The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. These are two programmes of the Civic and Memorial Official Service held in the Warrnambool Town Hall on 26th May 1918. The service was held for two purposes. One was to celebrate the gazetting of Warrnambool as a city, two days earlier, on 24th May 1918. The other was to offer prayers and remember those on active service in World War One and those who had died in the war and to pray for the war to end. (World War One came to an end in the November of 1918). The service on 26th May in Warrnambool was conducted by the ministers of churches in Warrnambool and attended by the Mayor and Councillors and Council workers. A collection was taken up at the service for the British Red Cross Society. The Mayor at the time was William Swinton.This program is of considerable interest as it brings to our attention two events of importance in our history – Warrnambool becoming a city in 1918 and the city’s involvement in World War One and the long-term effects of this war on all settlements in Australia. It also highlights the importance at the time of the Christian religions in Australia.These are two copies of the programme of the 1918 Warrnambool Civic and Memorial Service. The programme is one sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. This is a programme of the Warrnambool City Council Civic & Thanksgiving Official Service on November 1918. The service was held in the Warrnambool Botanic Gardens, conducted by the Ministers of the Churches in Warrnambool and led by the combined choirs of the churches. It was a public occasion held to offer thanksgiving for the end of World War One in November 1918. One of the hymns sung had the opening lines: ‘O God of Love, O King of Peace/Make wars throughout the world to cease’. The service was attended by the Mayor of Warrnambool and the City Councillors and Council employees. World War One was a signal event in the history of Warrnanmbool (as it was for all places in Australia) with so many young men volunteering for active service and so many dying overseas.This programme is of great interest as it records an important occasion in Warrnambool – the end of World War One and the official service of thanksgiving that commemorated this happening. Lily and William Wishart lived during this period in 'Noranook', Fernhurst grove, Kew. There are numerous contemporary accounts of the social and civic activities of Lily Wishart as mayoress of Kew. In a description of a 'Mayoral At Home' in the Kew Recreation Hall, a report in The Australasian (10 Aug 1907, p.46) described the event thus: MAYORAL AT HOME In the Kew Recreation-hall on Thursday evening the Mayor and Mrs. W. Wishart gave an at home to between two and three hundred guests. ... Prior to the musical programme, the mayor and mayoress held a reception, standing on a dais at one side of the room. Mrs. Wishart was gowned in black glace silk, trimmed with handsome lace applique, and she wore a cream Maltese lace scarf over her shoulders, and held a bouquet of cardinal carnations.' This may be the dress in the collection. Another interesting and relevant report is an account in The Argus (19 March 1907, p.6): 'WOMEN'S WORK EXHIBITION The mayoress of Kew (Mrs. W. Wishart) invited the ladies of the district to meet in the mayor's room, town-hall, Kew, at half past 3 o'clock tomorrow afternoon, to consider steps to be taken locally in support of the proposed Exhibition of Women's Work.'The dress is locally significant as the work of a skilled home-dressmaker in Kew, who was also a leading civic figure in the municipality. One tends to think of amateur dressmakers as women who could not afford to purchase clothes from a retailer. Clearly, 'women's work' and the skills that educated and wealthy women acquired in the period allowed them to fashion their own garments.Full length evening dress in four parts. Undergarments include two items: a basic black silk petticoat and an upper black silk slip, the latter with two bands of ruffles. The lace dress is in two parts: a bodice and a skirt. The black, high-necked bodice is constructed of silk organza to which guipure lace has been extensively applied. The bodice has long puffed sleeves, gathered on the forearm to form a wide band of lace and ribbon at the wrist. The skirt is constructed of the same black fabric with descending bands of gathered black silk ribbon, used as ornamentation. The skirt also features a long train. Apart from the donor information about its provenance, the style of the dress can confidently be dated to the period 1900-1910. The dress was made and worn to civic functions by Mrs Lily Wishart, Mayoress of Kew in 1906-7. Earlier items belonging to William and Lily Wishart entered the collection as early as 2002. The dress was donated by a descendant of a friend of Lily Wishart in 2020. The photograph of the dress and its components attached to the record needed to be digitally enhanced so that details of the dress could be viewed online, as the fabric of the dress is an intense black. The Arthur Dear Collection (in conjunction with the scrapbooks compiled by Marion Tilley) provide a comprehensive snapshot of performing arts in Kew during the 1940s, 1950s and 1960s. The collection includes valuable data about performances, performers, directors etc., during this period. From the early 1950s, the Kew Repertory Players performed more substantial, if less spectacular fare in the Recreation Hall, and later in the new Kew City Hall, after the former’s demolition in 1960. Their repertoire ranged from plays by Noel Coward to J.B. Priestley. Many of their programmes, the earliest from 1953, and the last from 1965, form part of our collection.Arthur Henry Dear was an employee of the City of Kew, acting as Hall Keeper of the Kew Recreation Hall in Wellington Street, and later the new Kew City Hall in Cotham Road. The Arthur Dear Collection contains memorabilia - tickets, programmes, invitations - as well as his identification badge. Items in the collection dates from the 1940s to the 1970s.
