The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. in the early part of the 20th century, Warrnambool's residents had their share of health problems.according to the Annual report by Dr H I Holmes in 1921. Diphtheria, typhoid fever, tuberculosis, polimyelitis and scarlet fever were common afflictions. The sanitary system or lack thereof was the primary source of much of this illness. The healthcare facilites were much better and the hospital was well run and was further improved by the opening of the baby health centre which was opened in October 1921. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance. The owner was John Conrad Brown NR 706 of the 38 Bn. He was severely wounded in action (GSW to face and left arm). He returned to Australia and was pensioned off. The owner had this artwork in his house at Goornong until a storm blew the roof off. It was important to him.This is a large black and white print depicting a scene in the Amiens battle. It shows Australian and German men fighting. A small stone bridge is near the centre of the work. High explosive blasts are depicted in the picture. It is finely detailed i.e. buttons on uniforms and dovetail joints in the ammunition box. It is set in a thick card mat. Under the image is the caption. The frame is a simple heavy timber type. Alexander Peacock was born in Creswick, Victoria in 1861. Upon leaving school he mined and was legal manager of mining companies in Ballarat. In 1882 he joined the Creswick branch of the Australian Natives' Association (ANA) and became branch secretary. He stood for parlimnet in March 189 and was elected to the Legislative Assembly representing Clunes and Allandale. Peacock assisted in the establishment f the Clunes Branch of the Ballarat School of MInes which opened in 1890. He was one of the Victorian delegates to teh Federal Convention in 1897. He laid the foundation stone of the new SMB Classroom building in 1899 while MInister for Public Instruction. The pamphlet was produced for the fiftieth anniversary of the church in May 1970 and includes copies of photographs and drawings of the early church. 2/A postcard photograph by W. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.Victorian Heritage Database - Hotham Street Road Overbridge HO116 Heritage Overlay - City of Glen Eira https://vhd.heritagecouncil.vic.gov.au/places/43557 (as of 04/07/2021) The Hotham Street road overbridge is located on the Sandringham railway line between Ripponlea and Elsternwick railway stations. It is presumed to have been built by contractors Sharp and Campbell who signed a contract on 25th . November, 1881 to construct a second line of railway between Windsor and Elsternwick. This contract was completed during 1882 and the bridge may have been designed in the year when Robert Watson took over from William Elsdon as engineer in chief for the Victorian railways. It is historically, aesthetically and technically significant. It is historically significant (Criterion A) to the extent that it demonstrates the standards of construction adopted by the Victorian Railways Department when it rebuilt the lines acquired from the private railway companies, (compare the Geelong and Melbourne Railway Co's line from Newport to Geelong, acquired in 1860). It is aesthetically significant (Criterion E) as an intact nineteenth century structure of its type, many similar girder bridges having been renewed with concrete girders in recent years. The bluestone abutments demonstrate high standards of stone masonry and are representative of Departmental work of the period. This bridge forms one of a group of historic structures on the railway to Brighton Beach and therefore contributes to the line's cultural importance as a whole.
