"Article compiled by Joan McEwan, great-granddaughter, researched by James Tibbett, great, great grandson." Richard Williams was born in St. Blazey, Cornwall in 1831 to James and Ann Williams. Married to Mary Thomas with whom he had 12 children: Eliza Ann "Lou" Thomas, Sarah Mary "Molly" Williams, Margaret "Peg" Williams (born 1858), Ellen Williams (1859-1860), George Williams (b. 1861), Richard Williams (b.1862), John Williams (1863-1866), Ellen Williams (b.1865), Stephen John Williams (b.1867), Albert James Williams (b. 1868), Michael Thomas Williams (b.1871) and Laura Williams (b.1872). Worked in the Cornish mines until he was 21 and sought work in America. Landed in Melbourne on 20 December 1857 in search of gold. Was given supervision of the work conducted in the 1864 Cinderella Claim belonging to Geroge Lansell, among others. Williams was later named manager of all of Lansell's mines. Williams later opposed Lansell in favour of better working conditions for miners. Williams was then in charge of the Johnson Reef Company until his retirement. He worked on the administrative council at the Bendigo School of Mines, was named Justice of the Peace and was a founding member of the California Hill Methodist Church. 115 Jasper Road, Bentleigh East was a market garden owned by James Allan. In 1880 the property was transferred to David Grewar (Gruar) who had married James' niece Mary Allan. In 1926 part of the land was subdivided and sold as residential blocks. The block with the house pictured remained in the family until 1969. The land now forms part of Our Lady of Sacred Heart College. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. This is an original Victorian Government document containing the printed version of 37 reports and letters regarding the building of the first Allansford bridge completed early in 1852. The correspondence dates from October 1850 to February 1852 and includes letters and reports from Melbourne Government employees such as Robert Hoddle, Chief Surveyor, David Lennox, Superintendent of Bridges and Lieutenant – Governor Charles La Trobe. The correspondence from local settlers included the names of William and John Allan, John Davidson and James Coulstock. The correspondence shows that some settlers in the Warrnambool/Port Fairy district wanted a portion of the Government allocated funds spent on the local roads and bridges in other locations. The 1852 Allansford bridge cost £480 and was replaced in 1870. This document has strong historical significance as it relates to one of the earliest State government works in the district and records the public imput into the decision.. This cash book contains entries which relate to the everyday operation of the Borough Common which predates the establishment of Warrnambool as a town. All ratepayers had the right to graze their cows on the common, with the cows being collected every morning by the herdsman and walked to the common. Entries relate to items such as eradication of thistles, repairs and erection of stock yards, burying of dead stock, purchase of bulls and clearing of waterholes. Salaries were paid to E. Margetts, D Allan, T Raingill, and M T Read. Auditors were James Dickson. After WW1 parts of the common were allocated to soldiers’ settlement blocks ranging from 18 to 30 acres. Other parts remained with the Crown for Municipal uses and part became the Warrnambool Golf Course. The first Eltham Police Station was in the small building opposite Dalton Street rented from Mr Jarrold in 1857. In 1859 a dedicated Police Residence was built at 728 Main Road. A small weatherboard Police Station was attached to the side of the residence and a blue stone cell at the rear. Also on site were stables for the police horses. The Eltham Courthouse was built in 1860 and is the oldest public building in the district. In 1959 the Victoria Police purchased a house in Pryor Street to be refurbished as the Eltham Police Station. In 1961 the Police in Eltham move into Pryor Street refurbished buildings and office. During 2001 to 2002, the Eltham Police Station was demolished and a new complex constructed on site. They were 4.5 inches by 6.5 inches (11.5 x 16.5 cm), more than twice the size of the cdv. They cost about twice as much as a cdv but eventually displaced them. They were not extensively produced until 1880 and had ceased by 1905. They had four children, Edward John (1876), William Embassy (1879), Henry Charles (1881) and Ethel May (1883), all born at Bacchus Marsh. Eleanor (Ellen/Helena) died 1883 at Bacchus Marsh. He married Catherine Shillinglaw in 1897.
