The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. This book could be described as the summing up of a theory of physical appearances, devised by a painter and demonstrated by paint. The foundation of this theory was laid down first in Paris by Max Meldrum early 1900s. A review calls the book "the most outstanding book on the craft of painting yet published in any language. Max Meldrum was born in Edinburgh, Scotland on 03 December 1875. His family arrived in Australia and Max Meldrum attended the National Gallery School, winning the Victorian Travelling Scholarship in 1899. It was deaccessioned and transferred from the Ballarat School of Mines library so would have been used by students and staff of the Ballarat Technical Art School, a division of the Ballarat School of Mines. Jean Phillips was a primary school teacher in Queensland before visiting Ballarat in 1989. She was offered a position of Playgroup Co-ordinator at the Ballarat and District Aboriginal Co-operative. In early 1990 she was appointed as Coordinator of the Ballarat School of MInes Koorie Support Unit. Jean Phillips aimed t- get more students into mainstream courses and help them gain the necessary qualifications for employment.
