The 7th Australian Light Horse (VMR) was raised from companies of the pre-federation Victorian Mounted Rifles mainly in the central area of Victoria and the Goulburn valley. In 1912 it was renumbered 15th Light Horse with the motto Pro Rege et Patria and retaining the territorial title Victorian Mounted Rifles. James William Jardine, a 20 year old farm labourer of Rathscar Victoria sailed with 19th Reinforcements to the 8th Light Horse Regiment. The 8th Light Horse Regiment AIF was raised at Broadmeadows Victoria in September 1914 under the command of Lieutenant Colonel Alexander White and formed part of the 3rd Light Horse Brigade. The regiment served at Gallipoli where in a courageous but ill-fated charge at the Nek on 7 August 1915 it suffered horrendous casualties including Lieutenant Colonel White. Rebuilt in Egypt under the command of Lieutenant Colonel Leslie Maygar VC the regiment went on the serve throughout the Middle East Campaign. Colonel Maygar died of wounds at Beersheba when the regiment was attacked by enemy aircraft while waiting to follow up the successful charge of the 4th LH Brigade on 30 October 1917. The 8th Light Horse AIF was disbanded in 1919, but soon after re-raised as the 8th (Indi) Light Horse in the Citizen Military Forces, superseding 16th (Indi) Light Horse. Presented to 10th Light Horse Regiment (West Australian Mounted Infantry) by Lt-General Sir Harry Chauvel, GCMG, KCB on the Esplanade, Perth, 10 March 1928. Consecrated by Senior Chaplain COL Riley, OBE, VD, DD. Later carried by the post-World War Two unit, 10th West Australian Mounted Infantry, raised as a CMF unit of the Royal Australian Armoured Corps in 1949 as a direct successor unit to the above light horse regiment. This unit was redesignated as 10th Light Horse in 1956. The Guidon was laid up at the State War Memorial, King's Park on 10 June 1967, following presentation of a new Guidon to 10th Light Horse in 1966. It was transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. Crimson with gold fringes, swallow tailed end (traditional cavalry Guidon shape). In the centre a black swan within a circle inscribed "10th LIGHT HORSE (WAMI)", across the lower portion of the circle a scroll inscribed with the regimental motto "PERCUTE ET PERCUTE VELOCITER", the whole surrounded with a wreath of Australian wattle and surmounted by the Crown. In the upper canton the roman numeral "X" Below the whole centrepiece is the regimental colour patch in black over gold diagonals in a rectangle and below that is the battle honour SOUTH AFRICA 1900-02 . Emblazoned on either side of the centrepiece are ten selected battle honours from the Great War: DEFENCE OF ANZAC, SARI BAIR, RUMANI, MAGHDABA-RAFAH, GAZA-BEERSHEBA, JERUSALEM, JORDAN (ES SALT), MEGIDDO, SHARON, DAMASCUS. The battle honour for South Africa for unknown reasons was not included on the guidon when originally presented in 1928, and was not emblazoned on the Guidon until the early 1950's. Other related facts:- • The battle honour "South Africa 1900-02" was granted under MO 123/1908 to 18th Australian Light Horse Regiment which was the predecessor Militia Light Horse regiment existing at the time. • This battle honour appeared under 10th Light Horse Regiment in the Australian Army List from 1928 onwards. • Having the battle honour added at a later date would explain why this battle honour is positioned on the lower portion of the guidon in the centre. At the time of approving battle honours for the Great War, the authorised position for any pre-existing South Africa battle honour was in the top left corner of the Guidon or colour, followed by the battle honours of the Great War. Formed in 1885, Victorian Mounted Rifles companies were recruited in rural centres, including Wangaratta. Members of country rifle clubs formed a significant component. They were semi-professional: only a small allowance was paid to members. Mounted Riflemen were required to provide their own mount. This tunic and cap were worn by Major General H H (Tack) Hammer CBE DSO & Bar, ED when Honorary Colonel 8th/13th Victorian Mounted Rifles Regiment 1959-1960 Hammer had pre-WWII service with 8th Battalion and 17th Light Horse (Machine Gun) Regiment. He served with the 6th Division in North Africa and Greece before becoming Commanding Officer of 2nd/48th Battalion. On return from the Middle East, Hammer commanded the 15th Brigade throughout two years of fighting in New Guinea and Bougainville. 13th (Gippsland) Light Horse Regiment was a unit of the Citizen Military Forces or Militia with its Headquarters in Sale Victoria and depots throughout Gippsland. A puggaree, usually of pleated cloth, has been worn on the Australian slouch hat since it was adopted in 1903. During WWI (1914-1918) it was frequently a plain woollen band made from puttee material. Different coloured bands denoting Corps were incorporated into the puggaree worn by militia units shortly before WWI and again in the period between the wars. The 16th Light Horse Regiment was a Citizen Military Force unit located in North East Victoria with its Headquarters at Benalla. James Alexander Nicholl was born 1878 at Ballarat Victoria. He served four years with the 3rd Regiment Victorian Colonial Forces, receiving his commission as an officer after two years. On 1 May 1900, as a 22 year old lieutenant, he sailed with the 4th Victorian Imperial Regiment to South Africa serving there under Colonel NW Kelly for fifteen months. Upon his return to Australia he resumed service with the now, Australian Light Horse. He was adjutant of the 16th (Indi) Light Horse located in northeast Victoria when WWI began. He volunteered for the AIF and was appointed to ‘C’ Squadron 13th Light Horse with the rank of Captain. Nicholl served at Gallipoli, France and UK, returning to Australia in 1919. This uniform was worn by Lieutenant Colonel J Allard who commanded 8/13 Victorian Mounted Rifles 1959-1962. Col Allard had served in the pre-WW2 militia, then in 2/4th Armoured Regiment (AIF). Following the war he joined the CMF and served as 2i/c 4/19 PWLH prior to taking command of 8/13 VMR. He maintained close contact with the Regimental Association and following his death in October 2018 at age 98 his family donated this uniform to the museum. The uniform was known as 'mess undress' but served as formal winter dress until 'mess dress' was made available in 1970s. Many towns/cities presented medallions to their citizens for service during WW1. These medallions were not necessarily presented for military service. The inscription says it was presented to D. Colquhuon for service in World War 1 by residents of of Nth Carrum. The link to Legacy is not known though presumably D Colquhuon was a Legatee.An example that medallions were a means of honouring local citizens for their work during WW1. Many civilians made a huge, unpaid contibution to the war effort. A caricature drawing labelled 'Melbourne Good Samaritans - The Legacy Club', of the early Legatees with their names, roles and some characteristics. The artist was 'Wells' and it was reprinted in the Weekly bulletin in 1979. It was also printed in Blatchford's book in 1932 with the caption 'Some Club Leaders in 1928'. Many of these names appear through the archive but very few have photos, so this is one of the few examples of what some the early Legatees looked like. The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The documents from this folder have been added in separate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1950s.The documents provide an insight into the working of Legacy, especially in the 1950s. Legatee Cyril Smith and others were detailing their experiences and knowledge for the future. The photo shows a Junior Legatee, now Captain Len Frazer being inducted into Melbourne Legacy as a senior legatee on 26 January 1943. See also item 00040 for another photo of the event. The notes on the photo identify Legatees Stan Savige, Frank Doolan and W Cremor (ex-Pres. 1936), the man speaking is President Os Gawler, three others in the photo are unknown. Captain Len Frazer had been a Junior Legatee after his father died in the first World War at Ypres. He then served in World War 2 and on his return qualified to become a member of Melbourne Legacy. His service number was VX15205, full name Leonard Thomas Frazer. From Trove a newspaper article describes his background. "Argus (Melbourne, Vic. : 1848 - 1957), Wednesday 27 January 1943, page 5 FIRST JUNIOR LEGATEE IN SENIOR CLUB Capt L. T. Frazer was initiated to membership of Legacy Club by Maj-Gen S. G. Savige, founder of the club, at a simple ceremony yesterday. He was the first returned soldier of this war, and first junior Legatee, to be admitted to membership. Joining junior Legacy in 1928, Capt Frazer, whose father was killed in the last war, was a foundation member of the Intermediate Club, of which he became president, and he gained the right to admittance to the senior club by having seen active service with the AIF. Enlisting in April, 1940, he served in the Middle East, Greece, and Crete. His father was killed in action with the first AIF at Ypres. Capt Frazer, who joined the Melbourne City Council as an engineering junior in 1928, graduated to senior MCC engineering assistant before he enlisted. At present he is attached to Army Engineers, LHQ. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). The old house and gardens overlook a magnificent panorama extending to Kinglake. The original house, built around 1850, was one of Kangaroo Ground’s earliest, and part of it remains in today’s timber house. The house was built by the early and prominent settler Andrew Harkness. Later it was occupied for a long time by Sir Herbert Gepp, renowned Australia wide.1 Harkness and Gepp are buried in the Kangaroo Ground Cemetery. Scottish farmer Harkness, who was born in 1817, acquired this property in 18492 and he and his family occupied it until the early 1920s. Harkness cleared its 152 acres (61.4 ha), fenced it and grazed sheep and cattle. Harkness proved a valuable community member. When only ten families lived in the district, he and other settlers set up a school in 1852, with Andrew Ross as the first teacher. Harkness was also one of the first to suggest establishing the Eltham District Road Board, of which he was a member for around 15 years. He was also a trustee of the Kangaroo Ground Cemetery. Harkness married in 1854 and had four sons and five daughters. The first part of the timber house he built included a kitchen-living room and a parlor. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing.
