Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents. This medal was struck in 1938 to commemorate the 150th anniversary of British settlement of Australia. “An Anniversary celebrations medallion and an illustrated brochure telling the history of Australia were presented to pupils at many schools yesterday. Hely-Hutchinson served as Governor and Commander-in-Chief of Natal and Zululand between 1893 and 1901. He was appointed Governor of the Cape Colony in 1901 and was the last British Governor until the post disappeared when the colony joined the Union of South Africa in 1910. Citation of Distinguished Flying Cross awarded to JOHN HUDSON WILKINSON: Service Number - 400444 : Date of birth - 18 Feb 1914 : Place of birth - RUTHERGLEN Victoria - tragically killed in action over Germany on 30th August, 1944. Citation reads: - "Pilot Officer WILKINSON is an air gunner of great ability and determination. He has taken part in a large number of operational sorties, many of which have been against some of German's most heavily defended targets. On one occasion, in March 1944, when engaged in an attack on Stuttgart, a Junkers 88 attacked the aircraft five times, but Pilot Officer WILKINSON, by his accurate directions to his captain and coolly aimed return fire, drove off the enemy aircraft in a badly damaged condition. At all times his unwavering devotion to duty and constant alertness have inspired confidence in his crew." To honour the commitment of its staff, badges were awarded to commemorate years service. These consisted of the Vision Australia Foundation symbol of an eye (flat surface for the iris and areas immediately below and above the eye, and roughened surface for the background of the iris), in gold. A number reflecting the years of service was attached by a loop below the badge in gold. Service was commemorated at the 1st, 3rd, 5th, 10th, 15th, 20th, 25th, 30th, 35th and 40th year. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district.
