BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. At the time of construction, it was the second largest dam in the world. It was also one of the earliest civil projects developed after the Federation. Some of the Dam workers consisted of World War I veterans. Dam workers often settled their families in Mitta Junction Village and Wodonga. Archaeological surveys were completed by Austral Archaeology, which was done when the Department of Land & Water Conservation was doing work to improve Hume Dam. The archaeological report that came out of the survey recommended three sites of interest where archaeological excavation should be done: Camp Ganger’s Quarters, Stableman’s Quarters, and the Industrial Dump. The excavation uncovered artefacts. Mitta Mitta: Mitta Mitta is situated between Mount Welcome and Mount Misery. It is named after the river that explorers Hume and Hovell discovered in 1824. The town would eventually become a huge gold mining town. Mitta Mitta is called Midamodunga by the local Indigenous peoples Wodonga: Wodonga is situated on the Murray River and is part of North East Victoria. 1890 - 1950 This little cottage was located near the corner of Centre Road and Jasper Road East Brighton ( now Bentleigh) between where the Bentleigh RSL and Woolworths Supermarket now stand. Rev.B.Redmore, and his wife, were early members of the Salvation Army Corps, and they went to unusual lengths to proclaim their faith. Texts were hung along the veranda to catch the attention of passers-by and on the iron roof was painted a large sign ' PREPARE TO MEET THY GOD O' ISRAEL' ( The apostrophe is not a misprint.) This hardcover book, The logbooks of the 'Lady Nelson' : with the journal of her first commander, Lieutenant James Grant, R.N., by Ida Lee (Mrs Charles Bruce Marriott) was published over 100 years after the Lady Nelson arrived in Australia to navigate and survey this ‘new colony’. Included in the book are sixteen charts and illustrations from the originals in the Admiralty Library, showing the surveyed land and water. P. 764” The story of the Lady Nelson In 1798 the British Admiralty ordered a cutter of 60 tons to be built along the design of the armed cutter Trial that was developed by Captain John Schanck, with three sliding keels or centreboards that could be individually raised and lowered, for use on the River Thames. The new cutter was to be named Lady Nelson. Philip Gidley King, prior to taking up his appointment as third Governor of the colony of New South Wales, was in England at the time of the Lady Nelson’s fit-out and was aware of the need for such a ship for survey work in the colony in New South Wales. He convinced Captain Schanck, the Commissioner of Transport in England, to construct and rig the Lady Nelson as a brig rather than a cutter, keeping the feature of the three sliding keels, which would be very useful for mapping in shallow waters. The new Lady Nelson was launched at Deptford, England on the River Thames in November 1798, with the official commission to discover and survey the unknown parts of the coast of New Holland (Australia) and establish British sovereignty over the continent. The Lady Nelson sailed from Portsmouth, England on March 1800 under the command of Lieutenant James Grant. She carried an armament of two original and four extra brass carronade carriage guns and set sail as part of a convoy heading to Port Jackson, in New South Wales, New Holland. After a while she continued to sail on her own. Her journey was troubled with problems at times; damaged and broken keels, troublesome crew and leaking topsides between the waterline and the deck due to poor seals. She arrived at the Cape of Good Hope in July and waited for the winter to pass to avoid the strong winds of the ‘Roaring Forties’. While at the Cape, Grant received a despatch to travel to Port Jackson via the newly discovered Bass Strait, rather than the usual route via the tip of Van Diemen’s Land (Tasmania). This also gave him the opportunity to survey the strait on the way. He departed the Cape in October and in December he made his first sighting of New Holland near Mount Gambier in what is now South Australia. A report by Ecclestone in 2012, ‘The Early Charting of Victoria’s Coastline’, mentions that Grant charted and named Capes Banks and Northumberland, and sighted inland hills that he named Mt Gambier and Mt Schanck, the latter after the designer of his ship. Grant then reached the south-western shores of what is now Victoria on 3-4 December 1800, and from Cape Bridgewater he examined the coast eastward to Cape Patton. Although he had not continuously sighted the coast in the vicinity of Port Fairy and Warrnambool, the western part of Victoria became known as Grant’s Land. The Lady Nelson continued eastward and passed through Bass Strait, becoming the first vessel to reach the east coast of New Holland from the west, and arrived at her destination of Port Jackson later in December 1800. Grant, in the Lady Nelson, then left Port Jackson and began survey work. He discovered Port Phillip on Victoria’s coast and explored King Island, he helped establish the first European settlement in Tasmania on the Derwent River, and Port Dalrymple, Newcastle and Port Macquarie. He made several trips from Norfolk Island to Hobart Town. Governor Macquarie sailed on with him to Van Diemen’s Land for a tour of inspection in 1811. Grant helped establish the first settlement on Melville Island in Northern Australia. The Lady Nelson was used to transport cargo, civilians and convicts and to source pigs from Timor. In February 1825 the Lady Nelson sailed again for Timor and never returned. One report said that “Every soul on board, we regret to state, was cruelly massacred, and the hull of the vessel was seen some time after with the name painted on her stern.” The hull was sighted on the island of Babar, which is almost 200 kilometres east of Timor. This particular copy of the book ... This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969 This book about the logbooks of the Lady Nelson is locally significant for its association with the brig Lady Nelson, in which Lt. James Grant made the first documented European discovery of the area later known as Warrnambool in December 1800. This book is also nationally significant for its association with Grant in the Lady Nelson being the first to sail from west to east through Bass Strait, opening up a shorter, faster route to the colony of Port Jackson rather than going all the way south around Van Diemen’s Land. The book is nationally significant for its contents of the logbooks of the journeys of the Lady Nelson under various commanders and the copies of the charts created from the surveyed information and the new land of Australia was discovered. This book is also significant for its association with the full-size non-sailing replica of the Lady Nelson from Mount Gambier’s visitor centre, which was restored by Flagstaff Hill’s Master Boat Builder in Warrnambool in 2012, and with a ship mode of the Lady Nelson in our Collection The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Human Impacts on Australian Beaches was a landmark environmental study which provided a 'snapshot' of the health of 1612 beach areas around Australia. This nationwide study (which built on the success of the 1994 State of Our Surf Report) was put together by the Surfrider Foundation Australia with the support of more then 340 individuals and 70 organisations around Australia. The report was authored by surfer/environmentalist/artist Michael Legge-Wilkinson from Newcastle, New South Wales. Human Impacts was launched officially by Peter Garrett, leader of Australian rock band Midnight Oil at the Bondi Pavilion, Bondi Beach in May 1996.Human Impacts built on the success of the 1994 State Of Our Surf Report, released by the Surfrider Foundation Australia in 1994. Human Impacts was the first major report to specifically examine the environmental health of 1612 of Australia's beaches. A limited 500 copies of this report were produced, the majority of which went to education institutions, libraries, community groups and government departments. Multiplex mechanical stereoplotting equipment was used at the Army Survey Regiment, Fortuna Bendigo. c1950s. Multiplex equipment was imported from the UK in 1951 and introduced in the following year, to accelerate map production output covering CMF training areas at 1:25,000 map scale. Multiplex plotting was a productive advancement replacing the ‘Arundel’ method of graphical plotting planimetric detail that was expensive and slow, especially in timbered mountainous terrain. Air photos were made into small diapositives and mounted on racks in the exact position relative to when the aerial photos were taken. The technicians operated the Multiplex in a darkened room, with one photo projected with a green filter and the other through a red filter to form a 3D view of the overlapping photos. The 3D model projected onto a platen, which was a small platform that was raised up and down. The technician viewed the 3D image with special glasses fitted with red and green lenses. In the centre of the platen was a small pinhole that served as a floating mark, with a vertical pencil located exactly below the pinhole. This tracing table was moved to follow the topographic feature or contour line and draw it on the paper underneath. The technician raising or lowering the platform’s floating mark to match the height of the 3D terrain. It also replaced the slotted template method of mechanical adjustment of strips of aerial photography, however was restricted to each strip rather than between strips in the block. Although the Multiplex was phased out of production in 1968, it was used in the training of photogrammetry and aero-triangulation at the School of Military Survey located at Bonegilla, Victoria until the early 1990s. The history of the Multiplex is covered in more detail with additional historic photographs, in pages 50 to 51 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. This instrument is only one of the projectors of a set and is unfortunately missing its platen, coloured filters and coloured glasses. A cardboard set of glasses is included as an example. These photographs were most likely taken in 1963 and c1965 on two separate occasions of an Australian Army General’s visit to the Army Survey Regiment, Fortuna, Bendigo. As there are no annotations on the photos, the exact date and the names of the Generals are unknown. Some RASvy personnel are positively identified. The technical tour included the photogrammetric and printing areas of the Regiment. The newly introduced Wild B8 stereo plotter featured in photo .2P and the M.A.N. Ultraman 3 Offset printing press probably featured in the background of photos .3P and .5P.This is a set of photographs of a visiting Australian Army General’s technical tour of the Army Survey Regiment, Bendigo. Retouching mainly entailed the application of liquid opaque (Plumtree), commonly known as “duff” to cover blemishes such as scratches and spots on film negatives before photographic exposure. Retouching technicians also used specialised techniques such as “needling” to repair faults on the emulsion of map reproduction material. The technician in photo .4P is needling a hydrographic feature on a drainage negative, with a zoom transfer scope projecting a scaled projected aerial photograph as a positional reference. These 10 photographs were taken over two decades from the late 1950s to 1979 at the Army Survey Regiment, Fortuna, Bendigo. The two photos taken in 1961 are annotated with named personnel and the date. The other photos are not annotated with dates, locations and names of personnel, although the technicians in the last three photos taken in 1979 are positively identified. The photos were most likely taken in the Ballroom, Ante Room and Attic, Cartographic Squadron’s main production rooms on the top floor of Fortuna Villa. Scribing was the cartographic process of drafting topographic features such as drainage, relief, vegetation, roads and culture on specially coated map reproduction material. Topographic features were extracted with the B8 in 3D and feature coded with attributes, using keyboard, menu, keypad and voice inputs to the computer. The features were stored in the AUTOMAP 2 digital database for subsequent cartographic production and printing. The resultant raster file was vectorized, feature coded with attributes and stored by cartographic technicians in the AUTOMAP 2 database. This is a set of 26 photographs of Royal Australian Survey Corps (RA Svy) personnel from Central Comd Fd Svy Unit (Adelaide) on Aerodist survey operation - Project C4 in Eastern Arnhem Land, Northern Territory in 1967 (photos .4P to .26P) and in Western Arnhem Land, Northern Territory in 1968 (photos .1P to .3P). Photos of personnel were taken either at the operations base at Numbulwar or the main base at Gove (Nhulunbuy). RA Svy conducted nineteen Aerodist operations for 12 years from 1964 to 1975. Aerodist MRC2 was a tellurometer-based system adapted for aircraft to accurately measure distances between non-intervisible ground survey stations, using the aircraft as an intermediate station. Lower order geodetic results could be achieved by survey network trilateration. The measured distances between stations formed survey networks from which each station’s latitude and longitude was computed. Aerodist MRC2 was RA Svy’s major horizontal control survey tool for mainly medium scale topographic mapping (scale 1:100,000 Class A being spatially accurate to within 50 metres) in PNG, northern NT, north-west WA, Kalimantan Barat (West) Indonesia, Sumatra Indonesia, Gulf of Carpentaria and Cape York, QLD. In 1967, the Aerodist MRC2 Master equipment was installed in the aircraft featured in this set of photos, Executive Air Services’ (Essendon VIC) Grand Aero Commander VH-EXX. It was the same aircraft type and company contracted to Division of National Mapping for Aerodist MRC2 surveys. From July to October 1967 the aircraft was attached to Central Comd Fd Svy Unit (Adelaide - Major Don Ridge) on Project C4 eastern-Arnhem Land NT, where 317 Aerodist lines measuring 17,300 line miles were successfully completed. This was the most productive Aerodist project thus far. The most common helicopter used by RA Svy up to 1972 was the civilian Bell 47G-2 and the Sioux Light Observation Helicopters (LOH), the Australian Army’s equivalent featured in this photo set. These light observation helicopters had a limiting load carrying capacity of up to about 500 pounds. By comparison, one Aerodist team including two people weighed up to 1,500 pounds. In 1968, after completion of the Kimberley Aerodist Operation project, the Aerodist system in VH-EXX was immediately deployed to western-Arnhem Land NT for Central Comd Fd Svy Unit (Adelaide - Major Don Ridge) to complete the mapping control across northern NT from mid-July to October. The Aerodist MRC2 Remote antenna seen in Photos .24P to .26P is mounted on a 20 foot pole tower. The antenna direction was controlled by wires/ropes to the two arms under the dish at right angles. This set of 12 photographs of the Army Survey Regiment’s Fortuna Villa and surrounding facilities was taken circa 1987 to 1989. The photos feature much of Fortuna’s exterior and most of the out-buildings spread over the property’s fifteen acres of grounds. After Defence took possession of Fortuna in 1942, the Q-store and engineering workshops were added during the wartime period. Soldiers were accommodated in tents during WW2 for 20 years next to the parade ground before the construction of accommodation buildings in 1962. In 1990 most of the weatherboard buildings in the Q-store area were replaced. A climate-controlled building was also constructed to house a map library and digital data media. This photo set also includes the exterior of Air Survey Squadron’s Building 16 and two modular buildings -16A and 16B that were added in the early 1980s to accommodate map production and technical services. This collection of eight photos was most likely taken in circa 1982-1983, featuring the removal of AUTOMAP 1’s Gerber Optical Line Following (OLF) scanner Sub-System from Air Survey Squadron’s Building 16, in preparation for the installation of the replacement AUTOMAP 2 system. Introduced in 1975, the AUTOMAP 1 computer assisted cartography and mapping system was the first computer assisted cartography and mapping system utilised by the Survey Corps and the first system used by Australian mapping organisations. The Gerber OLF scanner was mainly used to digitise contours on a map sheet separation with individual lines at least 0.125 mm wide and no closer than 0.25 mm to the next line. The operator initiated the OLF by placing its light sensitive digitizing head on a contour line. The OLF could digitise up to 50 mm per second on straight lines and complete an average density contour sheet in approximately 8 hours. The operator occasionally intervened to restart the OLF to allow it to continue if it failed to correctly discriminate the contours.
