Drainage infrastructure was developed and maintained in this region by the Snowy River Improvement Trust. The Trust was administered by a local committee and its activities funded by a local rate charged on the farmers and land owners in the Trust’s designated district. The level of the rate charged by the Trust was designed to be proportionate to the benefit derived from the works undertaken. Financial assistance was provided by the State Government from time to time for specific projects such as post flood repairs but not for new capital works. The Trust undertook new drainage and river management works including tree planting, rock beach construction and servicing of the drains and flood gates. The Trust also provided a personal flood warning service to the farmers in its district. The Trust ceased to operate in 1997 with the advent of the East Gippsland Catchment Management Authority. The infrastructure developed by the Trust continues to provide a service to the farmers in the region. The Snowy River Improvement Trust was vital to the Orbost district because of its ability to apply local knowledge and to engage the local farming community.A large plan of divisions of land for the purpose of levying the Snowy River Improvement District - Bete Bolong, Orbost, Waygara, Newmerella and Orbost East. In 1961 Bruce Evans was elected to the Victorian Legislative Assembly as the member for Gippsland East. He was the party's deputy leader from 1964 to 1970 and its whip from 1970 until his retirement in 1992. "The Land Conservation Council was established by the Land Conservation Act 1970. As one of its three functions, it makes recommendations to the Minister for Planning and Environment with respect to the use of public land, in order to provide for the balanced use of land in Victoria. This report contains the Council’s final recommendations concerning the use of public land in the East Gippsland study area, the boundaries of which correspond to those of the Shire of Orbost. The recommendations in the text are grouped under major headings, such as Parks, State Forest, and so on. " The Council met on seven occasions during the year, and also made visits of inspection to each study area. The Chairman visited Shire Councils in study areas to explain the role and the functions of the Land Conservation Council and to invite submissions on the use of public land in these areas. Provides information about the two-day enquiry held by the Victorian Transport Regulation board into the SEC operated Ballarat Tramway system. Enquiry held at the Ballarat Court House, by Messrs J Bolster, E V Field (Chairman) and J O Mactier of the TRB. Two photos show the Board and some of the attendees. Page 2 of the 3 April report; the acting assistant manager of the SEC advised that the tramway was unsafe, deaths due to collisions with trams, costs of refurbishing the tracks and tramcars and employment issues. Evidence was also given by the Mayor of Ballarat, Cr. Nicholson, Ballarat Town Clerk Mr Maddern, Barry Wilkins, H A Davis local bus operators. The Board considered whether the existing services could be replaced by private operators, or a publicly operated service, including the cost of operators. On the 1992 Barcelona Olympic Games donor Doug Pleasance wrote- The 1992 Barcelona Olympic Games saw an evolutionary change in designer selection. A Declaration of Interest Form was communicated to over forty potential designers. The task and especially tight timelines that were involved deterred many aspirants, however, there remained eight designers with the potential we were seeking. These eight designers were paid $3,000 per submission and the winning designer, Wendy Powitt, was paid $15,000. For the first time the judging panel included two athletes, one male swimmer and one female basketballer, their influence was pivotal. The Official Uniform was used for both travel and official functions. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. BCAE was submitting a proposal to the Victoria Institute of Colleges (VIC) for acceptance of the course in Occupational Hazard Management and the approval of the Federal Government Tertiary Education Committee for this course. If approval was received, after many submissions and adjustments, the course planned to start in January 1979. This slouch hat was worn at the 75th Anniversary of Beersheba parade at the Australian War Memorial, 31 October 1992. VMR Squadron 4th/19th Prince of Wales’s Light Horse provided the Honour Guard under the command of Captain Kelvin Robertson. It was the first occasion on which slouch hats and plumes were worn by the regiment. In 1992, all Corps in the Australian Army were ordered to wear slouch hats. This was a reaction to the high incidence of skin cancer in soldiers. Berets were thought to offer inadequate sun protection. Slouch hats were not practical in AFVs. Not all crewmen had access to helmets, so berets continued to be worn in vehicles. Slouch hats were worn for parade ground and general barracks work. RAAC acknowledged its Light Horse ancestry by wearing the emu plumes. Life continued in this way till 2010 when the wearing of berets was banned. Special Forces were exempt because it was argued they had a special relationship with the beret. Armoured Corps was outraged. Their relationship with the ‘black hat’ went back nearly a century. Submissions and argument ensued until the current workable arrangement was reached where a CO can authorize the wearing of berets but recognising that the slouch hat is the formal Australian Army head dress.
