The Caretaker's cottage was built to replace the original 1927 hut, which had been built with left over stone from the tower. There was a desire to expand the size of the hut to make provision for a married caretaker. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people. There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future, Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. Report on the second annual meeting of the Eltham War Memorial Trust History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Documents relating to a focus group brought together by the Shire of Nillumbik Chairman of Commissioners in 1996 to provide advice on the best long term use for the buildings and land situated between the former Eltham Shire Offices and Country Fire Authority buildings. These buildings are known as the Eltham War Memorial buildings located at 903-907 Main Road, Eltham. In May 2020, the Heritage Council Victoria did not recommend the site for inclusion in the Victorian Heritage Register. ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. It commemorated the memory of the Eltham Soldiers who fell in the First World War and complemented the Eltham Avenue of Honour established in 1917 to those that served. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. During the period of June through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. At the same time the intersection of Bridge Street at Main Road was revised necessitating the relocation of the Eltham Obelisk. It was ‘temporarily’ relocated to the front garden of the Eltham RSL Sub-Branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jeopardy and in conjunction with Nillumbik Shire Council, supported by the RSL, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The new location resulted in significant impact upon the Eltham War Memorial Garden. Council’s preferred location was near the Eltham Library however that would have cost $39,000. Documents relating to a focus group brought together by the Shire of Nillumbik Chairman of Commissioners in 1996 to provide advice on the best long term use for the buildings and land situated between the former Eltham Shire Offices and Country Fire Authority buildings. Shire of Eltham Archives: Series 69, Item 4 This video was produced for the Shire of Eltham by IMP Productions and provides a description of the shire, 277 square km on a north/northeast axis, some 25 km northeast of the centre of Melbourne with a population of around 40,000. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. During the period of Jun through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. At the same time the intersection of Bridge Street at Main Road was revised necessitating the relocation of the Eltham Obelisk. It was ‘temporarily’ relocated to the front garden of the Eltham RSL Sub-Branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jeopardy and in conjunction with Nillumbik Shire Council, supported by the RSL, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The new location resulted in significant impact upon the Eltham War Memorial Garden. Council’s preferred location was near the Eltham Library however that would have cost $39,000. View from Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground, probably taken shortly after the memorial's re-dedication held 8 Nov. 1951. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. From: Historic items for Diamond Valley Community Radio September 1990 (EDHS collection) On November 8th, 1951, the memorial was re-dedicated by the Governor of Victoria, Sir Dallas Brookes with the addition of the names of men from the Shire of Eltham who fell in the Second World War. Further wreaths were added in time for the 2001 Reembrance Day service to commemorate the men from th shire who had fallen in the Malayan, Korean, Borneo and Vietnam campaigns.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Peter Brock’s uncle, Sandy Brock talks about environmental management and the Arthurs Creek Landcare group and actions to eradicate blackberry problem. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Eltham East Primary School Band playing “All things bright and beautiful” merges into scenes of the bushland sanctuary set aside by the school in 1980 with unidentified teacher discusses the sanctuary and their education program and school children’s comments. Plight of a family of Wedgetail eagles nesting in the path of a developer’s bulldozer at North Warrandyte and actions to save their nesting areas. PART 3 – ARTS (14:45-22:00) Arts and Jazz festival at Montsalvat featuring interviews with Sigmund Jorgensen discussing Montsalvat and its principles. Also Matcham Skipper. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Unidentified man on street talking about the amount of talent in the area, artists, poets, musicians, authors. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. Works of local artists are displayed Eltham Library Community Gallery and Wiregrass gallery with a new coffee shop at the Wiregrass making it an even more popular destination. Music at St Andrews Hotel (may be a little bit country) and the Saturday market where likely to hear anything.
