On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Pat Grainger (1930-2023) had a distinguished career as a graphic designer. In the 1960s she lived in Brighton and was working with her husband Les Mason in the influential Les Mason Graphic Design studio in South Melbourne. This was one of three Norma Tullo outfits she owned at the time; she believed it would have been around 1967. Pat was a founding member of Port Melbourne Historical and Preservation Society and was active in local history and environmental and social justice causes. Norma Tullo (1936-2019) was an influential Melbourne fashion designer circa 1960s-1980s, part of a new wave of younger designers creating youthful, modern and affordable styles for a young market.Black and white paisley nylon hot pants dress (.1) with collar. The public toilet block in Linton is decorated with hand-made terracotta tiles depicting historic themes. The tiles were produced as part of the Press Mould Tile Project 2001-2002 by Linton Primary School students and community members. Tile design and project coordination was by Pam Farey and Anne Dietrich, and instructors were Pam Farey, Anne Dietrich, Anne Bray and Jeannette Vervaart. The site the toilet block was built on was formerly occupied by 'Criterion House', a building used in the 19th and early 20th centuries as a shop and also a hospital. Tom Andrews, whose father (also called Tom) was thought to have come to Linton from Jamaica, lived near the Battery Dam. Little is known of his life, other than that he attended the Methodist Church and was "a very respected citizen". In later life he lived at Boort. He is in a photograph of the Linton football team taken c.1915-1920. (Registration number 2019-247 - Mounted photograph 424.) Tom was a member of the Old Lintonian's Association and attended its reunions in the 1930s. Photograph is part of Old Lintonian collection; No. 124. Two Bendigo Advertiser newspaper articles with Amy Huxtable Women's Editor and a part of her series titled, 'At the Art Gallery.' The first article is titled 'The Story Teller with a touch of magic.' Peter Leonard is a story teller and a puppeteer and is performing at the Bendigo Art Gallery. It includes a photo of Mr. Leonard and also a photo of his puppets. The second article is titled, 'Gift paintings and furniture for art gallery - Newson collection now on display.' The late Mr. A. L. Newson and his wife Mrs. Jean Newson donated a collection of paintings and rare prints and antique furniture to the gallery and these are now on display at the Bendigo Art Gallery. There is a photo of 'Gums' by W. B. After marrying Ron Kirner, Joan Hood was known as Joan Kirner. She became the first female Premier of Victoria. “When I went out teaching, I went to Ballarat Girls Tech, where I met [husband] Ron who was at Ballarat Boys Tech. They were seen as tough schools, and I saw the disadvantage faced by these girls who were at the lowest of the low of the education rung – and yet there were some fantastic girls there who needed equal opportunity. So I think it was teaching that cemented in my mind that people don’t get an even go – and in particular girls. It didn’t take me too long to realise blokes were largely empowered. And it was teaching that cemented how equity and empowerment for women could be achieved through education.” Sarah Capper: You graduated from Melbourne University in 1958, and as mentioned, began work as a teacher in Ballarat. You married Ron in 1960 and received one of those government letters asking you to resign - JK: Yes, I think it burnt a hole in my pocket when I brought it home! We were both teachers, and I said to Ron, “Well, you got married – where’s your letter?!” That really clarified that the world wasn’t quite even, even in this profession that I’d always wanted and loved. I didn’t get superannuation – I think I got something like 100 pounds as pay in lieu of permanent service. And that wasn’t just me – that was a whole generation. Fancy that – that’s what it said – “pay in lieu of permanent service”. So that made me livid. If I hadn’t been a feminist before then, I certainly was by then. Thirty two pages on gloss white paper plus brown covers, centre stapled, titled ""Panoramic Views , The Garden City, of Ballarat & District" in Gold printing. On rear has name of printers "Berry and Anderson Co Subtitle on page 1, "The Garden City being a series of 40 magnificent Panoramic Views of Ballarat and District, with special descriptive article, "Ballarat Revisited". On page 1, comprises a list of photos and a photo of Sturt St. looking east with an electric tram hauling a trailer. Pages 2 and 3 comprise the article. Most small photos are recycled postcard photos, dating from around the time of horse trams, through to the 1920, featuring the Arch of Victory, A number of photos of buildings such as Orphan Asylum, or Orphanage, Eureka Stockade, Lake Wendouree, Gardens, Ballarat and District Hospital, The Gardens and Reservoirs or Lakes. Many of the street scenes in Sturt St, feature tram in the City area - see the 11 image files including some close detail scans or horse trams turning from Sturt St to Lydiard St while one horse tram is coming up the hill on the same side of Sturt St. Features both electric and some horse trams. Photocopy of an article in the State Electricity Commission of Victoria Magazine, Contact, Vol 1, No. 4, Feb 1937 titled "Electricity Supply for Buninyong" and "Ballarat Trams in Picturesque Setting". Each item had a thin strip of paper attached by staple to the top left hand corner, giving the Vol. No. details. The first story features the provision of power to the town of Buninyong on 14/1/2937. The supply was provided by a 6.6kV line running from Sebastopol. The second story with a photo of a line up of 7 trams in the Gardens following the annual outing of the Pleasant Street State School trip to the Botanical Gardens and special trams in general. Two page Gestetner printed list, foolscap sheets titled "MMTB Route Numbers - Tram Routes", giving the list of route numbers for all numbers to 99 including A to E, showing where numbers and most letters not used at the time. Does not give bus route numbers. Used up to the renumbering of Oct. 1970. For the route listing that replaced this list see Record Number 360. The Mouth Organ Band held another compition at the band room on Monday evening. Various sections were well contested and the decisions of th eadjudicator - Mr Jack Holloway - gave every satisfaction. Prizes were awarded as follow: "A" Grade - N. Haywood, 49 Points 1: W. Reeve, 47 Points 2; C. Oliver 32, 3. "B" Grade - R. Pickering 1. "C" Grade - S. Pickering 1.
