This book gives the history of the Public Record Office, Victoria. It was written by Professor Bill Russell and produced in 2003. The research by Charlie Farrugia that enabled the book to be written was carried out entirely using the Public Record Office archives. The book documents the 1903 beginnings of the Public Record Office from a small collection in the possession of the Melbourne Public Library through to the important 1973 Victorian Public Records Act to the present day institution at North Melbourne. The Melbourne Public Library, the Historical Society of Victoria and the History School of the University of Melbourne were early contributors to the preservation of Victoria’s archives. This book is in the library of the Warrnambool and District Historical Society and is an important reference for us in regard to the history of archival preservation of historical documents in our State. In addition we are a Place of Deposit for historical records that are surplus to the requirements of the Public Record Office of Victoria and that concern more directly the history of Warrnambool and district. Many local Warrnambool and district residents use the facilities at the Public Record Office at North Melbourne and the link between that institution and Warrnambool historical groups is important. This is a hard cover book of 227 pages. The cover is black with gold lettering on the spine. The dust cover is dark red with printed material about the author and the book’s contents. The front of the dust cover has an illustration of four Victorian Railways ledgers in sepia tones and the back of the dust cover has a small illustration in brown and white of a heritage label. The book has a Contents page, an Acknowledgement page, a Foreword, an Introduction, eight chapters, Appendices, Notes and References and an Index. The book is a 2003 history of the Public Record Office of Victoria written by Professor Bill Russell and researched by Charlie Farrugia. This photograph shows three generations of the Russell family in Orbost. On the left is John Russell with his son Bill Russell and his wife Ede and their son Ian. John Russell Senior was a blacksmith, wheelwright, farmer and chairman of the Orbost Butter Factory, makers of Sunny South Butter (today part of Murray Goulburn Co Ltd). Bill was born at Orbost in 1893, the youngest son of John and Elizabeth Maud (nee Clarke). Upon his father’s retirement he took over the homestead part of the holding, 1,000 acres of river flats and hill land. He was involved in dairying and was also a successful beef cattle breeder and maize grower. He was elected to the Orbost Shire Council in 1929 and shortly afterwards was President for 18 months (from May 1930 to August 1931). He served a further term as President in 1934-35. He represented the South riding. He was chairman of the Bean Board and a well-known horse and show judge and a member of the Royal Agricultural Society. He was an elocutionist of some note and a member of the committee of management of the Orbost Hospital. He was also a prominent member and Past Master of the Masonic Lodge and a Justice of the Peace. He served as president of the Orbost Golf Club and assisted with the preparation and layout of the present Orbost Golf course. This trophy awarded annually for best troop was presented by former Commanding Officer Lieutenant Colonel Alan Cunningham. The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse. On August 12, 1902, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented it is made known that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he was unable to secure at Eltham a suitable house in which to carry on his business, but he was building a place near the railway station which he expected to be done in about three weeks time, at which time he would give up possession of the bakery. Mr Smallman informed the defendant, Luther Haley, that he would have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction refered to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. In June 2024 Annie Hackrath shared a memory of living in the old bakery: "My husband and I lived in the old bakery for 18 months in 1978-9 , husband Geoff used the old bakery out the back as a wood workshop, making turnery and handcrafted furniture. The front shop was operated as a “sometimes” art gallery which we called “Gouge and Grain”. There were old sheds against the back fence which we thought were probably stables from the bakery days. Lovely memories of the old place which had so much character and seemed to attract a multitude of interesting creative people! The Allansford Artificial breeders was commenced in 1960 As a business its main focus was on the improvement of local herds for local farmers.As a result of 32 district farmers meeting at the Allansford Mechanics Hall, the Allansford & District Artificial Breeders Co-operative Society was formed. The subscription for membership was £7 10s. The meeting was instigated through the efforts of Noel Garner, a Hopkins Point farmer, who was manager of No.1 and No.2 Warrnambool Herd Testing Associations, and Gethan Fenton, a field officer with the Warrnambool Herd Testing Association. Bill Quinlan, who had been a herd tester under Noel Garner’s management, became the first employee of the Artificial Breeders. WCB support was available from the beginning as a room was provided behind the factory offices and the AI fees were collected by the factory from suppliers’ milk cheques. In the first 12 months Bill worked alone with some assistance from Russell Learmonth and Roger Walsh, both Kraft employees. Both factories realised the benefits of herd improvement in view of their overall increased production so membership was encouraged. Semen from the best sires in Canada and New Zealand were made available and farmers also could soon see the benefits. The initial board of directors, unlike WCB beginnings, consisted entirely of farmers. These included Michael Melican (Wangoom), Gerald Mugavin (Wollaston), Noel Garner (Hopkins Point), Jim Halford (Naringal East) and Grant Warnock (Southern Cross). Membership grew rapidly and after one year there were 164 members with another 100 joining the following year. After a year of coping alone Bill was joined by Ray Eccles from Purnim and then Pat Gleeson, later a Warrnambool car dealer. John Fitzgerald became a part-time technician. These signs were attached to the entrance gates of users. In the mid 1970s it became known as the Warrnambool Co-operative and while it maintained a strong rural and farming focus a opened a retail store in Warrnambool in Timor Street in the 1970's which became the largest trading department store in the district. By the late 1990s they had 8000 members and employed 84 full time and 120 casual staff. It met a sorry end in the 2000's.This sign is a link to a business which had a large exposure in the latter part of the 20th Century. As such it has social and historical significance. The first newsletter of the Society was issued May 1978 and has been published continuously ever since on a bi-monthly basis. With the cessation of the Shire of Eltham in late 1994, the Society's name was revised to Eltham District Historical Society and this name first appeared with issue No. 103, July 1995.
