In 1999 a referendum was held in Australia to determine whether a Republic would be established with the Queen of England and the Australian Governor- General being replaced by a President elected by two thirds of the members of the Australian Government. The Republican referendum failed with 54.8 % of voters being opposed to the Republican model offered. The First Australian Exhibition of Women's Work was held at the Exhibition Building, Melbourne, from 23 October to 30 November 1907. It was opened by Lady Northcote (the wife of Australia’s Governor General) and Pattie Deakin (wife of the Prime Minister), who also ran a model creche during the exhibition. The five week exhibition showcased the work of women musicians, artists and craftswomen with over 16,000 exhibits in all fields of artistic endeavour. It was attended by approximately 250,000 people. The horseshoes in this purpose-built display case were made by Thomas Alfred Chapman in 1906-1907. Chapman operated a blacksmith’s shop in Mortlake Rd, Purnim, about 15 mins drive from Warrnambool. Chapman made this horseshoe case especially for the 3rd Exhibition of Australian Manufacturers and Products, held in the Exhibition Building in Melbourne, which was organised and promoted by the Australian Natives Association (ANA). Reference is made to the horseshoe case in the Exhibition’s Souvenir Catalogue of 1907 on page 85, under the heading 'In the Machinery Section the following exhibits are also shown … 'CHAPMAN, T.A. , Woolsthorpe, via Warrnambool, Case of Horseshoes'. The Australian Natives’ Association (ANA) were a non-partisan and non-sectarian, friendly society founded in Melbourne, Australia in April 1871. It was set-up for the benefit of Australian-born white men, and membership was restricted exclusively to that group. Men of other races including the Chinese and Indigenous people were not allowed to join. The ANA had relatively progressive views on women (for the time) and attracted suffragists seeking support for their cause, and in 1894, the ANA advocated for women’s enfranchisement. Although, white women were only admitted as members from 1964. The organisation was most prominent in Victoria and sought to shape Australia’s national identity and was a training ground for businessmen, trade unionists and politicians including many of Australia’s early prime ministers such as Edmund Barton, Alfred Deakin, James Scullin and Francis Forde, and the first Australian-born governor-general, Isaac Isaacs, was a member. By 1910 it had developed into a nationwide association with real political and social influence, and members would participate in many activities. The ANA lobbied strongly for anti-Chinese legislation and were an ardent believer of colonial unification. Its mission and efforts are largely credited for the successful referendums that resulted in Federation of the six Australian colonies into a new nation, the association’s most important legacy. The ANA was also a supporter of trade protection, and were a staunch advocate of the first act of Australia's new parliament, the Immigration Restriction Act 1901 (cth) or commonly known as the White Australia Policy, which became one of the central pillars of Australian nationalism in the 20th-century. The ANA campaigned against the Australian Federal Government's new immigration policy after the Second World War (non-British immigration from southern and central Europe) in order to maintain a 'white Australia', and resisted changes when the Labor government during the 1970s fully dismantled and abandoned the White Australia Policy. The ANA merged with Manchester Unity Independent Order of Oddfellows, in 1993 to become Australian Unity Ltd. The display case of horseshoes changed hands several times, going from its maker Thomas Chapman to his mother then various other members of his family. The case was also displayed at the Lee Family’s butcher shop at 188 Liebig St Warrnambool, and in the Purnim Hotel during the Warrnambool May Races. In the late 1950s the horseshoe case went to Thomas’s son, Brian. He was a Master Farrier and completed his apprenticeship at Flemington Racecourse, and in Warrnambool he owned a blacksmith business at the Warrnambool Racecourse Grounds. Brian later operated a blacksmith’s at Flagstaff Hill, where his customers would bring their horses to be shod. Brian passed away in August 2017. The horseshoe case is significant as an example of trades in the early 20th century in Western Victoria, Australia. It is also significant as an example of horseshoes from the early 20th century. The horseshoe display case is also significant for its association with the Australian Exhibition of 1907, showcasing Australian produce and manufacturing to the world. The piano (Beale-Vader patented model) was donated on Thursday 19 December 1907 by Lady Northcote (Alice, wife of the Governor General of Australia) for the Siddeley Street Institute. The article in The Age dating Friday 20 December 1907: "Shortly after noon yesterday the Rey. A. Gurney Goldsmith, chaplain to the Victorian Missions to Seamen, who has just taken up residence at his quarters in the new Seamen's' Institute on the Yarra-bank, which was recently opened by his Excellence the Governor-General, was surprised at the receipt of a case of large dimensions. On opening it he found a grand piano, accompanied by a card, "With Lady Northcote's compliments." The pianoforte is one of Beale's make, and its presentation is another illustration of the determination of the vice-regal representatives in Australia to encourage local manufactures. It will be remembered that on the occasion of the opening of the institute an appeal was made to the public for a pianoforte and a billiard table. Lady Northcote has responded with the former, and it will be most useful in connection with the concerts which are given once a week to the, sailors of vessels coming up tho river. The question now arises as to who will provide the billiard table for the use of "Jack ashore," as one of the inducements for him, to visit the institute instead of' spending his spare time in the public house. "Governor Northcote and his wife had laid the foundation Stones of the first Central Institute on Siddeley street. The piano was used it for entertainments and concerts including accompaniment of silent films in the 1920s. 21st century visiting seafarers whilst on shore at the Mission, still regularly play pieces such as popular tunes and classics. The original date for the laying of Foundation stone for the first Mission building at Australian Wharf in 1906 had to be changed to the 5th of February 1907 due to industrial action at the Wharves. See scrapbooks and clippings for details. Lord Northcote the Governor General officiated. The invitation marks the establishment for the first time at the Australian Wharf official recognition of the need to establish a Mission for seafarers in this location, some six years after presentation of the letter in 1897 from 22 Captains urging and requesting a respectable and convenient facility. Just ten years later the Mission would have to move to an adjacent site and raise funds for yet another Mission building in 1916. This is a set of nine photographs of Defence Force Service Medal presentations by the Chief of the General Staff (CGS) Lieutenant General Sir Donald Dunstan AC, KBE, CB; at the Army Survey Regiment, Fortuna, Bendigo on the 5th of June 1979. The photos were taken next to the flagpole in Fortuna Villa’s front garden. Upon retirement from the Army in 1982, Lieutenant General Sir Donald Dunstan AC, KBE, CB; was appointed to the position of Governor of South Australia from 1982 to 1991. On this occasion the CGS presented the Defence Force Service Medal to WO2 Alex Cairney, WO1 Bob Mason and WO2 Ken Slater for 15 years of efficient remunerated service in the Australian Army. It is likely the unidentified UK Exchange senior NCO was the recipient of the UK Army’s equivalent service medal. Other key staff appearing in these photos are LTCOL Bob Skitch was the CO of the Army Svy Rgt from 1976 to 1980 and WO1 Aub Harvey, who was RSM from 1976 to 1982. MAJ Don Swiney MBE was later promoted to LTCOL and was CO of the Army Svy Rgt from 1985 to 1987. He was subsequently promoted to Colonel and was Director of the Royal Australian Survey Corp from November 1988 to January 1991, and the honorary position as Colonel Commandant from January 1993 to January 1996. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings. This medal was produced in 1988 by the Australian Bicentennial Authority as a memento for distribution to all school students in Australia. It was one of many medals struck to commemorate 200 years of European settlement in Australia.This medal is of some interest as it is a memento of Australia’s Bicentennial celebrations and it is one that all school children in Warrnambool and district would have received at that time. This silver circular medal has five stars and a large group of men, women and children some of whom are holding hands and dancing on the reverse. On the obverse is a geometrical shaped logo and two sprays of leaves. TOC H was founded as a Christian organisation during the First World War in Belgium in 1915. Talbot House was a venue for respite from the war for soldiers and civilians. During the 1920s TOC H spread around the world especially to Commonwealth countries. In 1923 the Governor General of Australia wrote to The Reverend "Tubby" Clayton indicating that he and Lady Forster wished to endow a TOC H lamp, the symbol of TOC H in memory of their two sons who were killed in the war. The lamp symbol is a replica of the lamp used to provide light to early Christians who sought refuge in the catacombs of Rome. The cross of Lorraine is an indicator of its origins in the Ypres salient.The lamp is a symbol of an ongoing commitment of TOC H to spread light wherever it may be required. These badges are maintained as mementos of the Warrnambool branch of TOC H which operated from a sandstone building in Koroit Street Warrnambool. It was active during the middle decades of the 20th Century .1 Octagonal metal and enamel badge featuring a gold coloured oil lamp and cross on a green luminous background with rays emanating from the lamp. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past.
