Australia is governed by a Federal Government and by six State Governments. National coordination of their respective geodetic survey and topographic mapping activities is effected on the advice of a National Mapping Council. Twenty years ago, at least 95% of Australia was poorly mapped and what maps existed were in need of revision. only a small area of the continent was covered by horizontal geodetic control and there was no scheme for a national levelling survey. Over the intervening period there has been an urgent and increasing demand for topographic maps varying from large scale contoured maps in support of specific engineering projects to rapid reconnaissance maps required for mineral prospecting in remote areas. Superimposed on this has been a defence requirement, specifically for military training areas, and generally for maps of the whole country. During the period much progress has been made. In 1909 the Australian Army Headquarters realized that mapping in Australia was either non existent or inadequate for Military use. It was requested that Australia borrow Survey personnel from the UK Royal Engineers (RE) for a two-year detachment. On 11 April 1910 four RE NCOs arrived in Melbourne comprising CPL J Lynch, and LCPLs AH Barrett, EF Davies and R Wilcox. LCPL Barrett had 12yrs experience with RE. They were aiming at producing eight map sheets per year covering about 7,000 square miles (18,000 square Km) This map sheet of the Newcastle area was produced using plane table methods and was surveyed and hand drawn by LCPL A Barrett Oct - Nov 2010. It was unique because it was now produced on an accurate gridded base and included contouring. Lynch and Davies transferred to the Royal Australian Engineers (RAE) whilst Barrett and Wilcox returned to the UK in June 1913. John James RAISBECK was born on 4 July 1880 at Christchurch New Zealand. He served 4 years (Citizen Military Force - CMF) in 9th Australian Light Horse Regiment in Central VIC with the rank 2nd Lieutenant. He was the first Australian appointed to the Survey Section RAE, on 16 April 1910, as a draughtsman which was his civilian profession, with the rank Warrant Officer, honorary 2nd Lieutenant. He was required to resign his commission in the CMF. He supervised the draughting work of the Section in Melbourne and was largely responsible for the mapping standards and specifications set in the production of the Cowes one-inch-to-one-mile military map, which became the enduring Australian standard. He was also responsible for supervising the printing of the maps by the Victorian Government Printer. He was appointed 2nd Lieutenant in the AIF Survey Corps draft on 6 December 1917 (from Melbourne) embarking for England on 22 December 17. He was attached to the Australian Corps Topographic Section in France from 21 April 1918 to 5 March 1919 serving as Second-in-Command and as Officer Commanding. He was promoted Lieutenant 15 October 1918, attending the AIF Survey School, Southampton in 1919, returning to Australia 23 June 1919, before his AIF appointment was terminated 17 July 1919. He went on to serve the Survey Section RAE and Australian Survey Corps, including in the Second World War, having been promoted Captain then Major and Officer Commanding Army Headquarters Cartographic Section until February 1940. He retired after 33 years of service to military survey, and after serving the Corps in two world wars, on 4 July 1943 with the retired rank Lieutenant-Colonel. The work of the Australian Survey Corps is to make maps for the Army. At the outbreak of war very little of the mainland had been mapped, especially the northern parts. The best maps in existence of the N.T. coast in Dec "41 were those made by Matt Flinders in 1801 -1802. The Army soon got out new maps of all important areas including much of the inland. Later it was decided to bring the complete coastline up to date. Several parties put in between them six months on the coast during the dry season of "45 but a couple more months would be needed to complete the program when the "wet" interrupted the work. A small section from Buckingham Bay - Groote Eylandt was still untouched and this diary covers that section of the N.T. Coast. A survey party of four men was chosen who were to be transported from place to place by the AK121 Aroetta - a ketch of 25 tons belonging to an army unit called N.T. Coastal Recce whose work it was to patrol the coast and as well do air - sea rescue. The survey party: Lieut Jack Worsley (the Loot) Sgt jack Love, Spr Jack Cook, Spr Pat Hede. These five photographs of map production and the car park area were taken at Fortuna, Bendigo, c1980s. The first three photographs were taken in Air Survey Squadron, where aerotriangulation and digital photogrammetric extraction of topographic features from aerial photography were undertaken. Photo .4P was taken in Cartographic Squadron’s Correcting Section, located in the Attic. The technicians were probably involved in a rapid response map production, as they all were wearing field uniforms. The Army Survey Regiment’s Duty Room, RAP and Carpark appear in Photo .5P. It was probably taken from the top steps near the SGT’s accommodation block in 1986. Orthophoto mapping provided the Survey Corps with the capability to produce map products quickly in the event of a crisis. These are four photographs of equipment used by the Army Survey Regiment to produce orthophotomaps. The Wild GZ1 orthophoto projector was introduced in 1973 and was the first equipment used to orthorectify colour and monochrome film aerial photography. Height profiles were originally produced on a PEB8 Stereo profiler and later were software generated. Photos of the PEB8 are available in Victorian Collections item 6222.17P, photos .5P and .6P. In the same era the IBM 1130 computer; OMI/Nistri AP/C-3 analytical plotter with coordinatograph, OP/C orthophoto projector and Zeiss Planimat D2 stereoplotters were introduced. Orthorectification is the process of removing geometric distortions and scale errors/variations from images. Images have tilt and relief distortions that make it difficult to compare accurately a map and an image of the same geographic area. Once an image is orthorectified, features on the image are shown in their planimetric locations. This is a set of five photographs of Multiplex mechanical stereoplotting equipment at the Army Survey Regiment, Fortuna Bendigo. c1950s. Multiplex equipment was imported from the UK in 1951 and introduced in the following year, to accelerate map production output covering CMF training areas at 1:25,000 map scale. Multiplex plotting was a productive advancement replacing the ‘Arundel’ method of graphical plotting planimetric detail that was expensive and slow, especially in timbered mountainous terrain. Air photos were made into small diapositives and mounted on racks in the exact position relative to when the aerial photos were taken. The technicians operated the Multiplex in a darkened room, with one photo projected with a green filter and the other through a red filter to form a 3D view of the overlapping photos. The 3D model projected onto a platen, which was a small platform that was raised up and down. The technician viewed the 3D image with special glasses fitted with red and green lenses. In the centre of the platen was a small pinhole that served as a floating mark, with a vertical pencil located exactly below the pinhole. This tracing table was moved to follow the topographic feature or contour line and draw it on the paper underneath. The technician raising or lowering the platform’s floating mark to match the height of the 3D terrain. It also replaced the slotted template method of mechanical adjustment of strips of aerial photography, however was restricted to each strip rather than between strips in the block. Although the Multiplex was phased out of production in 1968, it was used in the training of photogrammetry and aero-triangulation at the School of Military Survey located at Bonegilla, Victoria until the early 1990s.
