This file contains two items: 1/A group of eight letters, predominantly between Hon. Secretary of Caulfield Historical Society R. Ballantyne and members of the Caulfield City Council written between 1981 and 1983, regarding the installation of a plaque in commemoration of the centenary of the Rosstown Railway. The first two letters are handwritten from R. Ballantyne to G. Calder and Carol Camy, dated 01/06/1981 and 22/02/1982. The letter to G. Calder supports a suggestion in the May edition of the CAULFIELD CONTACT for the installation of a plaque in celebration of the centenary of the Rosstown Railway, suggesting a potential site for another plaque on Curraweena Road. The letter to Carol Harry discusses the costing of the plague and a possible contribution towards this cost from the Caulfield Historical Society. The letter appears to be incomplete, having no sign off from the author. Attached to the letter is what appears to be a suggestion for the inscription of the plaque. The letters addressed to R. Ballantyne are typed and dated 12/06/1981, 24/06/1981, 14/07/19891, 17/12/1981 and 08/09/1983, from A. Craig and D.B. Hogan on behalf of City Manager G.K. Calder and City Liason Officer Carol Harry. All letters concern the commemorative plaque, with these from Carol Harry including handwritten notes which appear to be in R. Ballantyne’s handwriting. The final letter is from Mayoral Secretary Norma Polglase to Miss B. Snowball, dated 23/08/1983, inviting her to attend the unveiling of the plaque. Also included in the item are Council Committee Meeting minutes, dated 16/05/1981, broaching the subject of installing the plaque in Koornang Road. 2/Four colour photographs and two black and white copies of one of the photographs, all dated 18/09/1983 and showing the opening of the commemorative plaque in Marrara Gardens. This set was given by the Warrnambool City Council Councillors to Horace Lawson on the occasion of his marriage in 1898. Horace Edward Lawson was the son of Susan and Thomas Lawson. The latter at one time had a drapery business in Liebig Street. Horace Lawson was the Town Clerk of Warrnambool from 1893 to 1918. He was a keen cyclist and a member of the Warrnambool Volunteer Artillery Corps. In 1918 Lawson was appointed the Secretary of the Municipal Association of Victoria, a Melbourne appointment. This set is of considerable interest as it was presented to Horace Lawson, notable in Warrnambool’s history as a long-serving and successful Town Clerk. This silver-plated tea and coffee set has four items – coffee pot, tea pot, sugar basin and milk jug. All have the same etched decorative patterns on the sides and the lids and all have handles attached with a nut and a bolt. The tea pot and the coffee pot have the maker’s marks on the bases and there is an inscription on the side of the sugar basin. The lids of the coffee pot, tea pot and milk jug are hinged. ‘W. This gold locket was presented to Thomas Edward Bostock on his retirement as Secretary of the Warrnambool Cricket Club on 1st August 1884. Thomas Bostock was a member of the Bostock family who had come from Tasmania to the Warrnambool district in the late 1840s. The Bostock brothers were prominent in the history of the area as pastoralists, shopkeepers, flour millers and Bond Store operators. They were all enthusiastic local cricketers. Thomas worked for the Bank of Australasia in the 1880s and was a keen footballer and cricketer. He moved to Geelong where he made his mark as a Councillor, Mayor and businessman, with several buildings and a street named after him. This item is of very high significance because:- 1. It is an attractive and valuable gold locket from Victorian times 2. It has strong local significance as it was presented in 1884 to a prominent Warrnambool man, Thomas Edward Bostock 3. It has considerable social significance, demonstrating the customs of the time of a man carrying a locket containing miniatures of personal interest to the bearer and of the presentation of such an object by a sporting club. This is a gold locket with a monogram of T.E. Bostock on the front and an inscription on the back. The locket has a small ring at the top so that it could be attached to a watch chain. This scrapbook contains newspaper cuttings, mainly about football, and other written material from the late 19th century. It belonged to Martin Carter ((1870-1943), a Warrnambool saddler who worked for many years in the saddlery business established by his father, Samuel. Martin Carter was very active in community affairs - President of the Warrnambool Bowling Club, a member of the local Volunteer Militia, Secretary of the Progress Association, a football player and umpire and a local cricketer. He was the Secretary of the Warrnambool Town (later City) Band for fifty years and a memorial plaque in his honour was erected at the Band headquarters in Warrnambool. He was also a Warrnambool Councillor (1917-1925) and Warrnambool Mayor (1922-24). His interest in football can be seen from the great number of football newspaper cuttings in this notebook.This little notebook is most interesting as it provides us with details on football in the Warrnambool district in the late 19th century and gives us an indication of the popularity of the game at that time. It is a valuable research tool.This is a small notebook with a black cover. The pages contain ruled red lines over which have been pasted newspaper cuttings. Some pages have handwritten material and some pages are blank. There are also several loose cuttings. This photograph was given to Horace Lawson on the occasion of his retirement in 1918 as Town Clerk of Warrnambool. The photographs are of the Town Clerk, the Town Surveyor, the Mayor and Councillors in June 1918. The Mayor, William Swinton and the Town Clerk, Horace Lawson are in civic robes. Horace Lawson had a distinguished career as the Town Clerk of Warrnambool from 1893 to 1918 (which is actually 25 years, not 30 years as stated on the photograph). Lawson was a keen cyclist and a member of the Warrnambool Volunteer Army Corps. He left Warrnambool in 1918 to take up the position in Melbourne as Secretary of the Municipal Association of Victoria. The photographer, Arthur Jordan, working in Warrnambool at the end of the 19th century and in the early 20th century, was well-known, particularly for his photographs of civic affairs. This photograph is of considerable interest as it concerns the retirement of Horace Lawson, an influential and highly-respected municipal officer in Warrnambool at a time of great growth in the town/city.This is a black and white photograph in a wooden frame with a heavy card inset and glass covering. The information in this booklet was prepared by a University Investigation Committee formed in Warrnambool in 1961 to present the case for the establishment of a university in the Warrnambool area. The chairman of this committee was the Mayor of Warrnambool, Cr P. O’Sullivan and the secretary was W. L. George of Warrnambool. This submission was unsuccessful at the time but campaigning for a university continued. In 1961 Warrnambool Technical School in Timor Street was offering both secondary and tertiary courses in the technical and trades areas and in 1969 the tertiary section of this Technical School became the Warrnambool Institute of Advanced Education. The tertiary section was relocated in 1984 to Sherwood Park, a 94 hectare site on the Princes Highway five kilometres from Warrnambool’s C.B.D. In 1990 Deakin University established a regional campus at Sherwood Park after a merger with the Warrnambool Institute of Advanced Education. This booklet has some historical significance as it contains the information collated on the campaign in Warrnambool and the Western District for a university to be established in the Warrnambool area.This is a soft cover booklet of 48 pages. This gas lamp light and stand came from the original manufacturer in Melbourne. Gas street lights such as this one were used in Melbourne from the mid-19th century. The lights enabled safer after-dark travel for pedestrians and vehicles and were a deterrent to crime. A lamp lighter was employed to keep the lamps lit, sometimes with little success due to weather conditions and the pranks of youths. WARRNAMBOOL Gasworks In Warrnambool prior to 1874 there were about twenty rare, individually lit street lights in Warrnambool, each with its own supply of kerosene. These lamps were in the central business area of Timor, Koroit and Liebig Streets. The Warrnambool Gas Company Ltd. was registered as an incorporated company in 1873. It was a private, locally owned business. It was located at 209-215 Merri Street, Warrnambool, on the land, which is just west of the later-built railway station. The first managers of the Gas Company lived in a substantial stone house on site, but later the managers lived in a residence in Henna Street between Merri and Timor Streets. The original home, which still stands, became a residence for the Railway Station Master from about 1890. In August 1874 the construction of the gasworks was complete and at the end of that month gas was supplied to all of the existing lamps in Warrnambool for the first time. The Warrnambool Gas Company wound up in 1880-1881 and was purchased by the Warrnambool Borough Council with money raised by a loan – the Borough’s first ‘loan transaction’. The Council established a piped network to supply gas to other street connections. The gasworks were privatised and upgraded in 1952. In 1972 the town supply was converted to liquid petroleum gas and by the early 1980s the gasworks were closed down. In 1986 Warrnambool was supplied with natural gas from a site near Port Campbell. The Warrnambool gasworks supplied all street and shop lighting and most domestic lighting until 1923 when electricity was available for lighting. Bromfield Street in Warrnambool was named after the director of the gasworks, James Astley Bromfield (1823-1903). He arrived in Warrnambool from Worcestershire, England, in 1852 and was very active in the local council and community. Cockman Street was named after the first secretary of the gasworks in 1874, Walter Cockman (c.1821-1892). He was a Mayor and businessman. The second Manager, Luther Rodgers, worked for the gas company for about twenty years and both Rodger Place and Rodgers Road in Warrnambool have been named after him. LAMP LIGHTS IN MELBOURNE In the 1820s Melbourne's innkeepers were legally required to have a lamp light outside their premises from sunset to sunrise. This was the first instance of street lamps being used in Melbourne. In 1847 the first oil lamp was used in the city. In 1849 a gas lamp was installed on the Swanston Street Bridge and much of the city had oil lamps installed by then. In August 1857 the installation of street gas lamps began in Melbourne. They were welcomed for the much brighter illumination they gave. By 1860 there were 414 lamp pillars. The phrase was quoted often - "A light was as good as a policeman". The first gas burners used for street lighting were called 'fishtail' gas burners. These were replaced in the early 1900s by gas mantles. The City of Melbourne Gas Coke Company was formed in 1850 but due to the Gold Rush the manufacture and distribution of the gas supply was delayed until January 1856. By the 1890s the gas supplying the lights was supplied by three companies in Melbourne. In 1879 a football match was played at the MCG under electric lighting and gradually electric arc lights were installed inside and outside buildings in the city. Lamp lights such as the one in Flagstaff Hill’s collection were no longer needed. Crotonhurst was the estate of Mr William F. Langdon and his wife Sophia, the daughter of judge George H.F. Webb. A drawing room meeting was organised here by the Ladies' Harbour Lights Guild on 13 July 1926 hosted by Mrs Langdon. In an article published in the Australasian on Saturday 24 July 1926 we could read: " A drawing room meeting in connection with the Victoria Missions to Seamen took place on July 13, at Crotonhurst, Caulfield, the picturesque home of Mrs. W. F. Langdon, when the chaplain to the mission (the Rev. J. R. Weller) and other speakers explained the purpose of the Ladies' Harbour Lights Guild, and urged its claim to interest and support from the people of Victoria. The chair was taken by the mayor of Caulfield (Councillor Page), who spoke sympathetically of the fine work being carried on "week-in week-out" by members of the guild. The honorary treasurer of the guild (Miss Tracy) spoke of the need for more annual subscribers." The estate was demolished in 1937.Drawing room meetings were organised by the Ladies' Harbour Lights Guild to raise awareness and recruit new members. The Annual Meeting presenting the Annual Report was held on the 21st of September 1886 at the Melbourne Athenaeum. In the Standard (Port Melbourne, Vic. : 1884 - 1914), Saturday 25 September 1886, page 2 VICTORIAN SEAMEN'S MISSION. This institution held its annual meeting in the Melbourne Athenæum on Tuesday evening under the most favourable auspices. The hall was filled in every part, a very large pro portion of the audience being seamen. The half hour previous to the com mencement of the meeting was very pleasantly occupied bv listening to the capital playing of the band of the Naval Brigade, and precisely at eight o'clock the musicians heralded the entrance of the vice-regal party by playing ' The National Anthem.' Sir Henry and Lady Loch were received by the Mayor of Melbourne (Mr. Stewart), the Hon. F. T. Derham, Captain Pasco, Mr. H. R. Reid (hon. secretary), and Lieutenant - Colonel Templeton, and His Excellency imme diately took the chair. The venerable ex-chaplain, the Rev. Kerr Johnson, was present, but as he did not feel equal to taking part in the proceedings, the Rev. E. T. Miles opened the meeting with prayer. Nothing could have been more cal culated to give a distinctive character to the meeting than the singing of the Sailors' Hymn by the 300 odd seamen present. The rugged yet tuneful voices of the men blending with those of the ladies present, who heartily joined in, gave a most spirit-stirring effect to the beautiful words of the refrain : — Rocks and streams I'll fear no more, When on that eternal shore; Drop the anchor ! furl the sail ! I am safe within the vail. Next followed His Excellency's address as chairman. The Governor threw himself heartily into the pro ceedings, and his remarks, expressive of the utmost sympathy with the sea men of the empire, were applauded to the echo. In fact from the start all the speakers struck the right key-note. The institution was not held up as a charity on which Jack was more or less dependent. According to the gentlemen who one and all welcomed him as a friend, and a right useful friend too, the thing was all the other way. To the sailor it was, they de clared, that they owed all that the colony possessed, and more — the great ness and prosperity of the Empire, He was the sort of man who never turned his back on a fellow creature, or refused to give a hand to a comrade in distress. Therefore it was deter mined that Jack should not come to these shores and think there were none to care for the comfort of his body or the welfare of his soul, and with the object of greeting the sailor on his arrival, of grasping his hand as a friend, beguiling his hours on shore, and saving him from the scores of dangers and temptations which beset a sea-faring man's stay in port, the institution had in '57 been started. Its claims on the Victorian public, not as a charity, but as a means of show ing some recognition of the services of the brave men who man our mercan tile marine, were ably put before the meeting. The Rev. G. D. Buchanan de clared that if the Melbourne merchants contributed to the mission a tithe of the amount they spent in insurance, they would find their goods better looked after by the seamen than by the insurance companies. Captain McCallum, the treasurer, read the following report of the com mittees of the Port Melbourne and Williamstown Rests : — In no part of the Queen's dominions have there been more changes during the last thirty years than in the colony bearing her gracious name ; and it is therefore all the more pleasant to report that the Victorian Mission to seamen, which started so long ago as 1857, still pursues an active career of usefulness, holding out a helping hand to mariners of all nations, without distinction of colour, race or creed. Eight years ago, some of the supporters of the Mission, feeling the want of a Temperance Club, where the crews of the various ships might recreate themselves and enjoy the three ' C's' — Coffee — Comfort — Company, appealed to the public for assistance, resulting in sufficient funds being obtained to justify the establishment of Sailors' Rests at Sandridge and Williamstown. Both these institutions were opened by a distinguished gentleman who has always taken a practical interest in sea men, and who, but for illness, would have been present at this meeting — Sir W. F. Stawell — and the result jof several years' experience fully justifies the statement that these institutions have supplied a felt want — the attendance of visitors reaching now about 30,000 per annum ; whilst so economically are they managed, that the annual cost to the public is less than L150 The thanks of the committee are specially due to those ladies and gentlemen who so kindly made a special and successful effort to supply both of the Bests with new piano fortes, to the great enjoyment of ' Jack ashore.' The instrument which was pre sented to the Port Melbourne institution by Mr. J. M. Bruce, on behalf of the sub scribers, the funds having been collected by his daughter yet in her teens, being espec ially one of great value. Concerts free to all seamen, given by amateur singers, are held weekly on both sides of the bay, and are largely attended and much appreciated. The building at Port Melbourne, which, being of wood, is merely of a temporary character, is free from debt ; but there is a mortgage of L500 on the Williamstown institution, which cripples its usefulness. The committee have regretfully to report that during the year under review they have lost, through the weakness of increas ing years, tbe loving services of the Rev. Kerr Johnston, their venerable friend and chaplain, whose life is, indeed, the history of the Mission, for he has been connected with it from the commencement of the work. Mr. Johnston has proved himself a true disciple of his Divine Master, and the com mittee trust that in the evening of his days he may enjoy that peace and rest which he lias so well earned. The com mittee presented Mr. Johnston, on retiring, with an honorarium of L100. Mr. E. James has been appointed iu Mr. JohuBton'u room, and the committee believe that their choice lias been a fortunate one. The Mission aud Sailors' Bests have been kept afloat by the unwearied and self -deny-ing exertions of the Ladies1 Committee, who have personally collected nearly the whole of the income ; but it may fairly be asked whether, in this great seaport, where last year there entered in at Her Majesty's Customs 1711 ships, manned by 61,256 men, the mercantile community of Melbourne should net take a more active interest in the welfare of the thousands of brave men who, for a few weeks, temporary sojourners on our shores, away from friends and relatives, have a special claim on our sympathy and help. We are of the old land, ' that gem sunk in the silver sea and we can re-echo Mr. Gladstone's recent words to the crew of the yacht Sunbeam, ' The calling which you follow is a noble one, and is calculated to bring forth the highest qualities of our common nature ; ana if it is possible for any occupation to make a man, in the highest and wideBt sense of the word, it is ' the occupation to which your lives are given. How closely it is connected with the the prosperity and fame of tbi» great nation ; how closely, indeed, it is connected with advancement of civilisation, and tiie general welfare of the world, it needs no words of mine to tell yon, for in your work and life you know it well, and feel it truly.' Look ing at what we Victorians owe to the British sailor, the committee earnestly trust that, with the blessings of the Almighty God, increased success will attend the work of the Mission and Rests. Mr. James read the chaplain's re port: — Since my appointment as chaplain to tbe Seamens' Mission, I have met with greater success than I anticipated. I have visited all the ships that have come into port, also many of the vessels on the Yarra, and am pleased with the civil and courteous manner in which I have been received by captains, officers and men, and in most cases my invitations to them to attend our meetings have been most heartily responded to. . The attendance at the services in the Bethel has much improved — on some occasions scarcely sitting room is to be found. The services have proved a great blessing to many Christian seamen ; whilst several who have come into port caring for nothing of a religious nature, have left praying. God fearing men, with the request that those left behind would remember them in their supplications, that they should be kept through all the trials and temptations to which seamen are exposed. The weekly Tuesday evening concerts got up bj the ladies of the committee and others, have proved a great benefit to the Mission, and a source of great enjoyment to the seamen in port. The programmes are excellent; and are spoken of by the sailors as the best they have heard in any port. The Sailors* Rest is provided with a library, the daily papers, and illustrated literature, with games of chess, draughts, dominoes, quoits, and other amusements, which are much taken advantage of during the evenings. Seamen ' are alio provided with writing materials, free, bo that everyone may have any opportunity of writing to their friends; for many an anxious parent is counting the days and hoping for .the time to come when they shall get a line from their sons in the far distant land, and many a son is reminded of his obligation by the opportunity thus afforded. I am much pleased at this time to acknowledge the kindness of the committee, and the great help I have received from them, also from Mr. Douglas, the manager of the Best. I do not think I could have been blest with a better co-worker. I have no hesitation in recommending the seamen to go to the Best, and telling them that they will receive a most hearty welcome, to which they can all testify ; my thanks are due to the voluntary workers, who have given every assistance ft their power, especially to Miss Lloyd, who is an invaluable help, attending in all weathers, and playing the organ at every service. The Sunday School is progressing, and we aie now about to make another addition to the library, of good readable books. The work at Williamstown is also pro gressing well, the Wednesday night concerts being well attended, and the singing and reciting supplied by local talent really good; the sailors contributing largely to the programmes. Captain McCallum is the backbone of the work at Williamstown, well supported by many warm friends of the sailors. The services held every Sunday night are productive of mnch good. The work here, too, is very encouraging, having much improved of late. I am thank ful to God that He has so blessed the efforts of His people, and hope they may be long spared to carry on the work. The Rev. G. D. Buchanan in an eloquent speech proposed the first re solution : — ' That the Reports now read be adopted, and that the following ladies and gentlemen be the Committee for the ensuing year : — SEAMEN'S MISSION. Ladies Committee. — Mesdames Templeton, Campbell, Chamberlin, Elworthy, Lormer, Gourlay, Gowan, B. Johnston, Webb, Young, Plummer, Misses Elwortny, Webb, Gowan, and M. Hastie. Gentlemen's Committee. — Captains Pasco, R. N., Adams, McCallum, J.P., Dalgarno, Garside, Messrs. Courtis, A. J. Smith, Macpherson, H. R. Reid, J.P., Henry Berry, J.P., Revs. Kerr Johnston, and A. R. Edgar.' Captain Pasco seconded, and in formed the audience that Baron Von Mueller had written regretting his inability to attend, but had sent a substantial cheque. (Applause.) A collection was then taken up and liberally responded to, the band mean-time playing airs suitable to the occa sion, such as ' The Death of Nelson' and ' Rocked in the Cradle of the Deep.' The hon. F. T. Derham next pro posed the second resolution : — ' That the success which has attended the working of the Port Melbourne Sailors' Rest justifies this meeting in taking imme diate steps to raise the funds necessary to erect a Seamen's Institute worthy of the in creasing trade and commerce of Victoria.' This was seconded by the Rev. A. R. Edgar, and both were carried by ac clamation. The Mayor of Melbourne moved a vote of thanks to His Excellency, and Sir Henry in the course of his reply said his sympathies were not only with sailors because he had been much brought into contact with them, but because he had been a sailor himself and had had the honour and privilege of serving in Her Majesty's navy. At this the men sprang to their feet and gave three deafening cheers for the Governor and another for Lady Loch, who bowed her acknowledgment and appeared very pleased at the hearty reception accorded to her. During the evening Mrs. Pearce, and Messrs. Walsh, Woods, and Robinson, members of the Liedertafel, contributed songs. The lady, who has sung at the Tuesday evening concerts, sang ' When the Tide comes in' so charmingly that an encore, although against the rule of the evening, was insisted upon, which was responded to by a beautiful rendering of the old ballad ' Robin Adair,' Altogether the meeting was a com plete success, and will doubtless afford the committee fresh encouragement in their well-directed efforts. This illuminated address was given to H.H.Smith, the Warrnambool Mayor, for his work with soldiers returning to Warrnambool and district during and after World War One. On the same occasion Smith was also given an armchair by the mothers, sisters and wives of Warrnambool returning soldiers. Henry Huntingdon Smith (1857-1941) started his own bakery business in 1885, firstly near the corner of Fairy and Koroit Streets and later building his own shop at the corner of Lava and Fairy Streets (Monaghans Pharmacy today). Smith was one of the most admired men in Warrnambool in the first half of the 20th century. He was a Warrnambool Councillor from 1918 to 1937 (Mayor for two terms) and served continuously on the Warrnambool Hospital Committee for 39 years. He visited patients at the Hospital twice a week. He took a particular interest in the welfare of returning soldiers and it was said that there was not a returned man or woman whom Smith did not greet on his return to the district. Smith also was a tireless worker for the Methodist Church as an office bearer and a Sunday School teacher. Smith was also Vice President in 1937 of the first Warrnambool & District Historical Society. This document is of particular interest as it is a good example of the type of illuminated address produced during the early years of the 20th century. It also shows clearly the respect and love that Warrnambool people had for Henry Smith, a great volunteer worker in the community. This is a piece of cream-coloured parchment paper with a margin ruled in black ink and handwriting in blue and black ink surrounded by red ornamental scrolls and flourishes. The paper has an address to H.H.Smith and is followed by 74 names and the date (1920). The paper is inserted into a piece of red leather cloth. This has folded edges and an ornamental gold pattern around the front edges and a gold border around the back edges. There are two holes at the top of the folder and these have metal surrounds. The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored.
