The weatherboard Ballarat East State School SS 1071 was formerly known as Specimen Hill. According to 'Visions and Realisations' The Eureka gold lead opened in August 1852, running from Little Bendigo, south beneath Yarrowee Creek into Pennyweight flat, where it was joined 100 yards or so from the intersection of main and Eureka Streets by the Canadian Lead. State School 1071 was formerly known as Ballarat Common School No. 71, and was founded by the Free Presbyterian Church on Specimen Hill in Eureka Street, Ballarat on 01 January 1854. On 20 May 1869 the trustees of the Presbyterian School, Specimen Hill, Ballarat, consented to the transfer of the site to the Board of Education. On 01 September 1870, Specimen Hill, Ballarat, was vested in the Board and then became known as SS 1071. On 01 March 1879 the Minister, The Hon. William Collard Smith, and William Dobbie, Inspector of School Buildings, visited Ballarat to report on the buildings with a view to extensions and renovations. The minister issued instructions for the old wooden part of the school to be demolished, and brick additions to be erected, so that the whole premises would accommodate 350 students. Study of Winter's Swamp commissioned by BEN and completed by BHS. The swamp was named after one of the first European settlers in the district. Winter Swamp LAT -37 32 LONG 143 47, Parish of Dowling Forest, County of Grenville Winter Swamp, on the southwest corner of Ballarat West Town Common, was not included in the original proclamation of the Common in 1861. However, being marshland, it was not considered suitable for grazing, so was added to the Common soon after 1861. Winter Swamp is a large wetland with native and exotic pasture significant for wildlife. John Winter (Jock) was born in Berwickshire, Scotland. He married Janet Margaret Irving the daughter of Robert Irving, advocate, Bonshaw, Dumfries, Scotland. Winter died in Ballarat in 1875 and was buried at the Ballaarat Old Cemetery. He took up the run Bonshaw from 1841; Leigh River Buninyong 1842-46; Junction, Delatite, March 1851 to September 1862; with sons: Carag Carag and Corop, April 1857 to September 1872; Colbinabbin and Stewart’s Plains, April 1857 to December 1872; St Germains February 1867 to March 1871. (The name became Winter-Irving in 1890). Mr John Winter, who died on August 22 at the age of 72, was a man of some note it the mining community of Ballarat. He was a self-made man, and one of our oldest colonists, it being over a quarter of a century age since he took up county about Ballarat and settled at Bonshaw. He died very rich. It is calculated that if he had retained an interest in all his runs, his income must have been not less than £10,000 or £50,000 a year. Some eight or ten years ago he sold his Bonshaw pre-emption to the Bonshaw Gold mining Company for £20,000, and a few years later the ground belonging now to Winter's Freehold Company brought him £50,000 more, the payment being made at the requisition of the deceased in sovereigns. In these relations Mr. Winter has been closely identified with the mining industry at Ballarat. The deceased was a native of Lauder, in Berwickshire, and landed in Victoria several years before the gold discovery.The principle task of this project was the delivery of a report outlining the history of European settlement in the Skipton and Cardigan/Ballarat districts as pertinent to the use of and impact on the natural environment of the two reserves Skipton Common and Winter Swamp. The report was delivered in digital form only. The report, upon completion, was presented to the Network’s Committee in order to discuss the project. The report identified and described the uses of Skipton Common and Winter Swamp, and their impacts. In particular, this report examined farming/grazing (official and informal), mining, vegetation removal (including the removal of woodlands for timber, grasslands for pasture improvement) & use of riparian areas for access to water and timber removal. Recording the more benign and environmentally friendly uses such as picnicking, community activities, nature walks and the roles of organisations such as Field Naturalists’ and Bird Observers’ clubs, school and scout/guide groups will be relevant in helping to depict overall community attitudes towards the reserves; e.g.: has the Common generally been viewed as little more than a grazing paddock and fire hazard; has Winter Swamp always been the unknown natural asset that seems to have been its lot for at least the past 40 years? In this regard, the more contemporary history of actions surrounding the use and management of the reserves is of particular interest, in view of the extant evidence at both reserves; e.g. the actions of the Shire of Ballarat in the 1980s in establishing Winter Swamp as something of a competitor to Lake Wendouree but with a more environmental bent (although almost none of the plants used are indigenous species, but that is part of the story); the trotting track constructed on Skipton Common in the 1960s following representations to Premier Henry Bolte and the cropping of the western section of the Common to raise funds for the town’s new swimming pool, the fertilizing of the land putting an end to the native grassland vegetation. There are obviously multiple sources of information to source in preparing the report, however sources that the contractor is specifically requested to consult are the Skipton Historical Society, the former Skipton Common managers (specifically Graeme Pett), the Cardigan Windermere Landcare Group and the Learmonth Historical Society (believed to hold many of the former Shire of Ballarat’s records pertaining to the Council’s role as the Committee of Management for both Winter Swamp and the Ballarat West Town Common – Winter Swamp was split between 2 separate Crown Land tenures). The contractor is also encouraged but not required to utilise community newsletters, such as the Skipton Community Newsletter, to publicise and seek information about the project. Skipton Historical Society (Mary Bradshaw) contacted on Thursday 12 June 2.30pm. Mary lived on a farm out of Skipton but is currently living in the township. She remembers walking along the creek of the Common especially in spring and autumn in bare feet and that it was a very pretty place. There were a few snakes around the waterway in summer. People put cows and a couple of horses on the commonage to graze. Graeme Pett has always lived close to the Common and would know a lot about it. The new Manufacturing Technology Training Centre (MTTC), a part of the proposed Building Construction Training Centre (BCTC), will be a purpose-built, stand-alone, fully fitted-out industry-standard facility. This new space will accommodate current course provision along with specialist training spaces for developing skill requirements in manufacturing technology such as robotics, mechatronics, engineering and industrial automation. Project funding was provided by the Education Investment Fund from the Australian Government Department of Education, Employment and Workplace Relations. The project budget is $18.09m, and the resulting building will have a floor space of 4,755m2. The Manufacturing Technology Training Centre is being built in conjunction with the Technical Education Centre (UBTec). While the buildings will have separate street identities the buildings will be joined with shared amenities areas. UBTec will provide a facility including individual learning spaces, learning studios, administration/office space, circulation, open plan learning space, staff common areas, computer rooms, meeting rooms, staff work areas and kitchen areas as well as car parking and site-wide amenities. Kaolin is also known as china clay. This specimen came from Dunolly, Victoria and was donated to the Museum in 1868 as part of the Geological Survey of Victoria. This survey helped map and study the geology of Victoria. In Victoria, Kaolin is particularly used as a filler and coating material in paper manufacture. It can also be used in paints, ceramics, rubbers and plastics. There are many kaolin deposits in Victoria but many of these have been mined out and there is not much Kaolin left. Rocks that have a high amount of Kaolinite and it can be formed through the decomposition of other materials. There are two types of Kaolin; hard and soft kaolin. Soft kaolin's are coarse but have a soapy texture. It can also break easily. The hard kaolins have an earthly texture and are finer grained. This means that they are harder to break, unlike the soft kaolin. Hard kaolin's are formed by flocculation in salt water, a process that in basic terms, bonds particles together. Kaolin is a common material in Victoria and that is why it is significant. While this specimen was mined in Dunolly, Victoria Kaolin can also be found Pittong, Pakenham, Bulla, Hallam and Ballarat as well as many other places throughout Victoria. This specimen represents the presence of Kaolin deposits in this region of Australia. It is also significant because Kaolin has many uses and is largely beneficial to many manufacturing processes in Victoria. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. Information from Norman F. Dalton: Ballarat had a reticulated DC supply in the early part of last century and in 1905 had sufficient generating capacity to enable the trams to be changed from horse drawn to DC electricity. The use of electricity increased with the main power station located on Wendouree Parade, near Webster Street, under the ownership of The Electric Supply Company of Victoria. AC generating plant was installed in 1925 and conversion to AC proceeded. In 1934 the company was taken over by the State Electricity Commission Victoria (SECV) and more AC generation was installed and the changeover of customers was accelerated. This is around the time that the Synchronome Frequency Checking Mast Clock was installed at the Wendouree Parade Power Station. The SECV Annual Report of 1921 states: ::Section 11 of the act directed the COmmission to enquire into the question of securing the adoption of such standards of plant and equipment of a system, frequency and pressure for the generation and distribution of electricity as will admit of the efficient interconnection of undertakings throughout the State. In 1934 when the SECV took over the Ballarat operations the question of linking with the State grid had been a planned operation for some years but due to financial considerations had hindered it and in fact would continue to do so for a further 10 years. So while the need for close frequency control for interconnection was hardly an issue, the need to keep electric clocks correct was important, particularly as this item was a frequent sales point to cover the inconvenience and sometimes expense of converting from DC to AC. The clock is a very accurate pendulum clock with provision for varying effective length during operation for precise time regulation. There are two normal time dials and one is controlled by the pendulum and the other is operated by the system frequency. When the clock was in use it was installed by the MEter and Tests Laboratory and the time was checked daily by radio time signals. The two dials were repeated in the operators control panel in the Power Station. A maximum deviation between the two dials was set in the operating instructions (eg 5 seconds) and the operator would correct this when necessary by remote manual alteration of the turbine governor set point. The clock was used to drive and regulate a system of "slave" clocks which were used to display the time in various locations around the power station. A slave clock is a simple clock which is driven by a small electric motor, its accuracy is regulated by the master clock every 30 seconds to ensure that it and all the other slave clocks in the station are on exactly the right time; slave clocks were placed in various locations, from common rooms to workshops. A master clock could potentially run thousands of slave clocks at one plant. The clock also contains a rectifier. A rectifier is a device that is used to convert AC power to more stable DC current.Two clocks in a timber case. Both are electric, one is powered by the main pendulum mechanism, the other is a self contained electric clock. The main mechanism is of the gravity arm and roller type, which sends an impulse to the slave clocks every 30 seconds. The This Synchronome Frequency Checking Master Clock was used at the Ballarat Power Station. Below the main section of the case is a smaller cabinet containing a rectifier to provide consistent DC power for the clock. The rectifier was made by the Victorian company Hilco, which was located in Burwood. This particular specimen was found in the Moorabool Slate quarries in Victoria. The Moorabool Slate quarries was established in the 1860’s by a company of Welshmen with a crew of six who purchased land by the riverside to mine for slate. Under the promise of adding to existing recourses the crew mined the slate which was used for paving and roofing. Slate is a fine-grained, low-grade metamorphic rock that is formed by the transformation of mudstone, shale or sometimes volcanic ash under low pressure and temperatures. It dark colour is due to carbonaceous material or to finely divided iron sulphide. It is believed that Evan Rowlands and Theophilus Williams of Ballarat were the first to discover the slate veins. Slate is a one of the most common natural stones in general use. Being used as paving, flooring, roofing and more. However, its history of being mined in Australia is not common as it is considered that the best places to mine slate is Spain and parts of the United Kingdom. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. When Ballarat Junior Technical School building was opened in 1921, there was little cleared space for the students to use for sporting activities. The area known as Battery Paddock was used for dodge-ball and football. Gradually the slope area was cleared and planted. In November 1922 a tennis court was opened in the Battery Paddock. It was designed and built by two former students of the Ballarat School of Mines. The old Mount Doran school house was moved to the area as a students' common room. A new tennis court was built in the same vicinity in 1934. This area was on the corner of Grant and Albert Streets. Area is where the Corbould Building and the Automotive Skills Centre of School of Mines Ballarat Grant Street Campus now stand. E.J.T. Tippett was a long term President of the Ballarat School of Mines Council.Colour photograph of E.J.T. The illumination reads: 'The Council, by resolution, hereby appoints you Patron of the School of Mines and Industries Ballarat. In so resolving, the Council is mindful of your lifelong association with the School in many capacities, and the distinguished contribution you have made to Technical and Further Education in this State. It is considered appropriate that this unique contribution be recognised by the appointment. A student at this School from 1918 to 1920, you were elected to the Council in 1934 and have maintained continuous active membership for fifty years, serving also on the Ballarat C.A.E. Council. Your remarkable service to the School included President of Council from 1940 to 1960, during which years your leadership contributed to the growth and stature of the School. As a member of the Interim Council established to plan the development of the Victoria Institute of Colleges, as a member of the COuncils of the Victoria Institute of Colleges and Monash University and as President of the technical Schools' Association of Victoria, you have given generously of your time and expert ability in the furtherance of education in Victoria. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. The first head teacher was Thomas Lea. 89 students had enrolled. 1883 The name of the school changed to Happy Valley. The brick school building was built in this period. 1920s Enrolment declined in the 1920s to around 10 students. 1932 Enrolment continued to decline and the school was closed. 1933 The school reopened briefly under head teacher Selina McFarlane. 1936 It closed again at some stage before reopening in 1936 under head teacher Maxwell Brown. This book was awarded to Fanny Nicol in 1883 for special prize for repetition of scripture texts. Fanny enrolled in Clarendon Ladies' College in 1882 along with her sisters Agnes Williamson Nicol and Katy Beatrice Nicol. In the original register the father's name is listed as James and he was a produce merchant who resided at 119 Lydiard Street, North Ballarat. This book was donated to the school library in 1978 by Fanny's niece.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936.Bound in blue cloth with gilt lettering on front cover and spine. The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus.
