The major differences between the Land Rover Perentie and British Land Rovers were the relocation of the spare wheel to a position under the rear of the load area, a galvanised chassis and the Isuzu engine. The Land Rover Perenties were produced in 4x4 and 6x6 variants and powered by an Isuzu 3.9-litre four-cylinder 4BD1 diesel engine. The Truck, Panel, Lightweight, Survey, FFR, Winch, MC2 model was one of eight 4x4 variants built for the Australian Army. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. Taken on 25 October 1930, various houses with the Hume Dam under construction are depicted in the background. The construction of the Hume Dam took place from 1919 to 1936. At the time of construction, it was the second largest dam in the world. It was also one of the earliest civil projects developed after the Federation. Some of the Dam workers consisted of World War I veterans. Dam workers often settled their families in Mitta Junction Village and Wodonga. Archaeological surveys were completed by Austral Archaeology, which was done when the Department of Land & Water Conservation was doing work to improve Hume Dam. The archaeological report that came out of the survey recommended three sites of interest where archaeological excavation should be done: Camp Ganger’s Quarters, Stableman’s Quarters, and the Industrial Dump. The excavation uncovered artefacts. Mitta Mitta: Mitta Mitta is situated between Mount Welcome and Mount Misery. It is named after the river that explorers Hume and Hovell discovered in 1824. The town would eventually become a huge gold mining town. Mitta Mitta is called Midamodunga by the local Indigenous peoples Wodonga: Wodonga is situated on the Murray River and is part of North East Victoria. Hume and Hovell: Hamilton Hume (1979-1873) and William Hilton Hovell (1786-1875). W. H. Hovell was born in Norfolk England and Hume was born in Parramatta, New South Wales Hovell and Hume undertook an exploration journey in 1824 and thought they discovered a river, which turned out to be the Murray River. They returned home in 1825, but returned to the area in 1826 and discovered coal in the area. This photo is historically significant as it shows the Hume Dam under construction in 1930. These nine photographs were most likely taken in c1988 in Lithographic Squadron at the Army Survey Regiment, Fortuna, Bendigo. The equipment operated by the technicians is the KLIMCH camera. The main tasks undertaken by the technicians were most likely enlargements and reductions of map reproduction material. The KLIMSCH Commodore camera was introduced in 1953 and was the largest in the Southern Hemisphere. It was replaced with a new model of the same size in 1979. The new model with its computer-based interface provided productivity gains with improved speed and its consistent results led to less wastage in time and materials. Its variomat lens system provided improved retention of map feature linear weights during the camera reduction process. The camera which was specially made for the Army in Germany was fully automatic and power operated. It was claimed to be one of the biggest automatic cameras of its type in the world. It was made to the specifications of the Royal Australian Army Survey Corps to assist in the production of the very high standard maps for the Army. This is a set of seven photographs of technicians retouching orthophoto reproduction material at the Army Survey Regiment, Bendigo, c1975. Retouching mainly entailed the application of liquid opaque (Plumtree), commonly known as “duff” to cover blemishes such as scratches and spots on film negatives before photographic exposure. Retouching technicians also used specialised techniques such as “needling” to repair faults on the emulsion of map reproduction material. The technicians in this set of photos were probably working on the retouching and registration of orthophotomap colour film separations in preparation for publication by Print Troop. Peter Dew featuring in photos .1P to .5P was a serving member of RA Svy, who died in a tragic accident at home. He was fondly remembered as one of Lithographic Squadron’s colourful personalities. The "Super Animal of the Year" Peter Dew Memorial Award was an award presented to a member of the squadron for a crude act. These nine photographs of contractors felling a sequoia Californian redwood tree was taken at the Army Survey Regiment, Fortuna, Bendigo on the 16th of September 1994. Although 23 photos were taken at the time, 14 were not scanned due to their similarity to the nine featured photos. Two sequoia Californian redwood trees were planted at the front entrance of Fortuna Villa in the early days of gold mining magnate George Lansell’s occupation in the 1870’s. They were of immense proportion and much admired during the Lansell era and RA Svy’s occupation from 1942 to 1996. In these early days of Army occupation, the trees were lopped due to concerns of their size and proximity to the Villa. The felling of the tree in 1994 was considered unsafe due to perceptions of disease. These perceptions were upsetting to staff, as some believed that although there were a few dead branches, the tree was OK. As the tree had a noticeable lean, measurements were taken indicating the tree was stable. A sequoia sapling was eventually planted as a replacement to the diseased tree. It was decided to mill and store the timber of the felled tree on-site due to its historical significance. Although future uses were not determined at the time, the timber was eventually used to construct display cabinets and souvenir pens. When Defence decided to relocate geospatial production to a new facility in Junortoun an outer suburb of Bendigo in 2008, the sequoia timber was used as a beautiful feature in the front foyer as well as several feature walls within the building, providing a historical connection Fortuna Villa.This is a set of nine photographs of contractors felling a Sequoia (Californian redwood) tree at the Army Survey Regiment, Fortuna, Bendigo on the 16th of September 1994. These four photographs were taken at Bones Day, an annual sports competition between the Army Survey Regiment and the RAAF School of Radio at Bendigo c1982. The two units took turns each year to host the event. The day competition usually comprised basketball, cross country, golf, sailing, squash, softball, tennis, touch football, rifle shooting, tug-of-war and volleyball. The two sports featuring in these photos are touch football and tug-of-war. The “big bone” trophy comprising a large bone from a beast housed inside a wooden framed glass case, was awarded to the winner of the day competition. The evening competition often included darts, carpet bowls, hookey, quoits and billiards/snooker. The “little bone” (a mounted chicken bone) was the consolation trophy awarded to the winner of the evening competition. The 3-hour bus trip for the visiting unit on their return was typically very raucous. The history of the Bones Day competition is best described in the booklet titled - Bones of Contention Souvenir Program. 1965. This is a set of nine photographs of cartographic typesetting equipment and personnel in Cartographic Squadron at the Army Survey Regiment, Fortuna, Bendigo circa 1968 to 1979. The rooms on the top floor of Fortuna Villa where the photos were taken were formally the nursery and boys bedrooms during the Lansell family’s occupation of the building. The Fotosetter type setting machine replaced the letterpress method of type production in 1956. Its operator entered the text using a type order provided by cartographic draughtsmen/ draughtswomen. The type was output on a film positive, which was contacted onto strip film. The text was cut out by cartographic draughtsmen/ draughtswomen and affixed onto type sheets using bees wax. Cartographic Squadron’s CPL Arty Lane specialised in the operation of the Fotosetter type setting machine for many years, as shown in photos .3P and .4P. The computer based Editwriter Model 7500 typesetting system was introduced in 1975 as a replacement to the aging Fotosetter. It was operated by a specialised technician, who generated a large variety of map type styles and sizes quickly and reliably, as well as text panels. Output on Copy proof adhesive backed stripping type film replaced messy wax and spray adhesives in 1978. The Editwriter capability supported all RASvy units and its contractor type setting requirements. SGT Jim McDonald operated the Editwriter for a couple of years in the late 1970’s. He is seen in photos .7P and .8P. reading off a type order and entering text into the computer. See item 6181.23P, photo .1P for a reduced scale photo of SGT Jim McDonald undertaking this task. Also see item 6123.12P photos .1P and .2P featuring CPL Paul Richards, who was another technician that operated the Editwriter for several years in the 1980s. The Monotype Photolettering Machine seen in photos .5P and .6P is understood to be in service for a shorter period, as it was not as productive compared to the Fotosetter and Editwriter. It was a large heavy steel framed light table with a scribing head that moved in a XY direction using a vernier calibrated measuring scale to 0.001 of an inch. Whilst hand operated it was much quicker and accurate than manual grid and graticule calculation, plotting and scribing. The history of co-ordinatorgraphs is covered in more detail with additional historic photographs, in pages 50 to 51 and page 88 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. The scribing process as shown in photos .8P to .9P was the cartographic process of drafting features such as drainage, relief, vegetation, roads and culture on specially coated map reproduction material. The cartographic technician scribed out the map feature such as a contour to a specified line width on the map sheet, using a tool affixed with a sapphire tipped cutter. St Margaret’s Church of England was officially opened on December 12, 1861. It is the oldest intact church building in Eltham. At the time it was known as Christ Church until its consecration in 1871, when it was completely free of debt (£1,700 for the church and parsonage) despite the district’s poverty. This was largely due to the free labour and materials, including locally made bricks donated by local artisans and others. The church is historically significant because it is the oldest church in the former Shire of Eltham and has associations with the philanthropist and founder of Brighton, Henry Dendy (who donated the land on which the church is built), the architect Nathaniel Billing and the prominent local builder, George Stebbing. The church is architecturally and aesthetically significant because it is constructed in the Gothic Revival style with several stained-glass windows of various dates and is also a very early use of polychromatic brickwork in Victoria. Billing was one of the first Melbourne architects to employ polychromatic brickwork and an important early architect. The rear wall was intended to be temporary. A major feature of the design is the large buttresses with long, steeply graded upper faces. The overall design is well proportioned with the surface brick patterns relieving an otherwise austere design. The church is spiritually and socially significant because it has been an important place of worship for the people of Eltham for almost 150 years. The land on which the buildings stand was donated by Henry Dendy. Dendy arrived in Melbourne in 1841 after purchasing in England eight square miles at Brighton under the system of "special surveys". After this land passed out of his hands, Dendy moved about Victoria, visited England, then returned to settle in Eltham where he purchased a flour mill. Dendy chaired the meeting held in 1860 “for the purpose of devising such means as may be expedient for the establishment of a Church of England in the township of Eltham”. He became chairman and treasurer of the church committee. Unlike the establishment of many early churches in Victoria where a vicar was appointed to a parish and later a permanent church was constructed, the population at Eltham initiated action to build a church. The nearest church at that time was at Heidelberg and the Eltham settlement was part of the parish of St Johns Heidelberg. Isolation and the tedious, time consuming journey between Heidelberg and Eltham resulted in the Eltham community taking its own action. The original vicarage (Dendy House) at the rear of the church is also an important part of the cultural significance of this place because it is connected to the church and the development of the Eltham area. Together, the church and the vicarage are aesthetically significant because they form a significant streetscape feature. The mud-brick community hall designed by Robert Marshall was added in 1978. In 2014 the original temporary rear wall was removed as part of a modern extension designed by Architects Atelier Wagner and constructed by Conrad Construction and Management. Bayonet was one of 20 Attack class patrol boats built for the Royal Australian Navy between 1967 and 1969 by Walkers Ltd of Maryborough Qld . In the 1960s, Australia became more closely involved in events in the Asia-Pacific region. This led to improved surveillance and control of our enormous coastline, especially the northern approaches. Patrol boats controlled illegal fishing, smuggling and immigration, search and rescue, and occasional inshore survey work. Her hull is steel and the superstructure is aluminium. It is armed for small-scale encounters, with one 40-mm Bofors gun and two 0.5-inch Browning machine guns to fire warning shots across the bow of a suspect vessel. She was 32.6 m long and 6.1 m wide, 150 tons, powered by two paxman diesel engines and capable of about 24 knots. . A sister ship featured in the popular ABC-TV series Patrol Boat. This collection of 10 photos was most likely taken in 1984. It’s evident in these photos the visitors were taken on a tour through the production areas of Air Survey Squadron, with Wild B8 photogrammetic plotting workstations featured in the first three photos and demonstrations of the AUTOMAP 2 production system in the following photos. The AUTOMAP 2 system was an upgrade to the AUTOMAP 1 system comprising Intergraph graphic edit workstation terminals networked to VAX 750/785 main frame computers. Unlike AUTOMAP 1, operators could display digital topographic features on monitors for editing. Successful adaptation of this system meant RASvy was at the forefront of digital mapping/cartographic systems in Australia and overseas. The system comprised Input (B8 feature extraction) Raster Scanning (digitising from compilation sheets, Graphic Edit (cartographic completion) and Plot Verification Sub Systems. CAPT Rob John was the project officer responsible for the acceptance trials and implementation of AUTOMAP 2. The system was operational from 1984 to its ‘Newheart’ upgrade in 1993. This is a set of six staff photographs of the Army Survey Regiment’s Officers, Warrant Officers and Sergeants, and each of its four Squadrons at Fortuna, Bendigo in December 1982. Note - Air Survey Squadron’s photo was probably taken in July 1982 as they appear in winter dress. Air Survey Squadron was responsible for aerotriangulation, photogrammetric feature extraction and the AUTOMAP 1 system. Typical tasks were flight planning the acquisition of aerial photography, pugging, mensuration and block adjustments, photogrammetric extraction of topographic features from aerial photography, digital feature editing, map compilation, operating the scanner/plotter, operating the AUTOMAP 1 system and computer programming by civilians. Cartographic Squadron was responsible for the production of the following military products: Joint Operation Graphics, small-scale RAAF Air Charts, large-scale topographic line maps and orthophotomaps. Cartographic technician tasks were scribing, compiling, retouching, masking, type setting, type stickup, terrain embossing, correcting and proving quality control. Headquarters Squadron was responsible for the planning and coordination of map production and contracts. It also performed administrative and support functions such as personnel administration, pay, finance, transportation, records, map Library, kitchens, messes and facility maintenance. It was staffed by Army personnel from RASvy, RACT, AACC, RAAOC and RAEME corps. Other supporting staff at this time included the RAAF Liaison Officer, RAN Liaison Officer and several civilians employed in administration, the Q-Store and grounds maintenance. A component of the Army Svy Regt’s cartographic map production was carried out by the Detachment, a sub-unit located at Bonegilla next to the School of Military Survey. Lithographic Squadron was responsible for the reproduction of map materials and printing of military map products. The main tasks undertaken by photographic technicians were photographic enlargements, reductions and duplication of map reproduction material and processing of aerial photography. The KLIMSCH Commodore camera was introduced in 1953 and was the largest in the Southern Hemisphere. It was replaced with a new model of the same size in 1979. These are the Lenses from the Klimsch Commodore Cartographic Camera that was located in Lithographic Squadron at the Army Survey Regiment, Fortuna, Bendigo. The KLIMSCH Commodore camera was originally introduced to the Survey Regiment in 1953 and was the largest in the Southern Hemisphere. It was replaced with a new model of the same size in 1977. These lenses are from this new model. THIS KLIMSCH COMMODORE CARTOGRAPHIC CAMERA was in operation 1977 - 1997". It was a Precision Darkroom Camera especially suited for Cartographic Reproduction of Line, Continous Tone, Halftone and Colour Separation. Reproduction of Negatives and Positives from a variety of Reflection or Transmission Originals. Its characteristics were: Maximum Negative Size 1.27m sq, Copy Holder (Vacuum) 2m sq, Maximum Enlargement 400%, Maximum Reduction 13%, Automatic 60, 90 and 120cm Focal Length Lens, Transmission or Reflection Originals, Pulsed Xenon, Photo Flood or Fluorescent Tube Light Source, Maximum Reflection Original 1.3m x 1.85m, Maximum Transmission Original 1.3m x 1.85m, Exposure Light Monitoring System." The camera was superseded by computerized image manipulation software associated with the Automap system. These significant and extremely high-quality Lenses were retrieved by WYCOMBE Constructions Pty Ltd during the demolishment of the camera in 1997 and then mounted on a display board. This is a set of five photographs of Multiplex mechanical stereoplotting equipment at the Army Survey Regiment, Fortuna Bendigo. c1950s. Multiplex equipment was imported from the UK in 1951 and introduced in the following year, to accelerate map production output covering CMF training areas at 1:25,000 map scale. Multiplex plotting was a productive advancement replacing the ‘Arundel’ method of graphical plotting planimetric detail that was expensive and slow, especially in timbered mountainous terrain. Air photos were made into small diapositives and mounted on racks in the exact position relative to when the aerial photos were taken. The technicians operated the Multiplex in a darkened room, with one photo projected with a green filter and the other through a red filter to form a 3D view of the overlapping photos. The 3D model projected onto a platen, which was a small platform that was raised up and down. The technician viewed the 3D image with special glasses fitted with red and green lenses. In the centre of the platen was a small pinhole that served as a floating mark, with a vertical pencil located exactly below the pinhole. This tracing table was moved to follow the topographic feature or contour line and draw it on the paper underneath. The technician raising or lowering the platform’s floating mark to match the height of the 3D terrain. It also replaced the slotted template method of mechanical adjustment of strips of aerial photography, however was restricted to each strip rather than between strips in the block. Although the Multiplex was phased out of production in 1968, it was used in the training of photogrammetry and aero-triangulation at the School of Military Survey located at Bonegilla, Victoria until the early 1990s. These photographs were most likely taken in 1965, on possibly two separate occasions of an Australian Army General’s visit to the Army Survey Regiment, Fortuna, Bendigo. As there are no annotations on the photos, the exact date and the names of the Generals are unknown. Some RASvy personnel are positively identified. The technical tour included the photogrammetric and printing areas of the Regiment. The newly introduced Wild B8 stereo plotter featured in photo .2P and the M.A.N. The first four photographs were most likely taken in the 1960 and the fifth in the 1970s at the Army Survey Regiment, Fortuna, Bendigo. As there are no annotations with the photos, the exact dates, locations and names of personnel are unknown. SGT Bob Scaddan appears in the fifth photo taken in the 1970s Photos .1P and .2P. could have been taken in Lithographic Squadron’s retouching room and Photos .3P, .4P and .5P. were probably taken in Cartographic Squadron’s Correcting Section, located in the Attic. Retouching mainly entailed the application of liquid opaque (Plumtree), commonly known as “duff” to cover blemishes such as scratches and spots on film negatives before photographic exposure. Retouching technicians also used specialised techniques such as “needling” to repair faults on the emulsion of map reproduction material. The technician in photo .4P is needling a hydrographic feature on a drainage negative, with a zoom transfer scope projecting a scaled projected aerial photograph as a positional reference. CPL Ian Nelson in photo .1P is operating a Wild Pug 4 point transfer device in Air Survey Squadron c1980s. Control points were transferred onto the mapping diapositives of aerial photography by drilling their locations into the photographic emulsion. SPR Viv (Hawkins) Doherty in photo .2P, SPR Jeanette Drury-Lane in photo .5P and SGT Sandy Craig are operating a Wild B8 Stereoplotter coupled to a digital workstation in Air Survey Squadron c1994. Topographic features were extracted with the B8 in 3D and feature coded with attributes, using keyboard, menu, keypad and voice inputs to the computer. The features were stored in the AUTOMAP 2 digital database for subsequent cartographic production and printing. CPL Mick Ellis in photo .3P is operating the Optronix 4040 Scanner/Film Writer in Lithographic Squadron c1990s. In scanning mode, compilation sheets were mounted on the drum and scanned. The resultant raster file was vectorized, feature coded with attributes and stored by cartographic technicians in the AUTOMAP 2 database.
