Confidential report dated 11th November 1970 by Forecasting Sub-Committee chaired by A.V. Dore. Itemises occupancy from 1961-71, annual cost of the residences, auxiliary accommodation costs and Legacy manpower needed, as well as the philosophy behind providing residential care. Consideration is given to the need for accommodation, equivalent care available elsewhere, and the projected decline in the number of children needing accommodation. The Forecasting Sub-Committee recommended that a further sub-committee be appointed by the Board to enquire further along the lines suggested in this report, and this became the Residences Review Sub-Committee in 1971. This Morse key (known as a BUG was used from 1944 until April 1946 by R.A.A.F Cpl. William Robert Moffatt 147459 Wireless telegraphist. Used at 55 OBU Birdum and Gorrie Wireless telegraphy stations, and sent over 1.5 million weather forecast groups in 15 months. Then used at 57 OBU Alice Springs Airport until April 1946"I bought thie unit in Melbourne in 1944 while training at Point Cook RAAF Signal school as a wireless telegraphist. Rick Amor was a good friend of three times Archibald Prize winner Clifton Pugh, living and working at Pugh's artist colony Dunmoochin, (Cottles Bridge) during the 1980-1990s. Amor made frequent outdoor painting trips with Pugh. His studies of Williamstown and areas around the port fuelled a period of sustained painting in his studio at Dunmoochin. Amor is an artist of national significance who had lived locally in Dunmoochin (Cottles Bridge) during the time of this work's making. This painting was exhibited/entered into the 1993 Shire of Eltham Art Awards. The work is representative of Amor's style and interest in seascapes as subject matter. Oil on linen, seascape painting. A solitary and motionless male figure in an overcoat stands at the edge of a dock/jetty with his hands in his pockets looking out to sea with his back towards the viewer. A motorised boat is moored close by and a white house with a blue roof can be seen in the distance. The figure is engulfed by the landscape and a resounding sense of desolation. A storm is brewing; the mood forecast by dark, heavy and thick ominous clouds, alternately darkening with the approach of night, a polluted haze and rough seas. The Northern District School of Nursing opened in 1950 in to address the issues around nurse recruitment, training and education that had previously been hospital based. The residential school was to provide theoretical and in-house education and practical training over three years. The students would also receive practical hands-on training in the wards of associated hospitals. The Northern District School of Nursing operated from Lister House, Rowan Street, Bendigo. It was the first independent school of nursing in Victoria and continued until it closed in 1989. The book "The First of its Kind" was published in 2015. Printed in Bendigo by "Bendigo Modern Press". The writer duties covered all areas of finance, her memories cover the administration of the nursing course at NDSN Lister House prior to its closure. Three pages of memories of attending the first-year start-up of the NDSN at Lister House Bendigo by June Palfreyman from 1975 to 1989. PTS School 108 was the final school, when training was transferred to La Trobe University enabling trainees to embark on a University Degree course. A Vale notice that was published in the Bulletin in 1975 on the death of Legatee Oswald Gawler. He joined Legacy in Adelaide in 1929 and was president of Melbourne Legacy in 1943. He served on the Co-ordinating Council for many years. In World War One he had served on Gallipoli and in France and Belgium. In 1917 he was severely gassed which impacted his health and eyesight in later years His professional career was as an actuary and his forecasts helped make many policy decisions in Legacy. By 1970 questions were being asked about the future viability of the three Melbourne Legacy residences - Harelands, Stanhope and Blamey House - and a committee was established to look into the issue. Chaired by A.V. Dore, the Forecasting Committee recommended that the Residences Committee be fully involved with the decision making, and a further sub-committee be established to pursue the matters raised in the report. Stick mercury barometer, named after Admiral Robert Fitzroy of the Royal Navy (1805 - 1865) for his detailed instructions on interpreting the weather that are included with the instrument. Fitzroy was the captain of the Beagle, a weather forecaster to Charles Darwin and the second Governor of New Zealand. He developed many different types of barometers and was the first person to introduce the science of weather forecasting to the British Isles. A local manufacturer of scientific instruments, Thomas Gaunt, produced the barometer and it was adapted for the southern hemisphere by Robert Ellery, the State Astronomer based at the Melbourne Observatory. Described as "Gaunt's Fitzroy Barometers" in the original sale catalogue, it was priced from 25/- to ₤9.9s. [See Miller, M., Gaunt’s Time, 2014]. Thomas Gaunt's business was originally located at 14 Bourke Street East from 1858. In 1869-1870 he moved to new premises in the Royal Arcade, Collins Street. Gaunt's business became an institution in Victorian Melbourne and Gaunt its leading clock maker. PROVENANCE According to official minutes the barometer was purchased by the Melbourne Athenaeum in 1874. In particular, at the March meeting of the General Committee the House Subcommittee was instructed to "obtain a Fitzroy or other reliable barometer" to be "fixed in the Reading Room". The 1874 Annual Report records the purchase at ₤3.10.0. The barometer is historically significant as an example of the work of Melbourne’s leading scientific instrument maker, Thomas Gaunt. The barometer has social significance as an example of the type of accoutrements provided by the committee of the Melbourne Athenaeum for the comfort of its members. Further social significance lies in the fact that Robert Ellery, the Government Astronomer, who designed the local version of the barometer, has a direct connection with the Athenaeum being a subscription member and committee member of the Athenaeum during the 1870s. There are also records of a T Gaunt as a subscription member of the Athenaeum during the 1870s and 1880s which may be Thomas Gaunt, however, this is yet to be verified. Stick mercury barometer known as the Admiral Fitzroy Barometer. It comprises an oblong wooden case with glass front panel, ornate pediment, barometer with bulb cistern (empty of fluid),printed instructions for interpreting information given by the gauge affixed to left and right face of instrument. Includes a thermometer. The barometer appears to be intact except for the turning knobs which are missing and the mercury in the tube which is not present. Whether the instrument could be restored to working order is unknown. Letter dated 29 November 1973 from (Legatee) A. Quale, Chairman, Residences Committee, to Legatee H.C.G. Rodgers appointing him to the Steering Committee (Residences) and laying out the terms of reference, and the investigations to be undertaken in order make recommendations about the future of the Melbourne Legacy residences. Members of the committee were selected with particular reference to their experience in certain fields and responsibilities allocated accordingly; Legatee Rodgers was tasked with forecasting occupancy levels for the following 10 years. Used to measure wind speed at Gabo Island. Max gust register and wind speed indicator were interconnected to anemometor also on display. Registor and speed / direction indicator redundant due to transition to radio transmitter and computer data recorder. This instrument for measuring wind speed by knots was made by Paton Electrical, Sydney, a radio receiving manufacturing firm which operated until c.1956. It was used in conjunction with the manual anemometer. An instrument now redundant to modern weather forecasting, it is a good example of its kind and has first level contributory significance for its historic value and provenance to the lightstation. Typed notes on a meeting 18 August 1971 between L/tees J.E. Chancellor, G.K. Rosnan, H.C.G. Rodgers identifying the objectives of the sub-committee to review and make recommendations to the Board with regard to the need for and the future of residences. Discussions were wide-ranging and in greater depth than those of the Forecasting Committee (Cat.No. 01670), and the results showed a continuing need for accommodation, whilst phasing out at least one of the residences during the 1970s, with alternative accommodation needing further investigation. A Storm Glass and Thermometer such as this one would be used in predicting or forecasting the weather. Farmers used predictions they read from their Storm Glass to prepare for stormy weather or for choosing a good time for planting or harvesting their crops. This could mean to them the difference between a good year and a year without income. This design has been in use since the early 1800’s. According to Admiral Fitzroy (who studied the storm glass and wrote instructions on its use) the liquid in the glass changes composition and appearance according to the direction of the air moving around it. He advised the user to disturb the contents once or twice a year by tipping it upside down and shaking it gently. Item is a good example of a barometer/thermometer that would have been in most homes and farms from the late 19th century and early 20th century. This item would have been massed produced at the time therefore easily available and quite cheap to purchase making this particular item not very significant as not associated with a historic person or property or with a known manufacturer or date.Storm Glass and Thermometer, commonly called a 'Cottage Barometer', mounted on a rectangular dark rectangle of wood, top corners rounded. The Storm Glass (or weather glass, or chemical weather glass) is suspended in a long oval shaped hole in the wood on left side, held in place at top and at bottom with 2 metal bands secured by nails. The glass of this gauge is hand blown, sealed at the top with another layer of glass. The watery fluid in the storm glass is opaque brownish colour with dark particles floating in it. (Storm glasses were usually filled with a variation of a mix of camphor, distilled water, ethyl alcohol and silver nitrate.) The alcohol thermometer is mounted on the right side of the wood, bulb resting in a hollow, attached at top and near base by 2 thin metal strips, with clover-leaf shaped ends, nailed into place. Over the bulb is nailed a metal guard with 3 ventilation slits cut into it. On left of thermometer is a scale, stamped into wood, 30 below zero to 130 above zero, in 2 degree intervals. A border of 2 thin parallel lines, with remnants of light coloured paint, is around the block of wood. On the reverse side, a metal plate is nailed to the top with a mounting hole in it. Impressed sideways along edge of barometer is "STORMY" "CHANGE" "FAIR". Across the top of the thermometer is a fleur de leis in the wood, and above this it is stamped "FAHRENHEIT". On right of the thermometer, stamped into the wood, is "BLOOD/HEAT", "SUMR/HEAT", "TEMPE/RATE", "FREEZ/ING". On the back of the wood, at the base, are remnants of a white sticker with "...111.73".
