David Kennedy(1825-1886) was a Scottish singer. Initially a church musician. HE had a large family many of whom were also singers and toured throughout the world. 1872-1876 the group toured Canada, New Zealand and Australia. In 1879 and 1880 they toured India and South Africa. In 1881 three of his children died in a fire at a Nice theatre. David died in South Africa but is buried in Scotland. David junior(1849-1885) began as a singer with his father but later moved into writing.Hand written account of Scottish singer David Kennedy and his family's World Tour, of which Bendigo was a part, written by David Kennedy Jnr. He tells of the mine in Pall Mall, the gold cakes from the different companies displayed in the bank windows, meeting some Chinese sifting tailings, buying a Chinese book and then finding it was an old almanac. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. This Holmes Family photograph was taken in Elizabeth's parent's front garden at "Launchley" Ascot before her marriage to Philip, second son of Jack [John] and Jessie Imogene [Gene] Chatham (nee Furniss), on the 20 Feb 1957 at St Augustines Catholic Church's Creswick L- R Eldest brother, Jack [John] Holmes, [Mary] Elizabeth Holmes, mother Edith Holmes, brother Bill [William Smerdon] Holmes. Her father, Henry, and brother David were deceased. Jack Holmes "gave her away". Jessie Imogene [Gene] Chatham ( nee Furniss 1901 - 1980) was the grand-daughter of Rosanna McFadden and Alexander Poynton, the 13th child of their eldest daughter Mary Jane Poynton. Philip Chatham was Gene's second eldest child. Rosanna married Liverpool-born Alexander Poynton in the Free Church of Victoria in 1852. Alexander is reported to have been involved in the Eureka Rebellion, placing Rosanna at Ballarat in late 1854. The family moved about the Victorian Goldfields during the 1850s and early 1860s, before selecting a 240 acre property at Illabarook which they named Rosanna’s first child Alexander, was a State and Federal Politican, holding the role of Treasurer in Billy Hughes government. He was awarded an OBE in 1920 for his work on WW1 repatriation issues. Fifth child Rosanna, married the Mayor of Brunswick and their son Sir Alexander George Wales was Lord Mayor of Melbourne between 1934 – 37. Finally, eleventh son John Joseph was Lord Mayor of Perth. John Box 1841 - 1913 the 4th son of George and Mary Box, was born in Withyham, Sussex England and came to Australia in 1856 with his parents. He lived and worked on his fathers market garden in East Brighton ( now Bentleigh) for several years and then rented a property in Tucker Road in 1862. John married Martha Sheldrake and they had 10children who were all born in East Brighton ( now Ormond ). After Martha died 1895 John Box married Eleanor Rushall c1900 Eleanor (Nellie) Rushall b 1866 in Fitzroy daughter of George Rushall b 1823 in London and Mary Ann Jones b 1823 in Battersea, who arrived in Portland 1849 and later settled in Fitzroy. George was an Auctioneer and was elected to Council 1874 becoming Mayor of Fitzroy 1875 and the family enjoyed the benefits of their prosperity. She had singing lessons with Dame Nellie Melba. His business foundered during the 1892/93 Bank Crash. However Nellie is recorded as the owner of the 10 roomed Terminus Hotel in Williamstown a favoured watering hole for the sailors from the many ships that came to the port. Nellie had a daughter Lavilla who sadly died aged 1 year in 1898. Nellie is then recorded as a housekeeper to a medical doctor in Cockatoo and later working for John Box, in Brighton. She married John Box in 1900 and they had 3 children Nellie, Jack and Alexander. After John Box died 1913, Nellie rented a house on the family estate in Oakleigh. She raised 2 other children Ray and Thelma and received some income by caring for several welfare children. In her later years Nellie lived with each of her children who had inherited from the John Box Estate when they turned 21 years. He married Martha Sheldrake and they had 10 children. The eldest daughter Rebecca was a Methodist Missionary in China and Alonzo, their 9th child, served in the Army WW1 at Gallipoli, France and Flanders. Rebecca sent the hand embroidered Chinese silk material for the Wedding Dress worn by Mary Closter at her marriage to Alonzo Box 1918. After Martha died he married Eleanor Rushall and they had 3 children. John was well respected by the community and also a Methodist lay preacher. They were not identified. I believe they rightly belong in the Cottage. John Box 1841 - 1913 the 4th son of George and Mary Box, was born in Withyham, Sussex England and came to Australia in 1856 with his parents. He lived and worked on his fathers market garden in East Brighton ( now Bentleigh) for several years and then rented a property in Tucker Road in 1862. John married Martha Sheldrake and they had 10children who were all born in East Brighton ( now Ormond ). After Martha died 1895 John Box married Eleanor Rushall c1900 Eleanor (Nellie) Rushall b 1866 in Fitzroy daughter of George Rushall b 1823 in London and Mary Ann Jones b 1823 in Battersea, who arrived in Portland 1849 and later settled in Fitzroy. George was an Auctioneer and was elected to Council 1874 becoming Mayor of Fitzroy 1875 and the family enjoyed the benefits of their prosperity. She had singing lessons with Dame Nellie Melba. His business foundered during the 1892/93 Bank Crash. However Nellie is recorded as the owner of the 10 roomed Terminus Hotel in Williamstown a favoured watering hole for the sailors from the many ships that came to the port. Nellie had a daughter Lavilla who sadly died aged 1 year in 1898. Nellie is then recorded as a housekeeper to a medical doctor in Cockatoo and later working for John Box, in Brighton. She married John Box in 1900 and they had 3 children Nellie, Jack and Alexander. After John Box died 1913, Nellie rented a house on the family estate in Oakleigh. She raised 2 other children Ray and Thelma and received some income by caring for several welfare children. In her later years Nellie lived with each of her children who had inherited from the John Box Estate when they turned 21 years. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interestHelen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS5 x A4 paper printed on 1 side Issue 15 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in February 2010. Notices for the meeting February 28th , subscriptions due, and this is 50th Anniversary of CMHS. Water flooded Joyce Park, the grounds of the Cottage and a little seeped into Grace Lewis Room in December 2009 when a water main at the neighbouring Bowling Club burst, but little damage occurred and the Glen Eira Council will install drainage pipes between Box Cottage and the Bowling Club. In January, 2 brush tailed possums had taken up residence in the Barn and after failed attempts by Helen and Dennis to move them, Glen Eira Council relocated them. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. There are 6.2 acres of wetlands near the cemetery entrance.466-38: Rev Alexander Robb, DD. Rev Robb had been a missionary in Old Calabar and Jamaica and was the first minister of the Cowes Presbyterian Church from 1890-1901. Services were also held in the Public Hall at Rhyll. A daughter, Kathleen, like her parents, is buried in the cemetery. Kathleen was married to Harry West. 466-39: James Hill. Jimmy, as he was fondly called, came to Phillip Island in 1920 and purchased the Hotel, known as Woods Family Hotel (later the Phillip Island Hotel in Walpole Street). A milestone occurred whilst in his capable hands he installed an electric light plant, (32 volts), the first on the Island. He also made hundreds of cement bricks with which he built his own home. He also built a boat called old "Trusty" and launched it almost opposite Churchill Island. Unfortunately, at a later date, the "Trusty" was the cause of a tragedy. The bottom of the boat had become so encrusted with marine growth that the owner decided to beach her between the jetties at Griffiths point, now San Remo. Before the job was completed the soring gave way and allowed the boat to tip over on her side, causing Captain McLeod to be crushed to death. Died March 3rd 1880 aged 64 years. Also buried in this grave is his wife Susan - died May 24th 1882 aged 62 years. Their son Andrew McLeod died February 21st 1916 aged 60 - loved husband of Elizabeth E McLeod. A builder by trade, he built a great number of houses and buildings on the Island. He was also the founder of the Guesthouse "Glencoe". At 90 years of age he could still read well without the aid of glasses. He died in 1956 aged 95. Others buried in the double graves are: Robert Alexander died 1926 aged 10 months, Alexander Thomas died 1971 aged 76, Beatrice died 1966 aged 73, Donald Alexander died 1992 aged 64 and Claire Isobel died 1993 aged 61. 466-57: Walter Findlay. Walter's parents George and Mary, came to Australia in 1852. Walter was born in Sale circa 1883. He married Henrieta Kennon and they lived and farmed in Settlement Road, Cowes prior to their shop and residence being built in Warley Avenue, Cowes. The shop carried general merchandise and confectionery. The property was absorbed by Bass Coast Family Medicine on the west side of Warley Avenue. Henrieta died September 1965 aged 84. E. R. Watts and Son, makers of theodolites and other surveying instruments, of 123 Camberwell Road, London. The company was established in 1856 by Edwin Watts at twenty-three he had saved £100 from his earnings to start the business with his staff consisting of one boy and later Alexander Clarkson as an apprentice with the workshop a small room over a Bemondsey stable. Watts' first order was from Negretti and Zambra for a mining dial Alexander Clarkson In the early days the firm worked mainly on marine compasses. Edwin Watts would go down to the Docks to adjust the compasses once they had been installed on the ships. In May 1873 the business moved to larger premises a house with a garden. The workshop was also the home of Mr and Mrs Watts and their five sons and three daughters. By now there were fifteen to twenty men employed by the firm. The company were commissioned to supply the Theodolites and Levels for the construction to the Canadian Pacific Railway in 1881. Towards the end of the century, the firm began to make heliographs continuing to produce them for the government until just before the Second World War when by agreement assigned their manufacture to another firm. 1904 The first dividing engine was completed by George William Watts. It was so remarkable an instrument at the time and for years afterwards, In 1907 Arthur Ames went to Canada and started an organisation in Winnipeg in 1909 this became a separate company called E. R. Watts and Son Ltd. of Ottawa. This firm developed considerably and was eventually with the co-operation of three other instrument companies (Cambridge Instrument Co, Ross, and Negretti and Zambra), were reconstituted as ”Instruments Ltd” of Ottawa and Toronto. During the next ten years, the firm expanded greatly to include glass grinding, leather work, dividing and engraving, testing, adjusting and packing. This expansion was continued during the First World War when workshops were completed and the machinery installed and running within eleven weeks from the start of construction. During the war, a Sergeant Coles, among the rats, lice and mud of the trenches, fitted various bits of scrap into his cocoa tin and made the first Flash Spotter for plotting the positions of enemy guns. Coles was rushed home to the firm's factory where he and George William Watts designed a spotter not made out of a cocoa tin and as a result, the Watts Vertical Force Variometer was developed during WWI. Other Watts instruments made in the First World War included the Light Mountain Theodolites which were taken on Mt Everest expeditions. In 1919 ER Watts and Sons was incorporated as a limited company and in 1939 G. A. Whipple joined the Board of Directors. Shortly afterwards, Frank Charles Watts died having been Chairman of the firm for over 37 years and seen it through the First World War with all its expansions and difficulties. He was succeeded by his brother George William Watts with the vacant post of Managing Director being filled by G. A. Whipple. During the Second World War, the company expanded further and the number of employees rose to well over 1,300. In 1946 Watts acquired 78% of Adam Hilger and the microscope maker James Swift and Son Who were Manufacturers of Theodolites, Levels, Alidades, Meteorological Instruments, Variometers, and many other types of scientific instruments Then in 1948 the company amalgamated with Adam Hilger as Hilger and Watts which was then incorporated as a public company.Naval Rangefinder with a vertical wooden handle, and an arrangement of optical lenses. Three reversible brass inserts calibrated on both sides in yards, correspond to various base heights, (20 and 25 feet, 30 and 35 feet and 40 and 50 feet). They are fitted along the axis of the instrument. Alexander Robert Edgar, President of the Victoria and Tasmania Conference of the Wesleyan Methodist Church by Certificate of Consent of Sale dated 28 November 1901, declared that the Conference of the Church held in Melbourne, 27 February 1894, agreed to the sale by the Trustees of Lot 20 Henry Street. Indenture dated 15 November 1901 between Revd. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Joseph Cooper, Gardener of Keelbundora, Samuel Jeffrey, Farmer of Jika Jika, John Brown, State School Teacher, Robert David Taylor, Gardener and Isaac Hill, Dealer, all of Eltham, the Trustees conveyed the land to William John Taylor the Younger, Gardener, George Knapman, Blacksmith and Isaac Hill junior, Carrier, all of Eltham and Trustees at the time for a Friendly Society known as the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites for the sum of £40. The conveyance was received into the Office of the Registrar General, State of Victoria, 12 December 1901. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. This collection of papers have come from the offices of William Ardlie a local solicitor. He was born in Moonee Ponds in 1843 and was admitted as an attorney and solicitor of the supreme Court in 1865. From 1867 to 1878 he was in partnership with George Barber and then continued to practise until his late eighties which made him the oldest practising lawyer in Australia. He was involved in local councils and organisations such as the Hospital and Anglican Church.He was associated with several large homes in Warrnambool including Wyton presently the home of Emmanual College Warrnambool. He died in 1933.His son E L Ardlie also practised as a solicitor from the same offices from 1893. A number of the invoices included relate to the Estate of James drought who was a local policeman and owner of a number of properties and operated in various trades such as George Ramsay manufacturer of stoves and chimneys, J Rogers plumber & gas fitter and Christian & Dodds who were carpenters and joiners. There are a number of documents which relate to the Chinese, many of whom operated market gardens along the Merri River. They were a familiar part of Warrnambool from around 1872 until around 1940. The names mentioned in these documents include Ah Foo,Charles Quing Bow, Andrew Quing Bow Ah Bing Ah Jing Ah Moon and Ah Seong. They were reknown for their supply of fresh vegetables to the people of the town. They leased land from John Moore. These documents are a cross section of the types of documents which were used and are still used in the operation of businesses. They provide a social snapshot of people and the business which they conducted with their solicitors in this case William and E L Ardlie who were a long standing legal firm in the district. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Caulfield Town Hall is now known as Glen Eira Town Hall.From Victorian Heritage Database: Citation for Town Hall, Corner Glen Eira and Hawthorn Roads - HO106 https://vhd.heritagecouncil.vic.gov.au/places/43613 as at (19/10/2020) The former City of Caulfield (now City of Glen Eira) Municipal Offices, located at the south-west corner of Hawthorn and Glen Eira Roads, Caulfield South, were commenced for the Borough of Caulfield in 1884 when they also included a Post and Telegraph Office and Court of Petty Sessions. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War.
