The 1978 Annual report gives the following hospital background: 'The foundation stone for the original 42 bed hospital was laid on the existing site on 25th December, 1855. Ballarat at that time had a population of between 40,000 and 50,000 people, with the demands on the hospital services being mainly for medical care resulting from mining accidents. Medical, Nursing and General care were provided by the resident Surgeon, matron and wardsmen. Financial support depended on donations from churches masonic lodges, the public and bequests. The hospital today provides centralized health services and specialist medical, surgical and ancillart assistance to the communities in the Central Highlands Region. The trend in hospital financing today has changed and is based to a large extent on State and Commonwealth Grants. Contribution from the public remain important particulalry in the purchase of equipement and ultimately the services provided by the hospital. Since 1887 the Ballarat Base Hospital has been an important training centre for nurses. It is a good quality badge and may have been sold for hospital funds or issued to hospital employees and supporters. The Warrnambool & District Base Hospital commenced in 1854 as the Villiers and Heytesbury Hospital and Benevolent Asylum and building on the current site in Ryot Street began in 1860. It was then known as the Warrnambool Hospital and Benevolent Asylum until early in the 20th century when it no longer accepted those needing care in old age. Today the hospital is part of a wider organization and is known as South West Health Care (Warrnambool Base). This badges is a local one and is retained as a memento of the Warrnambool Hospital in the second half of the last century and will be used for display purposes. This is a round metal badge with gold outer trimming, an outer circle of white with gold lettering and a red cross with gold edging set into the centre of the badge. In 1946 the2/23 Australian Infantry Battalion Association adopted the children`s ward of the Albury Base Hospital as a memorial ward to honour those who made the supreme sacrifice. Members of the Association continued to raise funds for the hospital, On Anzac Day, 1976 a service was held to dedicate a plaque marking the Children's Ward as a memorial of the 2/23rd Battalion. This is the program from that dedication service. An addition plaque commemorating the efforts of the 2nd / 23rd Australian Infantry Battalion Association in raising funds for the Albury Base Hospital was added on Tuesday 30th November, 1999.This item is part of a collection of items owned by Arthur Lock, a member of the 2/23rd Battalion, an all-volunteer Second Australian Imperial Force which served as part of the garrison during the Siege of Tobruk, then at El Alamein, New Guinea and Borneo. It has particular local significance as the battalion was know as "Albury's Own" because a large majority of the battalion's initial intake of volunteers came from the Albury–Wodonga region.
