By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. John and Sarah Watts arrived in Eltham circa 1850. John Watts was recorded in the initial 1858 Eltham Roads District Board rates book living in Little Eltham, also 1859 and 1860. The property then appears to be in the name of Thomas Watts from 1861 to 1863 at least. Thomas was married to Ann. According to a Facebook contact from family researcher Rosie Watts in Queensland, the children of John and Sara were Betsy aka Elizabeth, Ann, Maria, Robert and Sarah (later Jones). Sarah was born 1850, the only child born in Australia. Sarah Watts remained in Eltham and married a man by the name Meadows. On 24 January 1860 John Watts was asaulted by a beligerant drunk (John Castle) whilst sitting at the bar of the Fountain Hotel that evening. Castle without warning grabbed Watts by the throat, pushed him over and kicked him in the head with his heavy boots. Constable Lalor was called and Castle attempted to assault him as well. Watts was helped up, was sick and was taken home by his son and a Mr Wallace. He went to bed. Watts died April 11 and his wfe Sarah advised the Coroner's inquest held April 11 that he had never left his bed from that time. Castle was charged with manslaughter. He was found guilty by jury and sentenced to 18 months hard labour on the roads. John Watts is buried in Eltham Cemetery in an unmarked grave before records were kept. The real estate subdivision notice on the SLV website states that Neil Black had been the owner for 50 years. To date no trace of a Neil Black has been found. Box Hill rate books simply give BLACK as the owner in 1877 (no first name); the entry for 1878-1884 states Robert Black. The 1909 electoral roll has entries for Mont Albert Road for Robert Black (farmer), Thomas Black (carter) & Elizabeth Black (HD). The son of Elizabeth and Corporal Thomas Roberts of 2/3rd Regiment of Foot, The Buffs. Thomas Robert died in 1893 and on 28 September 1894 Henry was admitted to the Royal Military School as an apprentice. He remained there until 7 July 1900 when he enlisted at Aldershot, in the 2nd Dragoon Guards as a boy soldier. The 1901 and 1911 Censuses record him as being a musician with the 2nd Dragoon Guard, (The Queen’s Bays). Roberts married Lily Winterbourne Quinton in early 1912, a son Frederic was born on 1 February 1913. By August 1914 Roberts has travelled to Australia where he was employed as a musician and residing at “Quamby” Royal Park, Melbourne. His wife and child remaining at Mellison Road, Lower Tooting, London. On 8 September 1914 he enlisted in the Australian Imperial Force in Melbourne, allotted Regimental Number 42, the Rank of Trooper and allocated to A Squadron, 8th Australian Light Horse Regiment. His enlistment papers raise a mystery. He stated that he and six years’ service with the Territorial Hampshire Carabiniers but made no mention of his eleven years’ service with the Regular 2nd Dragoon Guards. There is no clear answer as to why this misinformation was provided. Roberts was promoted to Sergeant on 28 October 1914. His occupation and prior experience resulting in Roberts’ appointment to the leadership of the regimental band. After training in Australia, he embarked on the Star of the Sea at Port Melbourne on 25 February 1915 arriving in Egypt on 14 March. On 16 May 1915 he proceeded to Gallipoli where he was killed in action on 7 August 1915 during the attack on the Nek. He has no known grave and is commemorated at the Lone Pine Memorial for the missing. For his service in The Great War, he was awarded the 1914-1915 Star, British War, and Victory, Medals. Circular metal medallion with image of Britannia standing with a lion issued to NOK of No 42 Sergeant Henry Roberts 8th Australian Light Horse Regiment who was killed in action at the Nek 7 August 1915. He was baptised on 22 September 1773 at St Peter's Church, Congleton. Hodgson was a close relative (by marriage on his father's side and by blood on his mother's side) of Beilby Porteus, Bishop of London of whom Hodgson wrote a biography of Porteus. On his mother's side, he was a descendant of Augustine Warner Jnr., who presided as the Speaker of the Virginia House of Burgesses during the time of Bacon's Rebellion (Warner served before the Rebellion in 1676, and after the Rebellion in 1677.) Hodgson was educated at Macclesfield School and Peterhouse, Cambridge, where he graduated with a BA as 14th Wrangler in 1795. He was appointed rector of St George's, Hanover Square for over forty years, from 1803 until his death in 1844. Bishop Beilby Porteus: Beilby Porteus 8 May 1731 – 13 May 1809), successively Bishop of Chester and London was a Church of England reformer and a leading abolitionist in England. He was the first Anglican in a position of authority to seriously challenge the Church's position on slavery. Porteus was born in York on 8 May 1731, the youngest of the 19 children of Elizabeth Jennings and Robert Porteus ( 1758/9), a planter. Although the family was of Scottish ancestry, his parents were Virginian planters who had returned to England in 1720 as a result of the economic difficulties in the province and for the sake of his father's health. Educated at York and Ripon Grammar School, he was a classics scholar at Christ's College, Cambridge, becoming a fellow in 1752. In 1759 he won the Seatonian Prize for his poem Death: A Poetical Essay, a work for which he is still remembered. He was ordained as a priest in 1757, and in 1762 was appointed as domestic chaplain to Thomas Secker, Archbishop of Canterbury, acting as his assistant at Lambeth Palace for six years. It was during these years that it is thought he became more aware of the conditions of the enslaved Africans in the American colonies and the British West Indies. He corresponded with clergy and missionaries, receiving reports on the appalling conditions facing the slaves from Rev James Ramsay in the West Indies and from Granville Sharp, the English lawyer who had supported the cases of freed slaves in England. In 1769 Beilby Porteus was appointed as chaplain to King George III. He was also Rector of Lambeth (a living shared between the Archbishop of Canterbury and the Crown) from 1767 to 1777, and later Master of St Cross, Winchester (1776–77). He was concerned about trends within the Church of England towards what he regarded as the watering-down of the truth of Scripture and stood for doctrinal purity. He was, however, happy to work with Methodists and dissenters and recognised their major contributions in evangelism and education. In 1776, Porteus was nominated as Bishop of Chester, taking up the appointment in 1777. He was Renowned as a scholar and a popular preacher, it was in 1783 that the young bishop was to first come to national attention by preaching his most famous and influential sermon. In 1787, Porteus was translated to the bishopric of London on the advice of Prime Minister William Pitt, a position he held until his death in 1809. As is customary, he was also appointed to the Privy Council, and Dean of the Chapel Royal. In 1788, he supported Sir William Dolben's Slave Trade Bill from the bench of bishops, and over the next quarter-century, he became the leading advocate within the Church of England for the abolition of slavery, lending support to such men as Wilberforce, Granville Sharp, Henry Thornton, and Zachary Macaulay to secure the eventual passage of the Slave Trade Act in 1807.Beilby Porteus was one of the most significant, albeit under-rated church figures of the 18th century. His sermons continued to be read by many, and his legacy as a foremost abolitionist was such that his name was almost as well known in the early 19th century as those of Wilberforce and Thomas Clarkson but 100 years later he had become one of the 'forgotten abolitionists', and today his role has largely been ignored and his name has been consigned to the footnotes of history. Admitted as a solicitor in the Supreme Court in 1880. Started own business as a solicitor in 1883 at Albion Chambers, View Street. By 1887 he had joined with George Henry Tatchell and in 1889 they moved their firm to Williamson Street. On 8th Jan 1885 he was elected to the Bendigo Council and was elected as Mayor 16th Aug 1887. He was the first Bendigo born Mayor and the youngest. He served on the committee of the Bendigo hospital and the Mechanics Institute and was a prominent member of the ANA. He was also a Captain of a local militia force. He married Frances Cresswell Reynolds and they had 3 children who were very young when they were left fatherless in 1892. Thomas died in Kerang, following an epileptic fit. He was attending a case at the time. He is buried at the Bendigo Public Cemetery. George Henry Tatchell was the son of Thomas Tatchell JP of Inglewood. He was admitted as an attorney by the Supreme Court in 1887 and formed a partnership with Thomas Jefferson Connelly 22/9/1887. By 1894, their practice had been joined by Adam George Dunlop. In 1904 he was elected president of the Bendigo Bar Association. George was a very bowler and was part of an Australian team that travelled to Britain in 1930, where he won the Veteran Pairs Competition competing with his brother William. He retired to “Woodford”, Toorak. Adam George Dunlop (1864 – 28/2/1921) Son of Andrew McBride Dunlop. He married Marion Ethel Nicholls, a widow in 1905. Admitted as a solicitor, proctor and conveyancer in 1892. When Thomas Connelly died, his will stated that his share in the law firm was to be sold and if it was sold to Dunlop, he would have 3 years to pay for. This clearly happened and by 1894 the firm was known as Connelly, Tatchell and Dunlop.He continued to work for the firm Tatchell, Dunlop, Smalley and Balmer for 25 years and retired several months before his death, to “Milltara”, Glyndon Ave., Brighton. He was heavily involved in the Sandhurst Mechanics Institute and served as president in 1899 and 1901. He was treasurer of the Zenith Lodge of Masons in 1907. He was president of the ANA in 1896 and president of the Bendigo Law Association in 1907. Whilst in Bendigo, the family lived in “Millewa”, Kangaroo Flat. Jonathon Smalley (1873-21/8/1961) Son of Peter, a mining investor and his wife Ellen. 1899 married Catherine Horsemann Manning with whom he had four children. Jonathon proved proficient in sign language when he stepped into a court case where the defendant was hearing impaired. In 1904 he was the president of the Eaglehawk Mechanics Institute. Other community postings included Vice President of Bendigo Football Association (1909), President Bendigo ANA (1899), Councilor for Eaglehawk Borough (1904- ), elected Mayor of Eaglehawk (1909),and President of Bendigo Law Association (1910). Jonathon and his wife resided at “Overton”, View Street, Bendigo (now Harry Little Childcare Centre). Jonathon was a champion Lawn bowler, winning the Country Singles Championship in 1913. He is buried at the Bendigo Cemetery. Sydney Raeburn Balmer (1869 – 24/11/1938) Sydney was the son of Robert and Elizabeth Balmer. He married Catherine HAswell McDonald in 1905 and they later lived in Lily Street, Bendigo. After qualifying as a barrister and solicitor, he was initially employed as a barrister for Mr Cussen (later a judge) for 2 years. Robert’s daughter Elizabeth, taught needlework at Queenstown State School, and later ran the post office in Kinglake. ...Built c.1868, St Andrew’s Anglican Church is Nillumbik Shire’s oldest timber church and is historically, socially, and spiritually significant to the Shire of Nillumbik. The church is historically significant because it may have given its name 'St Andrews' to the town (another suggestion is that the name came from the local hotel), it is also historically significant as one of only four buildings that remain from the Caledonian goldfields era of Queenstown (now St Andrews) and one of only a handful of buildings that survived the 1960s bushfires. The church is historically, socially, and spiritually significant because it has played an important part in community life for more than 150 years; a proposal to move the church in 1984 met with strenuous opposition. Much of the fires on Black Saturday 2009 were the north of the town. The town itself remained intact - as did this heritage building. Covered under Heritage Overlay, Nillumbik Planning Scheme. St Andrews, then called Queenstown, was the earliest goldfield in the Caledonia Diggings.1 It was the Upper Diamond Gold Mining and Administrative Centre, with 3000 miners. Queenstown was also the seat of the Court of Petty Sessions. The church and school then stood close to European and Chinese stores, three hotels, a brewery and a quartz mill.2 In 1861, Queenstown was officially proclaimed a township. From 1865, the name Queenstown was interchangeable with St Andrews, until 1952, when the town was officially named St Andrews. As gold declined from the early 1880s, Queenstown changed dramatically into a settlement of small farms. St Andrew’s Anglican Church, built in 1868, is the Shire’s oldest timber church and possibly gave its name to the township.3 The small timber church was opened on November 1, 1869, by the Dean of Melbourne. Anniversary tea meetings helped raise funds, and in 1889, a three-bedroom parsonage was built alongside. In 1910, the vicar, the Rev Selwyn Chase (and friend of the Scouting Movement’s founder, Baden Powell), established the 1st Queenstown Scout Troop, only two years after Scouting began in Australia. The church was important to the lives of many local residents who were baptised, married and had funeral services there. But by the 1950s the population had decreased and so did the weekly attendances. Around the mid-1960s the church closed, then fell into disrepair. So in the mid 1980s it was sold to the Education Department and was under threat of relocation or demolition. However this caused such opposition from locals,4 that instead, the Anglican church leased it as part of the Panton Hill parish5 and it was reconsecrated in 1987. Queenstown’s first school was held in a tent after transferring from Andersons Creek, Warrandyte.6 From 1858 a church school, Caledonia Diggings, stood west of the main road, a quarter of a mile (0.4km) before Buttermans Track. In 1882 the school was moved from a leased building, owned by headmaster Robert Harris, into a larger building on the corner of the School and the Heidelberg-Kinglake Roads. It had been moved from Smiths Gully and included a teacher’s three-roomed residence.7 In 1887 the school was replaced by the Queenstown State School No 128, although it was also called Caledonia Diggings until 1891. In 1956 it was renamed St Andrews. Still standing, this building is now used as the St Andrews Community Centre and the residence is leased for private use. The original timber-lined room remains alongside the extensions, and is distinctive with its high ceiling and tall small-paned windows. In 1984 a new school was built 500 metres west of the old school. Many residents have contributed much to St Andrews but one family that has done so for several generations is the Harris family. Robert Harris was an active member of the St Andrew’s Anglican Church, and worked hard at improving the town’s amenities until his death in 1887. He was a signatory to the successful 1863 petition to the Chief Commissioner of Police, against the proposed removal of the Court of Petty Sessions and police station at the Caledonia Diggings. The police station stayed in the town until 1917. Harris was Head Teacher of Queenstown State School from 1864 to 1874, then of the Smiths Gully school until it closed in 1882, and he continued teaching at Panton Hill until his death. His son, Robert Charles Harris, was editor and printer of the local newspaper, The Evelyn Observer, from 1873 until 1915. Robert’s son, William Shelley Harris, served in the Boer War and in World War One. In 1928 he became Kinglake National Park’s first park ranger. Robert’s daughter Elizabeth, taught needlework at Queenstown State School, and later ran the post office in Kinglake.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
