In the 1970s he was employed at the Melbourne Metropolitan Board of Works until his retirement in 1991. In the 1930s he was raised in Nyah West then moved to Wallan in the 1940s, Collingwood/Carlton in the 1950s, Reservoir in 1970 then Torrumbarry, Vic from the 1990s. Billy undertook National Service in the 1950s and played football with the Carlton Royals in the 1950s and 1960s. Billy was presented with this Winner's Trophy for the 1954 Eltham Gift. The Eltham Gift was a running race similar to many other 'Gift' races around the the Melbourne suburbs and country towns. And that is where the mystery lies as press reports of the day have a completely different person winning the Eltham Gift in 1954. Beatrice Irvine was the daughter of former Victorian Premier Sir William Irvine. From age 13 she lived at ‘Killeavey’ off Laughing Waters Road (later accessed from Reynolds Road). In 1923 she married James Morrison and the couple received Killeavey as a wedding gift. The property supported fruit and vegetable growing as well as an impressive botanical garden. But James died in 1936 after a period of ill health, leaving Beatrice to support their six children. To make matters worse, the house was totally destroyed in the Black Friday bushfires in 1939 but was rebuilt. Beatrice became involved in community issues. In particular, she was an active member of the Eltham Women's Auxiliary, which was formed in 1945 to raise funds for the establishment of an Eltham War Memorial. From the outset, it was decided that this would take the form of a Baby Health Centre, a Pre-School and a Children’s Library, set in a garden of remembrance. Thanks to tireless fund-raising, the project came to fruition in the 1950s when, one by one, the three children's welfare buildings opened in Main Road (having previously been in temporary premises): they are collectively known as the Eltham War Memorial site. Beatrice continued to live at Killeavey and became well regarded as a botanist and naturalist. She died in 1989 and is buried in Eltham Cemetery with her husband and one of their sons. The (rebuilt) house has since been demolished. All that remains is a fragment of the garden. In 2016 the Welcome to Eltham community project started to welcome Syrian refugees into the community and made Welcome Butterflies to say welcome to them. This book includes photos and welcome messages from local residents. The butterlies are based on the Eltham Copper Butterfly, a rare and precious species local to the area and considered a symbol of the beauty and abundance of Eltham that the community wanted to share with the new community. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. AUSTRALIAN LANDSCAPE ART. A FINE COLLECTION. The late Mr. Walter Withers was one of the little band of landscapists that Included Streeton Condor, who pioneered the "plein-airiste" movement In Victoria thirty years ago. Mr. Withers had been trained in Paris, but practically all his artistic life was spent in Australia, and examples from his easel are to be found in all the leading Australian galleries. He belonged to a brilliant little coterie of men whose works have since been eagerly sought for at ever-rising prices. And now collectors have an opportunity of acquiring examples of his art for a thoroughly characteristic collection of his work, both in oils and in water-color, will be open to-day In the fine art gallery at Anthony Horderns', in George Street. The collection includes 28 paintings in oil by the late Mr. Walter Withers, and 32 of his water-color drawings, while smaller collections by his daughter, Miss Margery Withers, and by his son, Mr. Meynell Withers, are also added. Among the landscapes in oils by the deceased artist may be seen examples of many moods, and also many phases of his artistic development. At different times he was a realist, a romanticist, an idealist. In his fine picture "The Easter Moon" the emotional appeal to the homing instinct is direct and compelling. This delightful work, low in tone and charming in its feeling of repose, suggests the sentiment of Gray's "Elegy." Entirely different in range, intention, and feeling, are two brilliantly-painted pictures entitled "The Young Gardener," and "The Dividing Fence," Mr. Withers here displays an unusual gift for placing effective notes in an admirably harmonised color scheme. "Sunlight in the Forest" is a pastoral poem in color. Most of these pictures were painted in the Eltham or Warrandyte country, while the "marines" are impressions at Phillip Island or on the shores of the bay. The artist was well equipped with technical knowledge and experience. His pictures are full of air and sunlight, and his realisation of cloud-forms is most convincing. The watercolor drawings which he did in the full maturity of his powers have, a softness, richness, and depth of color quite unusual. His son, Meynell Withers, shows a collection of landscapes of striking merit, recalllng his father's handling of color and selective taste In composition. Miss Margory Withers shows a charming group of watercolor portraits, and also some meritorious landscapes. The pictures have been hung with fine artistic discrimination in the grouping of the subjects, and so skilfully that in each group an essential harmony of tone has been preserved. Living Memorial is Trust's Gift To A Shire Bathed in bright sunshine and now at its best, the Memorial Garden of the Eltham War Memorial provided a perfect setting for the handing over of the Memorial to the people of Eltham last Saturday afternoon. Speaking for the War Memorial Trust, Mr E. P. Harmer, chairman paid tribute to the unselfishh service given by its members , some for more than 20 years. Special tribute was paid to the late Mrs Ada Lyon, a foundation member who, Mr Harmer said, made the Trust her life. A memorial plaque to Mrs Lyon was unveiled by foundation members Mr N. Kerr. Facilities. An infant welfare centre, a pre-school cente and a children's library are built within the memorial. Funds for the buildings were raised by the Trust and theh women's auxiliary. Accepting the Memorial on behalf of the people of the Shire, the Shire President, Cr. L. C. Docksey, assessed the value at beyond £50,000. To make the transaction legal, Cr. Docksey paid the sum of £1 to the Trust. Many foundation members of the Trust and councillors of the Shire were among the official guests. The Shire of Eltham Brass Band provided suitable background music for the ceremony and at. In November 1914, an advertisement was placed in the British national press inviting monetary contributions to a 'Sailors and Soldiers Christmas Fund' which had been created by Princess Mary, the 17 year old daughter of King George V and Queen Mary. The purpose was to provide everyone wearing the King's uniform and serving overseas on Christmas Day with a 'gift from the nation'. The response was overwhelming, and it was decided to spend the money on an embossed brass box, based on a design by Messrs Adshead and Ramsay. The contents varied considerably; officers and men on active service afloat or at the front received a box containing a combinationof pipe, lighter, tobacco and 20 cigarettes and wrappers. Non smokers received a bullet pencil and a packet of sweets instead. Indian troops often got sweets and spices, and nurses were given chocolate.This box is on loan from the grandson of the soldier who it was given to.This box is on loan from Terry Phillips. It belonged to his Grandfather who served at Gallipoli.Princess Mary 1914 Christmas Gift tin. Decorative brass with Princess Mary's profile surrounded by a laurel wreath engraved in the the centre of the lid, with the letter 'M' on both sides. The names of the allied nations are engraved in the corners and on the sides. A sword and scabbard decorate the top side. The lower side is decorated with battleships..At the top a decorative cartouche contains the words "Imperium Britannicum" and one on the lower edge contains the words "Christmas 1914". In small roundels on the corners appear the names "Belgium", "Japan", "Montenegro" and "Servia". Miss Harriet (Minnie) Williams's Cash Drapery Mart (est. 1902 and enlarged in 1906), also known as Eltham House on the right. Harriet (Minnie) Williams was born London, 1857, the daughter of George John Williams (1812-1895) and Jane Mansfield (1812-1895). In September 1885 she was operating Williams’s Drapery Establishment in premises on Main Road owned by R. Wallis who advertised them to let in September 1885. In 1902 she opened Williams’s Cash Drapery Mart at the southwest corner of Bridge Street and Main Road (opposite the Post Office), owned by W.J. Taylor. In 1906 she bought the premises and one quarter acre of land and expanded the business with a re-opening in April 1906. Harriet was also well-known and esteemed as an active worker in Methodist circles and also Superintendent of the Sunday School. Harriet fell ill in August 1907 and died 15 August. She is buried in Eltham Cemetery with her good friend Ada Ford. For over three years Miss Williams has carried on a drapery business in very small and inconvenient premises opposite the Eltham post-office. Recently she bought the building and a quarter-acre of land from Mr. W. J. Taylor. Thus having a free hand, she at once matured plans to enlarge and improve the premises to make them suitable for her growing business. The result being that she consulted Mr Roach, contractor, of Heidelberg, put the matter in his hands, and now he has completed in a very satisfactory manner and up-to-date style extensive improvements. A large addition, of very neat and attractive design, with three large windows, has been built right along the front of the old building, and the counters and inside fittings are very neat and convenient, harmonizing well with the attractive outside appearance. Miss Williams has now got in a large now stock of goods, and is making extensive arrangements for a “reopening week," commencing 2nd April, during which time she will make 10 per cent reduction on all cash purchases in the form of gifts of that value. Miss Williams has gone to considerable expense and liability both, in the enlargement and improvement of the premises and in purchasing additional stock. We therefore trust that the public will stand by her by heartily and en masse patronizing her re-opening effort to show their appreciation of pluck in this advance movement. Original photo from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham from 1911 to the early 1920s. (Reported in Newsletter No. 98, Sept., 1994). View looking north up Policeman’s Hill across Main Road towards the Police Station, Police Residence and Courthouse, c.1910 prior to Brougham Street being made. The two rails / gap in the fence would be where Brougham Street now enters Main Road. Also visible are Knapman's Forge adjacent to Courthouse and E.J. Andrew's Store on top of the hill At the upper left can be seen the front of the Evelyn Hotel. On the opposite corner was Watsons Hotel. E.J. Andrew's store with its verandah was on the corner of Franklin Street. Behind the picket fence stands the 1860 Court House and Police residence with the weatherboard clad Police office. The enclosed fence is now the end of Brougham Street, opened to Bible Street in 1926. The Evelyn Hotel (formerly Fountain of Friendship) burnt down in the 1930s when it was being used as a boarding house since 1919. A cow is feeding on the grass verge in street. The photo is identified in white lettering typical of the style of Clark Bros., photographers of Windsor, Melbourne (1894-1914). One of the brothers, John Henry Clark, took many early photos around Little Eltham and moved to Eltham in 1916 where he lived at the bottom of the hill. Typically, he would add “J.H. Clark Photo” to his personal work, but this is not evident. There is however some ghost writing, a cheeky inscription in small white lettering in the grass verge in front of where Brougham Street is, which appears to state: “Heather or Hannah was here”. Perhaps J.H. Clark took the photo during a trip to Eltham and gifted it some years later after moving there as a gift to a young Heather Cone. The Police Station sign: E vii R ELTHAM POLICE STATION HEIDELBERG DISTRICT Edward VII ascended the throne in 1901 and died 6 May 1910. He was succeeded by George V.Heather Cone was the daughter of Constable John Thomas Cone (Badge 3935) the local police officer in residence at Eltham, 1 May 1911 to 9 July 1922. Heather McKnight Jenkins (nee Cone) was born 1911, possibly at the Eltham Police Residence and spent her childhood growing up in the Police Residence. Heather was the daughter of John Thomas Cone, Police Constable, and Charlotte Helena Cone (nee Black) who had married in 1906. Constable Cone was transferred to Eltham Police Station from Lauriston (near Kyneton) in May 1911. He retired from the force around September 1922 most likely as a result of significant health concerns experienced earlier that year from 22 April when he was hospitalised. He died 5 October 1922 at Maria Street at age 60 leaving behind a widow and two daughters; his son having pre-deceased him as a result of effects of the war. He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). They married in 1925. Fanny died 11 November 1929. In the 1934 Electoral Roll he remained listed at John Street, Eltham, Railway Employee however by 1935 Electoral Roll, James Gardiner Jenkins, Railway Employee, was listed at 229 Glenferrie Road, Malvern and he remained living with Charlotte and Heather Cone when they moved to 13 Ashburton Road, Glen Iris. One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. Harriet was also well-known and esteemed as an active worker in Methodist circles and also Superintendent of the Sunday School. Harriet fell ill in August 1907 and died 15 August. For over three years Miss Williams has carried on a drapery business in very small and inconvenient premises opposite the Eltham post-office. Recently she bought the building and a quarter-acre of land from Mr. W. J. Taylor. Thus having a free hand, she at once matured plans to enlarge and improve the premises to make them suitable for her growing business. The result being that she consulted Mr Roach, contractor, of Heidelberg, put the matter in his hands, and now he has completed in a very satisfactory manner and up-to-date style extensive improvements. A large addition, of very neat and attractive design, with three large windows, has been built right along the front of the old building, and the counters and inside fittings are very neat and convenient, harmonizing well with the attractive outside appearance. Miss Williams has now got in a large now stock of goods, and is making extensive arrangements for a “reopening week," commencing 2nd April, during which time she will make 10 per cent reduction on all cash purchases in the form of gifts of that value. Miss Williams has gone to considerable expense and liability both, in the enlargement and improvement of the premises and in purchasing additional stock. We therefore trust that the public will stand by her by heartily and en masse patronizing her re-opening effort to show their appreciation of pluck in this advance movement. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H.
