This book was compiled to celebrate the centenary of secondary education in Orbost. It was launched on Saturday April 28 2012 as part of the centenary celebrations. The former Shire of Ballan commissioned this work which ties in with the formation and early years of the Ballan Shire Historical Society. It is a collection of articles, works and memoirs written and compiled by James Henry Walsh, an early resident of Ballan, that have been edited for publication by James Turner. The book contains maps and photographs and is fully indexed. It is considered by some to be the foremost reference work on the history of Ballan.The book is significant as it is a comprehensive collection covering the history of Ballan. This photograph taken between 1883-1888, shows the Steam Packet Inn, which was at the end of Stanley Street in Warrnambool, close to the Breakwater and Port of Warrnambool. It was renamed later as the Lady Bay Hotel. THE STEAM PACKET INN The Steam Packet Inn was originally located at the end of the first jetty that ran out into Lady Bay. It was purchased by Manifold and Bostock in 1854 with the first building being a private BOND STORE. An old horse-drawn tramway went past the Bond Store and out onto the Jetty, providing a method of transporting goods. The Bond Store was converted in 1863 into a hotel named the Western Steam Packet and then called the STEAM PACKET HOTEL or INN, a stone building. The Steam Packet Inn building was owned by E.D. Evans of the firm of Evans and Gleeson, livery stables. The Steam Packet Inn’s licensee between 1883-1888 was B.C. Jewell. In 1889 the building was reconstructed and a second storey added. At this time (1889-1890) the name was changed to the BAY VIEW HOTEL. The hotel was extensively damaged by the first of the two earthquakes in Warrnambool in 1903. The hotel was renamed LADY BAY in 1954 and altered and enlarged. It then occupied the site of two former hotels, the Bayview and the Prince of Wales. When the Lady Bay Hotel was demolished a few years ago to make way for the Lady Bay Apartments the original walls of the old Steam Packet Hotel were still clearly visible inside the main bar area. STEAM PACKET INN and BOND STORE at FLAGSTAFF HILL MARITIME VILLAGE (Note that there are two buildings at Flagstaff Hill Maritime Village, a Manifold and Bostock Bond Store and a Steam Packet Inn with a licensee, B. Jewell (1883-1888), both remembering the one building that incorporated these two institutions in Warrnambool’s past. The current Steam Packet Inn in the Flagstaff Hill Maritime Village has an image of one the licensee's B.C. Jewell. Original owner Nora O’Connor the donor’s adopted aunt, migrated to Canada during WW2 and also worked as volunteer at the Vancouver Mission to Seamen where she met her husband Edward O’Connor who later migrated to Australia. NB Lightkeeper membership category across many of the Missions globally, was usually reserved for women busy as home-makers with children and also as a Junior membership category for children.The platter was accompanied by other materials from the Vancouver club of Senior Light keepers and together the material provides a parallel insight and reference to this group. It also provides a historical link within the worldwide network that is now recognised as the Mission to Seafarers. The Lightkeepers Auxiliary was also active with the Mission in Williamstown where they helped raised the funds to set up the new mission in the E,S & A Bank in 1943 which was furnished thanks to the High Commission of Canada.Circular , varnished wooden tray or plaque with beaded edge froming 'lip". Also known as the King George V memorial building this branch of the Mission to Seamen opened in 1937 as a replacement for the old Mission in Port Melbourne. The Foundation stone was laid by the Victorian State Governor and a photograph of the event is also held in the MTSV collection. The Art Deco style building was commissioned by merchant and philanthropist, Alfred Michael Nicholas (1881-1937) and designed by prolific Melbourne-based architect Harry A. Norris (1888-1966) in 1937 best known for his commercial work in Melbourne city centre. NB PMHPS Kindly allowed MTSV heritage to take scans of the Kelly series notes in their collection for reference in 2019.One of the few full colour images of this building originally classified by the National Trust and now demolished. An example of architect Harry Norris' work 1937. All that remains are a ceramic plaque, a brick and several items of chapel artefacts. Alison Kelly, a photographer, was part of the group supporting the Port Melbourne Seamen's Mission in the 1980s and 1990s. This 1813 cannon is classified as a carronade, having been made by the Carron Ironworks foundry in Stirling, Scotland in 1813. It is a large calibre, short range, gun mainly used on ships. The carronade model of cannon was first used when introduced into the British Royal Navy in the American War of the Revolution (1775-1883). This cannon was originally a 28pdr, 48cwt, 8ft gun. The date ‘1837’ on the barrel probably indicates the date that the Board of Ordinance accepted the change in size to a 32pdr. It may originally have been a naval gun and the conversion undertaken when it was brought ashore. It is very probably one of the 15 guns that are known to have constituted the defences of Victoria in 1860. This group of 32pdrs was the shorter model of the 4800width and 8ft length cannon and as such are different from the 32pdrs found in NSW. It was originally located on Cannon Hill in Warrnambool when it was the site of the Warrnambool Battery Western Artillery, formed in 1866. It was obsolete by the time of the 1887 fortifications, and was moved from the Warrnambool Fortifications to the Botanic Gardens in 1910, when the Fortifications were declared obsolete. HISTORIC INFORMATION ABOUT THE CANNON IN THE WARRNAMBOOL AREA In the years following the Crimean War (1854-1857J) there was a great concern in the Colony that Imperial Russia would attempt an invasion. Coastal defences in the colony of Victoria were greatly strengthened by the Government as a result. Warrnambool was originally protected by cannons at Cannon Hill, approximately 1 kilometer west of the Flagstaff Hill Fortifications. The cannons included two 1866 guns, both 80 Pound Rifled Muzzle Loaders (RML) purchased by Victoria’s Colonial Government. They were part of a shipment of 26 such guns sent from England in December 1866. They are registered as No. 23 (80cwt-2qr-0lbs) - Gun 1, and No.13 (81cwt-1qr-12lbs) - Gun 2. They were cast at the Royal Gun Factory, Woolwich Arsenal, in 1866 and have a 6.3 inch bore. Both barrels carry the Royal Cypher of Queen Victoria, Insignia of the Royal Engineers, within the Garter and Motto surmounted by the Crown, with the Royal Cypher of Queen Victoria within the Garter (letters in centre “VR”, motto “HONI SOIT QUI MAL Y PENSE”, "Shame be to him who thinks evil of it."). The guns were originally supplied with wooden carriages. (The Royal Arsenal at Woolwich, England, was established eleven years after the Restoration of King Charles II. It was the principal supplier of armaments to the British and Empire Governments. At the height of its operations during World War One the factory covered 1300 acres and employed very nearly 80,000 workers. Woolwich was the Headquarters of the Royal Artillery since the raising of that Regiment in 1716. The Arsenal was closed in the late 1960’s.) The two 80pdr cannons were transferred to the Warrnambool Garrison Artillery Battery Fortifications erected at Flagstaff Hill in 1887 as part of Victoria’s Coastal Defences. The original wooden carriages were subsequently replaced with the present iron garrison carriages in 1888. They are a “C” pivot. The ‘racers’ or curved track set into the floor of the gun emplacement (which enabled the guns to be traversed more quickly) are as specified for guns up to 10 inch, being of wrought iron 2.78 inches wide. A temporary third gun, now no longer on Flagstaff Hill’s site, was a 5 inch Rifled Breech Loading (BL) Armstrong gun mounted on an Elswick hydro pneumatic disappearing carriage It was faster to load and fire than the 80 pound RMLs and its arrival spelt the end of the older 80 pound guns’ useful life, apart from being used for practice sessions. The 5 inch BL gun was the main defensive weapon of the Warrnambool Battery until the Battery was downgraded in importance and the gun was recalled to Melbourne in 1910. The gun emplacement still remains in place set between the 2 80pdr cannon. The State of Victoria took over the ownership of the guns at the time of Australian Federation in 1901. In about 1901/1902 the Garrison Battery was converted to the Warrnambool Battery of the Australian Field Artillery (No 4 Field Battery). It was equipped with 4.7 inch naval guns mounted on field carriages. They were now a mobile unit but continued to use the Warrnambool Garrison area at Flagstaff Hill for practice. When the Fortifications were declared obsolete the two 80 Pounder RML were relocated to Cannon Hill in 1910. On the outbreak of World War 1 the 4.7 inch guns were recalled to Melbourne, and the Battery was disbanded. Most of the personnel probably re-enlisted in the local 4th Australian Light Horse Regiment. The two 80 Pounder RML were moved back to the Fortifications in 1973. They were both fully restored by Army First Year Apprentices at the Ordinance Factory in Bendigo in time for the centenary year of the fortifications in 1987. The guns are capable of firing 80 pound (32.3kg) armour piercing exploding shells 3.65kms out to sea. They were original manned by volunteers before a paid Garrison was established. Now the Guns are again fired by volunteers on Special Event days. Since restoration the Gun Number 1 had been fired on a regular basis but Gun Number 2 hadn’t been fired since the mid 1990’s. In April 2015 Gun Number 2 was serviced in preparation for the firing of both cannons on the ANZAC Centenary commemorations on April 25th 2015. Other guns from the original Cannon Hill location were obsolete by the time the 1887 Warrnambool Garrison Artillery Battery was built. These guns are (1) a 32 Pounder Muzzle Loading Smooth Bore (SB) cast in 1813 at the famous Carron Foundry, number 80837 and now located in the Warrnambool Botanic Gardens. It is now mounted on a replica carriage due to the original carriage being in a fragile condition (the original carriage stored under cover at Flagstaff Hill). (2) a 68 Pounder Muzzle Loading Smooth Bore cast in 1861 at the equally august Low Moor Foundry, number 10310 and now located on the lawn area at the entrance to Flagstaff Hill Maritime Village. It is still mounted on its original wooden garrison carriage. Its wooden slide compressor mechanism is fragile and now kept in Flagstaff Hill’s storage. There are only seven 32 Pounder SB made by Carron and fifteen 68 Pounder SB made at Low Moor known to exist in the State of Victoria Plaque attached to the carriage “This replica carriage was constructed by the Warrnambool Tritan Woodworkers club in conjunction with the generosity of local businesses and the Warrnambool community. The original carriage (circa 1860) was removed for restoration and is now located at Flagstaff Hill Maritime Village. The timber used for the replica carriage is Monterey Cypress, which was an early planting in the gardens. 2010 marked the centenary of the cannon’s relocation in the Warrnambool Botanic Gardens.” (Reference; Victorian Guns and Cannons, South Western Victoria Assessment, May 2008, item W/B/01; Flagstaff Hill Maritime Village datasheets and archives). There are only seven 32 Pounder SB made by Carron known to exist in the State of Victoria and this is one of them. On a world level, this cannon represents a high level of rarity. Further, as it has been modified (bored up) it is representative of the historical process of amending artillery in order to ensure a longer usefulness of each piece despite rapidly advancing artillery technology. The number of surviving carriages with traversing slides in this group in South Western Victoria is unique in Australia and probably in the World. Out of 10 such platforms surviving in Australia, the South Western Victorian group has half. Several survive around the world but probably not in such a large group. The wooden sliding compressor mechanism belonging to this cannon is extremely rare, and the only one in this South Western Victorian group of Guns and Cannons. As a whole, this cannon has undergone very little restoration or modification, giving it a high level of integrity. The City of Warrnambool is one of several custodians of a collection of artillery pieces of heritage significance at a state, national and international level. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. Cannon has original wooden Burmese Teak carriage and slide with wrought iron fittings and iron wheels. Manufactured by Carron in Scotland, in 1813. It has been converted from a 28pdr. There is a loop for a rope on the cascabel, which was part of the original casting. Re-bored in 1837. Marks include Serial Number, Royal Cypher of King George III, broad arrow of proofing, and numbers to represent the weight. NOTE: The cannon is displayed in the Warrnambool Botanic Gardens and is mounted on a replica wooden carriage; the original wooden carriage is now stored under cover at Flagstaff Hill Maritime Village. This carriage has 4 wheels on swivel attachments and a central gear that allows the wheels to turn on rails. Pressed into left trunnion “80837 / CARRON / 1813”, cast on barrel“symbol (Royal Cypher of King George III”, “symbol (broad arrow of proofing)” and numbers “45-3-24 / 1837” . Cascable “CV” and marks with gradations from nought to three in quarters on each side, On the carriage the end of one of the main slide members carries the mark “W symbol (broad arrow) D” incised into the timber. Suggested reading - David Mitchell, A Forfar Man - Pamela Vestey. (National Library of Australia ISBN No. 0646104977 Second edition - 1996.A discussion paper by Murray Houghton, Warrandyte Historical Society, on the excavation of Pound Bend tunnel and examination of information sources suggesting David Mitchell's association with gold mining at Warrandyte." ... Just what then was Mitchell's actual association with mining in the Anderson's Creek goldfield? As an initial means to determining this, a number of biographies devoted to the man's lifetime achievements have been consulted. Some two of these were found to contain rather brief references to his involvement at Warrandyte. In the 1992 booklet entitled "David Mitchell a Forfar Man" written by a Mitchell family member, viz., Pamela, Lady Vestey, of Coombe Cottage, there is included a passge which commences "Another of David Mitchell's early interests was gold mining". This is appended by the bald statement "In 1870 he formed the Evelyn Tunnel Gold-Mining Company with a capital of £16,000." The other account of a Mitchell involvement with an unnamed Warrandyte company is contained in Joan Campbell's 1974 biographical article entitled, "Mitchell, David (1829- 1916) builder, contractor and businessman, etc.", in Volume 5 of the "Australian Dictionary of Biogaraphy". Campbell mentions that "In 1890 (sic) Mitchell formed a company to mine a channel and tunnel on the Yarra River at Pound Bend, Warrandyte," i.e., at a period some 18 or so years after it is known that the Evelyn Tunnel Gold-Mining Company had actually ceased operations. She then continues with the bizarre statement that "he employed gangs of Chinese to work three miles of river bed for gold". Neither of these respective excerpts indicate evidence of having been directly referenced from a legitimate original source, from which either author's contained comments might be authenticated. For any historian with an enquiring mind these statements demand further clarification. ..." - Murray Houghton

The VC Reference Number range 33001-34999 has been reserved. The Borough of Ringwood was created in December 1924, formally part of the South-West riding of the Shire of Lillydale. Ringwood was proclaimed a city on 19 March 1960. On 15 December 1994, the City of Ringwood was amalgamated to form part of Maroondah City Council. The detailed years are: 1924-25, 1926-27, 1928-29, 1930-31, 1932-34, 1934-35 and 1944-49. For researchers, the rate books are in assessment number sequence. Occasionally, they is also in surname or estate sequence but do not rely on this. The original records are kept at PROV, North Melbourne. Tait collection: item 47 of 62 This is a document giving details of the Will and Letters of Administration following the death in 1895 of Charles Spencer of Brooklands, Birchanger, Essex, England. It is not known why the document has been drawn up in Melbourne and also makes reference to Warrnambool lawyers but it is presumed that some or all of the beneficiaries of the will lived in the Warrnambool district at the time. Charles Spencer left personal estate to the value of £689 to his wife, Emily, and children. Mentioned in the document are the lawyers J.S.Tait and Henry Parrington who were partners in a law firm in Warrnambool at the end of the 19th century (going under the name of Higgins and Parrington). The document has been passed down to successive lawyers occupying legal premises in Kepler Street and it was located in this building in 2014. The Letters of Administration for this estate was granted to Henry Parrington. The personal estate comprised £689 which had been lent to Spencer Smith on the security of land in the Parish of Wangoom, County of Villiers the repayment of which is secured by an indenture of mortgage dated 1st June 1892. [Ref: PROV. VPRS28/P0002, 73/750 Charles Spencer Grant of Administration] This document has no known local relevance except for the involvement of two Warrnambool 19th century lawyers. Further investigation has shown the personal estate mentioned in this will comprised £689 as a mortgage secured loan to a local resident, Spencer Smith.This is a cream-coloured piece of parchment paper folded in two and containing handwritten material on four pages which have black ruled lines on the edges. The 1899 document gives details of the Will and Letters of Administration of Charles Spencer, of Brooklands, Birchanger, in the County of Essex in England. Tait collection: item 48 of 62 This is a document giving details of the Will and Probate of William James Osborne, a Tallangatta farmer who died in 1896 at the age of 59. His death place is given as Tower Hill. A William Osborne is listed as a Wangoom farmer in 1856, a farmer at ‘Thompson’s Old Farm’ in Allansford in 1866 and a farmer at Winton Farm on the Allansford Road near Shipley in 1869 but these references may be to William Osborne’s father as there is mention of a William Osborne, Junior at that time. William James Osborne left real estate to the value of £560 and personal estate to the value of £81 to his wife, Hannah. The lawyer who drew up this document was Ernest Chambers who had legal offices in Warrnambool, Koroit and Port Fairy at the end of the 19th century and the beginning of the 20th century. He was in possession of this document and it has passed down to successive lawyers occupying the legal premises in Kepler Street where it was located in 2014 (former premises of the law firm of Mackay Taylor). This document is of interest as it gives details of the Will and Probate of William James Osborne, a farmer in the Allansford area in the 19th century. The Flagstaff Beacon was printed weekly from 14th July 1979 to 5th October 1979. The paper was published in Warrnambool by Trevor Alan Mackay (Ennisclay Pty Ltd) and the address was listed as 104 Liebig Street with the Classified Department at 148 Fairy Street. The name of this paper was a reference to the two operating lighthouses on Flagstaff Hill in Warrnambool. The Flagstaff Beacon was delivered free to Warrnambool householders but extra copies could be obtained for 20 cents a copy. The paper produced the usual newspaper material – current news, sport, real estate, movies, women’s news, motoring, advertisements etc. In August 1979 the Flagstaff Beacon offered colour reproductions of any photographs appearing in the paper. This was described as the first service of its kind to be offered in Victoria. These newspapers are of considerable interest as they are some of the few surviving copies of the 1979 Warrnambool paper, The Flagstaff Beacon. They also are of historical interest because of their news items and their advertisements. These are 13 copies of the Warrnambool newspaper, The Flagstaff Beacon. The newspapers are printed in black and white with a masthead featuring a colour – mainly red and orange. The masthead also has an image of a lighthouse, perhaps the Upper Lighthouse at Warrnambool. This book was given in 1847 to E. Callender by an unknown person (‘C.E –‘). There is a reference in the Warrnambool Examiner newspaper to an Adam Callander, a Port Fairy baker whose wife Alice committed suicide in 1870 and, more importantly, a reference to a Miss Callender arriving as a ship passenger to Warrnambool in July 1854. There is a record of Eliza Callender marrying Peter McFarlane in 1858. The book may have been a New Years’ Day present or a birthday present or a presentation to someone leaving England to migrate to Australia. This book is kept because of its inscription and its early date (1847 – some months before Warrnambool was founded). Further research may reveal the extent of the book’s significance. This is hard cover book of 320 pages. The cover is dark brown with embossed scrolls on the front cover and gold lettering on the spine. The book has eight chapters, including a biography of the author, Matthew Henry, and two black and white sketches. On the first page is the stamp of the Warrnambool and District Historical Society.
