Barry Lyons owned and managed the Windemere Hotel in Kangaroo Flat along with his wife Betty. Barry was a long time member of the Lions Club of Kangaroo Flat. Barry served as a Bendigo City Councillor from 2008 to 2016, and as Mayor in 2013 - 2014. The Sandhurst Hotel stood on the corner of St Andrew's Avenue and Lyttleton Terrace, near where the City of Greater Bendigo council chambers are now. The City of Greater Bendigo Council was constituted on 7 April 1994 as part of a statewide program of local government reform enacted between 1993 and 1995. The reform process reduced the number of councils from 210 to 78. The City of Greater Bendigo has been appointed as the successor in law for the City of Bendigo, the Rural City of Marong, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye and has assumed any rights, assets and liabilities of these abolished councils. On 18 November 1994 the City of Greater Bendigo Council has been appointed as the successor in law for the Shire of McIvor and has assumed any rights, assets and liabilities of this abolished council. On the 19 January 1995 the City of Greater Bendigo Council has been appointed as the successor in law for the Redesdale district of the Shire of Metcalfe. The Bendigo Heritage Advisory Service is a committee appointed to provide natural and cultural advise to the City of Greater Bendigo council. It also promotes community participation in heritage issues. Each committee has a tenure of 4 years.Minutes of the meetings of the Bendigo heritage advisory committee from 1984 to 1986. When the SMI was opened in Nov 1921 the Bendigo RSL Sub - Branch had occupancy from that day on. The Building became a Museum opened to the public in 1998 by the RSL. The origins of this project goes back to 2011 with a letter to the City of Greater Bendigo of the possibility of an upgrade to the SMI from the Bendigo District RSL Sub - Branch Inc. Some renovations had already taken place and some structural work. After initial talks a sub - committee of 3 persons from the RSL was elected to work with the Council along with other bodies who would be involved. Plans eventuated by 2015 and were put to the RSL for approval. From there the fund raising began from the State/Federal Govt's, RSL, the Public and Council itself. This was achieved and finally in Sept 2016 the SMI/Museum was packed up completely and the Renovations began in 2017.
