Kande Kitchenware was established by Patrick Kavanagh and William English in 1922. The name Kande was formed from their initials, K and E. It had its Sydney factory in Little Collins Street, Surrey Hills. Kavanagh and English, a subsidiary of Kande Kitchenware, became a limited company in 1924, with both founders as directors. Another director was Test cricketer Jack Gregory, an all-rounder who slipped easily into the role of businessman. Gregory enjoyed success in business as on the cricket field, helping the company grow from a tiny operation to a major manufacturer and exporter that employed 80 people in 1931. They produced a wide range of utensils including cake tins, pastry cutters, pans and baking dishes. They managed to survive the difficulties of the Depression and were listed as a public company in 1949. Kande Kitchenware Ltd were taken over by Hackshalls Limited 6 July 1960.An appliance made by an early and successful Australian company which manufactured metal kitchen items during the first half of the 20th century. That same year Fred Gaisberg moved from the United States to London to set up the first disc recording tudio in Europe. This book was awarded to William Kerr Paterson for English Subjects as first prize in the fifth form in 1894. William enrolled in Ballarat College in 1891 (D.O.B. 5/11/1876). In the original register it lists parent/guardian as John Paterson, contractor, residing at 12 Errard Street South. It also states that previous school was SS.33, [subsequently known as Dana Street P.S]. William's brother David McMurtrie enrolled in the college in 1886 at the age of 14.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936.Bound in brown calf with college crest embossed on front cover. This item was used at the Ballarat School of Mines Physics department until the 1970s-1980s to demonstrate that electrons have a straight line. A sealed conical glass tube, equipped with two electrical connections. One, at the narrow end, terminated inside with a sic shape electrode and faces a cross-shapped aluminium steel target near wide end. Other electrode is side branch, which also provided means of mounting on a polished wood circular stand. A Crookes Tube is an early experimental electrical discharge tube, with partial vacuum, invented by English physicist William Crookes and others around 1869-1875, in which cathode rays, streams of electrons, were discovered. André Levret (8 January 1703 in Paris – 22 January 1780) was a French obstetrician who practised medicine in Paris. He was a contemporary of famed English obstetrician William Smellie (1697–1763), and along with Jean-Louis Baudelocque (1745–1810), helped advance the science of obstetrics in 18th century France. Levret is considered by many to be the most influential figure in 18th century French obstetrics. He is known for his work involving breech maneuvers and Caesarean sections. He wrote a number of influential books in the field of obstetrics and attracted students from all over Europe, among them German obstetrician Johann Lukas Boër (1751–1835). He is credited with improving the birth forceps by adding a "pelvic curve" to the instrument. (Wikipedia) Surgical instrument. Tait collection: item 27 of 62. This document contains details of the Will of William Stacey Spencer, formerly of Stanstead, Mount Fitchet but late of Birchanger, Essex, England. He was a corn merchant and malster and died in England in October 1897. He left an estate with a gross value of £4973, with the beneficiaries being his wife and children. Three codicils were added to the will, one being caused by the death of an executor, William Spencer’s brother. The English lawyers involved in drawing up this will were Richardson, Foxwell and Hart of Much Hadham, England. As this document is an Exemplification of the Will and was drawn up in the colony of Victoria it is presumed that one or more of the beneficiaries was a resident in Victoria and possibly in the Warrnambool district. The Warrnambool lawyers, Henry Parrington and Con O’Mahony have their names in the document. The document has been, with others, passed down to successive lawyers occupying legal premises in Kepler Street, Warrnambool and located in that building in 2014. Unless some local connection can be found to William Spencer, this document is of interest only in that it was drawn up by local Warrnambool lawyers in 1899.This is a cream-coloured document consisting of five double parchment pages bound together with green cord and including a folded-over inset piece of paper on the front page. Nine of the pages have ruled black lines on the edges and there is handwritten material in black ink on nine pages. The document gives details of the will and codicils of William Spencer of Essex, England who died in1897. The document has the seal of Her Majesty’s High Court of Justice, Probate Division, attached with white binding and a stamp for three pounds attached with a metal insert. The two hand-held, portable kerosene lamps each have green enamel caps over the glass. They were used from around the 1930s until 1993, and one is now located on the groundfloor level of the lighthouse and the other is in the assistant lightkeeper’s quarters. The brand name of the Point Hicks lamp, while not stated is probably Coleman, Tilley or Austramax, which were all similarly made, portable pressurised kerosene lamps. Coleman brand pressure lamps and lanterns were first made in about 1905 by American, William Coleman, and their English competitor was the firm, Tilley. The Australian company Austramax began manufacturing kerosene pressure lamps in Brunswick in 1946, making the bases and the workings by hand, turning out 1000s of lamps each week. Portable lamps were used worldwide where bright light was needed and they became essential as an emergency back-up source of light for the lightstation as well as the lantern room. Through the multiplication of light by the lighthouse lenses, they could provide a tower with a 26 nautical mile range. Lamps similar to the two Point Hicks examples can be found at Gabo Island, one of which is a green enamelled Austramax lamp; Cape Nelson (Austramax), and similar lamps are held at Cape Schanck and Cape Otway. The well known sculpture of English playwright William Shakespeare takes an elaborate bow before the Civic Hall, a performance and community center for Ballarat. The unique abstract and elongated mannerist style used in this cast bronze sculpture hints at the art deco style of the Hall behind. The sculptor, Andor Mészáros, was from Budapest but created much of his work in Melbourne. He also created works for Canterbury Cathedral in the UK and several carved stone sculptures for Sydney Hospital. The artwork was commissioned in 1959 through a widely publicised competition and installed in 1960. In addition to making sculptures, Mészáros was also renown as a creator of medallions. In 1951 he received 'the highest award' at the International Medallion Exhibition, Madrid and in 1964 he won the 'purchase prize' at the International Medallion Competition, Arezzo, Italy. From 1970 Mészáros worked with his younger son Michael, also a sculptor. In 2002, the City of Ballarat granted permission for Michael Mészáros to make a cast of the Ballarat Shakespeare artwork to create replica installed in Budapest. The Budapest installation commemorates Shakespeare's connection to the City and the achievements of Andor Mészáros. The artwork was unveiled by Mayor Arthur W. Nicholson. The statue was presented by L.F. North, general Manager of the Fidelity Trustee Company Limited, representing the late H.P. William Abendigo Thompson was English bare-knuckle boxer born in Nottingham, 1811- 1880 and whose name is (allegedly) borne by the City of Greater Bendigo. One of 21 children he started fighting aged 18 and began prizefighting aged 21. His career spanned from 1832–50, and is said to have lost only one fight. Later in life, after spending time in prison he became a Methodist evangelist preacher. While the artist and date of production of this work are unknown the initials JJLh (or n?) are just legible lower right on canvas. Other clues for an approximate date of creation include the similarity in composition of this painting to a popular aquatint of Bendigo by Charles Hunt Senior (1803 - 77). Based on the markings on the back of the canvas for Rowney and Co and the address given, we can ascertain that the canvas itself was manufactured between 1884 - 1896. The painting also includes an extract of the Conan Doyle poem 'Bendigo's Sermon' which was written in 1911. Given these three factors, a date for the painting can be surmised as post 1911. Stretched made by George Rowney’s is one of very few artists’ supply businesses with origins in the 18th century still trading today, as Daler-Rowney, albeit no longer in family hands. The business has been a significant supplier of canvases and panels from the 1810s. Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This is a programme for a 1913 Clara Butt and Kennerley Rumford concert in the Warrnambool Town Hall. Clara Butt (1872-1936) was an English contralto recitalist and concert performer, well-known for her powerful and deep voice. Her three months’ tuition in Paris was sponsored by Queen Victoria. She was married to Kennerley Rumford in 1900 and they had three children. Robert Henry Kennerley Rumford (1870-1957) was an English baritone singer known initially for his performance of oratorio. Clara Butt and Kennerley Rumford were called ‘the greatest classical Valentines’. Other performers listed in this concert programme were Mowat Carter, a Melbourne-born violinist and William Murdoch, a pianist, composer and author, born in Bendigo.This programme is of considerable significance as it records the visit to Warrnambool of the famous English singer, Clara Butt. It is an original programme and it is probably a rare one. This is an eight-page programme, consisting of two sheets of cream paper folded in half. The programme was stapled but the staples have been removed. The front cover has blue printing and the back cover has an advertisement in blue print. The print on the inside pages is in black. These verses are handwritten and this suggests they originated locally but they were published in a Melbourne paper in 1874 and the writer is unknown.The verses refer to the cricket match in Warrnambool in January 1874 when a team of 22 players representing the Western District played the touring All-England Eleven captained by William Gilbert Grace, the famous English cricketer. The match in Warrnambool, one of 15 matches played in Australia, was won easily by the English team after one and a half days in a scheduled three day match but W.G.Grace did not star, making only 18 runs in the first innings and not required to bat in the second innings. Frank Allan of Allansford,who played for Victoria and Australia and was later called 'the bowler of the century.' took 6 for 28 in the first innings. Grace made a bad impression in Warrnambool with his brusque and insolent tone, refusing to attend the local Ball put on for the English team because the 'professional' players would be in attendance. The poem echoes the lack of goodwill and condescension shown in Warrnambool by Grace and refers to 'the greatest bat in all the world' making only 18 and sends a message to the English team - 'Don't quarrel and don't blow!'This poem is of considerable interest because it shows the ill-feeling in Warrnambool engendered by the attitude taken by W.G.Grace when his English Eleven was playing in Warrnambool in January in 1874. It is a reminder also of one of the 19th century highlights in Warrnambool's sporting history.These are two sheets of blue paper with 15 stanzas of poetry in black handwriting. This letter book was used by George Barber to produce letters to send to clients and to retain a copy of this correspondence. Barber was a prominent Warrnambool lawyer in the 19th century. English-born George Barber (1814-1897) came to Warrnambool from Port Fairy in 1853, making him one of the earliest lawyers in the town. In 1867 he formed a partnership with William Ardlie, and this partnership continued until Barber retired in1879. Barber was active in community affairs, being involved with such institutions as the Warrnambool Cricket Club, the Warrnambool Hospital, the Warrnambool Gas Company and the local Horticultural Society. This letter has a connection to one of Warrnambool's important early lawyers and will be useful to researchers if the handwriting can be read.This is a letter book of 750 pages with a hard grey-coloured cover and black taping on the spine. The front cover has a paper label with a handwritten title on the outside and a signature on the inside cover The cover is partly detached from the spine. The pages contain an alphabetical index at the front and copies of handwritten letters. There are many pages unused and there are three loose paper items seemingly not connected to the contents of the letter book. Located on the corner of Main Road and John Street, the church first served the community as the Eltham Wesleyan Church since 1881. It became the Eltham Methodist Church in 1902, the year it united with the Primitive Methodists. Eltham Wesleyans first worshipped together in the home of William and Mary Crozier, on 24 acres bounded by Mount Pleasant Road and Pitt Street. From there they moved to a slab and bark hut in 1855 (this later served as the first school run by David Clark prior to the building of a new school in Dalton Street) and the members then built a chapel in 1858 on Lot 20, Henry Street (later to become the Rechabite Hall and Eltham Public Hall). The present church on John Street was designed by architects Crouch and Wilson in the Early English Gothic style with biochrome brick window frames, buttress heads and pinnacle. Church member George Stebbing built the church, the foundations were constructed with stone from the walls of the first Eltham State Primary School (No. 209) building which collapsed in 1874 and were purchased by Robert David Taylor. Stebbing was also responsible for building St Margaret’s Church and Shillinglaw Cottage. The Roll of Honour, which presently hangs in the church hall (which also doubles as the Opportunity Shop) lists 27 members of the congregation who served in the First World War, 11 of whom never returned. The red-brick Church Hall was opened in 1931 and in 1971 further additions linked the hall and church, including a foyer, vestry, meeting room and toilets reflecting the Eltham style of that time with its simplicity, extensive clear glass, reused baked clay-bricks from the 1881 church, heavy ceiling beams and compressed straw ceiling. On June 26, 1977, the church became part of the new Uniting Church in Australia consisting of the former Methodist and Congregational and most of the Presbyterian Churches. Following of declining numbers of worshippers, the church merged with the Montmorency Uniting Church on June 23, 1996. In 2023 the Uniting church approved a plan to renovate the church. It is understood that the historic church and the hall will be retained, and the building added in 1971 is to be demolished, to make way for a new purpose-built Opportunity shop. The proposed areas to be demolished include the current foyer, toilets, crèche, etc, including the area between the hall and the former RSL. Works are expected to commence mid to late July 2023. The Society was invited by a church member to take photographs of these areas to document them prior to demolition works commencing. The suggestion of an Avenue of Honour may have been originally put forward by Lady Irvine who was a member of the Welcome Home Committee. The Avenue of Honour was established to memorialise all those from Eltham who enlisted (some of whom were still fighting overseas at the time), similarly as the Shire of Eltham (Soldiers) Memorial Park was in tribute to all from the Shire who enlisted. The twenty-seven names of those killed from Eltham were engraved on the Eltham War Memorial Obelisk unveiled in 1919 at the corner of Main Road and Bridge Street. From an article in the Heidelberg News and Greensborough, Eltham and Diamond Creek Chronicle, September 22, 1917, p. 2, it was reported: Some few weeks ago a public meeting was held in the Eltham Rechabite Hall for the purpose of forming a committee to make necessary arrangements for the return of our brave lads from the front, with the result that the following officers were elected, viz., Sir William Irvine. president; Cr. R. D. Taylor, vice-president; Rev. T. W. Sapsford, secretary; Mr R. E. Gilsenan, treasurer; with a very strong committee of local residents. Lady Irvine then suggested that it would be nice to plant an Avenue of Honor, which was carried out in a very cheerful and spirited manner on Saturday afternoon. Cr Taylor and Mr R. E. Gilsenan occupied themselves during the fore-forenoon in getting the lining-out and other preliminaries ready, but shortly after one o'clock the willing workers could be seen wending their way towards the township, with picks, shovels. &c., on their shoulders, and in a very short time the gang at work was in appearance a very lively and pretty sight, the only thing that was missing was the camera, to have had a few snapshots taken. A little after 3 o'clock Sir William and Lady Irvine, and Mr W. Gray and family, arrived by motor. Cr Taylor then explained that their object in gathering together so hurriedly to plant the avenue was on account of the lateness of the season, and being offered 100 trees, free of charge, by Cr. Wm. G. Gray; of Allwood Nursery, Hurst's Bridge (for which the committee are deeply grateful to him and the public highly appreciate his generous offer). Sir Wm. Irvine then spoke at some length on the ravages of this cruel war, and the good that must result therefrom in bringing all closer together; he also referred to our brave lads who were fighting for us, and thought it was for those at home to show their appreciation by planting the Avenue of Honor. Lady Irvine thou proceeded to plant the first tree, which was an English oak: Sir William following by planting a Spanish chestnut; and Mrs W. G. Gray a sycamore. After that the gathering refired to the entrance of Mr R. E. Gilsenan's green paddock to partake of refreshments, which the ladies had kindly provided for the willing band of workers. Work was again taken to in earnest, and the planting finished, all being satisfied that they had done good work. At the Eltham Shire Council’s monthly meeting held May 6, 1918, Cr. Gray promised to give Council £20 to £25 worth of trees if the Council would plant and guard them. His desire was that a tree be planted in the name of every soldier lad who has gone to the front. Each tree was later adorned with a brass plaque with the name of a soldier and a wooden tree guard placed around them. Over the years many trees died, and following roadworks were replanted on a new alignment. Nillumbik Shire Council is continuing this process of replanting trees in a new alignment to move them away from overhead power lines and to clear the VicRoads reserve. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days.
