Australia, like many countries involved in both the First and Second World Wars realised that they would need more funds to resource their campaigns, so war loan programs were developed. These programs encouraged the population to purchase government war bonds which would be repaid with interest at a later time while immediately assisting the war effort. Post WW2 the government continued to encourage citizens to save money in an attempt to curb inflation. Security loans formed part of this countries economic program from the 1940's onwards. Districts were allocated a quota for which they encouraged citizens to subscribe and pennants were awarded for the highest per capita payment amongst the town population. In 1946 Bendigo was the first country city in Australia to record a quota success for the Second Security Loan, raising £260,480 from 1953 subscribers. Moomba is the festival of the city of Melbourne, initiated by the City Development Association to liven up Melbourne and attract tourists. The first Moomba parade took place in 1955 on the Labour Day public holiday in March, which commemorated the advent of the eight hour working day, which was first won in 1856 (https://blogs.slv.vic.gov.au/such-was-life/moomba). A seal is the corporate signature of an organisation. Prior to the election of female Councillors and Mayors, the Mayoress role was one of the few ways women could officially undertake civic duties and Mayoress's played an important role in civic life through charity work, even stepping in on occasions to undertake Mayoral duties. Anne Galvin O.B.E. was born Anne Edith Ruby in 1903 and was one of Bendigo's best known charity workers. She used her first speech as Mayoress to indicate her intentions to do something for mothers and children and it was mainly through her efforts as president of the National Council of Women that Bendigo received the appointment of the two first women police officers in 1956 (1). Anne Galvin was the second woman in Bendigo to be elected to the Bendigo City Council in the 1960's, retiring after six years on Council in 1973. Anne was awarded an O.B.E in 1967 for community service and the Anne Galvin Early Learning Centre is named after her. (1) p 193 Jackman, Mayors of Bendigo 1856 - 2001. The 1888 Centennial International Exhibition, celebrating a century of Australian settlement, surpassed even the grand scale of the1880 Melbourne International Exhibition. It attracted over two million people, but the Victorian government had to spend £250 000 on it, ten times the amount estimated. The exhibition had a distinctively imperial focus, and a greater emphasis on culture than in 1880, particularly on music and painting (1). He resigned in 1905 and moved to Melbourne where he died in 1917. Mr Gadd was a prominent member of the Masonic Lodge. It is not clear why he was awarded this medal.The bronze medal of the Centennial International Exhibition awarded to S.G. Gadd. The Sandhurst Industrial Exhibition was held in Sandhurst at the Market Building and Corn Exchange and was opened by the Marquis of Normandy on the 17th March 1879. Modelled on a similar event held in Ballarat the previous year which was largely aimed at displaying the work of juvenile artisans, the Sandhurst Exhibition was more general in its purpose and provided more space for the general exhibition of products, natural and manufactured from the broader surrounding district. The opening event included a procession of all the friendly societies, fire brigades and other local institutions.
