including Australia. This magnificent statue commemorates the reign of Queen Victoria (1837 - 1901), and is located in Sturt Street, Ballarat, just outside the Town Hall. Listed on the Victorian Heritage Database (B7272), the Queen Victoria Monument is significant to the people of Victoria. The Queen Victoria Monument, Ballarat, is a key component of Sturt Street in Ballarat, a notable streetscape of the late Victorian era. It represents a pivotal element in the extensive series of public art forms erected during the late nineteenth century in the heyday of Ballarat and added to during the twentieth century. The Queen Victoria Monument is an over life size statue mounted on a freestone pedestal containing four bronze relief interpretive plaques. It is situated in front of the Ballarat Town Hall, a prominent position on the wide notable picturesque boulevard of Sturt Street. The presence of the monument in the notable Sturt Street gardens precinct together with other significant statues is of importance. The Queen Victoria Monument at Ballarat is historically significant as a fine example of a tribute to the reigning monarch, initiated by citizens, on the occasion of her Diamond Jubilee, prior to her death. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. In 1918 the Rev Harold Wheen presided at a meeting at Bondi and outlined the Constitution and the Ritual of the Methodist Girls' Comradeship. He suggested that members submit designs for a badge, incorporating the chosen colours (blue, white and gold) and the new name, Methodist Girls' Comradeship. The badge designed by Miss Bessie Sanger of Bondi, an ivy leaf signifying friendship, was chosen and subsequently became the badge of the Comrades Section of the Order. On March 2, 1940, Sir Winston Dugan, Governor of Victoria unveiled the busts of the six first prime ministers of Australia at a ceremony on the long avenue of Horse Chestnuts. The donor, Richard Armstrong Couch, was born in Ballarat in 1868. Edmund Barton (1849 –1920) was an Australian politician and judge who served as the first Prime Minister of Australia, in office from 1901 to 1903. He was appointed prime minister on 1 January 1901, the day on which the new federal constitution came into effect. The Prime Ministers Avenue is a feature of national significance, set in the magnificent Horse Chestnut Avenue of the Gardens. The 28 Prime Ministers of Australia are displayed as bronze portraits mounted on polished granite pedestals.
