The ABCC (Australian Building and Construction Commission) was first created during the government of John Howard (LNP). The ABCC claims to, "ensuring that building work in Australia is carried out fairly, efficiently and productively—for the benefit of all employers and workers in the industry, and for the benefit of the Australian economy as a whole." The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. Skippy and Toni St Elmo were responsible for early developments at the Falls Creek resort and for promoting a love of skiing. They left Melbourne in 1945 and settled at Falls Creek and moved into the first building constructed of corrugated iron and timber at Falls Creek in 1946. They were Falls Creek’s first workers with Toni employed by the State Electricity Commission to record weather-related data up to the construction of the Kiewa Hydro-Electric Scheme. In 1957, Toni was involved in building the first rope tow called Nissen on the same route as the Summit Quad. He also established the Nissen Ski School with ski instructor Milan Kovacic and was involved in the building of the resort’s first ski club Bogong in 1949. Toni taught Skippy to ski and she practised on the High Plains where she and her husband lived. Skippy St Elmo won many ski races during the 1950’s and represented Australia in New Zealand.Skippy and Toni St Elmo were pioneers of the Falls Creek area, promoting local ski sports and tourism. The played an important role in opening up the Falls Creek area and developing its sporting potential by establishing the first ski school, ski lifts and early lodge facilities. Herbert Leslie (Les) COBURN (1891-1956) Australia This work was commissioned by the SMB Council to hang in its chambers. It envisions the new Junior Technical School building and was illustrated in the same year the Ballarat Technical Art School building officially opened. Les Coburn was a student at the Art School between 1908 and 1916. Coburn and his business partner, Percival Selwyn Richards (1865-1952), became joint instructors in architecture and building construction at the school from 1920, with Coburn continuing until 1948. The Former Clyde Cameron College was constructed in 1976-7 as a residential training college for trade unions. The college was commissioned and operated by the Trade Union Training Authority (TUTA) from 1977 until its closure in 1996. The design team was the Architects Group and the Commonwealth Department of Construction was responsible for site supervision and contract administration. The building was constructed jointly by Costain Australia Ltd and M.A. & A.W. Chick of Albury. The foundation stone was unveiled by Clyde Cameron in 1976. He was the serving Federal Minister for Labour from 1972 to 1974, Minister for Labour and Immigration 1974 - 1975 and Minister for Science and Consumer Affairs in 1975. The building was completed at a cost of $6.5 million in 1977. It was one of the most controversial of the 1970s due to its Brutalist architecture. The complex consists of a series of wings of one and two storeys linked by pre-cast concrete pipe walkways. Inside the wiring and pipes were left exposed and painted in primary colours to show off the workmanship. The accommodation, most of them single rooms, were able to house 70 students at a time with 1200 students to go through each year. The training college was closed in 1996 and was taken over by the Murray Valley Private Hospital and Murray Valley Radiation Oncology. In July 2008, the Royal Australian Institute of Architects awarded its “25 Year Award for Enduring Architecture” to Clyde Cameron College. The building was again sold in February 2023, although its future is yet to be determined.The former Clyde Cameron College is of architectural significance as an example of the late twentieth century Brutalist style and the work of Victorian architect and lecturer Kevin Borland. It also has historical significance for its association with the Trade Union movement, and the Whitlam government, including its role as Australia’s first residential trade union training facility. Bonegilla Army Base and Migrant Reception Centre began when funds were allocated to build Bonegilla Army Camp in June 1940. Builders began to erect about 600 huts prior to the Army moving in during September of that year. Between 1942 - 1943 it was enlarged to 848 buildings. In 1947 Bonegilla Reception and Training Centre began operating with the Army providing transport, security and catering services. From 1949 until 1965 the Bonegilla Reception and Training Centre operated without a military presence. Bonegilla Migrant Reception and Training Centre was made up of 24 blocks. It had its own churches, banks, sporting fields, cinema, hospital, police station and railway platform. It became the largest and longest operating reception centre in the post-war era. More than 300,000 migrants passed through its doors between 1947 and 1971, with most of those originating from non-English speaking European countries. From1965 with the increased Australian commitment to the Vietnam War and the need to find accommodation to train National Servicemen for Vietnam, the Army negotiated with the Department of Immigration to take over several blocks at Bonegilla. In 1971 the Reception Centre closed and the site reverted to the Army. After 1971 the Army undertook a major site redevelopment with the construction of Latchford Barracks as the Army Apprentice School. Later Latchford Barracks was redeveloped into part of the Army Logistic Training Centre. Between 1978 and 1982, nearly all of the centre was demolished in a major redevelopment. The new replacement buildings were formally opened as Latchford Barracks in 1983. Demolition of the buildings prompted calls for recognition of the site and the role it had played in Australia’s post-World War II Immigration program. After much discussion between the Department of Army and Heritage and local groups about the significance of the site, the Australian Heritage Commission proceeded with its listing on the Register of the National Estate. A Conservation Management Plan was prepared for Block 19 in 1996. The Army transferred Block 19 to the Victorian Government. In 2002 Heritage Victoria listed Block 19 on the State Heritage Register, giving attention to both the migrant and army connections with the site. The building was purpose built to house a new computer-controlled Heidelberg Speedmaster five colour lithographic offset Printing Press. The print room was named Wayzgoose Hall after a medieval printing house festival.
