The moral lexicon of the Warlpiri people of central Australia LR Hiatt This paper discusses words that match ?Good? and ?Bad?; examples of ?Good? and ?Bad? behaviour; morality and law; and egalitarianism and dominance. It also presents a comparison with Gidjingarli (Burarra). 2. Mobs and bosses: Structures of Aboriginal sociality Patrick Mullins (Mount Druitt, NSW) A commonality of Aboriginal social organisation exists across the continent in communities as different as those from the Western Desert across to Cape York, from the towns of New South Wales and Western Australia to cities like Adelaide. This is found in the colloquial expressions ?mob? and ?boss?, which are used in widely differing contexts. Mobbing is the activity where relatedness, in the sense of social alliances, is established and affirmed by virtue of a common affiliation with place, common experience and common descent, as well as by the exchange of cash and commodities. Bossing is the activity of commanding respect by virtue of one?s capacity to bestow items of value such as ritual knowledge, nurturance, care, cash and commodities. Mobbing and bossing are best understood as structures in Giddens? sense of sets of rules and resources involved in the production of social systems, in this case social alliances. Mobbing and bossing imply a concept of a person as a being in a relationship. Attention needs to be given to the way these structures interact with institutions in the wider Australian society. 3. Recognising victims without blaming them: A moral contest? About Peter Sutton?s ?The Politics of Suffering: Indigenous Policy in Australia since the 1970s? and Gillian Cowlishaw?s replies Ma�a Ponsonnet (Universit� Paris- 8-Saint-Denis) Peter Sutton?s texts on Aboriginal violence, health and their politicisation are replied to using his methodology, and acknowledging his convincing points. Sutton rightly denounces a lack of lucidity and scientific objectivity in anthropological debates. These inadequacies impede identification of what Aboriginal groups can do to improve their situations for fear that this identification would lead to blame the victims. At the other end of the ethical spectrum, those who advocate a broader use of what I will call a ?resistance interpretation? of violence fail to recognise victims as such, on the implicit grounds that seeing victims as victims would deprive them of any agency, on the one hand, and entail blame, on the other hand. I aim to define a middle road between those views: the idea that victims should be acknowledged as such without being denied their agency and without being blamed for their own condition. This middle road allows identification of the colonisers? responsibilities in the contemporary situation of Indigenous communities in Australia, and to determine who can do what. Secondly, I show that Sutton?s texts convey, through subtle but recurrent remarks, an ideology of blame rather than a mere will to identify practical solutions. As a consequence, some of his proposals do not stand on a solid and objective causal analysis. 4. 'You would have loved her for her lore?: The letters of Daisy Bates Bob Reece (Murdoch University) Daisy Bates was once an iconic figure in Australia but her popular and academic reputation became tarnished by her retrograde views. Her credibility was also put in doubt through the exposure of her fictionalised Irish background. In more recent times, however, her ethnographic data on the Aborigines of Western Australia has been an invaluable source for Native Title claims, while her views on Aboriginal extinction, cannibalism and ?castes? are being seen as typical of her time. This article briefly reviews what has been the orthodox academic opinion of her scientific achievement before summarising what is reliably known of her early history and indicating what kind of person is revealed in the 3000 or more letters that she left behind. 5. What potential might Narrative Therapy have to assist Indigenous Australians reduce substance misuse? Violet Bacon (Curtin University of Technology) Substance misuse is associated with adverse consequences for many Australians including Aboriginal and Torres Strait Islander peoples. Extensive research has been conducted into various intervention, treatment and prevention programs to ascertain their potential in reducing substance misuse within Aboriginal and non-Aboriginal communities. I explore the potential of Narrative Therapy as a counselling intervention for assisting Indigenous Australians reduce the harm associated with substance misuse. 6. Bone points from the Adelaide River, Northern Territory Sally Brockwell (University of Canberra) and Kim Akerman (Moonah) Large earth mounds located next to the vast floodplains of the lower Adelaide River, one of the major tropical rivers draining the flat coastal plains of northern Australia, contain cultural material, including bone points. The floodplains of the north underwent dynamic environmental change from extensive mangrove swamps in the mid-Holocene, through a transition phase of variable estuarine and freshwater mosaic environments, to the freshwater environment that exists today. This geomorphological framework provides a background for the interpretation of the archaeology, which spans some 4000 years. 7. A different look: Comparative rock-art recording from the Torres Strait using computer enhancement techniques Liam M Brady (Monash University) In 1888 and 1898, Cambridge University?s Alfred C Haddon made the first recording of rock-art from the Torres Strait islands using photography and sketches. Systematic recording of these same paintings and sites was carried out from 2000 to 2004 by archaeologists and Indigenous Torres Strait Islander and Aboriginal communities as part of community-based rock-art recording projects. Computer enhancement techniques were used to identify differences between both sets of recordings, to reveal design elements that Haddon missed in his recordings, and to recover images recorded by Haddon that are today no longer visible to the naked eye. Using this data, preliminary observations into the antiquity of Torres Strait rock-art are noted along with recommendations for future Torres Strait region rock-art research and baseline monitoring projects. 8. Sources of bias in the Murray Black Collection: Implications for palaeopathological analysis Sarah Robertson (National Museum of Australia) The Murray Black collection of Aboriginal skeletal remains has been a mainstay of bio-anthropological research in Australia, but relatively little thought has been given to how and why this collection may differ from archaeologically obtained collections. The context in which remains were located and recovered has created bias within the sample, which was further skewed within the component of the collection sent to the Australian Institute of Anatomy, resulting in limitations for the research potential of the collection. Mediating conflict in the age of Native Title Peter Sutton (The University of Adelaide and South Australian Museum) Mediators have played roles in managing conflict in Aboriginal societies for a long time. This paper discusses some of the similarities and differences between older customary mediator roles and those of the modern Native Title process. Determinants of tribunal outcomes for Indigenous footballers Neil Brewer, Carla Welsh and Jenny Williams (School of Psychology, Flinders University) This paper reports on a study that examined whether football tribunal members? judgments concerning players? alleged misdemeanours on the sporting field are likely to be shaped by extra-evidential factors that disadvantage players from Indigenous backgrounds. Indigenous and non-Indigenous Australian Football League (AFL) players, matched in terms of their typical levels of confidence and demeanour in public situations, were interrogated in a mock tribunal hearing about a hypothetical incident on the football field. The specific aim was to determine if the pressures of such questioning elicited behavioural differences likely to be interpreted as indicative of testimonial unreliability. Mock tribunal members (number = 103) then made judgments about the degree to which a number of behavioural characteristics were evident in the players? testimonies. Under intense interrogation, Indigenous players were judged as presenting less confidently and displaying a greater degree of gaze aversion than non-Indigenous players. These behavioural characteristics are commonly ? and inappropriately ? used as cues or heuristics to infer testimonial accuracy. The paper discusses the implications for Indigenous players appearing at tribunal hearings ? and for the justice system more broadly. Timothy Korkanoon: A child artist at the Merri Creek Baptist Aboriginal School, Melbourne, Victoria, 1846?47 ? a new interpretation of his life and work Ian D Clark (School of Business, University of Ballarat) This paper is concerned with the Coranderrk Aboriginal artist Timothy Korkanoon. Research has uncovered more about his life before he settled at the Coranderrk station in 1863. Evidence is provided that five sketches acquired by George Augustus Robinson, the former Chief Protector of Aborigines, in November 1851 in Melbourne, and found in his papers in the State Library of New South Wales, may also be attributed to the work of the young Korkanoon when he was a student at the Merri Creek Baptist Aboriginal School from 1846 to 1847. Developing a database for Australian Indigenous kinship terminology: The AustKin project Laurent Dousset (CREDO, and CNRS, Ecole des Hautes Etudes en Sciences Sociales), Rachel Hendery (The Australian National University), Claire Bowern (Yale University), Harold Koch (The Australian National University) and Patrick McConvell (The Australian National University) In order to make Australian Indigenous kinship vocabulary from hundreds of sources comparable, searchable and accessible for research and community purposes, we have developed a database that collates these resources. The creation of such a database brings with it technical, theoretical and practical challenges, some of which also apply to other research projects that collect and compare large amounts of Australian language data, and some of which apply to any database project in the humanities or social sciences. Our project has sought to overcome these challenges by adopting a modular, object-oriented, incremental programming approach, by keeping metadata, data and analysis sharply distinguished, and through ongoing consultation between programmers, linguists and communities. In this paper we report on the challenges and solutions we have come across and the lessons that can be drawn from our experience for other social science database projects, particularly in Australia. A time for change? Indigenous heritage values and management practice in the Coorong and Lower Murray Lakes region, South Australia Lynley A Wallis (Aboriginal Environments Research Centre, The University of Queensland) and Alice C Gorman (Department of Archaeology, Flinders University) The Coorong and Lower Murray Lakes in South Australia have long been recognised under the Ramsar Convention for their natural heritage values. Less well known is the fact that this area also has high social and cultural values, encompassing the traditional lands and waters (ruwe) of the Ngarrindjeri Nation. This unique ecosystem is currently teetering on the verge of collapse, a situation arguably brought about by prolonged drought after decades of unsustainable management practices. While at the federal level there have been moves to better integrate typically disparate ?cultural? and ?natural? heritage management regimes ? thereby supporting Indigenous groups in their attempts to gain a greater voice in how their traditional country is managed ? the distance has not yet been bridged in the Coorong. Here, current management planning continues to emphasise natural heritage values, with limited practical integration of cultural values or Ngarrindjeri viewpoints. As the future of the Coorong and Lower Murray Lakes is being debated, we suggest decision makers would do well to look to the Ngarrindjeri for guidance on the integration of natural and cultural values in management regimes as a vital step towards securing the long-term ecological viability of this iconic part of Australia. Hearts and minds: Evolving understandings of chronic cardiovascular disease in Aboriginal and Torres Strait Islander populations Ernest Hunter (Queensland Health and James Cook University) Using the experience and reflections of a non-Indigenous clinician and researcher, Randolph Spargo, who has worked in remote Aboriginal Australia for more than 40 years, this paper tracks how those at the clinical coal-face thought and responded as cardiovascular and other chronic diseases emerged as new health concerns in the 1970s to become major contributors to the burden of excess ill health across Indigenous Australia. The paper cites research evidence that informed prevailing paradigms drawing primarily on work in which the clinician participated, which was undertaken in the remote Kimberley region in the north of Western Australia. The Eureka Stockade was fought on the Eureka Lead, Ballarat East on 03 December 1854. Keith Rash was a signwriter who learnt his trade at the Ballarat School of Mines. He was very interested in local history and wrote articles for the local newspapers. The clippings on Eureka would have been used to inform his articles, and research on the site of the Eureka Stockade. Ken Clements was former Academic Registrar at Ballarat College of Advanced Education (now University of Ballarat). He was a committee member of the Eureka Stockade Memorial Park Committee for a number of years. Dr Dorothy Wickham has researched Eureka over a number of decades, and has published a number of titles on the topic. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. Achievements of Peter Ellis (for consideration for the Order of Australia) Peter is regarded as one of the leading collectors and presenters of traditional dance tunes, dances and musical instruments in Australia. At the 2005 National Folk Festival it was announced by Robyn Holmes that he has the largest selection of dance related material collected in the National Library Archives in Canberra. Peter has been collecting for many years and has collected with the late John Meredith (AM), Shirley Andrews (AM), Rob Willis and Dave Di Santi amongst others. Peter has literally travelled Australia collecting over the past thirty years. He has extensive field recordings from Western Australia and Tasmania in addition to his Victorian collection, for example. Most of his recording has been in North Western and Central Victoria. Peter collected a lot of his material from Harry McQueen ( Castlemaine), which led to a double CD of Harry's music. Harry had played in dance bands for over sixty years in Central Victoria. Harry had a number of tunes from Bill McGlashan who had taken Harry under his wing as a young man. Through Peter's efforts much valuable material and knowledge from almost a century ago was saved for posterity. Founder, Charter member and life member of the Bush Dance and Music Club of Bendigo. Life Member of the Victorian Folk Music Club. Recipient of the Graham Squance award (for the person who has done the most to promote folk dance and music in Victoria)) from the Folk Song and Dance Society of Victoria. Member of the famous Wedderburn Old Timers Band for over twenty-eight years (two platinum and several gold recordings in that time). Founder and leader of the Emu Creek Bush Band (twenty-nine years old in 2010) Emu Creek has made many CDs of dance music as listed. Friday Night at the Spring Gully Hop, Three double CDs called 'Quadrille Mania' which contain many rare dances and tunes which have been learnt and recorded, under Peter's guidance, so they would not be lost to posterity. A triple CD called 'Take Me Back To Bendigo' with heritage songs and music from the Gold Rush to Federation (solely organised and financed by Peter) These CDs show the multicultural heritage in Bendigo and include music and groups from the Koorie, Chinese, Cornish, German, Irish, Italian, Scots, English and Welsh communities of Bendigo and district. Upon his recovery of costs Peter has handed over copyright to the Bendigo Community so future profits go back into the community. Three double CDs called 'The Merry Country Dance' with dances and tunes going back to the time of Governor Lachlan Macquarie's Ball in 1804. Most of the tracks are performed by Emu Creek Following much practice under Peter's tutelage. For further authenticity Peter liaised with other musicians to record some tracks which were revived from almost two hundred years ago and have now been recorded using the instruments of the time. A three volume set of Bush Concert recordings (Vol 1 Goornong (launched Australia Day 2006 with any profits going to the Soldier's Memorial Hall Committee), Vol 2 Heywood and Vol 3 Maldon/Sutton Grange, already recorded and to be released as money from other projects becomes available. NOTE: None of these CDs have led to any profit. All money raised is put back into the community and further heritage recordings, books and videos through the Bush Dance and Music Club of Bendigo Inc. In 2009 a full collection of all Peter's book and CDs was donated to the John Gorton Library as part of the recognition of the fifty year career of the Gay Charmers Dance Band from Lake Charm. 'Music of the Diggings' (4 tracks by Peter or Emu Creek). In addition the Emu Creek Band, under Peter's leadership, has appeared on a CD backing Bruce Watson on his song, 'The Old Bush Dance'. Emu Creek has performed at National Folk Festivals in four states and several times at the National Folk Festival in Canberra. They have also been mainstays of the Maldon Folk Festival for over twenty years as well as doing dance programs for the Port Fairy Folk Festival on two occasions. Peter has written and published many books related to traditional music and dance. These include Three volumes of 'Collectors Choice' which is musical notation for bush dances coupled with much dance history which would have been lost without Peter's efforts. 'Two Hundred Dancing Years - How to run a Colonial Ball: (co-authored with Shirley Andrews (A.M.), 'Music Makes Me Smile - The Music of the Nariel Valley' (co-authored with Harry Gardner). The Merry Country Dance' (292 pages) a companion to the three double CDs. He has also been a contributor to Verandah Music' authors Rob Willis and Graham Seal and 'The Oxford Companion to Australia Folklore' Ed Graham Seal. Peter is also a regular contributor to 'Trad and Now' Magazine. His latest completed book is titled 'The Merry Country Dance' and is over three hundred pages of social history, recipes and dance instructions. It was completed with the assistance of a Victorian Government Heritage Grant. The first edition sold out in only a few weeks. Peter has taught many children about old time musicianship through the junior bands which have functioned over the years with many children joining Emu Creek and then going on to follow their own musical inclinations. He has trained several young concertina and button accordion players over the years. Peter has been a regular tutor with Continuing Education in tin whistle, harmonica and old time dancing for many years. Peter has conducted workshops in music dance at National Folk Festivals in Perth, Alice Springs, Maleny, Melbourne, Adelaide, Kuranda and more recently at several Canberra National folk Festivals. He has also done this at Maldon for many years, Port Fairy, Glen Innes, Jamberoo and Kiama Festivals. For over thirty years Peter has been a guest player and MC for the dances at the Nariel Folk Festival (Australia's oldest continuing Folk Festival) Peter is very well known in the Corryong area as a collector and the co-author of the book, Music Makes Me Smile, about the Klippel/Simpson dynasty in the Nariel Creek Band. This book is currently being revised for re-issue as more material has come to light since the original publication. For many years Peter trained Debutante Sets in the Bendigo District. Peter was an instigator of the annual Dinki Di Ball held each September in Eaglehawk for the past thirteen years. At this ball three bands play for a quarter of the night and then join together for the final part of the evening. The bands are Emu Creek, The Wedderburn Old Timers and the Gay Charmers. Up to four hundred dancers, many in heritage costumes have attended this dance. The ball also pays tribute to, and involves, the old MC's. Through this example their skills have been passed down to a younger generation of MC's. All profits are returned to the Dance Club to foster our musical heritage. Each Ball includes presentations designed to promote social dancing in Australia. Over the years several young musicians have been presented with musical instruments at the Ball, libraries have been given copies of Peter's books and CDs and one year a keen young dancer was presented a pair of dancing shoes. Peter is a trained ballroom dancer and has gained gold medal status in this field. Peter is an accomplished musician and is one of Australia's foremost button accordion players. He is also highly accomplished on the tin whistle, bones and harmonica. He is the only exponent of the Swanee whistle that I have seen. Peter also plays the piano and ukulele. Thirty six years membership of the Bendigo Field Naturalists Club, Secretary in the 1970s and actively involved in campaigns to save Lake Pedder and establish the Whipstick and Kamarooka State Parks (now part of the Bendigo National Park). Peter was also extremely active in the establishment of the Salomon's Gully and Jackass Flat Flora Reserves in Bendigo which have now been saved for posterity. Peter has also been involved in efforts to save One Tree Hill and this area has now been included in the Greater Bendigo National Park. He has discovered and named new plant species in the Whipstick Forest and propagates Australian plants. Peter takes regular guided tours of interested people through the Whipstick each Spring on wild flower educational tours. He is a keen and gifted photographer of local plant species. Life member of the Bendigo Field Naturalists. Peter contributed text and photographs to their publication 'Wildflowers of Bendigo'. When the Victorian State Parliament had its first historical sitting outside Melbourne Emu Creek played during lunch for the guests and public. They have also played at functions such as the Centenaries of Federation, the Bendigo Post Office, the Shamrock Hotel and the opening of the new Melbourne Museum and the Federation Museum in Bendigo. The band regularly plays for Seniors week and at homes for the aged such as Bethlehem, Mirridong, Bignold Park, Bendigo Village and others. Peter has been instrumental in getting the band to play for fundraisers such as schools, scouts and environmental groups. The band plays many charitable 'gigs'. The band supports the Bendigo Easter Fair and the Eaglehawk Fair when able and has appeared in several parades over the years. The above list shows the invaluable contribution that Peter Ellis has made towards the collecting and distributing of Australia's musical and dance heritage. No one has done more than Peter in this area. He has also been active locally and nationally in his endeavours towads saving the natural environment. He has put many years of time and energy into both area's and has many on going projects in mind for the years ahead. The awarding of an honour from Australia would be just reward for a man who has preserved so much of our musical and dance heritage for future generations. Knowing Peter I have no doubt he would treasure such an honour as he has given so much to preserve Australia's music and dance heritage over most of his sixty plus years. Compiled by John Williams.
