The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. The Australian Natives' Association (ANA), a mutual society was founded in Melbourne, Australia in April 1871 as the Victorian Natives' Association. Ballarat branch (No 4) was founded in 1874, had a building in Camp Street and was one of the most active branches in the colony, playing a key role in Federation. The medallist, K.G. Luke, was a private mint that made 1956 Olympic Games medals for the Numismatic Association of Victoria, as well as a considerable number of other medals and trophies. It operated at least between 1937 and 1974. A gold coloured medal featured an a white enameled Australia with the words A.N.A. Morgan Bevan John was a president of the Ballarat School of Mines for many years. In 2014 the building was used for Ceramics and 3D Art, other former uses now being carried out in the Skills Centre. It is possible that this may have been a wedding present or gift to Roy Wines and or his family as his name is scratched on the bottom. Roy was married in 1924 in Warrnambool. Roy Arthur Wines was Born in 1897 in Mailors Flat Victoria Australia and Died in 1980 in Ballarat. Roy lived for a number of years in Warrnambool during his married life.A massed produced item that at the time was cheap to buy with no makers mark or date stamp thousands would have been produced using a mould to make the ceramic case in two half's by pouring liquid clay into the mould and then joining the half's together when cured. This item could have been produced in Holland at any number of pottery factories at this time for export in vast quantities.Ceramic clock; the mechanism is plated steel and set in a ceramic case with glass over the face. The ceramic base colour is white with royal blue ceramic colour to the front and sides only. The blue ceramic has been painted over with lime green house paint on the front and sides. An inscription of a handwritten name is on the case and a hard-to-read model or batch number is on the cast base. This blazer was worn by Elaine Cooke when she attended the Ballarat Teachers College. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. The Ballarat-based firm, J Chatham and Co, serviced the Hotel Industry in Victoria, particularly Victoria’s Wimmera and Western Districts. Established by Jack { John} Chatham in 1956, The business was based at 7 Lydiard St South, Ballarat. As a regional hotel and motel broking specialist, he worked closely with other Ballarat businesses, including the Ballarat Brewery. On Jack's death in 1967, the business was taken over by his son, Philip, and renamed J Chatham Pty Ltd. The business continued to grow. Chatham House, the building the business operated from, and subsequently purchased and named, at 7 Lydiard St South, Ballarat still stands today. In the 1970's a Melbourne branch also opened in Dudley St, Nth Melbourne, In the 1980s the Melbourne branch, J Chatham and Daunt Pty Ltd, operated from 205 Victoria Parade, Fitzroy, a few blocks west of the Carlton United Brewery. Philip's son, Andrew, joined the business, then called J Chatham, Daunt and Foley Pty Ltd., in the late 1980s. The business at this time operated from a terrace house [?Bouverie Street] Carlton near Grattan St. By 2005, the Daunt and Foley partnership had dissolved. Philip predeceased his wife, Elizabeth Chatham (nee Holmes), a Director of the Company in 2001. His share of the business was inherited by Andrew. Wilma Hall (later Hobbs) wore this blazer while studying at the Ballarat Teachers' College in 1954-55. The college was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate.
