Australia is governed by a Federal Government and by six State Governments. National coordination of their respective geodetic survey and topographic mapping activities is effected on the advice of a National Mapping Council. Twenty years ago, at least 95% of Australia was poorly mapped and what maps existed were in need of revision. only a small area of the continent was covered by horizontal geodetic control and there was no scheme for a national levelling survey. Over the intervening period there has been an urgent and increasing demand for topographic maps varying from large scale contoured maps in support of specific engineering projects to rapid reconnaissance maps required for mineral prospecting in remote areas. Superimposed on this has been a defence requirement, specifically for military training areas, and generally for maps of the whole country. During the period much progress has been made. From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. This is a photo of two men presenting certificates to two schoolgirls. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. Initially named the Conservation Corps, the British Trust for Conservation Volunteers (BTCV) was founded in 1959 by the Council for Nature. Today BTCV is the “largest practical conservation charity in the United Kingdom”, and celebrated its fiftieth birthday in February 2009. Its original name had been adapted from that of the Civilian Conservation Corps launched by President Roosevelt in Depression-era USA: - "I propose to create a Civilian Conservation Corps to be used in simple work, not interfering with normal employment, and confining itself to forestry, the prevention of soil erosion, flood control and similar projects. More important, however, than the material gains, will be the moral and spiritual value of such work. Roosevelt’s idea had been revived by Governor Jerry Brown of California in 1976 and exchange of ideas and personnel between the California Conservation Corps (CCC) and other US conservation corps) has flourished since. Mark Dwyer (later to play an important role in Green Corps) was leader of the first California Conservation Corps three-month exchange program to Australia in 1988. Born in Richmond, Victoria, in 1947 Bruce Pascoe is a school teacher, deck hand, barman, farmer, Director of Commonwealth Australian Studies project, editor, publisher, and works in Indigenous language retrieval. He published and edited Australian Short Storiesquarterly magazine for 16 years, and was joint winner (with David Foster) of Australian Literature Award (1999) and winner of the Radio National Short Story Competition (1998).( ref macquariepenanthology.com.au/BrucePascoe.html) He is married to Lyn Harwood, has two children and lives at Gipsy Point, Far East Gippsland in Victoria. The subject item was made in England by W&T Avery a British manufacturer of weights and weighing machines. The company was founded in the early 18th century and took the name W & T Avery in 1818. The undocumented origin of the company goes back to 1730 when James Ford established the business in the town of Digbeth. On Joseph Balden, the then company’s owner’s death in 1813 William and Thomas Avery took over his scale making business and in 1818 renamed it W & T Avery. The business rapidly expanded and in 1885 they owned three factories: the Atlas Works in West Bromwich, the Mill Lane Works in Birmingham and the Moat Lane Works in Digbeth. In 1891 the business became a limited company with a board of directors and in 1894 the shares were quoted on the London Stock Exchange. In 1895 the company bought the legendary Soho Foundry in Smethwick, a former steam engine factory owned by James Watt & Co. In 1897 the move was complete and the steam engine business was gradually converted to pure manufacture of weighing machines. The turn of the century was marked by managing director William Hipkins who was determined to broaden the renown of the Avery brand and transform the business into specialist manufacture of weighing machines. By 1914 the company occupied an area of 32,000m² and had some 3000 employees. In the inter-war period, the growth continued with the addition of specialized shops for cast parts, enamel paints and weighbridge assembly and the product range diversified into counting machines, testing machines, automatic packing machines and petrol pumps. During the second world war, the company also produced various types of heavy guns. At that time the site underwent severe damage from parachute mines and incendiary bombs. Then from 1931 to 1973, the company occupied the 18th-century Middlesex Sessions House in Clerkenwell as its headquarters. Changes in weighing machine technology after World War II led to the closure of the foundry, the introduction of electronic weighing with the simultaneous gradual disappearance of purely mechanical devices. The continued expansion was partly achieved through a series of acquisitions of other companies. After almost a century of national and international expansion, the company was taken over by GEC in 1979. Keith Hodgkinson, managing director at the time, completed the turn-around from mechanical to electronic weighing with a complete overhaul of the product range of retail sales of industrial platform scales. In 1993 GEC took over the Dutch-based company Berkel and the Avery-Berkel name was introduced. In 2000 the business was in turn acquired by the US-American company Weigh-Tronix, who already owned Salter, and is today operating as Avery Weigh-Tronix.An item used by grocers and merchants throughout the then British colonies of England to weigh store-bought goods around the mid to late 19th century. The portrait was commissioned after Higinbotham's death in 1893. A committee was appointed to investigate the making of a portrait and they appointed Mr L Bernard Hall, instructor and later director of the National Gallery of Victoria. George Higinbotham (1826-1892) had a distinguished career as a newspaper editor and politican before becoming a Judge of the Supreme Court in 1880 and the third Chief Justice in 1886. Higinbotham was a long serving attorney-general in the 1860s colonial administration. Higinbotham was active in the education, land and constitutional debates of his time. He played a prominent role through his chairmanship of the of the Royal Commission into Public Instruction with regard to the introduction of the free and secular primary school education.The portrait of George Higinbotham is of historic significance as the depiction of an important public figure in 19th Century Victoria. Children's Art Show held on Saturday 27th October 1956 at the Ringwood Lower Town Hall. Newspaper article from Ringwood Mail dated 1st November 1956. In attendance was Mr Eric Westbrook, Director of the National Gallery, Cr AJ Lavis, Mayor of Ringwood.

The origin of the book goes back to 2007 when a tin of nitrate negatives (Cat No 1248.2) came to the Bendigo RSL Museum via Aylene Kirkwood (Eaglehawk Heritage Society) and her friend Jean Grinton, Jack Grintons Daughter. The tin of negatives had been sitting in a shed at Jeans place for many years. The RSL Museum sorted some to see what they were about and were mostly WW1 era overseas. The Museum had some reproduced by Wayne Eels a Dark Room Technician and the quality was amazing. A small number were shown at an exhibition in a talk by Museum Curator Peter Ball in March 2008. The exhibition was called “Snapshots and Stories” by Corrine Perkin from the Bendigo Art Gallery and included a number of Bendigo Historical groups. The RSL Museum by then had put together 44 images in 11 frames to make a story (cat No's 5880P to 5890P) and shown at the Bendigo District RSL Sub Branch Inc in April 2008. The exhibition included memorabilia from Jean Grinton. Corrine Perkin who was at the opening spoke to the Curator Peter Ball with the view that a travelling exhibition could be made from this. After discussions then began 12 months research between Corinne and Peter identifying people in the photos, places, deciphering Jack's Diary, researching the 38th Bn to gain an overall picture of Jack and Bert Grinton, producing photos for quality. Eventually an exhibition of photos (Cat No's 7100P to 7179P), story boards with photos (Cat No's 7180 to 7187) came into being. The opening was at the Bendigo Art Gallery on the evening of June 13th 2009 with Les Carlyon as guest speaker and went through until August 2nd. The exhibition was accompanied by memorabilia of Jacks Daughter Jean and Bert's Daughter Dorothy. The exhibition then went onto 4 more locations including the Melbourne Shrine of Remembrance. This is the program of the 2014-5 exhibition at the Warrnambool Art Gallery, ‘From the Sacred to the Profane – The Challenges and Possibilities of Renaissance Art’. This exhibition was a joint project between the National Gallery of Victoria and the Warrnambool Art Gallery and was officially opened in December 2014 by the Director of the National Gallery of Victoria, Tony Ellwood. This program is of interest as a souvenir of an exhibition in Warrnambool that was an important one as it featured historical and valuable works of art from the National Gallery of Victoria. This is a sheet of paper folded to make six sides. One side has a plasticized surface. The pages have a black background with white and red printing on five sides and a colour photograph of a painting on the front page. This is a set of 17 photographs taken during the first year of Army occupation at Fortuna, Bendigo in 1942. The photos provide an insight into the preparatory work performed on the Fortuna Villa and surrounding buildings, by the Working Party 5th Army Troop and Ordnance Training Depot, before its occupation by personnel from LHQ Cartographic Company, Royal Australian Survey Corps. The annotation on the back of Photos .9P and .10P is misspelt. The correct spelling is ‘Nell Gwynne’. The poppet head of the Central Nell Gwynne mine is still an iconic landmark in Bendigo, lying just down the road from the poppet head lookout at Victoria Hill. The Central Nell Gwynne was the premier mine of Bendigo's 1930s mining revival and is of high historical value, due to the extensive and relatively intact features which remain at the site. The annotation on the back of Photo .17P is incorrect. The location of HQ 5th Army Troop was ‘Reynard St, Coburg.’ By late 1941 as Japan extended its control throughout Indo-China, resolving the accommodation problem of AHQ Cartographic Company located in Melbourne became more urgent. The steady Japanese advance made the bombing of Melbourne no longer a remote possibility, and in accordance with a general policy of dispersion, the Deputy Chief of the General Staff, Major General Sidney Rowell instructed Major William Sarll, in the interests of security of plant and to provide against possible damage of air attack, to investigate suitable safer inland accommodation for AHQ Cartographic Company. Major Sarll inspected many properties before finding one that would meet the requirements of the Cartographic Company. In late 1941, he came to inspect Fortuna, a rambling old mansion with about fifteen acres of ground in central Bendigo. Initially there was no intention to occupy the site beyond the end of the war, although Major Sarll's report to the Director of Survey noted many advantages in moving the Company to Bendigo. Major General Rowell quickly approved the selection of Fortuna before other authorities, which were investigating the evacuation of school children, could get in ahead of the Cartographic Company. On 23 March 1942, the Commonwealth of Australia, under the provisions of the National Security Act of 1939, took possession of the house, the old battery buildings and the fifteen acres of grounds. Under Warrant Officer J. Trist’s direction, over fifty Parks and Works tradesmen completed building works necessary to accommodate the Survey Corps’ military, map making and printing requirements. The building program was still under way when the first officer, Lieutenant Ralph Westgarth, arrived in May 1942 with the advance party which received and positioned all equipment as it came up from Melbourne in semi-trailers. Once the equipment was installed the rest of the Cartographic Company completed its shift to Bendigo by 11th June 1942. Carl Herman Jess (Sir) CB, CMG, CBE, OBE, DSO had a long distinguished career. This is a very brief summary. Joined the Victorian Volunteer Cadets 1899 to 1906, joined the permanent Military Forces 1906 No 86 age 23 years 4 months and rose through the ranks to Captain when he enlisted in the AIF as a Capt in 4th INF Brigade HQ age 30 years on 23.9.1914, embark for Egypt 22.12.1914, embark for Gallipoli 22.12.1914, promoted to Major 23.5.1915 and transfers to 2nd INF Brigade, awarded MID 12.6.1915, promoted Lt Col and to Command 7th Batt, embark for France 13.4.1916, awarded MID 13.11.1916, awarded Order of the White Eagle (Serbian), he was Gassed but remained on duty at Pozieres, awarded DSO 1.1.1917, appointed Staff Officer HQ 1st Anzac Corps 12.3.1917 then T/Col, T/Brig General through to 7.10.1918, awarded MID and CMG, 1.10.1919 appointed Director General repatriation and demobilisation AIF, resigned appointed in England 21.3.1920. Post WW1 on return to Australia he served in many Military appointments including Honorary Colonel 7th and 38th Battalions.He was made a Knight Batchelor in 1935. Isabel Huntington was a painter, craft officer and craft worker. She studied at Ballarat High School, Ballarat Technical Art School (a division of the School of Mines) and RMIT, and was a member of the Victorian Artists' Society and the Contemporary Art Society. In 1945 she was appointed Director of Handcrafts for the Victorian Division of the Red Cross Society. Isabel Huntington had previously held the position of Supervisor of Handcrafts at Heidelberg Military Hospital for three and a half years. She was a member of the Arts and Crafts Society. Isabel Huntington had five 'one-man" shows, three in Melbourne, one in Ballarat and one in Hamilton, Victoria. Ursula Hoff (from the National Gallery Victoria) judged the 1965 Albury awards for watercolour, and religious paintings in oils, awarding the prize to Isabel Huntington. In the same year Isabel Huntington travelled to Europe. After returning from overseas she taught at Rosanna High School, Victoria. Isabel Huntington lived at Montmorency, Victoria, and was there at the time of her death. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. He then entered Federal Parliament and was a member from 1977 to 1998. During his time he was Minister for Industry, Science and Technology from1983 to 1990. Ann Tippett - wife of E.J. Tippett.
