The funnel colours on the model indicate the ship it represents was one of the early ships of the Allan shipping Line designated as a Royal Mail Carrier. Funnel colours are used to identify a ship's owners while at sea from a distance by other vessels. The Allan Shipping Line was started in 1819, by Captain Alexander Allan of Saltcoats, Ayrshire, trading and transporting between Scotland and Montreal Canada, a route which quickly became synonymous with the Allan Line. By the 1830s the company had offices in Glasgow, Liverpool and Montreal, with all of Captain Allan's five sons actively involved with the business. But his second son, Sir Hugh Allan, spearheaded the second generation. In 1854, Hugh launched the Montreal Ocean Steamship Company as part of the Allan Line, and two years later ousted Samuel Cunard to take control of the Royal Mail contract between Britain and North America. By the 1880s, the Allan Line was the world's largest privately owned shipping concern. In 1891, the company took over the State Line, founded in 1872, and was often referred to as the Allan & State Line. In 1897, Andrew Allan amalgamated the various branches of the Allan shipping empire under one company, Allan Line Steamship Company Ltd., of Glasgow. The company by then had added offices in Boston and London. In 1917, under Sir Montagu Allan, who represented the third generation of the Allan family, the company was purchased by Canadian Pacific Steamships, and by the following year, the Allan name had disappeared from commercial shipping. The Allan Line fleet had evolved for decades, changing as new ships were added, lost at sea, sold, or scrapped. The model in Flagstaff Hill's collection could be the SS Canadian or Indian; both were early Allan steam packets that had helped the Allan company secure the Royal Mail Atlantic contract in 1856.The model is of a Royal Mail steamship, with the probability the original ship was owned by the Allan Shipping Line in the mid-19th century and primarily used for the Atlantic mail run between England and Canada. Given the funnel colours and ship design, the model could be the SS Canadian or the Indian; both were the first ships for the company. A history of Eltham Post Office. Australia Post: Gold brought life to the township - Diamond Valley News, Tuesday July 2, 1985, p17 On February 1, 1854, the first Eltham Post Office was established, commencing an association between the township and the Postmaster-General's Department that has continued for 131 years. At that time, the number of permanent residents would have been fairly small, probably less than 200. The discovery of gold in June 1851, at Anderson’s Creek, some five miles away, and later at Caledonia Diggings, Queenstown (now known as St Andrews), about 14 miles to the north-east, brought large numbers of prospectors passing through the township, hopefully culling the creeks and gullies for the precious metal. This additional "floating population" brought a greater demand for supplies and for communication with the outside world, and so it helped in the development of Eltham. Today, Eltham is a thriving township. It boasts an excellent shopping centre, municipal offices, court house. post office and many other amenities. Eltham continued to develop at a leisurely pace. During 1860, a total of just over 8000 postal articles were handled at the Eltham Post Office. By 1862, the mail route was "to and from Melbourne by way of Eltham and Kangaroo Ground, three times a week, by coach". There was also a branch mail that operated between Eltham and Greensborough, three times weekly. This was also conveyed by coach. Some time between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Miss Anne Hunniford, who managed the Eltham Post Office until her death in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. In 1949 the manual exchange was replaced by an automatic exchange and there were some 150 subscribers. Following the death of postmistress Miss Anne Hunniford in 1928, B.M. Burgoyne was placed temporarily in charge of the office. In 1929, J. N. Burgoyne was appointed postmaster, and he in turn was succeeded by H. C. Burgoyne in 1951. The post office was moved to a new site in 1954, but continued under the charge of Mr Burgoyne. In January 1958 there was a further change of site when the post office was raised to official status and transferred to new premises in Main Rd. William Donoghue was acting postmaster when the new office was opened. In March 1958 Mr W.E. Tovey was appointed postmaster, followed by Douglas McG. Gilmour in 1959. William Donoghue was fully appointed in 1966 and Barry Reichelt followed in 1973, prior to the present postmaster, Peter Jolly in November 1982. Peter is a young man with 18 years' experience. He commenced his training as a postal clerk at the training school in Melbourne in 1968 and was promoted to postal clerk at the Brunswick Post Office in 1969. He was finally transferred as postmaster to Fawkner Post Office in 1980. He has been at Eltham Post Office for the past 2½ years. He is married with one child and lives in Montmorency. The Eltham Post Office employs a staff of 21, of whom seven are indoor staff, 12 are postmen and two are drivers. The postmen in Eltham have an uphill battle delivering mail because of the hilly terrain. Nine of the postmen deliver mail on motorbikes, and the two delivery vans are both four wheel drives. Eltham Post Office services basically a residential area, with deliveries to 5600 homes. This is growing at the rate of 600 homes every 18 months, i.e. about 32 homes per month. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon, the company ceased trading in 1993. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artefacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. This Gestetner Cyclostyle duplicating machine was invented and manufactured by David Gestetner. He claimed in 1922, once he had released several models, that if a Gestetner Durotype stencil was used together with his Cyclostyle machine, then 10,000 copies could be made from the one Durotype stencil, an amazing claim for office technology of that era. David Gestetner (1854-1939), was born in Csoma, Hungary. He has been called the “founder of the worldwide office copying and duplicator industry.). He moved to London and in 1879 filed his first copying patent. In 1881 he patented the Cyclostyle stylus (or pen), which was used in conjunction with his Cyclograph device for copying text and images, He established the Gestetner Cyclograph Company in England at this time (1881) to protect his inventions and to produce his products; stencils, stylos (stylus or pen) and ink rollers. HIs inventions included nail-clipper and the ball-point pen (although the latter is more commonly associated with Laszlo Biro). Gestetner’s patented Cyclograph duplicator was used with his Cyclostyle Stylus or pen to write or draw on special thin wax-coated stencil paper (originally used for kite making paper) in the following way; 1. The Cyclostyle stencil was placed on a lower, framed metal plate of the Cyclograph 2. An upper frame was clipped over the top 3. The Cyclostyle pen, with its tip being a small metal-spiked or toothed wheel, was used to write or draw on the stencil, punched small holes into the paper and removed the wax coating in those places 4. The upper frame and stencil was then removed and a piece of blank paper was placed onto the metal plate in the lower frame and the upper frame with stencil was replaced 5. A roller was given an even distribution of Cyclostyle ink and rolled by hand over the stencil in the frame. This forced the ink through the holes in the stencil to and made a copy of the stencil on the paper 6. The upper frame was raised, the printed paper removed and another blank sheet was put into place. The whole process was repeated until enough copies were made. Gestetner’s invention developed further in 1894, with a stencil that could be placed on a screen on a revolving drum. The drum was manually rotated, the stencil then wrapped around another drum and was fed between cloth-covered rollers on which ink was evenly spread. Each revolution of the drum forced ink through the holes in the stencil and transferred the ink onto paper that had been fed between rollers and pressed against the drum. The process was repeated for each page. The paper was still fed and removed manually in this earlier invention but became more automatic in later models. In 1902 Gestetner duplicator model 6 was put onto the market. This model included the improvement of an automatic paper feed that synchronised with the rotation of the stencil. The Gestetner machine was the first office printing machine. It was easily installed and it made exact copies of the sane document quickly, effectively and inexpensively. This changed the way offices operated, making information easily available to many more users. The machines were commonly used in small businesses, schools, churches, clubs and other organisations for the wide distribution of a wide variety of information in the form of worksheets, newsletters and more. In 1906 the Gestetner Works were opened in Tottenham Hale, North London, and thousands of people were employed there up until the 1970’s. Due to the fast growing success of the Gestetner Duplicator machines many international branches for sales and service centres were established. David Gestetner was succeeded by his son Sigmund, followed by his grandson’s David and Jonathan. Further advancement was made by using a manual typewriter with specifically designed stencils. The end product was a printed, typewritten copy similar to the print from newspapers and booklets. In the next few years there were further developments of this revolutionary invention. The Gestetner Cyclostyle duplicator in our Collection is dated c.1922 - 1929 and it uses Gestetner Durotype stencils The 1922 British Industries Fair’s catalogue contained advertising for the Gestetner Rotary Cyclostyle “The World’s Premier Duplicator”, demonstrated at Stand K 86.” A Notice at the foot of the advertisement’s page boasts "Important - D Gestetner's latest invention, the "Durotype" Stencil, enables you to obtain 10,000 copies from one original if desired. Gestetner took over ownership of other office machine companies over time, including Nashua, Rex Rotary, Hanimex and Savin and eventually all came under the holding company name of NRG (Nashuatech, Rex Rotary and Gestetner). Anne Hamilton born 1814 Co Tyrone, Ireland married Michael Head Burgoyne (1820-1843) in 1839, Co. Tyrone, Ireland. They had two children, Charlotte Caroline (1840) and John James Thomas Neville (Londonderry, Ireland 1844) Whilst pregnant with John, husband Michael died. Following John’s birth, she emigrated to Victoria, Australia where she married Thomas Hunniford in 1854. Daughter Anne Jane Hunniford was born in Eltham in 1855. Anne (Annie) Jane Hunniford and John James Thomas Neville Burgoyne were half siblings. In the mid 1860s Annie Hunniford succeeded her father, Thomas Hunniford as Post Mistress for Eltham. At that time, the number of permanent residents would have been fairly small, probably less than 200. The discovery of gold in June 1851, at Anderson’s Creek, some five miles away, and later at Caledonia Diggings, Queenstown (now known as St Andrews), about 14 miles to the north-east, brought large numbers of prospectors passing through the township, hopefully culling the creeks and gullies for the precious metal. This additional "floating population" brought a greater demand for supplies and for communication with the outside world, and so it helped in the development of Eltham. Today, Eltham is a thriving township. It boasts an excellent shopping centre, municipal offices, court house. post office and many other amenities. Eltham continued to develop at a leisurely pace. During 1860, a total of just over 8000 postal articles were handled at the Eltham Post Office. By 1862, the mail route was "to and from Melbourne by way of Eltham and Kangaroo Ground, three times a week, by coach". There was also a branch mail that operated between Eltham and Greensborough, three times weekly. This was also conveyed by coach. Some time between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Miss Anne Hunniford, who managed the Eltham Post Office until her death in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. In 1949 the manual exchange was replaced by an automatic exchange and there were some 150 subscribers. Following the death of postmistress Miss Anne Hunniford in 1928, B.M. Burgoyne was placed temporarily in charge of the office. In 1929, J. N. Burgoyne was appointed postmaster, and he in turn was succeeded by H. C. Burgoyne in 1951. The post office was moved to a new site in 1954, but continued under the charge of Mr Burgoyne. In January 1958 there was a further change of site when the post office was raised to official status and transferred to new premises in Main Rd. William Donoghue was acting postmaster when the new office was opened. In March 1958 Mr W.E. Tovey was appointed postmaster, followed by Douglas McG. Gilmour in 1959. William Donoghue was fully appointed in 1966 and Barry Reichelt followed in 1973, prior to the present postmaster, Peter Jolly in November 1982. Peter is a young man with 18 years' experience. He commenced his training as a postal clerk at the training school in Melbourne in 1968 and was promoted to postal clerk at the Brunswick Post Office in 1969. He was finally transferred as postmaster to Fawkner Post Office in 1980. He has been at Eltham Post Office for the past 2½ years. He is married with one child and lives in Montmorency. The Eltham Post Office employs a staff of 21, of whom seven are indoor staff, 12 are postmen and two are drivers. The postmen in Eltham have an uphill battle delivering mail because of the hilly terrain. Nine of the postmen deliver mail on motorbikes, and the two delivery vans are both four wheel drives. Eltham Post Office services basically a residential area, with deliveries to 5600 homes. This is growing at the rate of 600 homes every 18 months, i.e. about 32 homes per month. "The architect of Eltham's new library, Mr Harold Bartett, at the opening of the library last week said: " Decisions to build such cultural builidngs as this with so little money and so many other basic items on the priority list are not taken without long hours of thoughtful debate demanding the wisdom of Solomon, the knowledge of a Moses, the business acumen of a money changer, the tender heart of a Rachael, the couriage of a David and last, but not least, the armour of a centurion." Thus, he described the attributes required in a municipal councillor. Mr Bartlett is a former councillor and is still honorary planner for the shire." H. E. This wall clock originated from the Bank of Australasia. The label on the base matches other items from the same donor. It was spring powered by winding the key mechanism with the clock's key through the hole in the clock face. The hinged door on the base of the clock's case allows access to the clock's working mechanism. James Murray (son of James Murray 1780-1847) was a maker of clocks and chronometers. He worked at No. 1, Royal Exchange, London and from 1861 at 107 Great Bourke Street, Melbourne. In 1854 William Kerr ordered a clock from James Murray and erected it on the Albert Street frontage of the National Model & Training School in Spring Street Melbourne. It was Melbourne's first turret clock and remained there for 80 years before it was transferred to the Public Library in Melbourne in 1934 (now Museum Victoria). The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It had its Australian beginning on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street, where two huge mastiff dogs were used at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank next bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. Staff at the Bank of Australasia in Warrnambool included the following men but others were also involved: Samuel Hannaford, Teller then Manager from 1855-1856; W H Palmer, Manager from January 1857 until November 1869 when the Teller Basil Spence was promoted to Manager; H B Chomley, Manager from April 1873 and still there in 1886; A Butt, Manager in 1895-1904; J R McCleary Accountant and Acting Manager for 12 months, until 1900; A Kirk, Manager 1904; J Moore, staff until his transfer to Bendigo in December 1908; J S Bath was Manager until 1915; C C Cox, Manager until April 1923; Richard C Stanley, Manager 1923 to April 1928. The addresses given on the List for the London and Melbourne offices have connected the document to the Bank of Australasia. The List is dated November 1877 and shows the number and the location of all of the branches of the Bank at that point in time., a total of 77. - Victoria 35, New South Wales 14, Queensland 2, Tasmania 5, South Australia 5, New Zealand 16 Copies of the notice would have been displayed in all branches of the bank in both Australia and New Zealand to inform customers and perhaps impress them too with a large number of locations and the reference to the bank's connection with London. This document gives information on all bank offices throughout Australia and New Zealand. It refers to the Superintendent's Office address at 75 Collins Street West, Melbourne and is dated November 1877. This places the document at the time just before the new Melbourne office opened on the corner of Collins Street and Queen's Street in 1879. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It came to Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the Bank of Australasia in Sydney at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch of the Bank of Australasia opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street. Two huge mastiff dogs were kept in the backyard and let loose at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Back and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Bank of Australasia was established in Warrnambool in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856. Warrnambool’s Council chose the Bank of Australasia as its bank 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. The List of Offices of the Bank of Australasia has early Australian historical significance through its association with the Bank, which was established in 1834 by Royal Charter and opened in Sydney, Australia, in Sydney in 1835. The List is significant for showing the number and location of all of the Offices of the Bank of Australia in November 1877. This shows that Victoria had 45 percent of all Offices. The framed document is locally significant for its association with the Bank of Australasia, Warrnambool's first bank, established in 1854. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artifacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct.
