The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. in the early part of the 20th century, Warrnambool's residents had their share of health problems.according to the Annual report by Dr H I Holmes in 1921. Diphtheria, typhoid fever, tuberculosis, polimyelitis and scarlet fever were common afflictions. The sanitary system or lack thereof was the primary source of much of this illness. The healthcare facilites were much better and the hospital was well run and was further improved by the opening of the baby health centre which was opened in October 1921. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance. The owner was John Conrad Brown NR 706 of the 38 Bn. He was severely wounded in action (GSW to face and left arm). He returned to Australia and was pensioned off. The owner had this artwork in his house at Goornong until a storm blew the roof off. It was important to him.This is a large black and white print depicting a scene in the Amiens battle. It shows Australian and German men fighting. A small stone bridge is near the centre of the work. High explosive blasts are depicted in the picture. It is finely detailed i.e. buttons on uniforms and dovetail joints in the ammunition box. It is set in a thick card mat. Under the image is the caption. The frame is a simple heavy timber type. The foundation stone of the Victorian Seamen's Institute, which is to be erected in Beach street, Port Melbourne, was laid on Wednesday afternoon by His Excellency the Governor, in the presence of Lady Loch, the Post master-General (Mr. F. T. Derham), Sir James MacBain, Colonel Sargood, and Mr. S. Fraser, M's.L.C., the Dean of Melbourne, the members of the local council, Mr. John Blyth, and a large concourse, of spectators. Captain Pasco then presented His Excellency with a silver trowel and a silver-mounted ivory mallet, whereupon the stone was lowered into position. The stone was placed in the 1937 building then given into the care of the Port Melbourne Historical and Preservation Society during the demolition in 1995. Then it was placed in the bluestone wall in front of the building with the other building stones.The 1888 Mission was sold in the 1930s when the new building, designed by Harry Norris was open in 1937. The 1888 building is still standing but is now for commercial use (restaurant).
