A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. Dixon played 252 VFL games for Melbourne between 1954 and 1968, playing mostly on the wing. He had a stellar football career, playing in five premierships, winning Melbourne's best and fairest in 1960, while in 1961 he was selected in the All-Australian team and he also won the Tassie Medal for his performances at the 1961 Brisbane Carnival. In 2000 he was named in Melbourne's Team of the Century. Despite still playing football for Melbourne, he entered parliament in 1964, as the member for the now abolished seat of St Kilda, representing the Liberal Party. Being from the moderate wing of the party he clashed with then Premier Henry Bolte, especially over the hanging of Ronald Ryan which Dixon strongly opposed.[1] After Rupert Hamer took over as Liberal Party leader and Premier, Dixon was promoted to the ministry. He variously served in several portfolios including youth, sport and recreation, housing and Aboriginal affairs. His most remembered achievement was introducing the iconic Life. Be in it. program.[2] In 1979 Dixon won St Kilda by an extremely narrow margin, which crucially gave the Hamer Liberal government a majority of one seat in the Legislative Assembly and meant that the Liberal Party did not need to form a Coalition with the National Party with whom relations were traditionally poor in Victoria. However, in 1982 Dixon was defeated as the Liberals lost government after 27 years in office. After his defeat, Dixon has worked predominantly in sports administration and he currently runs public speaking seminars. Brian currently travels the world representing TAFISA and ASFAA. The war memorial ...The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. The war memorial ...The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. It contains lists of guest speakers at Legacy functions, and the date they spoke and some comments about what they spoke on or how good they were. The dates are from 1926 to the 1980s. Guest speakers include Lord Baden Powell, (founder of the boy scouts movement), Sir Henry Bolte (Premier of Victoria), Sir Edward Dunlop (Burma Railway Fame), Patsy Adam - Smith (Author) to name a few. The list also notes the speakers title, honours/awards/qualifications, subject matter, date. Legatees met regularly and had guest speakers to entertain and inform on different subjects at their Tuesday Luncheons. This document was from a file of information about guest speakers (see also 00812-00822 and 00829-00837). The Programme Committee was responsible for organising the speakers. In a reference to the major industrial valley ...This letter to the editor of an unknown newspaper probably dates from the late 1960s or early 1970s. At that time the Victorian government’s Liberal Party Premier was Sir Henry Bolte. In a reference to the major industrial valley in Germany, he and his government had a vision to make Western Port and Hastings into “the Ruhr of Victoria”, if not Australia. While this letter does not refer to Western Port, but apparently to Wiliamstown, the situation was similar in both bays. Substantial land was zoned in Hastings by the Bolte Government for industrial purposes, where BP built a refinery for oil imported through the Port of Hastings. The large oil tankers entered Western Port Bay via the western channel, which required dredging to accommodate them. It became a common site to see globules or patches of oil washed up on beaches around Western Port, and oil-affected wildlife. It is impossible to know how many wildlife were affected directly by oil spills and other forms of pollution in the Bay during that era. Sufficient numbers of oiled Little Penguins were found to prompt numerous references to the problem in newspapers, including letters, articles and even major features. The refinery eventually closed, with tanker traffic dramatically reducing in Western Port from the late 20th century.Statement of significance: This letter to the editor is significant in making reference to pollution caused in Port Phillip and Western Port bays by tanker traffic and the presence of oil refineries on industrial land in the bays. It is also indicative of the emergence of many conservation-related community groups of volunteers in Australia during the 1960s and 1970s in response to growing concern around conservation issues. There is no land feature at Cook's coordinates of 38°0'S and 148°53'E, a point which lies several miles out to sea and under 50 fathoms of water. Captain Cook invented Point Hicks so that he could conceal Bass Strait and the insularity of Tasmania. The Admiralty had issued its usual instructions to hide strategically important discoveries that could become security risks. Captain Hicks was James Cook`s senior lieutenant. There has been some dispute as to whether Zachary Hicks actually saw Point Hicks or whether he saw Ram Head about 20 kilometres further up the coast. Although Cook named the promontory Point Hicks it was changed to Cape Everard in 1843.. In 1970 the Victorian government changed the name Cape Everard to 'Point Hicks'. It lies on dry land, about 22 nautical miles (41 km) northeast of Cook's phantom Point Hicks, where it preserves the story of Cook's first landfall in Australia. A member of the Country Party (now National Party of Australia), Dunstan was the 33rd Premier of Victoria. His term as Premier was the second-longest in the state's history, behind Sir Henry Bolte. Dunstan, who was Premier from 2 April 1935 to 14 September 1943 and again from 18 September 1943 to 2 October 1945, was the first Premier of Victoria to hold that office as a position in its own right, and not just an additional duty taken up by the Treasurer, Attorney General, or Chief Secretary. In the 1955 elections an almost unknown sheep farmer from the bush, Henry Bolte, became premier. His long, uninterrupted Liberal rule was a seminal period in Victoria`s history, not least for the unprecedented development of the hitherto languishing state and the political stability that his election in 1955 delivered. There was a chaotic political culture in Victoria before Bolte was elected. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district.
