The Australian Historical Records Society existed in Ballarat between 1896 and 1906. They were one of Australia's first historical societies, and were in the position to still be able to talk to early pioneers. They invited such pioneers to either submit letters or memoirs, or to address the Society's meetings, where their reminiscences were taken down in shorthand and later typed up. The Society also attempted to preserve memorabilia from Ballarat's early days, but on the disbanding of the group in 1906, materials were stored at the Ballarat Town Hall and were later lost. It is not known how the papers made their way to the then Ballarat Municipal Library, but they have been part of the Library's collection for many years.Reminiscences narrated before the AHRS in the City hall, Ballarat, August 25th, 1899, by John P. Murray, from the Orkney Islands, who arrived in Melbourne as a 15 year old in 1849. He served as President of the Ballarat Shire Council 1871-72. ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. Climbing towards Panton Hill the soil was not rich and supported only scarce growth. Perfunctory prospecting and mining had taken place in this area, though not with the diligence applied at Research. Again we saw the ingredients of a settlement, this one organised by Government, the Hotel, the Store, the School. Down from Memorial Park the School grounds had original tree planting and the School Bell dedicated to Maud Rattray who died in 1922. There is a new Hall and opposite in the grounds of the Church and Sunday School a modest Memorial Cross of granite with inscriptions and in memory of four 'fallen comrades'. Canberra Times (ACT : 1926 - 1995), Thursday 9 January 1969, page 1 A day of century heat, 13 KILLED IN VICTORIAN FIRES ...About thirty houses and a public hall were destroyed by fire in the township of Diamond Creek. The group officer of the Diamond Creek Fire Brigade, Mr Tom Harrington, said tonight that he thought it was a "miracle" that no-one lost their lives in the fires. A relief centre for the homeless was set up by the Diamond Valley Shire Council. Mr Harrington said that the first fire call in the town was received at 10.45 am. "Within 20 minutes there were five more fires and it seemed like the whole town was alight", he said. "It was a chaotic day. All our best plans for fighting the fires became disorganised. This is a picture of the original Town Hall building built in High Street in the 1890's. It was designed by renowned Bendigo Architect W.C .Vahland. This picture was taken in 1979 when the Echuca Library was housed there. The Echuca Library operated out of this building from 1965 up to 2013 when the new library was built. In this photograph there are two people standing in the doorway and two cars parked in the street.This photograph is significant because it shows the first Town Hall building built in High Street in the late 1890's. The building was designed by W.C Vahland and was also used as the Law Courts before the Law Court building was built in Law Court Place. This building has also been used as the High School, while the Echuca High School was being built in the 1920's it was also used as a Kindergarten and the town Library operated there from 1965 to 2012 when the new Library was built. This letter book contains letters, sketch maps and plans and dates from 1923 to 1926. It came from the office of John William Crawley, Junior, an engineer, surveyor and architect in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers, working in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. This letter book was passed on to John Crawley’s son, Rolf, the engineer for the Shire of Warrnambool from 1935 to 1968. It then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired the letter book, along with several other Crawley ledgers, from the estate of Michael Hand.This letter book is of considerable significance as it contains letters, maps and plans drawn up by John William Crawley, an engineer and surveyor in private practice in Warrnambool and the engineer for the Shire of Warrnambool for 40 years. It will be useful for researchers. This is a brown hard cover letter book of 1010 pages, with brown binding on the corners of the cover and on the spine. The cover is cuffed and torn. There is gold lettering on the spine. The book contains handwritten letters, maps and plans and an alphabetical index at the front, The pages are water-stained. The Community Centre was built in the early 1950’s as an all-purpose hall for the social and recreational use of the workers and families employed on the Victorian state government Kiewa Hydro-electric scheme. The hall was originally called Mt Beauty Recreation Centre and later changed to Mt Beauty Community Centre. It has been the heart of the community for over 65 years and had a heritage listing put on it around the year 2000. The Alpine Shire secured a heritage grant and the hall was restored to its former glory in 2000. They are having morning tea with the State Governor when he visited Orbost.The accompanying article was titled "TEA WITH THE GOVERNOR". Councillor S. J. Reed was the Orbost Shire President, E.A.Smith was a Shire Councillor and Mr A. Barling was the Orbost Municipal Band Leader. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. This book belonged to Rolf Crawley who was an engineer in the employ of the Shire of Warrnambool at the time he acquired this book. In 1926 he was the engineer/secretary for the Minhamite Shire, returning in 1935 to the Shire of Warrnambool as the engineer after the death of his father, John William Crawley Junior. Rolf retained this position until 1968. Rolf’s grandfather, father and uncle had all been engineers or shire secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as a memento of Rolf Crawley, the engineer with the Shire of Warrnambool from 1935 to 1968. This is a hard cover book of 626 pages. The cover is green with gold lettering on the spine. The edges of the cover are rubbed. The book contains a preface, 18 chapters of text and an appendix. The pages contain many diagrams and plans. Albert Price purchased a 31 acre block of the Montmorency subdivision. He subsequently became the first Councillor representing Montmorency within the Shire of Eltham. His name is remembered in the naming of Price Avenue, Montmorency. A memorial plaque was placed in the original Memorial Hall in Rattray Road in memory of Albert and Janet Price's commitment to the new suburb of Montmorency. George was the first soldier from the Shire of Eltham to be killed in the Second World War. He was engaged to Miss Jean Simonson of Montmorency. Sapper George Ernest Castledine (1914-1941), son of Arthur Frederick (dec.) and Annie Castledine, enlisted 23 January 1940 at Lower Plenty and was assigned to the 2/2 Field Company. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Original newspaper article from "The Age" May 11, 1963. Place with a view at Kangaroo Ground by Basil Hall about the construction of the War memorial. The Hall family resided at "Fairview" Panton Hill in the 1920s. Hall was a Eltham Shire Councilor in the 1920s and was associated with the Eltham Shire war Memorial Tower Bulding Committee from 1924 to 1926. Photocopies from "The Road to Gundagi" by Graham McInnes (Hamish Hamilton, 1965), Chapter 9 pages 132 - 153 an autobiography in which the author reminiscences about visiting the Hall family at "Fairview" in Panton Hill as a child. References also to Watson's Creek where MacPherson Robertson ("The Chocolate King") had a summer home, the Shannons, Shanhun and McLaughlin familes. Includes description of the day that Hurstbridge was declared a township (May 26th, 1924), a ralway journey, picnics and rabbiting. McInnes' reminiscences about the periods of his childhood spent visiitng the Hall family in Panton Hill in the 1920s are a rare first hand glimpse into the recreational, social and municipal life in the 1920s within the this rural area within the Shire of Eltham. History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.Minutes (unbound) of the Eltham War Memorial Trust until handover of the property to Eltham Shire Council in August 1965.
