At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College. "Fort Queenscliff, in Victoria, Australia, dates from 1860 when an open battery was constructed on Shortland's Bluff to defend the entrance to Port Phillip Bay. The Fort, which underwent major redevelopment in the late 1870s and 1880s, became the headquarters for an extensive chain of forts around Port Phillip Heads. Its garrison included volunteer artillery, engineers, infantry and naval militia, and it was manned as a coastal defence installation continuously from 1883 to 1946. The other fortifications and armaments around the Heads were completed by 1891, and together made Port Phillip one of the most heavily defended harbours in the British Empire." Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Items are work done for the Australian Defence Force bases at Portsea and Queenscliff. They were training bases - Officer Cadet School and Australian Staff College. Originally the base at Portsea was the Quarantine Station established in the late 1800s. International protocols required captains of arriving ships to provide a clean bill of health from the last port of call. If this was not possible all on board would be transferred to the Quarantine Station by boat for observations. This was to stop the spread of diseases such as cholera, small pox, typhoid fever, influenza and the plague. In 1952 it became a military training base - Officer Cadet School. The quarantine station still operated and the Army had to be prepared to evacuated in an emergency. This occurred in 1954 when 113 passengers on board the Strathaird were quarantined with smallpox. Cadets and staff came with their families and was a small township. Training for the Vietnam War was here, Now gone the remnants of the quarantine station and army activites can be seen. Under Point Nepean Community Trust. Fort Queenscliff dates from 1860 when it was an open battery known as Shortlands Bluff. The Garrison included volunteer artillery, engineers and infantry. It was a Coastal Defence Installation from 1883-1946. The base on Swan Island was part of this and soldiers from the Fort would go on detail to the Island each day. A permanent group with their families were housed there. The children would attend the local school in Queenscliff. It eventually became and still is a restricted area. In 1946 the Fort became home of the Army Command and Staff College. Officers came from overseas to train. Families would come with them and be accommodated in the main officers residence "Maytone" or private housing rented by the Army. Their children would attend local schools. Staff Colleges were all moved to Canberra. This skirt was made by the Fletcher Jones company as part of the uniform of the Penleigh Grammar School, Essendon, Melbourne. David Fletcher Jones (1895-1977) setup as a travelling hawker in the 1920s selling drapery in Western Victoria. In 1924 he opened a store in Warrnambool, moving into a two-storeyed building in Liebig Street in 1931. He manufactured and sold men's clothing at this site, opening a store in Melbourne in 1946 and a factory in Warrnambool in 1948. The company of Fletcher Jones and Staff, established in 1951, opened more stores and factories and operated Australia-wide and became well-known firstly for its production of men's trousers and later men's and women's clothing. By 2011 the Warrnambool factory was sold and the company dissolved. This skirt is of interest as a fine example of the quality clothing made by the Fletcher Jones clothing company. This business commenced in Warrnambool and was a dominant one in Warrnambool (and Australia) during the 20th century.This is a woman's tartan skirt in green and navy tonings. The skirt is pleated at the back and sides and has a silver-coloured metal buckle at the left side. This book was one of several independent publications dealing with Australian and Pacific topics. The author, J. Alex. Allan, was a Councillor with the Historical Society of Victoria. The book is less important than the inscription on the first page which indicates that the book was a gift from the staff of Warrnambool High School to William L. Grauer, a teacher who was leaving the school in 1946. Mr Grauer, born in Warrnambool in 1915, became Supervisor of School Forestry in 1968 and served in in the Australian Army and Air Force in World War Two. The Grauers were a prominent early family in the Allansford area and descendants still live today in Allansford and Warrnambool. Warrnambool High School opened in 1907 as the Warrnambool Agricultural High School and merged with Warrnambool North Technical School in 1994 to become Warrnambool College. This book is of interest as it was given as a farewell gift to a member of the Warrnambool High School staff in 1946 and contains the signatures of ten fellow teachers, including the Headmaster, Roy Andrews. The recipient of the book, William Grauer, was a member of a prominent family in the Allansford area.This is a hard- cover book (Social and Economic Sketch of Victorian History) of 172 pages. It has a plain dark red leather cover with a buff-coloured strip pasted on the spine. It is by J. Alex. Allan and was printed in 1945. There are 19 chapters and an Epilogue. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace. Within the artistic community there is a great concern for individuality and this is expressed in the artists' work. The need for flexibility and spontaneity is a vital and intuitive part of the artistic environment.
