This journal contains entries which relate to the expenses of the administration of the town in the early 20th Century. It contains entries which relate to items such as public works, kerbing and channelling, library and museum, abattoir fees, pure food act, limestone and bluestone road metal and salaries.The entries in this journal provide an overview of expenses and administration costs in early 20th century. There is much information contained in the costs which states when works were completed.Green cloth covered card journal with light brown leather spine and corners. Maroon label on front cover with gold lettering and border. It contains three loose sheets of paper. One dated November 1912 written by H E Lawson calling on subscriptions to support a group to lobby for country interests. A second sheet refers to a poll for a new High School for Warrnambool. Orbost Bowling Club was founded in 1929 and still operates in Orbost today. The Bowling Club was founded by a group of farmers and businessmen. They set about providing a sporting icon for the town. Six rinks were constructed on the current site using horse drawn scoops and drags. The "Back to Orbost” 1937 book, describes the greens as "a bit rough for the first two seasons but now compare favourably with most country greens". Funds for the construction were raised by the issue of debentures at £5 each, and subscriptions were £1/1s/0d ($2.10). (info. Margaret Smith) This menu suggests that dinners for members were held regularly - at least annually and were fairly formal events. This item represents an era when formal dinners were important as a community event. Local clubs were significant in providing recreation and companionship by bringing people together and providing opportunities for social interaction.A green card dinner menu for the Orbost Bowling Club. These four certificates belonged to William Hunter. William Hunter (1893-1971) was a resident of Tatura and Mallacoota. He was a soldier, surveyor and amateur naturalist. The certificates include two first prizes for surveying, a technical scholarship for full day courses and a certificate for Applied Mechanics. William received his Surveying Certificate in April 1916. In June 1887, the Working Men's College opened after Francis Ormond, a noted Victorian philanthropist and member of parliament, suggested that a technical institute be built in Melbourne, offering further education for working men and women. He had offered to match the sum raised through public subscription if the government could provide a site for the College. William Hunter made valuable contributions to our knowledge of far East Gippsland plants. His records were meticulous. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. These items were found in the ruins of a house/ hut located along the Clarkesville Road at Bendoc. The donor, David Buntine was stationed in Bendoc in 1969-1971 managing timber harvesting operations for VicForests. The swatches of curtain material are from Edward Arnold & Co Department Store of Oxford and Crown Streets, Sydney. The six tag labels are from Schute, Bell & Co Ltd - Wool & Produce Brokers, Sydney. There is a carbon copy of a receipt from the Shire of Orbost to Mr J. Dent. It is dated 9-10-1915 and is for the amount of 10 shillings. There is a receipt for a gun licence dated, 18-5-1920 and is from Edward Dent for 10 guineas. The invoice / receipt is for men's clothing and cups from Peter Joseph General Storekeeper at Delegate and is dated September 1920. There is an overdue notice to Isaac Dent, Bendoc for a 12 month subscription to "The Bombala Times" - W.G. Tweedie. Isaac Dent was married to Margaret Leslie and had six children - Isaac, James, Mary Ann, Charles, Elsie and Joseph. They made their home at Burrumbooka, near Bombala. The Bombala Times newspaper has been continually published since 1863. It was owned by the Johnson family between 1938 and 1975. These documents are early 20th century records of business transactions.
