At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs. The Eureka Stockade was fought on the Eureka Lead, Ballarat East on 03 December 1854. Keith Rash was a signwriter who learnt his trade at the Ballarat School of Mines. He was very interested in local history and wrote articles for the local newspapers. The clippings on Eureka would have been used to inform his articles, and research on the site of the Eureka Stockade. Ken Clements was former Academic Registrar at Ballarat College of Advanced Education (now University of Ballarat). He was a committee member of the Eureka Stockade Memorial Park Committee for a number of years. Dr Dorothy Wickham has researched Eureka over a number of decades, and has published a number of titles on the topic. Clare Gervasoni has researched Eureka over a number of decades, and has published a number of titles on the topic, including coordination of www.Eurekapedia.org for Ballarat Reform League Inc. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Kerrie Cross was a member of the Ballarat School of Mines Council from 1985 to 1992. In 1987 she was appointed as the first female senior vice president of the School of Mines Council. She was the President from 1988 to 1991. Prior to this she chaired the equal opportunity committee at the school. The design of the bottle is called a Codd, sometimes referred to as a marble bottle or "Codd's patent bottle". During the mid-to-late 1800s, there were many inventions to keep the fizz in carbonated drinks such as ginger ale, soda water, and fruit drinks. Hiram Codd, an English engineer invented a successful process that he patented as "Codd's patented globe stopper bottle" in 1872. The Codd-neck bottle (commonly called Codd or marble bottle) is manufactured in two parts. The body of the bottle is cast in two sections. At the time of joining the sections, glass marble and rubber seal are inserted into the neck section. The lip is then applied to the top of the bottle. The Codd bottle is filled upside down as the pressure of the gas from the carbonated liquid holds the marble up and out of the way. When the bottle stands upright the gas pushes the marble up against the washer, creating a firm seal to keep the fizz inside. The bottle is opened by pushing the marble down firmly to allow some of the gas to escape. The marble drops down and is caught in a depression formed in the neck. When the bottle is tilted to pour or drink the liquid the marble rests in a dimple. Two Ballarat miners, Evan Rowland and Robert Lewis started manufacturing mineral and aerated waters, bitters, cordials, and liqueurs in 1854, in a tent on the shores of Lake Wendouree Ballarat. Another 13 firms at that time employed manual operations, whereas they introduced Taylor's No. 1 machine that speeded up the process and laid the foundation for their fortune. Evan Rowland was a pioneer in the aerated water trade in Australia. He was born on August 2, 1826, in North Wales. In 1852, during the gold rush, he emigrated to Melbourne, and in 1854 he went to Ballarat and formed a partnership with Robert Lewis, the firm being called ‘‘Rowlands & Lewis’’. Their next step was to secure a supply of pure water. Using mineral Waters that they found via a natural spring at Warrenheip, Victoria. From the outset, the beverages made from this water gained repute and were in great demand. Their business prospered so well that in 1858 they were able to build a factory at the corner of Sturt and Dawson Streets, Ballarat, and to fit with the most up-to-date machinery then in use. By 1870 their business had increased so much and demand had grown to such an extent that Mr. Rowlands erected another factory, covering over an acre of ground at the corner of Dana and Doveton Streets, costing £13,000. The factory was fitted with the most modern equipment of the time to manufacture cordials and aerated water. In 1873 Rowlands established an agency at 116 Collins St, Melbourne, because the demand for the products of the Melbourne factory became so large. The company expanded to Sydney opening a factory at the corner of Burns & Hay Streets Darling Harbour obtaining spring water to supply this plant from Katoomba in the Blue Mountains. The water was brought to Sydney by rail. In the meantime, the Melbourne concern had progressed so rapidly that in 1888 a magnificent factory embodying all the latest ideas and equipment was built in King Street Melbourne. Robert Lewis was a fellow Welshman born in 1816, and he arrived in Port Phillip in 1853 and became a partner in the early day with Evan Rowland but with lesser and shorter involvement in the firm, from which he retired in 1876. Robert Lewis was perhaps better known as Ballarat's first mayor and a Member of the Legislative Assembly. He was a strong supporter of local charities, president/treasurer of the Eisteddfod Committee, a major force in the development of the Ballarat Hospital, and he was the mayor of Ballarat five times, the first in 1863, (having been a counsellor as early as 1859) and for the last time in 1881. Lewis died in 1884 of a stroke in Ballarat. Rowlands continued in the firm and invented and patented an improved soda water bottle. The water used in Rowlands products was filtered four times but his attempts to use local corks failed on quality grounds. He was a stickler for quality, which was so good that many outside Victoria were prepared to pay the 'premium' imposed by inter-colonial customs duty payable at that time. By the 1890s, Rowlands had factories in Ballarat, Melbourne, Sydney, and Newcastle. He died in 1894 but his company continued until well after the Second World War when it was sold to Schweppes. Bottles such as this popular brand, containing soda water, were often used on paddle steamers for refreshments.An early manufacturing process producing the first mineral waters in Australia was invented and developed by an early Welsh migrant to Australia. The Evan Rowlands story gives an insight into the early development of manufacturing industries in Australia that allowed their workers and the towns they were situated in to prosper and develop into what they are today. The Rev. Ronald W Albiston 28/9/1919–16/08/2006 was educated at Melbourne Boys' High School, the Victorian Congregational College and the University of Melbourne. From a young age he held positions within the local church, was secretary of the East Kew Congregational Church at the age of 16, as well as superintendent of the Sunday School from the age of 15. Ron was supported during his life and ministry by his wife of 63 years, Dorothy. He was ordained at Northcote Congregational Church on 21 December 1942. His ministry was exercised in Northcote/Clifton Hill (1942–45), Yarrawonga and associated district (1945–50), Ballarat Dawson Street and "Zion" Sebastopol (1950–68), and Rockdale Congregational, Sydney, later Uniting (1968–83). Due to ill health, Ron retired on the 30th of April 1983. He was President of the Australian Council of Churches from 1971 to 1973, President of the Congregational Union of NSW from 1973 to 1975. As a member of the Joint Planning Committee he was involved in the development of the Uniting Church and inaugural Chairperson. Following union, he was a member and later Chairman of the Board of Social Responsibility. He was instrumental in founding the Mayflower Village for the Aged, the Rockdale Community Aid Service, and helped form the St George Community Conference.The Rev.
