James Menzies, Pilot and Harbour Master from 1929, would have used this deposit book when he was appointed as Acting Secretary of the Warrnambool Harbour Board in 1932. He held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This book gives the history of the Public Record Office, Victoria. It was written by Professor Bill Russell and produced in 2003. The research by Charlie Farrugia that enabled the book to be written was carried out entirely using the Public Record Office archives. The book documents the 1903 beginnings of the Public Record Office from a small collection in the possession of the Melbourne Public Library through to the important 1973 Victorian Public Records Act to the present day institution at North Melbourne. The Melbourne Public Library, the Historical Society of Victoria and the History School of the University of Melbourne were early contributors to the preservation of Victoria’s archives. This book is in the library of the Warrnambool and District Historical Society and is an important reference for us in regard to the history of archival preservation of historical documents in our State. In addition we are a Place of Deposit for historical records that are surplus to the requirements of the Public Record Office of Victoria and that concern more directly the history of Warrnambool and district. Many local Warrnambool and district residents use the facilities at the Public Record Office at North Melbourne and the link between that institution and Warrnambool historical groups is important. This is a boy’s adventure book owned by Francis Skuse of Strathallan, Allansford in 1906. Francis Skuse, the son of John and Catherine Skuse, was a grazier at the property Strathallan, six kilometres from Allansford. His property included the Strathallan mine which had limestone/carbonates deposits. He died in 1962. This book is of interest because it was owned by Francis Skuse, a farmer and long-time resident of Strathallan, near Allansford.This is a hard cover book of 558 pages. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This book records the impounding of animals which have been found wandering on local roads or trespassing on land. Many are farm animals. Impounded animals were either claimed by their owners after payment of a fee or if unclaimed , they were sold. This ledger was used by the Shire of Orbost from 1911 - 1914. It was used to record fees paid for Dairy Registration, Dog Registration and Sheep dipping. At that time dairy farmers were required to register all milking cows. Dogs, too, were to be registered and there were strict laws on sheep dipping. Every sheep-owner was to dip all his sheep immediately after shearing and directly from the shearing-board in every year and also at the time of dipping his sheep dip all his lambs. In case the sheep couldn't be conveniently dipped directly from the shearing board they were to be placed and kept in a securely fenced paddock to be dipped within sixty days after shearing. Sheep-owner who neglected or failed to comply with any of these directives were liable to a penalty of not less than One pound nor more than Twenty pounds. A Mechanics’ Institute hall was constructed in 1885 and opened as Orbost's first library. It was situated in Browning Street, Orbost. The hall is still in use today as a community venue. Mechanics' Institutes are the forerunners of public libraries and adult education in Australia. The origin of mechanics' institutes is attributed to Dr George Birkbeck, who in 1799 gave a series of free lectures for the working men of Glasgow. At the time, 'mechanic' meant artisan, tradesman or working man. The movement spread quickly throughout the British Empire. The first Victorian Mechanics' Institute was the Melbourne Mechanics' Institute established in 1839. From the 1850s, Mechanics' Institutes quickly spread throughout Victoria wherever a hall or library, or a school was needed. This ledger was used by the Orbost Mechanics' Institute from 1884 until 1926. It is made up of andalusite. Andalusite is a rock-forming mineral, sometimes found in granite or schist. It is often used to make glass, ceramic products, chemicals, and heat-resistant bricks as it can withstand high temperatures without changing. The chiastolite contains particles of graphite, which arranges in geometric patterns. When crystal growth occurs in the rock, the granite particles concentrate at crystal interfaces and can result in cross shapes. These ‘cross stones’ have been valued and used for their spiritual or religious meaning and used as charms, gems, or amulets. Chiastolite was first discovered in 1754, seen in a description in a published book by a palaeontologist, Franciscan priest, and Spanish author, Jose Torrubia. Deposits have been found in Australia, France, the USA, Chile, Canada, Spain, Brazil, Sri Lanka, and Russia. Deposits have been found in Western Australia and South Australia. This particular specimen was found in Bimbowrie, South Australia. Other chiastolite specimens have been found in Bimbowrie, along with jasper, quartz, and aventurine in the form of rolled pebbles or schist. This chiastolite specimen is socially and historically significant. It is a very rare sort of andalusite mineral. It is from one of only two locations where it is regularly found in Australia. The carbon cross has made it an important religious symbol in the past. Its ability to withstand high temperatures has made it a common ingredient in heat-resistant bricks and ceramics today. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. Theodore Jesse Hoover, brother of the 31st President of the United States, was born in West Branch, Iowa, on January 28, 1871. He attended Stanford and received the Bachelor of Arts degree in Geology and Mining in 1901. Following graduation his professional career started with the position of assayer for the Keystone Consolidated Mining Company. After one year, he became assistant manager for the Standard Consolidated Mine, and a year later he was promoted to manager of the operation. In 1907 Hoover went to London as general manager of Minerals Separation, Ltd. This company was developing the froth flotation process for recovering minerals from ores. Hoover took an active part in the development of the flotation concentration process and authored one of the first books on the concentration of ores by flotation. After four years with Minerals Separation, Ltd., Hoover entered private practice as a consulting mining and metallurgical engineer with offices in London and in San Francisco. He was very successful and held positions of consulting engineer, managing director, director, and president of many mining companies in America, Europe, Asia, Africa, and Australia. He returned to Stanford in 1919 as Professor of Mining and Metallurgy and Executive Head of the Department of Mining and Metallurgy. His experience and ability in organization made him a natural leader. He was influential in the formation of the School of Engineering at Stanford. The School was formed in 1925 and he was made dean, a position he held until his retirement in 1936. As dean of engineering, he promoted a broad fundamental training program for undergraduate engineering students. Under his guidance, emphasis was placed upon graduate work and he was responsible for developing strong graduate engineering curricula at Stanford. While dean he continued teaching and his course, "The Economics of Mining," developed into a book which was published in 1933. He became interested in the functions of engineers and, with Professor Fish, wrote a book entitled "The Engineering Profession" which was published in 1940 and revised in 1950. In addition to his academic activities he was generous in his hospitality. Faculty and students alike enjoyed the annual field day and barbecue at his Rancho del Oso, near Santa Cruz. He was widely read and had a lively interest in all the things he encountered. He speculated on the antiquity of man and man's early production processes. To verify an idea regarding flint tools, he studied their shapes and became proficient in making arrow heads. He was also interested in wild life, and was one of the founding members of the Cooper Ornithological Society.
