The Terminus Hotel was one of the earliest hotels in Wodonga, with clear links to the establishment of the railway line. It was an important business and meeting place from the original construction in 1873 until 1st June 1998 the Terminus Hotel when it was destroyed by fire. It provided a popular venue for social activities, including competitive darts, both through its own competition and as part of the Albury-Wodonga District Darts Association. The remains of the building were demolished in 1999. This is perpetual trophy for the Terminus Dart club based at the Terminus Hotel in Wodonga. This trophy recognises the winners of the Albury-Wodonga Darts Association Premiers 1985.The Terminus Hotel was an important meeting place in Wodonga for more than 100 years. Admiralty Arch is a landmark building in London which incorporates an archway providing road and pedestrian access between The Mall, which extends to the southwest, and Trafalgar Square to the northeast. Admiralty Arch, commissioned by King Edward VII in memory of his mother, Queen Victoria and designed by Aston Webb is now a Grade I listed building. In the past, it served as residence of the First Sea Lord and was used by the Admiralty. Until 2011, the building housed government offices, but in 2012 the government sold a 125-year lease over the building to a property developer (Prime Investors Capital, run by Rafael Serrano) for redevelopment into a luxury hotel, restaurant and apartments. It was placed there by artist Rick Buckley in 1997 as part of a campaign against the "Big Brother" society. The nose is at a height of about seven feet, and sits at waist height for anyone riding through the arch on a horse. Plenty of newspapers and radio. Handy with a close to city location the PTC sent the media to South for tram stories. I have the 6 Trammie banners from the Trammies Exhibition at the Immigration Museum where we worked together back in 2003. I've used them occasionally and may need them for a tram presentation in March next year....would they be handy as a part of a exhibit at Hawthorn? The Connies are still going strong....festivals and events, sometimes in schools and we've co-funded 2 tram festivals in Kolkata with the Calcutta Tramways in 2012 and 2013....environment central to the themes. This atlas, printed in 1944, details not only the geographic and political boundaries of the world as it was at that time but also the snap shot of life of the time. This snap shot in time covers the major Australian cities, the major farming, grazing, industrial and sporting/recreational activities. Also there are snap shots of similar activities from other global areas. The period also covered World War II, detailed by a photo of "shell making", munitions, required by Australian soldiers. The great political and territorial changes made as a result of World War II can be clearly identified for example , Israel (the Jewish homeland). The various prewar colonies of major European nations.This atlas was used by children of a Kiewa Valley family and shows the value and the general educational exposure that these children had at this time. The rural setting and within the backdrop of a world war did not severely alter the life style of children in this region. The "news reels" shown in cinemas of cities and larger towns were the only visual realisations of major events of global significance available to these children. The information provided by this atlas allowed students to glimpse at what the "outside world" was. The majority of these students would possibly never see these regions for themselves. The great communication facilities of the late 1900s and beyond, was still only science fiction.This atlas has a thick (350 g/m) red cardboard cover with bold black lettering and shading. The cover is set out within a shield like frame. The shield is held up by two square markings, each with a four part circular pattern and a cord entwining two pendulum structures ending with a bowl figure at the bottom. There is a semi circular form enclosing a printed book contents list. The inside cover has the atlas title and contents and the publisher details. The atlas contain 56 pages of world and Australian maps, vegetation and rainfall maps. Within this atlas there are 27 double sided pages of black and white photographs depicting life styles, buildings, landscapes and prominent and significant to Australia males from 1652 to 1944. This book was awarded to Mary Elizabeth Pyers in 1886 for a prize for repetition of hymns. Mary entered Clarendon Ladies' College in 1886. In the original register Mary's married name became Mrs. Duncan, father's christian name is listed as George, his occupation as squatter and his residence as Lawler Station Donald. "Mrs. Duncan (M. Pyers).-Early in the year Mrs. Duncan was appointed a "Justice of the peace." In April, during the ceremony of unveiling a "Pioneer Memorial" at the Minyip Hospital, a sun-dial was erected on the front lawn inscribed thus: "Erected by Welfare League to Mary Duncan in appreciation of her life's work for the district, 1929." Mrs. Duncan was particularly pleased with a congratulatory message from Clarendon and declares that "so much of the 'better things' for which I have been chosen are on account of early influence and wise guidance, especially from dear Mrs. Kennedy." (The Touchstone, December, 1929, p. 5.)Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. The Davey Paxman Experimental Steam Engine was purchased as the result of a bequest from Thomas Bath. The 'substantial sum' was used to build an Engineering Laboratory. The Ballarat School of Mines Council minutes of 08 November 1901 record: - Plans for [the] proposed building were submitted ... and ... it was resolved that a temporary building for an Engineering Laboratory be put up.' This laboratory, as an existing building, is first mentioned in the Ballarat School of Mines President's Annual Report of 1901, presented on 28 February 1902, reporting 'the erection of a building 67ft long by 33 ft wide' This report also lists all the equipment that would be accommodated in the Engineering Laboratory, including the experimental steam engine and boiler. The experimental Davey-Paxman steam engine arrived in Ballarat towards the end of 1902. The Engineering Laboratory was opened on 14 August 1903 by His Excellency Sir Sydenham Clarke. This engineering laboratory remained in use till about 1945. By 1944 preparations were under way at the Ballarat School of Mines to expand existing facilities, to be ready for the influx of returned soldiers. A new Heat Engines laboratory was built, this time of brick construction, replacing the previous corrugated-iron shed. In the early stages the steam engine was used to drive an overhead transmission shaft for machinery in the adjacent workshop. Later the steam engine was moved to a space that became the Heat Thermodynamics Laboratory. At the end of 1969 the engine was relocated to the Thermodynamics Laboratory at the then Ballarat Institute of Advanced Education (BIAE) Mt Helen Campus. It was donated to Sovereign Hill in 2006. According to the research of Rohan Lamb in 2001 around five experimental steam engines were made by Davey Paxman, and three of these had similar configuration to the Ballarat School of Mines Steam Engine, however, each of these was also unique with different valve arrangements. The list, which was on a scrap of paper in a folio held in the Essex Archives, confirmed that one was sent to India. The Ballarat steam engine can be dated to late 1901 to early 1902. Zig Plavina was responsible for moving the steam engine to Mount Helen, and worked on it as a technician for many years. He observed the following: * The condenser is driven by the low pressure engine. * The following arrangements are possible: i) the high pressure engine alone, exhausting to atmosphere. Condenser not used, crankshaft flanges not coupled. ii) crankshafts coupled, mains pressure (120 psi) steam supplied to high pressure engine, partially expanded steam delivered to low pressure engine (Tandem operation). Choice available re exhaust steam: either to the condenser or to atmosphere. iii) crankshafts not coupled, reduced pressure steam supplied to low pressure engine. Exhaust steam - either to the condenser or to atmosphere. * Valve arrangement - a choice of Pickering cut-off or throttle governor. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. (1902-1984) Alan Marshall was born at Noorat, Victoria and became one of Australia’s most famous authors. His association with the Eltham area began in 1920 when he started his first job as a junior clerk at the Eltham Shire Offices, Kangaroo Ground. In the 1940’s he spent sometime living in Research. From 1955 he lived in Eltham for nearly 20 years. Disabilities resulting from polio as a young child did not prevent a wide range of experiences. Alan’s occupations have been listed as clerk, night watchman, fortune teller, freelance journalist and author. He has been patron of many disadvantaged children’s societies. Alan’s books are numerous and include novel, short stories, children’s books, history and travel. Among the best known are his autobiographies “I can jump puddles” and “This is The Grass”. Others include “These are my people”, “Ourselves Writ Strange” and “Wild Red Horses”. In 1971 he wrote the centenary history of the Shire of Eltham, “Pioneers and Painters”. The bronze statue, by Marcus Skipper, is of author Alan Marshall, who is famed for his autobiography I Can Jump Puddles, about growing up and overcoming the effects of polio. That plucky little boy later lived in the Nillumbik district for more than 50 years, and on his death in 1984, was buried in the Nillumbik Cemetery at Diamond Creek. Although a hugely successful author, his grave is modest with only a tiny boulder and simple bronze plaque on a grassed plot. From 1955 to 1972 Marshall lived in a tiny fibro-cement bungalow at the rear of a house at Park West Road, Eltham, owned by his older sister, Elsie McConnell. It was there that he wrote most of his autobiographical trilogy and his history of the former Eltham Shire, Pioneers and Painters. His long association with Eltham Shire began in 1918 when his family moved to Diamond Creek. Then in 1920 he began work as a junior clerk at the Eltham Shire Offices on Main Road, Kangaroo Ground near the Yarra Glen Road, while boarding at the hotel next door. Marshall later bought a block of land in Research, which had three bark huts. In one of these he wrote his first book These Are My People. He later sold the land but lived in a caravan there and in 1955 wrote I Can Jump Puddles.1 Proud of its citizen, the Eltham Shire named a park after Marshall at the corner of Main Road and Leanne Drive, Eltham. In 1985 the Shire initiated the Alan Marshall Short Story Award. It was Marshall’s early life in the country that taught him to live courageously in spite of his crippling polio, and he inspired many. This informed his writing – full of courage, championing the battler and love of the bush. Alan Marshall was born in 1902 at Noorat in Western Victoria, as the only son of Billy a drover, horse breaker, hawker and then general store owner. At the age of six, Marshall contracted infantile paralysis and was later hospitalised in Colac for 18 months. With his father’s encouragement, Marshall learnt to swim, wrestle and box, ride a bicycle (downhill), ride a horse and drive a car. Marshall won a scholarship to Stott’s Correspondence College to study accountancy. To help him continue his studies and find employment, his family bought 12 acres (4.8ha), in Ryans Road, Diamond Creek, opposite Windmill Court. There they ran cows, some poultry and an orchard. But life with a disability and during the Depression was hard for Marshall, who for 20 years, endured long periods of unemployment and loneliness and was often exploited at work.2 However, life improved in the 1930s, when he published short stories and articles in newspapers and magazines, including a column of advice to the lovelorn, which he wrote for nearly 20 years. At age 42 Marshall published his first book and in the next 30 years he published more than 20. His most successful book was I Can Jump Puddles, which sold more than three million copies internationally. It was made into a film, released in 1971, by Czechoslovakian director Karel Kachyna. Marshall was one of the first Australians to write about Aborigines who called him Gurrawilla - teller of tales - when he lived with them in Arnhem Land for eight months.3 In 1941 Marshall married Olive Dixon, with whom he had two daughters, Catherine and Jennifer. Marshall and Olive divorced in 1957. In 1972 Marshall was awarded an OBE for his work with the handicapped. Gwendoline (Gwenda) Grace Watson Davies, only daughter of Mr. William Watson Davies and Mrs. Grace Davies (nee Hayes) of Arthur Street, Eltham was born in Newport, 18 February 1908. Gwenda grew up in Arthur Street and when she left school she was employed as an officer at the State Bank of Victoria, Chief Accountants Department, Head Office, Elizabeth Street, Melbourne. During 1933-1934 in her early to mid-twenties, Gwenda wrote a series of poems which were captured in three books: one a leather bound three-ring binder with personalised gold embossing on the cover and two paper booklets held together by pink ribbon. These poems are a reflection of her childhood days, home, her mother, her environment, pioneering days and other miscellaneous subjects including one example titled “EIGHTEEN YEARS TO-DAY”, an homage to the brave men of Gallipoli. On October 20, 1937 after ten years of service, Gwenda submitted her letter of resignation effective November 26th as she was to be married in the near future to Fred Jones. Frederick Geoffrey Jones, born 7 January 1911, third son of Mr. and Mrs. W. Jones of Napoleon Street, Eltham, married Gwenda at the Eltham Methodist Church on 27 November 1937. They made their home at ‘Llangollen’, Arthur Street, Eltham, a new house Fred had constructed earlier that year opposite the Shire Offices. Their residence was recorded in the Electoral Rolls from 1963-1980 as 6 Arthur Street, Eltham which was situated on the corner of Arthur Street and present-day Commercial Place. In the 1970s their home was sold and demolished to make way for the new shops. They built a new home at the top of the hill in Bible Street. In the Electoral Rolls for 1943-1980, Frederick’s occupation was recorded as a Plumber’s Assistant. Fred was also a long-standing member of the Eltham Cemetery Trust. He was first appointed 26 April 1944 and resigned 17 July 1957 to be appointed to the Warringal and Eltham Joint Trust where he served till February 1980. He then re-joined the Eltham Cemetery Trust and served a further 14 years till his resignation on 24 August 1994. In total, Fred represented the interests of Eltham Cemetery for 50 years (1944-1994). Gwenda and Fred were blessed with a son, Frederick William Jones in March 1942. Sadly, Frederick only lived two days and was buried at Eltham Cemetery on March 11. It is not known whether his grave is marked. A second son, Geoffrey Morris Jones arrived 25 November 1944 but he sadly contracted polio as a child. A fall down the front steps of Fred and Gwenda’s new home in Bible Street culminated in Geoff’s death from a heart attack whilst in transit to the Austin Hospital on February 6, 1979, at age 34. He was also interred in the Eltham Cemetery. Geoff was posthumously awarded the British Empire Medal for his services to fire safety at the CFA. A small man, handicapped from his childhood polio, he had figured prominently in the area as an active Apex member and as group officer for the 13 local brigades in the CFA Lower Yarra Group. His work for the CFA, all voluntary, included writing a fire-fighting manual and the innovation of aerial fire spotting and weekly fire reports. Gwendoline and Fred were presented with Geoff’s B.EM. award at Government House. Four years later on the anniversary of Geoff’s death, Gwenda could not sleep and collapsed in the hallway at home from a heart attack, 6 February 1983 at age 74. She was interred with her son Geoff, at Eltham Cemetery on February 9th. Fred died 31 July 1997 at age 86 and was also interred at Eltham Cemetery. A memorial plaque to Gwenda, Fred and Geoff lies within the lawn cemetery at Eltham Cemetery. In February 2022 Gwenda’s book of Poems along with a copy of her letter of resignation from the State Bank of Victoria and a news clipping about the Autumn Show held in the Public Hall at Eltham (opposite her home with Fred) in which Gwenda is listed as having entered Cream Puffs and a Swiss Roll into the Cooking section, were donated to the St Vincent’s de Paul Society in Bega, N.S.W.. A dedicated volunteer there researched their origins and desirous for these items to return ‘home’, posted them to the Eltham District Historical Society for which we are most appreciative. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes.
