Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames. This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. F.G.A. Barnard, Mayor of Kew 1920-1. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. The inscription identifies the name of the mayor and the year/s that he/she served.[Inscription] "F.G.A. Barnard 1920-1"mayors of kew (vic), cr. f.g.a. barnard, kew (vic.) — municipal collection

During May through to July 1920 Prince Edward, later to become King Edward VIII of England toured Australia to thank the country for its support during World War One and to strengthen ties between Australia and the United Kingdom. He arrived in Victoria on the 26 May 1920 and on the 29 May attended a special agricultural show at the Royal Agricultural Showgrounds at Flemington. Bacchus Marsh district was invited to contribute to a display of agricultural produce and products which was displayed in the Government Pavilion at the Showgrounds. The Prince inspected the exhibit and expressed his admiration of it, his only regret was that he could not give more time to its examination. There was also 'an improvised "pheasant" nestling in one corner, and what "amazing" eyes it had!'. The organiser of the display was F. C. Minns, and the decorator was T. Stewart. Four examples of saw mills placed in station yards were seen on the Beech Forest line of which one was the War Service Homes Commission weatherboard planning mill at Gellibrand. It operated between 1920 until 1923 for both inwards and outwards cartage of timber. As an alternative to Colac Reginald Driver, the WSHC operator, chose Gellibrand in September, 1920 as the site for a mill fitted with the latest double-bladed planning machine. The rough cut boards were sent by train from Driver's mills at Ferguson, Wyelangta and Macknott, off loaded at Gellibrand, and later reloaded for the trip to Colac.B/W.
