This Inspectorate Training Phase 1 was prepared by Dr Dennis Else and Dr Jeff Spickett for the National Occupational Health and Safety Commission. Dennis Else is Chairman of the Health and Safety Unit at Ballarat College of Advanced Education, Mount Helen Campus, Victoria. Jeff Spickett is Head of the Centre for Advanced Studies, Division of Health Sciences, WAIT, Bentley, Western Australia. WAIT refers to the Western Australia Institute of Technology (1966-1986). It then became Curtain University. As this was prepared for the National Occupational Health and Safety Commission, assistance and discussions were held with the representative bodies, Health and Safety and Department of Labour, in each state of Australia.78 A4 pages, typed and spiral bound. Responses from Tom Norwood of Ballarat College of Advanced Education and Mark Hennessy from Lincoln Institute of Health Sciences indicate what is already being done in courses available at Ballarat, Lincoln and Deakin. Council's reply form Gordon Lewis, addressed to Dennis Else, says they will obtain the trophy from previous winner and inscribe new winner's name on it and replica. Suggestion is that the trophy be kept at the College and displayed. This practice is followed at other Colleges. The Federal President Mr Clive Peterson to make the presentation. Derek Woolley replied and explained the College was in an interim period between Dennis Else and Derek Viner. A project titled "Reducing Back Injuries and Energy Costs of Shearing Through the Development of Practical Modifications to Shed Layout" was funded by Worksafe Australia. The budget was $101,170. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. Eric Wigglesworth was born in England in 1926. He came to Australia in the 1960s. He was a specialist in accident injury prevention and continued this when in Australia. He was a Director of the Injury Research Project at the Royal Australasian College of Surgeons and a Director of the Sir Robert Menzies Memorial Foundation. He became a Fellow of the Institute of Occupational Safety and Health. Eric was instrumental in establishing the Graduate Diploma in Occupational Hazard Management in 1980 at Ballarat College of Advanced Education - the first tertiary-level course in accidental injury prevention in Australia. A project titled "Reducing Back Injuries and Energy Costs of Shearing Through the Development of Practical Modifications to Shed Layout" was funded by Worksafe Australia. The budget was $101,170. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace. Within the artistic community there is a great concern for individuality and this is expressed in the artists' work. The need for flexibility and spontaneity is a vital and intuitive part of the artistic environment. The Chief Censor was David Ferguson. He was requested by the Council to develop training programs for future Fellows of the College. The College does not expect to conduct courses or examinations at present, but may do so in the future. It is interested to know what courses are or likely to become available throughout Australia. As Ballarat College of Advanced Education offers courses in occupational health/hygiene/safety/ergonomic, the College maybe interested in offering courses. If so, details of the courses should be forwarded for for consideration. The College is anxious to identify and promote courses that meet the College's needs and standards. This was for the development of an Occupational Hazard Management Course. This approval meant the VIOSH course could begin in 1979. At times since that date they had to apply for re-accreditation of the course. The Occupational Hazard Management Course Committee was responsible for this. This meeting notice was sent stating the only matter on the agenda was the re-accreditation proposal. Harold Greenwood Thomas was one of a group of students who founded the Safety Institute of Australia (SIA). They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Dennis Else, VIOSH Ballarat, is the 6th person to win the Harold Greenwood Thomas Lifetime Achievement Award.
