Early Foundations (1840s–1860s- The broader district saw activity from the 1840s, including Joseph Raleigh’s meat‑preserving works on the Maribyrnong River, which sat on the boundary of what became Maidstone. - Land speculator J.W. The business was owned by Charles De Guara who had migrated to Australia from Malta at the age of 16. After various jobs in Melbourne, marriage to Latvian migrant Maija and three children, he and his family moved to Wodonga in 1971. He initially worked at the Wodonga Meat Works and soon became the union delegate, initiating strike action related to inaccurate practices in recording slaughtered animals which affected workers’ payments. This action successfully secured back pay for the workers. Mr De Guara started his cleaning enterprise in 1981 while still at the meatworks and then became full-time with cleaning in 1983. He set up his showrooms in the former Wodonga Library building in Hugh Street, Wodonga. The business employed up to 25 full and part-time workers with a turn over close to a million dollars annually. In addition to cleaning, Mr De Guara sold carpet cleaning machines and vacuum cleaners to individuals as well as businesses, hospitals and clubs. Due to changed family circumstances, the business closed in the late 1980s. Cities during this time period had large "ice works ...The harsh summer temperatures and the isolated rural environment(of the 1890's) provided the inventor of the "Coolgardie safe" (Arthur Patrick McCormick) with an idea to cool perishable foods by using water soaked "hessian" cloth to provide the "coolant" for the evaporation process to cool the inside temperature of the "safe". Items such as meat,cream/milk/butter and cool "drinks" are a few perishables that need cool environments , especially in isolated "ice free" locations. Cities during this time period had large "ice works" which delivered block ice to all areas that required a form of refrigeration. These ice blocks where held in early refrigerators to keep perishables cool to cold. This "Coolardie" safe was the next best thing for isolated rural households and travellers/campers/stockmen to provide a cooler environment for foodstuff affected by heat. Ice filled "esky" coolers and ice boxes are a modern day off shoot to the original Coogardie safe however they still rely on ice or frozen coolant bricks for cooling.This "Coogardie" safe is very significant to the Kiewa Valley and the Bogong High Plains because it represents not only the initiative thinking of the early settlers and communities but also the "primitive" solution to an everyday (1800s to 1930s) problem (before gas and electric run refrigerators) of keeping "perishables" at a low temperature and thereby prolonging their "shelf" life. This was before electricity and gas was available to the inhabitants of the Kiewa Valley and Bogong High Plains. Another cooling method for food was to have "water tight" containers dipped into the very cold streams running from the "cooler" alpine mountains and the Bogong High Plains. This however could not be carried out in all situations eg. fast flowing currents and locations away from streams. This "Coolgardie safe" is made from a medium grade steel enclosure and its appearance is of a perforated box with a wire handle and one side (long side) being a hinged "door" with a clasp securing "lock". There are air holes grouped into a small "boxed" pattern. Each "box" is divided by a crossed pattern, dividing the "holed" sections(4) into a diamond configuration of 49 small holes each. There are four sides (long) which have the perforations except for the base which does not. The base has an indentation with a loose "catch" tray to catch water spills. When in use the "box" is covered with a water "soaked" cloth. The wet cloth is used as "coolant" ie. fibers in the cloth hold the water droplets seep out evaporating the area and thereby (in mass) cooling the air inside the container.domestic refrigeration cabinets, coolgardie "safe", insect and vermin proof food containers, electric and gas free cold storage containers -

The site was sold again in 1876 to grazer Robert Hood of Sherwood, who was chairman of directors of the failed company, which couldn’t raise sufficient capital to keep the works operating. ...The woollen mill was a vital part of Warrnambool for all but 22 years of the town’s history since it's the establishment in 1847 when the first land sales were held and white settlement began. In 1869 the Warrnambool Meat Preserving Company began operations on the mill site, in 1875, shareholders of the then defunct Warrnambool Meat Preserving Company happily sold the land and buildings on the Merri river to Warrnambool Woollen Mill Company Ltd for £5,000. The site was sold again in 1876 to grazer Robert Hood of Sherwood, who was chairman of directors of the failed company, which couldn’t raise sufficient capital to keep the works operating. The entrepreneurial Hood then used the existing plant to turn his own wool into tweed cloth. But just as the mill was starting to show a profit, a fire destroyed the building and plant on the night of 25 March 1882. So again, the mill was operational for six short years. Insurers only paid a fraction over 10% of the damage, Hood couldn't raise sufficient capital to rebuild on his own, and so the site lay unused until 1910. In 1908 Marcus Saltau and Peter John McGennan convinced the Warrnambool Chamber of Commerce to invest in a secondary industry with local capital. A public meeting in September 1908 agreed to raise £40,000, electing Saltau chairman of directors, a post he held for 34 years. A year later, using mostly local money, the Warrnambool Woollen Mill Company dispatched its first manager, John E. Bennett, to buy a plant and recruit 20 experienced staff from the Yorkshire woollen industry in December 1909. Another year more, the new mill was officially opened on 14 November 1910 by Marcus Saltau as company chairman and town mayor. Eighteen months on, in May 1912, the mill paid its first half-yearly dividend of 2 ½%. It was now working two shifts, with a year's orders to fill. In 1914 the mill ordered its own generator, providing the town with electricity and effectively doubling its plant size by October 1915, six months after Gallipoli. Thereafter, government orders for cloth and military supplies assured the mill’s success right through the First World War and on until 1923. A plant upgrade in 1922 for machinery to make worsted fabric drained profits, which, with a fall in demand, led to a loss in 1925. Profits were restored by the 1930s, despite the Depression, mostly due to tight management and robust marketing. Production boomed again during the Second World War, but soon foreign competition bit into profits, forcing the company to consolidate operations. The ‘50s and ‘60s were golden years for the mill. Security and growth gave the company confidence to trial Australia’s first electric blanket in 1958 and to install Swiss Sulzer looms in 1965. Over time, the building facades took on the modern look that the mill presented until it closed. The Dunlop company bought the mill in 1968, fending off a challenge from Onkaparinga in South Australia, and continued to expand by adding Wendouree Woollen Mill in the same year and Dream-spun Textiles a decade later, in 1979. Soon after that purchase, however, the mill began its slippery slide into decline. Dunlop sold to its former rival bidder Onkaparinga Woollen Co. Ltd in 1982, which in turn was taken over by Macquarie Worsted's only a year later, in 1983. Operations remained stable for a decade until 1994 when the Macquarie Group signaled that its newly rationalised operations left no room for the Warrnambool investment. The final operator of the mill was The Smith Family charity group, which ran the site by agreement with the Warrnambool City Council and a state government grant in that same year, 1994. The mill became more of a fabric recycler than a manufacturer. The site was sold to private operators in February 2003 and rezoned four months later to allow for the mixed housing development. The embossing press is significant for its association with the Warrnambool Woollen Mills 1910-1968, a major employer in the Warrnambool district. But scrimshaw also includes engravings on skeletal whale bone–such as the jaw bone, called pan bone and ivory from other marine mammals such as walrus. Although scrimshaw is widely associated with nautical themes and designs of the 19th century whaling industry, vintage scrimshaw was also produced as tribal art in many cultures. Today, scrimshaw is recognized as a unique medium in which present-day artists have developed their own modern themes. Scrimshaw reproductions may take several forms. There are - New carvings on genuine ivory or bone with the deliberate intent to create an "antique” - New carvings on genuine ivory or bone sold as signed and dated contemporary art - Clearly marked synthetic museum reproductions and mass marketed - Unmarked synthetic replicas This scrimshaw work is done on a sperm whale's tooth. It is one of two pieces by artist Gary Tonkin in Flagstaff Hill’s collection. Sperm whales can live for 60 or even 70 years, so the tooth could be quite old. It came from the whaling station in Albany, Western Australia, which ceased processing whales in 1978 and is now a whaling museum. The two works were commissioned by Flagstaff Hill in the 1980s. Tonkin could spend from a few days to a few months in intensive work on each piece of scrimshaw. He is a world-renowned Master Scrimshander and a Fellow of the Australian Society of Marine Artists (FASMA), and lives in Albany, Western Australia. Gary Tonkin, FASMA – Tonkin was born in 1949 in Portland, Victoria, and grew up there with a history of whaling and related industries. He moved to Albany in southwest WA in 1971 and worked as an Export Meat inspector for the Federal Government. This small town also had a historical connection to whaling. The Cheynes Beach Whaling Station was still operating, and there were even three whaling ‘chaser’ vessels at the old jetty. In 1975, his employment now permanent, Tonkin bought an old cottage near the bay, purchased some whales’ teeth, and began learning the sailors’ art of scrimshaw, combining this with his artistic skills and knowledge of history. His job gave him access to buy as many whale teeth as he could afford, straight from the whaling station. Tonkin gained further marine knowledge as he sailed on the schooner ‘Esperance’ from Fremantle to Mauritius in 1988. He watched the sailors at work and experienced the rough and stormy sea conditions first-hand. Tonkin later visited whaling museums, galleries and libraries in England and America to gather reference materials and information on all aspects of whaling and scrimshaw. In 1993 he was Commissioned to engrave six large whale teeth, from the Albany whaling station, for the USA Gallery at the Australian National Maritime Museum in Sydney. This work is now in the museum’s permanent collection. From that time, Tonkin began working full-time as a Scrimshander. Tonkin’s work is now in galleries and museums in America and Australia, as well as in private collections. He is the founder of the Albany Maritime Heritage Association and was the inaugural President. In the 1990s he actively and successfully campaigned for the preservation of the Cheynes Beach Whaling Station in Albany, which is now Whale World, an open-air whaling museum. His continuing work as a Scrimshander contributes to the preservation of the art of scrimshaw and the history of whaling. This scrimshaw represents the ancient craft of scrimshaw, associated with mariners in the whaling trade in the early 19th century. The work is also Nationally significant for being created by world-renowned Scrimshander, Gary Tonkin, from Albany, Western Australia.
