Green, Chairman of the Legacy Co-ordinating Council delivered an address. Brigadier B. "IT'S A HELPING HAND... for one of Australia's most distinguished soldiers outside his own memorial at Puckapunyal. Sapper Mark Drummond of Seymour, a member of 21st Construction Squadron, which built the Memorial, holds an umbrella and commander 3rd Military District, Brigadier Geoff Cohen of Canterbury, wheels Lieutenant Colonel Donovan Joynt VC to lunch. Draft report of the Steering Committee (Residences) dated 29/3/74 on the accompanying note, which was addressed to Hugh (Legatee H. Rodgers) and signed Allan Q. (Legatee A. Quayle). The Steering Committee was in favour of demolishing and re-building Blamey House in stages: 1. constructing motel type units on SW corner of the site, 2. Demolishing Blamey House 3. Moving occupants in from Stanhope 4. Moving occupants from Harelands to Stanhope and selling Harelands. The plan would also provide future accommodation for widows in the long term. Junior legatees on stage in many different costumes, including beef eaters, soldiers, and in naval uniforms. Flag bearers hold Australian, UK, and Welsh flags. Some of the children hold musical instruments. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and Eurythmics. Photograph of a Legacy event in Melbourne City Square in 1993. President John Stevenson is presenting a runner with a Legacy plaque for his efforts. It was part of the RAAF 70th Anniversary "Legs for Legacy" run down the eastern coast of Australia with the money going to Legacy. Melbourne Legacy received a portion of the funds raised. The run took 21 days and covered 5,000 kms, by 31 RAAF personnel. This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. Former Junior Legatee Brian Edwards set out in September 1993 to complete a flight around Australia in a tiger moth called 'Matilda' as a tribute to Legacy's 70th Anniversary. He was due to arrive at Essendon Airport on 4th October 1993 and a celebratory luncheon was held. The event was supported by Ansett Airlines and Optus Communications. The promotion in The Answer invited anyone to come to the luncheon (cost $25 a head), and greet Brian and 'Matilda'. Many school children also attended the landing. President John Stevenson and Legatee George Woodward were among those attending and are photographed greeting Brian. Brian had previously flown Matilda from the UK to Australia, covering over 12,00kms in 3 months. See also photos at 00980, 00982, 00983. A photo of the delegates and senior observers of the Intermediate Legacy Club Conference held in Adelaide during Easter 1948. The attendees came from different cities, including Melbourne, Hobart, Geelong, Perth, Sydney, Newcastle, Adelaide and Brisbane. The names include: R Cumming, E Brown, H B Murn, A Lawson, C J Merefield, L Rolls, E B Hills, K Trevaskis, C Lee, J Yeates, V A Poulson, C Dodd, F Halliday, H H Kirkwood, R A Rowe, S Deverell, W McDougall, K Bremner, R Gammon, J Byrne, W A Ford, J Couch, B Roston, A Gale, J D Harvey, B Fennell, T Rowatt, J Murray, M Mead. Background: The ILC was formed in 1929 with a total membership of 18. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy.A record of an intermediate Legacy Conference in 1948. According to the paper label "Expatriate Clive James was named the 1993 Legacy Personality of the Year at a special function conducted by Melbourne Legacy. Clive entertained over 500 guests with a personal address of his time as a young Legacy boy. Clive will be seen later in the year as part of Legacy's Annual Badge Appeal." It was a "Breakfast with Clive James" at the Regent Hotel in February 1993, and Australian author Patsy Adam-Smith and Sir Edward 'Weary' Dunlop were also guests. (See also 00752 and 00753). Photos show the Legatees and widows marching along St Kilda Road past the Melbourne Concert Hall behind a bagpipe band - it was Widows' Sunday when there is a service at the Shrine for the Legacy Widows. An article in The Answer newsletter in September 1993 mentions that the Legatees and widows set off from St Pauls Cathedral in a 'Pilgrimage to the the Shrine' behind the Hawthorn City Pipe Band. There may be more photos and a proof sheet still to come. It is assumed to be 1993 Widows Sunday as Legatee John Stevenson is in the front row, he was president in 1993 which was Legacy's 70th Anniversary. According to the paper label "Over 300 Legatees participated in the ANZAC Day march commemorating Legacy's 70th Anniversary." Photos show three Legatees assembling in Flinders Street before the march, and a close up of Legatee Ron Austin. Ron Austin was the last surviving World War 1 veteran alive involved with Melbourne Legacy. (See also 00754, 00755 and 00756). The article in The Answer in May 1993 says: The ever-smiling L/ Ron Austin is an inspiration for all. Ron has the distinction of being the youngest surviving Melbourne Legatee to have served in WW1. He joined over 300 Legatees to march as part of the Legacy contingent to mark Legacy's 70th anniversary, and he marched again for a a few blocks as he joined members of his wireless unit to catch up with old friends. Ron was just 14 and a half when he joined the R.A.N. in 1917 as a Boy Seaman. He served for 10 years, resumed civilian life, then in 1931 joined the RAAF Telecommunications. WWII kept him busy! In 1949 he became Assistant Air Attache in Washington, D.C. Ron retired from the Service in 1955 as Wing Commander. It comes as no surprise that Ron was awarded an O.B.E. for his tireless devotion to duty and you might sense Ron has been a tireless member of Legacy too."
