Bent had been a member for Brighton for 21 years, and the painting was seen as a way of showing their appreciation of his services to the Brighton constituency, as well as congratulating him to his new position as Speaker. In June 1892, British/Australian landscape and portrait artist Charles E. Gordon-Frazer was given the commission to paint the portrait. Thomas Bent is depicted as standing in his Speaker's robe on the dais beneath the canopy in the Legislative Assembly Chamber in the act of addressing the House. He wears the traditional Speaker’s dress of a black silk and gold laced robe over a three-piece black suit, lace jabot and cuffs, buckled shoes and a ceremonial long wig. He was responsible for many important speculative ventures both within his electorate and in the wider context of Victoria. Although not without thought for personal gain, Bent was a committed advocate of public utilities, railways, roads, tramways and gasworks. The statue is historically significant as the first large public commission given to a woman sculptor in Victoria. This work helped the sculptor, Margaret Baskerville, preserve her name as Victoria's first professional woman sculptor. Early history of the 156 acre estate bounded by McKinnon, Centre, Thomas and Wheatley Roads is obscure. The gardens were laid out prior to 1850. Robert Gray Ford purchased 20 acres with mansion in 1872 for £ 1750 and it was valued at £ 25,000 in 1888 but sold after the Bank Crash 1890's for £ 5,000 in 1892. There were many owners over the years including Thomas Bent and in 1870 it was called 'Killearnan'. It is now is known as 'the Bentleigh Club and many original features have been restored and preserved . Whitmuir Hall, was a stately mansion built 1850 typical of the grandiose plans of successful early settlers. Initially all went well for residents as gas light replaced kerosene lamps and street lights were installed. However disruption to supply, poor quality and failure to reach all house lead to dissatisfaction. Thomas Bent therefore began the Central Brighton and Moorabbin Gas Company 1885 and a price war ensued. This was unsustainable and the two companies amalgamated in 1877 supplying gas from the New Street Works site. 1930 this Company expanded to Highett where it had purchased 45 acres adjacent to the train line. 1927 a gas holder was built connected to the Brighton works 1936 construction began on a complete gas-making unit and the Highett Gasworks, Nepean Highway, began supply 1939. 1950 an extension program was completed. However by 1965 , with the discovery of Natural Gas offshore in Bass Strait, changes to Gas distribution were apparent. At first some of the facilities at Highett were used to distribute the gas piped from Sale, Gippsland. However after conversion of 450,000 homes to Natural Gas the Highett site was redundant. The gasometers were removed 1978. Moorabbin Council obtained part of the land for public recreation purposes. ( Dr. G Whitehead KCC Historian ) c2012 the Moorabbin Justice Centre / Magistrates Court of Victoria was built and further development of the area for apartments proceeds. Momentous events in the Colony’s history such as Separation Day (1 July 1851), the sitting of the first Legislative Council (13 November 1851), the death of Burke (June 1861) and the Black Thursday bushfires (6 February 1851) are depicted. In 1907 the Premier of Victoria Thomas Bent purchased "Victoria the Golden" from Strutt for £120 and presented it to the Library. The album depicts events in chronological order with what Strutt considered “fidelity to nature and accuracy”, so that present day Victorians may view the sketches “as records of what we may now look upon as the dim past in the rapidly progressive history of Victoria”. Victoria the Golden is celebrated as one of the Parliament’s great treasures. It is a testament to William Strutt’s skill as a draughtsman and contains over 100 assorted images which were executed between the years of 1850-1862. Strutt’s particular talent was to be able to step back and record each event with particular care to detail. Many of the pieces contained within this album are littered with notes, such as the correct resting position of a corporal’s sword or details about the cloth and cut of a subject’s jacket. Strutt also notes in one of his many sketches of the new Legislative Council chamber at Spring Street that the President, Sir James Palmer, is seated ‘a little too high’ (page 30). Throughout the album, Strutt’s illustrations bring to life the diverse nature and peoples of the new colony. His range of subjects is comprehensive and includes parliamentarians, lawyers, wives and daughters, merchants, labourers, police and military officers, indigenous communities, farmers, miners, prisoners and explorers. The everyday and the extraordinary are depicted with each turn of the page. 44 leaves heavy card, approximately 1mm thick. Sketches, watercolours and prints of varying sizes and papers are glued onto the pages. Full leather binding in blue leather with title and decorative border in gold. There are four raised bands on the spine, with gold decoration on the bands and at the head and tail of the spine. Marbled end papers and flyleaves. Gold on the edges of the book block. Card pages have a sheet of mottled blue paper on recto. Album leaf connection is a guarded system with stiff stubs and cloth hinges. Each page has a sheet of glassine paper attached at the binding edge to protect the images. Many pages stamped with "Parliament of Victoria" verso. Printed in gold, recto: "VICTORIA THE GOLDEN/ SCENES,/ SKETCHES,/ AND JOTTINGS FROM NATURE./ BY/ Wm. On Saturday 5 May, 1906, Premier Thomas Bent performed the opening ceremony of the St Kilda to Brighton electric tramway at the Brighton Terminus, presided over by Cr. Thomas Wilson, Mayor of Brighton, with refreshments following at the Brighton Yacht Club. About 60 representatives were in attendance including the Railway Commissioners and the mayor and councillors of St Kilda, Brighton and Caulfield. The newspapers of the day commented that the cars were the best yet seen in Australia, possessing a great advantage over the Sydney trams, in that they are easily entered, and the glass windbreak was another improvement in design. The train line opened in 1881with 8 Stations between Caulfield and Mordialloc.The first Steam engine carried dignitaries and local residents. Bent also ensured that the Station houses in his constituency were built in a distinctive decorative cottage style. Bent faced severe criticism for diverting the rail line through his local area and for the expenditure on the Stations. Local residents established and cared for Gardens at the Stations and Cheltenham was awarded Best Garden c1910. The arrival of the Railway Line saw the traders move from Point Nepean Rd to Charman Rd and by 1910 various shops and business were present. 2016 - current has seen large protest rallies against the destruction of Mentone Station and Cheltenham Station as the Victorian State Government proceeds to remove Railway Level Crossings. This area became known as Dendy's Brighton and as part of the sale 139 emigrant workers arrived in 1842 however Dendy was unable to find work and lodgings for these people. J.B.Were, financier took over the management of the 'Special Survey 1841' area and began to sell and lease allotments. 1850 the Squatter King brothers sold land south of Dendy's 'Special Survey 1841' to Josiah Holloway who sectioned it into 2 acre lots @ £10 each for market gardens - 'Two Acre Village' and Charles Whorral opened a small hotel - 'The Cheltenham Inn' on the main Road - Arthur's Seat Rd, later Point Nepean Rd, now Nepean Highway. The wheelway first only ran along Nepean Highway, but it soon extended from Centre Dandenong Road, along Nepean road to its junction with Chapel Street, St Kilda. ...The early steel plateway, constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent, was built along Nepean Highway, between Asling St. and Bay St. ...By the later 1800s the dirt roads in the then out-lying areas of the City of Moorabbin became dangerous, and almost impassable due to huge potholes and muddy swampy areas. The heavily laden market gardener’s carts regularly broke axles and wheels, and horses foundered on their way to the Melbourne markets. Even worse, the heavier “iron maidens”, carrying their malodorous loads of sewage from Melbourne’s inner suburbs for dumping in the outlying areas of the City of Moorabbin, also got bogged in the mire. It was decided that a practical solution to this problem was to install a metal plateway on the side of the problematic roads. In about 1887 the Moorabbin Shire Centre Road, in the Brighton East area, two parallel metal rails were installed so that the wheels of carts could run along smoothly, the horse travelled in the filled, middle area between the rails. Point Nepean Road plateway was removed in 1930 and Centre Dandenong Road plateway was removed in 1934-35. The worn plateway along Centre Road, East Brighton (now known as Bentleigh), was gradually taken up in several pieces, commencing in the the1920s, when its condition deteriorated and it caused a hazard to bikes, pedestrians, motor-cycles and the few early cars. The early steel plateway, constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent, was built along Nepean Highway, between Asling St. and Bay St. The Point Nepean Track was subsequently extended into Moorabbin with branches along Centre, Cumins, South, Wickham, and Keys Roads, the total length was 13 miles. In 1908-1909 plates were laid along Centre Dandenong Road to Ross Street Bentleigh This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. Two parallel metal rails were installed in the right hand side of a few main roads in the Shire of Moorabbin so that the wheels of heavily-loaded market gardener's carts on their way to markets in Melbourne could run along smoothly. The horse pulling the carts travelled in the filled, middle area between the rails. The Steel Plateway was constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent. The wheelway first only ran along Nepean Highway, but it soon extended from Centre Dandenong Road, along Nepean road to its junction with Chapel Street, St Kilda. Later branch lines were built along Centre Road, Bentleigh as far as Warrigal Road and, according to early photographs, along Wickham Road Moorabbin as well. This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. There was a problem with the wheelway : there was only a single set of rails and this was established on the right-hand side of the Nepean Road, travelling towards the city. Traffic FROM the city travelled on the correct or left-hand side of the road. The exception to this rule was the malodorous iron-clads, heavily riveted iron carts, generally travelling in convoy, carrying several tons of human effluent out of Melbourne to be trenched-in in the sandy soil of the Moorabbin district. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.From Victorian Heritage Database citation for Rippon Lea H0614 https://vhd.heritagecouncil.vic.gov.au/places/427(as at 23/10/2020) Rippon Lea was commenced in 1868 by Frederick Sargood, a most successful politician and merchant. He was born in England in 1834 and arrived in Melbourne in 1850. He soon joined his father's wholesale soft goods firm, spending some time as its manager on the goldfields. Sargood entered the Legislative Council in 1874. He was Victoria's first Minister for Defence in 1883. Sir Frederick Sargood was created CMG. In 1885 and KCMG in 1890 as a reward for his contribution to public life. He died suddenly in 1903. Rippon Lea was designed by the leading firm of architects, Reed and Barnes. Joseph Reed had travelled in Europe in 1863, including northern Italy. When he returned he introduced the use of polychromy. While not the first examples, Rippon Lea and the Independent Church in Collins Street were the best and set a fashion which became a distinctly Melbourne style, particularly used for houses and churches. Its popularity was possible because of the new availability of different coloured bricks. Reed's fine Lombardic Romanesque details soon became debased by others. As Sargood's family grew and his fortunes prospered, Rippon Lea was extended to include 33 rooms - a complete mansion. The cast iron porte cochere and the northern conservatory were added in 1897. The architects were Taylor and Fitts. The ballroom was added in 1882 and remodelled in 1889. The original vegetable gardens, orchard and outer paddocks no longer survive. The shade house is important as the largest known in Australia and possibly the world. Its curved plan and form of construction are particularly notable. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Sargood entered the Legislative Council in 1874. He was Victoria?s first Minister for Defence in 1883. Sir Frederick Sargood was created CMG. In 1885 and KCMG in 1890 as a reward for his contribution to public life. He died suddenly in 1903. Rippon Lea was designed by the leading firm of architects, Reed and Barnes. Joseph Reed had travelled in Europe in 1863, including northern Italy. When he returned he introduced the use of polychromy. While not the first examples, Rippon Lea and the Independent Church in Collins Street were the best and set a fashion which became a distinctly Melbourne style, particularly used for houses and churches. Its popularity was possible because of the new availability of different coloured bricks. Reed's fine Lombardic Romanesque details soon became debased by others. As Sargood's family grew and his fortunes prospered, Rippon Lea was extended to include 33 rooms - a complete mansion. The cast iron porte cochere and the northern conservatory were added in 1897. The architects were Taylor and Fitts. The ballroom was added in 1882 and remodelled in 1889. Many alterations have changed the interior and exterior during the ownerships of Benjamin Nathan and later his daughter Mrs Louisa Jones in the 1930s and are in their own right of significance. Sir Thomas Bent owned the property from 1903 until 1911 but never lived there. He subdivided much of the land. The original garden dates from about 1868, and it seems that William Guilfoyle of the Botanic Gardens was involved. It was redesigned in a more natural style in the 1880s by Sargood and his head gardener, Adam Anderson. The lake, waterfalls, fernery, hill and grotto are balanced by mighty deciduous trees and conifers. These are interspersed with, but never dominated by Australian species such as eucalyptus and other exotics. The sinuous drive with its carefully prepared approach to the house is notable. The original vegetable gardens, orchard and outer paddocks no longer survive. The shade house is important as the largest known in Australia and possibly the world. Its curved plan and form of construction are particularly notable. ... ...bent thomas...The arrival of gas in the Shire of Moorabbin was a huge step forward that encouraged further building and development in the area. brighton moorabbin highett bent thomas gasometer highett gasworks engineering design brighton gas company central brighton and moorabbin gas company great depression lamp kerosene On the back of the two coloured photographs "Highett Gasworks 1974" No inscription on the black and white aerial photograph. ...Gasometers resulted from complex engineering design evolving from primitive gasholders first used in 1824 in England to power street lights. The 20th century gasometer, (as used at the Highett Gasworks), was comprised of a series of large interconnected, telescopic, cylindrical vessels or lifts, which rose and fell depending on the volume of gas stored. The gasholder operated on a basic principle of a gas-filled floating vessel, rising and falling in a seal of water. The Highett Gasworks had its beginning in 1939 but its beginnings commenced sixty-two years earlier when the privately owned Brighton Gas Company was floated in 1877. By 1880 the company was performing well and making excellent profits. The company was welcomed by residents wanting to replace the shadowy light of a kerosene lamp with the bright luminescence of "modern" gas lamps. The land developers of the day were also keen supporters. But by 1884 people became disgrunted because either the gas had not reached them yet or because the quality of the supply had diminished due to the increasing use. In 1885 a second private gas company, the Central Brighton and Moorabbin Gas Co, Chaired by "Tommy" Bent was floated and for many years the two gas companies enjoyed a shared monopoly in supplying gas from their New Street Works. In the 1930s the company expanded its gas production facilities to Highett where it had purchased 45 acres of land adjacent to the Melbourne-Frankston railway line. A gasholder with a capacity of 750,000 cubic feet was erected on the Highett land in 1927 and connected with high pressure mains to the Brighton works. Three years later the company directors decided to proceed with the construction of a vertical retort house and coal store. Following a "lull" during the Great Depression work recommenced in 1936 and by 1939 the first complete gas-making plant was completed, and gas making commenced. Over the next twenty one years other significant extensions occurred, including an amenities block to accomodate 100 workers. In 1969 Esso commenced the introduction of natural gas to residents homes and the gradual decommissioning of the Highett Gasworks commenced. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne.This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. The Proprietors of the English, Scottish and Australian Chartered Bank offered an second prize of three Guineas Commencing in 1856, the Brighton Horticultural Society only disbanded in 2009, and most of their archival holdings were given to the Brighton Historical Society. This booklet gives a good idea of the large varieties of plants, poultry and the skills of the pioneer settlers of the Brighton District.This Booklet describes the Schedule of Prizes for the 1879 Grand Annual Exhibition of the Brighton Horticultural Society in Brighton Victoria. The Booklet was donated to the Moorabbin Historical Society in 2009 upon the disbanding of the Brighton Horticultural Society..at that time.
