Robin Boyd was asked to write this article, after Jorn Utzon resigned for the Sydney Opera House commission. Description of the tension between Utzon requiring more freedom to develop his ideas, and the pressure applied by Davis Hughes, State Minister of Public Works of NSW Government. Boyd describes the controversy, the outblowing of costs. Robin Boyd’s desk cupboard contained two exercise books (item D482.1-D482.2) and assorted articles, essays and other material regarding the building of the Sydney Opera House, inserted inside the front cover of Walkabout magazine, July 1966 (item P1377). This publication is one of those inserts. Many of these were collected by Boyd’s eldest daughter, Mandie, who recalls that her father was writing a book, but was very disillusioned with the way the entire Opera House saga unfolded. Some decades ago a card sorting set for the identification and description of Australian timbers was developed for timber species which were available commercially and were in common usage, by the Commonwealth of Australia (CSIRO, Division of Forest Products) To complement and inform this national timber set each State or Territory developed reference timber sets of representative species. The Commercial Timbers of Victoria set was Victoria’s most recent (circa 1984) expression of this Victorian timber samples were sourced from logs selected by Forest Commission of Victoria (FCV) District Foresters and milled locally. Kiln drying and machining was carried out at timber producers Row, Web and Anderson, in Port Melbourne. Labeling and boxing was done by FCV Timber Inspectors, with box and booklet design and graphics handled in-house More recent timber samples were badged as Conservation Forests & Lands, reflecting historical government restructuring in the early 1980s Info: Simon MurphyProvided the public, industry (timber and associated), and educational facilities with a reference collection of notable Victorian timbers. Initially in a reduced format from 1940-50s, with boxed sets produced from 1981 until 1984A boxed set of timber samples representing the 20 tree species that were considered to be the most notable in Victoria. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. Special thanks go to a private donor who donated $250,000 and the Kew Senior Citizens Club which contributed $50,000. In a historic meeting last night 13th March 07 at Boroondara Council voted overwhelmingly to complete the purchase of the Kew Court House. The partnership continues between the Kew Court House Restoration Appeal and the Council to see this project through. The project now has the overwhelming support of Council. “It is no longer about “if” it is about “when” the doors will re open” said Prof Peter McIntyre. With the property secured the fundraising can now be completed without the encumbrances and we know the restoration will be undertaken as the funds become available from the appeal. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act. The Nunawading orchard was purchased in 1920 by Mary Lilian Matheson from Florence Rebecca Course for a sum of 1050 Sterling Pound. In 1988 the Federal & State government allocated $125,000 to the Nunawading Council towards the purchase of the house, outbuildings and the orchard facing Springvale Road, as it was representative of one of the last working orchards in the Nunawading district. The property has now been vacant for many years (2011) and is secured with window bars and security services. Mr Chifley's last major public speech, made at the annual conference of the NSW Branch of the Australian Labor Party on the day before his passing away. Chifley spoke at the State Banquet at Parliament House, Canberra, on Tuesday 12 June 1951, and in the House of Representatives on the afternoon of the day that he died (13 June 1951), but those speeches were more formal. Ben Chifley was the sixteenth Prime Minister of Australia and a former railway engine driver. He was treasurer in the Curtin government and became Prime Minister after Curtain's death. Betty Borchers worked as a legal secretary. She was active in the Ballarat ALP and is the wife of Norm Borchers. Joan Brown was a passionate and active member of the Labor Party in Ballarat. Lindsay Tanner was a member of the House of Representatives holding the seat of Melbourne for the period 1993-2010. He resigned from politics prior to the 2010 election. He is a lawyer who has worked as an articled clerk and was State Secretary of the Clerks Union before entering politics. He was Minister for Finance during the Rudd-Gillard years of government. In 1877 the Victorian Infant Asylum was founded in Kew. In 1881, the asylum relocated to Berry Street in East Melbourne. By 1908, it was called the Foundling Hospital and Infants Home. It was non-denominational and controlled by a committee of management. By 1956, Berry Street consisted of a Mothercraft Training Centre and two main residential units: Berry Street for infants aged zero to 18 months, and Vale Street for toddlers aged zero to two years old. In August 1956, Berry Street was declared an approved category 2 Children's Home. In 1960, Vale Street was converted to an adult nursing home. In 1964, the name was changed to Berry Street Babies Home and Hospital. Berry Street was also an approved adoption agency. By 1968, Berry Street comprised the Training School for Mothercraft Nurses, the adoption agency, an infant life-protection house, a long-stay home for children to three years of age (the toddlers’ wing) and a small house for unmarried mothers. The home's infant life-protection work was seen as a critical agency function, particularly where family illness was putting pressure on mothers and Berry Street was able to provide respite and support. By the late 1960s, 30–40 adoptions annually were being arranged from Berry Street. By 1974 the home's orientation had shifted. Four family group homes had been established (two in Burwood, one in Ashburton and one in St Kilda), the mothercraft training function had been phased out, the toddlers wing converted to day care, and the main building (containing the nursery, administration, kitchen, dining room and single mothers accommodation) was demolished in favour of four home units, which housed 24 children, supervised by cottage parents. Berry Street provided short term, emergency and residential care for 'protection of infant' cases and state wards. Two flats were also established for short-term family accommodation. The nurses’ home was converted to house the home’s administration function and a social work service. The social work service coordinated family aid and family counselling services, and a neighbourhood house. In 1975 Berry Street also provided short-term care for 42 Vietnamese children brought to Australia in the official government-sponsored airlift. In 1976 Berry Street made application to change its category 2 Children's Home classification to category 1, as it was now catering for a wider range of children. It had ceased to be a babies’ home and hospital, and had started providing child and family care, including residential care. In 1977 Berry Street to established a family group home in Richmond to house children affected by the closure of St Cuthbert's Children's Home in Colac. Berry Street changed its name to Berry Street Child and Family Care in 1977. In 1978, the range of services provided by Berry Street Child and Family Care consisted of a social work counselling service, a financial aide, a family aide program using volunteers, two temporary accommodation units each housing eight children, an information and referral service, a neighbourhood house in Richmond, a day care centre for 36 children, and four family group homes. In 1980–81 the family group homes in Burwood were sold and the resources moved to the Richmond area. In 1994, Sutherland Youth and Family Services Inc. amalgamated into Berry Street Inc. During the 1990s, Berry Street combined with the Sutherland Community Resource Centre in Watsonia in Melbourne’s northern region. Because of the nature and length of the ceremony, it is not considered a suitable occasion for children under the age of six. Due to the large number of recipients on this occasion, it will not be possible for requests for additional guests to be met. Recipients and their guests will gain access to Government House by presenting their Entrée Cards at the Main Gate and on entering the Ballroom. Car parking space is available within the grounds. A ramp for wheel chair access is adjacent to the Ballroom Entrance. Recipients using wheelchairs are requested to advise us accordingly. Recipients and those accompanying them should arrive at the Ballroom Entrance of Government House at 10.00a.m. The dress for recipients is uniform, where appropriate, or lounge suit/day dress. Service personnel should consult their respective headquarters on dress. (Medals are not to be worn). Relatives and friends are requested to remain seated and not to applaud until the end of the ceremony. Recipients will be directed to the State Dining Room where they will remain until they receive their award from the Governor in the Ballroom. We suggest that personal items (bags, coats, etc) be left with a family member or left with a member of staff in the cloak room at the entrance to the Ballroom. Private photographs and videos may not be taken during the ceremony, but are permitted at other times. The media and an Official Photographer will be present on this occasion. Contact details for the Official Photographer will be included in the Investiture Booklet available on the day. The goldfields resulted in the almost complete denuding of trees for access to the gold bearing land, for firewood and for the tanning industry. The need for wood further increased with the advent of deep quartz mining that required timbers for shoring up the shafts and tunnels. At some point in time it became necessary for timber to be carted long distances to fulfil the need.
