In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This item is associated with the Orbost Agricultural Society 's Annual Show which has been a major event in Orbost for over a century. award agricultural-show public-event On back - many names. On front -"Mrs ...Orbost and East Gippsland Agricultural, Pastoral & Horticultural Society held their annual show in the Mechanics' Institute hall in Orrbost on November 16, 1894. First Prize in Class F Section C was awarded to Elsie Price for "six buttonholes (children under 14)". At this time C.N. Henderson was President and Lauchlan Ross was Secretary. The first meeting to form an Agricultural society in Orbost was convened by the then Orbost Progress Association and held in the Mechanics Hall on Saturday, 10th October 1891. Its first show was held on 3rd March 1904, on a site alongside the Bonang Road where the present Golf Club stands. It is currently held at the Recreation Reserve at Newmerella. Ref: In Times Gone By-Deborah Hall Prior to the Orbost Agricultural Society 's Annual Show these smaller shows were held in the Mechanics' Institute hall. This is a book given to Margaret Davidson in 1875 by her aunt, Mrs J. Davidson. Margaret Milne Davidson (1839-1928) was the eldest child of James and Isabella Davidson and she was born in Kirriemuir, Scotland. She came to the Warrnambool area in 1850. The property, ‘Woodend’, was near Cassadys Bridge (Caramut Road today). The aunt, Mrs J. Davidson would be the wife of John Davidson, the brother of James and a farmer at ‘Rosebank’, Woodford. The portraits of John and James Davidson are on the Warrnambool Pioneer Honour Board. This book is of interest because of its inscription. The book is connected to the Davidson families, prominent in Warrnambool’s pioneer history.This is a hard cover book of 832 pages. The book has a dark green cover with dark green and gold lettering with ornamental gold surrounds. The book has an index, short stories, poems, essays and articles on science and the arts. The book contains monthly journals for 1874 combined in one volume. The cover is stained and blotched. There are several stamps of the Warrnambool & District Historical Society. The concert was under the management of the Warrnambool Anglican Minister, Archdeacon T. P. Beamish and the proceeds were in aid of the Warrnambool Church of England Common School. The programme was printed on silk at the office of the Warrnambool Examiner newspaper. This paper was founded in 1851 by a pioneer settler in Warrnambool, Richard Osburne and it was leased by Henry Laurie and William Fairfax from 1867 to 1872; these latter two became the founders of the Warrnambool Standard (1872 to the present day) and were the printers of this program. There were 26 musical items, a recitation by John Flaxman and a ten minute interval. Three of the performers at this concert were well-known in Warrnambool for their musical talents – singer, William Fairfax, noted above, singer Sarah Welchman (also the proprietor of a private school for girls) and singer Mrs Steedman (also the proprietor of a girls’ private school in Warrnambool). The Warrnambool Church of England Common School (number 661) was established in Warrnambool as a Government-subsidized denominational school in 1860 and closed in 1876 when the Jamieson Street Warrnambool State School (SS1743) opened. Archdeacon Peter Beamish, the sponsor of the concert, was the Anglican Minister in Warrnambool from 1850 to 1895. Price’s Exchange Hall was part of a Temperance Hotel opened in Liebig Street in 1861 by Richard Wrench. In the 1860s Thomas Price opened the Royal Exchange Hotel on these premises and his Exchange Hall was the largest hall in Warrnambool at that time. This is a most significant item because:- 1. It is a rare example of a 19th century programme printed on silk 2. The listed concert programme is a good example of the type of entertainment held in Warrnambool in the 1860s 3. Some of the participants in the concert were well-known entertainers in Warrnambool in the 1860s – Fairfax, Steedman, Welchman 4. The programme is one of the few mementoes we hold of the Church of England Common School 5. Other people important in Warrnambool’s history are connected to this item – Archdeacon Beamish, Fairfax and Laurie of the Warrnambool Standard and Thomas Price and his Royal Exchange Hotel Hall. This is a programme printed on silk. The sheet has a decorative border, black printing and an image of musical instruments and music scores. Roma married Ronald Richard Smithin 1944 and is the mother of Lorraine (Mrs Peter Coulton) and Margaret Smith. Harry's father, James Cameron, came to Bellagoogan on Majors Creek in 1882. Bellagoogan was on Majors Creek near Orbost and was the site of the first race course. Like many others at the time, the Camerons bred race horses.Harry died in 1964 aged 75. It is titled "The Cost of a Promise" and is a novel in Three Parts by Mrs ...In the early 1950's Lionel Nowlan had a Hairdresser & Billiard Room in Nicholson Street (where the Caltex Service Station stands today). A circulating library is a small library with books lent for a small fee to subscribers and was often inside an existing business. Circulating libraries were common before a more substantial local library was established. Circulating libraries offered an alternative to the large number of readers who could not afford the price of new books in the nineteenth century but also wanted new material. Circulating libraries rented out bestsellers in large numbers, allowing publishers and authors to increase their readership and increase their earnings. They were also profitable for those businesses that established them. Nowlan's, Marshall's and McCoys were circulating libraries which operated in Orbost in the first half of the 20th century.Circulating libraries offered an alternative to the large number of readers who could not afford the price of new books in the nineteenth century but also wanted new material. School colours were awarded for participation and leadership in various sport, house and academic pursuits. Ann's pocket, and the accompanying authorisation receipt reflect her receipt of the following awards: Athletics Colours (1952 - 1957), Hockey Colours (1954 - 1957) , Cairns House colours, school colours (1957) as well as leadership roles as Prefect (1957), House Captain (1957) and Sports Captain (1956). Students removed their pockets after graduation to keep as a momento of their school years. The authorisation receipt indicates that Ann's family chose not to have the final embroidery for Aths 1957, Hockey 1957 added to the pocket - probably because these awards would have been identified at the end of Ann's final school year. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Bell D.C. ...Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes.
