One consists of photographs of the progressive building and the second consists of photographs of the Official Opening of the Otter Street Campus on Thursday September 17th 1981 at 2pm by His Excellency The Honourable Sir Henry Winneke, Governor of Victoria. Also an Invitation card to the event. Guests included Hon.AJ Hunt, Minister for Education. During the opening there was a bomb scare so the building was evacuated, hence the police presence. In 1894 the Victorian Braille Writers Association was established in order to create a braille lending library. Such an endeavor also meant a need of space for storage. At first the library was accommodated in the home of Mrs May Harrison before moving to the home of Mrs Dickinson two years later. Eventually, with the help of donors, a space was rented in the Block Arcade to house the 1300+ volumes it held and the yearly increase produced by its braille transcribers. Fortunately in 1918 the Trustees of the Edward Wilson Estate provided 4000 pounds to pay for a new building in Commercial Road. The Carnival of 1953 was staged at College as part of the celebrations for the opening of the Tower, dormitories and Hall extension of the main Ballarat College buildings, 1425 Sturt Street, Ballarat. Opened by His Excellency, the Governor, General Sir Dallas Brooks and dedicated by the Moderator of the Presbyterian Church of Victora, Right Reverend W A Alston the formalities were followed by a two day Carnival and culminated in a dance on Saturday evening. Tippett, M.B.E. in whose honour the library was named thus commemorating dedicated service since 1934 as a member of the Council of the School of Mines and Industries Ballarat Stamp Battery The stamp battery for treating gold ores was first intriduced in California. A heavy iron stamp is raised on a cam and let fall so that its weight causes the quartz which is held in the mortar box. This three head battery was installed in the mining laboratory of The School of Mines, Ballarat in 1898 and crused many hundreds of tons of quartz. It was reected on this site to commeorate the centenary of the School of Mines in 1870. Government House, Melbourne was constructed between 1972 and 1876 to a design of William Wardell. The interiors including the ballroom were created soon after the building's opening. The Victorian Heritage Register citation notes that the extravagant single storey State Ballroom occupies the entire south wing.
