The Australian Health Society was formed in Melbourne in 1875 at the instigation of Unitarian Minister MarthaTurner. It promoted hygiene and comprised of doctors, prominent citizens and politicians. It targeted poorer districts and women. Schools were pressured to place health education on the curriculum. Society stalwarts made an annual examination in state schools. Mongan's Bridge No. 3403 opened in 1902. It was located beside the Kiewa river and operated part-time with nearby schools on occasions as well as full time. In 1996, the Australian Drinking Water Guidelines, instead of World Health Organisation Guidelines introduced in 1983, were introduced. The Australian guidelines allowed for some flexibility and the Upper Kiewa Community Consultative Committee supported a package proposal that included Ultra Violet/Ozone treatment. This is a camera that belonged to Dr Horace Iles Holmes (1877-1959). Born and educated in Tasmania, Dr Holmes completed his medical degree at Melbourne University. He commenced a medical practice in Warrnambool in 1906 and was the Honorary Medical Officer at the Warrnambool Hospital and Warrnambool’s Health Officer. His practice was at ‘Ierne’, at the corner of Spence and Kepler Streets. He was an early member of the Royal Australian College of Surgeons and was prominent in community affairs in Warrnambool (foundation President of Warrnambool Rotary Club, a member of the local Masonic Lodge for over 50 years, the Warrnanbool Hospital Committee member, long-term Trustee of the Warrnambool Methodist Church and President of the Lyndoch Hostel for the Aged Committee. Dr Holmes also had agricultural interests and enjoyed bowls, golf and fishing. This is an interesting item as it comes from the Horace Holmes collection and he was a doctor who was prominently associated with the professional and community life of Warrnambool for well over 50 years. .1 This is a camera with an inside concertina mechanism and an outer covering of brown leather and silver-coloured metal. The camera has a leather handle and is scuffed and rusted in parts. .2 The cover is made of brown cloth and has leather tabs on the sides and on the tab fastener. The fastener has a metal buckle. There is a leather strap for carrying the camera and cover over the shoulder. The initials of the owner have been printed in ink on the front of the cover which is worn in places and torn at the bottom corner. The Country Women’s Association of Australia advances the rights and equity of women, families and communities in Australia through advocacy and empowerment, especially for those living in regional, rural and remote Australia. The Country Women’s Association of Victoria was founded in 1928 and the Warrnambool Branch was founded in 1931. The branch has given assistance through the years to the Red Cross, Baby Health Centres, the Warrnambool Hospital, bush fire relief, mental health and aged care and it has regular displays of country arts and crafts. In 1961 the C.W.A. Centre and Rest Rooms were opened in Kepler Street, Warrnambool. In 2016 the group celebrated the 85th anniversary of its founding.This booklet is of interest to researchers and others wanting a brief outline of the history of the Warrnambool Branch of the Country Women’s Association. 20th Eltham Community Festival and last under the auspices of the Shire of Eltham. The Grand Parade focussing on the theme "Echoes of Eltham - Celebrating the visions of Eltrham from the past and into the future" was headed by Jock Read on his horse Lofty who had been filmed in an Anzac Day Parade on an earlier horse which had featured in the television show Matlock. The parade travelled north along Main Street to just past the Post Office then back south to Panther Place. Page 1 article about the laying of the foundation stone for the Baby Health Centre by the Governor of Victoria (Sir Dallas Brooks) on Friday, November 24, 1950 (including photograph of Sir Dallas Brooks laying the stone) History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Harold Greenwood Thomas was one of a group of students who founded the Safety Institute of Australia (SIA). They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Dennis Else, VIOSH Ballarat, is the 6th person to win the Harold Greenwood Thomas Lifetime Achievement Award. The pews (18 small and 1 large) with 3 fronts were donated by Mrs E.W. Outhwaite in memory of her father, Nicholas Maine, who died in 1915. Nicholas Maine biography was published in the Australian on 11 September 1915 : "Nicholas Maine, whose paternal grandfather was rector of the Church of England and Ireland, parish of Dunaghy, County Antrim, came of a family of very considerable repute as merchants in Belfast. He was born at Ballymena on New Year's Day, 1826, and received his earlier education at the Diocesan School, Ballymena, and at Dr. Bryce's Academy, Belfast. After a three years' apprenticeship in a merchant's office, in Belfast, he ventured forth into the world as supercargo in a vessel belonging to one of his brothers, and so performing two voyages to Brazil. Ashore once more, he joined a broker's office in Liverpool, and whilst there was specially chosen out of a large staff as the man to take charge of a fleet of ships on a guano quest on the coast of Patagonia. Having determined on a suitable rendezvous for his ships, he sailed for the River Plate in a handy vessel, and from Monte Video south- wards minutely searched and examined the coast, chiefly in boats, as far as Santa Cruz, near the Straits of Magellan. At Sea Bear's Bay, in lat. 48deg. S., he landed his men, and pitched his tents, &c. After 10 months of extreme hardship and risky adventure on the coast in open boats, and loss of many men from scurvy, he loaded up all the ships sent to him, and returned to the River Plate. While there he met Captain Hotham, R.N., of H.M.S. Gordon (afterwards Governor of Victoria), and also saw Garibaldi, who was then making himself famous by his daring adventures against the enemy, though with inadequate means. (There was war going on in the river at the time.) From Monte Video he returned to Brazil, where he opened a direct trade with Russia, by shipping the first cargo, of sugar and cotton from Pernambuco to St. Petersburg. For so doing the Emperor Nicholas allowed his vessel (the Urgent), belonging to his brothers, trading under he name of N. Maine and Sons, to enter Russia free of port charges. Shortly after this Nicholas Maine went ashore, spending three years in a Liverpool brokers office, when, sailing again as super cargo, he went on a trading voyage to Chili and Peru. He was present at Panama for six months during the rush to California, and crossed the isthmus on muleback and by canoe, a severe journey in those days. Thence he went to Jamaica, his ship's company carrying with them the cholera, which decimated the population. Then home again, visiting the United States by the way. After another year in Liverpool, he sailed again for Brazil, at one day's notice, bought a cargo of coffee at Rio Janeiro, took it to San Francisco, and settled there, where he had three years of a most exciting life — 1851-2-3 —also making speculative voyages down the coast to Mexico and Nicaragua, at which latter place he took the fever and so on to the South Sea Islands, where he suffered shipwreck, and thence on to Chili. He arrived in Melbourne from New Zealand in 1854; made one more voyage to Chili (his last venture at sea), and on his return sold his vessel. After refitting a dismasted clipper ship, called the Flying Arrow for his brother Crawford, with what was considered in those days unusual dispatch, when the port had not many conveniences for the purpose, he quietly went again into harness ashore. He managed Mr. T. S. Martin's large business in Melbourne for five years, till he broke down, from excessive work and anxiety. After winding up the business, he sailed for England in 1862, and idled at home, in Italy, and other parts of the Continent till, his health being restored, he returned to Melbourne in 1867, and went to Queensland to buy into a station along with his brother and others; but, not being satisfied, came back to Melbourne, and began to work as a mercantile broker. Soon after this he was induced to apply for the resident secretaryship of the Australian Mutual Provident Society, and got it in 1868, though, at the time, several professionals thought him unfit, and prophesied failure. He retired after a long term of eminently profitable business transactions in 1895, owing to a rule of the society to retire secretaries at the age of seventy. He accordingly left on the 1st January, 1896, after twenty-seven years' service unbroken by a single holiday, save for a trip to Europe in 1891. A letter was written him by Sir Joseph Abbott, chairman of the board, in which he said:- "I need hardly assure you that the board is extremely sorry that the, society is obliged to lose your services, which have been so highly appreciated by us during your long connection with the society," and enclosed a grateful resolution passed by the board." Margaret Isabella Maine was born in 1871 and was the only daughter of Nicholas Maine. In 1897, she married Edward Walter Outhwaite, a layer from New South Wales who had studied at the University of Melbourne. Edward was the brother of Arthur Grenbry Outhwaite, husband of artist Ida Rentoul. Margaret and Edward had three children: a son, Maine Outhwaite and two daughters, Helen Margaret and Jocelyn.
