This photograph is a "snap shot" in time circa 1950s detailing the rural environmental change and the progressive effects of the Kiewa Valley Hydro Scheme on the basic rural setting of the valley (note the sparsity of rural infrastructure). This photograph shows the beginning of the accommodation and administration buildings for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. It also provides a view of the landscape before extensive development of Pondage and other non rural buildings.This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s (see sparse rural buildings/houses). This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. The development of cleaner energy supplies to a growing population has its downside ,which ever way the intrusion into the "natural" landscape is made. The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants or English and European specialist. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic saucer (tea /coffee). It is made in England and is of strong and durable ceramic. The bottom cup indent is for either tea or coffee cups of a similar ceramic structure. The 5mm thickness of the ceramic suggests this saucer belongs to a commercial kitchen environment and not domestic. The indent bottom of the saucer is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (worker's mess). This bottle of liquid floor polish was manufactured before 1960(taken over by Wattyl) in a period when most of the floors in high traffic areas were covered in linoleum. Most of the floors using this product during this period would have been kitchens and laundries. During this period the cleanliness of the kitchen, hallways and eateries had to appear clean (cleanliness was a sign of a bacteria free area). This was a priority for kitchens, mess areas(SEC Hydro Scheme facilities) and connecting walkways. The cleanliness attitude was enhanced in the rural areas due to the "dirty" farm work not impinging upon the residential home.When Mount Beauty was first inhabited all the residential and worker's facilities were a prime area for linoleum floor surfaces. The liquid floor polish was in great demand, "a polished floor is a clean floor".This bottle of liquid floor polish is very significant to the Kiewa Valley, not only that it covers the floors of every home and residential barracks of the first major development of a "town" now known as Mount Beauty but also it demonstrates that the "cleanliness" approach of early Australians living areas in the rural regions was "on par" with its city cousins. It is the smaller types of mores that underlie the "mushrooming" cultural and psyche "wholeness" of an ever expanding Australian culture.This brown opaque glass bottle with an oblong shape has a blue coloured "screw on" cap. It has a "wrap around" label glued firmly on the bottle and covers the front and sides.On the front main label under a red line, "SPARTAN" underneath in smaller print "For use on" below this, "LINOLEUM, RUBBER, COMPOSITION AND HARDWOOD FLOORS" besides this is an encircled Trade Mark of a "Spartan Warrior holding a spear and shield" these word follow the curviture of the circle and are below it "TRADE MARK REGISTERED" Below this are "SUPER FLOOR GLOSS" to the left in very small print "Nett Contents 16 Fluid Ounces". Below this on a blue background and in white print"LIQUID FLOOR WAX WATER REPELLENT". Embossed on the bootm of the glass is" G/Mfloor cleaners, liquid polish, "hygienic" clean floors.

This childhood sketchbook of the 1918 era details the emphasis placed upon a skill of brushwork that portrayed part of the students natural environment both in Tasmanian schools and Victorian schools, especially rural schools. The close bondage between students and their environment was a reflection on the early "hands on" approach in child education. Abstract art or teaching aids which could not be identified with physical properties available to students at this period in time were of lesser value. The ability of the student to identify the artistic value of local nature eg. local plants and flowers was especial important to rural based school children who had limited excursion opportunities available to visit town/city based botanical gardens and museums. This brushwork book is very significant to the Kiewa Valley as it demonstrates that childhood relocations from one State to another were not detrimental to the students overall scholastic development. The rural environment in Tasmania was not that far removed from the rural environment of the Kiewa Valley. The skills taught in both regions were still the same and the socio-economic factors and mores were also similar. This item demonstrates the relocation of one family from Tasmania to the Kiewa Valley. The expansion in population into the Kiewa valley was quite erratic and significant population growth only came after the increase in population brought into the area by the SEC Vic Hydro Scheme introduced to quench the demand for Victoria's electricity.This book has a brown cover with black print and designs on a 150 gsm cardboard. Each page is of the same thickness as the cover but is of paper.On the outside cover and contained within a thick boarder. The Bogong Village was originally constructed (1937-1940) by the State Electricity Commission to house, engineers and construction workers working on the Kiewa Hydroelectric Scheme. These workers were initially settled in 26 houses and were mainly of European heritage. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. This photograph shows the village before beautification for tourism was introduced and "bare bones" homes and village usage existed.This photo clearly presents a period of restricted human occupation of a very fragile Alpine environment(up to 4000 workmen involved). This was the beginning of a planned and controlled form of sustainable tourist orientated development of the Victorian Alps and high plains region. The Bogong Township was the base camp for workers employed by the State Electricity Commission. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. Wilkinson’s Hut (Wilkie) was built for the SEC in the summer of 1932-3 to accommodate the snow research program manager. The cottage was sited next to a hydro-meteorological station, set on stilts above the snow. It was not a refuge hut but a permanent residence for all of the year. The work carried out there included operation of a meteorological station at the cottage, measuring the snow depth and density along two pole lines, and operating stream gauging stations in the area. As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants or specially recruited English and Europe specialists.
