"Punch" has the following with reference to the death of the late Mr. Charles Shuter:—The cable message which was received last Monday an-nouncing the death on last Saturday of Mr. Charles Shuter of Wykenham Lodge, Toorak, will occasion much regret. When Mr. Shuter arrived in Victoria about forty-seven years ago he was soon appointed a goldfields commissioner and used to relate that the office was full of responsibility, he had frequently for his only pillow nuggets covered with cloth for safety. After some years he was appointed police magistrate, while still quite young, and held this office till he was pensioned some years ago. Then, when the Old Age Pensions came into force, he was recalled from retirement and put on the commission. A few years ago the heart ailment from which he had long suffered began to grow more severe, and he left with his wife and youngest daughter to travel in Europe. Recent letters showed that he was steadily growing worse at Nice, where he was living quietly, and he succumbed on 31st May. His widow, who was a Miss Lord, survives him, and nine of their eleven children. The eldest son, a doctor, died many years ago. Then came Mr. Frank Shuter, a grazier near Albury ; Mrs. Murray Puckle, of Toorak ; Mr. Clement Shuter, solicitor, and Dr. Ernest Shuter, both settled near Camperdown; Mr. Edward Shuter, surveyor; the late Mrs. L. Bernard Hall, Mrs. George Higghins, of Malvern ; Mr. Joseph Shuter, in the English Navy; Captain Reginald Shuter, of the Royal Irish Fusiliers, who has for some time been on active service in the South African war; and Miss Lucy Shuter, who was travelling with her parents. Mr. Shuter's accounts of the early days of the colonies are most interesting. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p61 Panton Hill was originally known as Kingstown, and consisted of only one hotel when the Orams Reef was discovered in 1859. Kingstown was a quartz mining centre and many old mine shafts remain in the area. Orams Reef was one of the first reefs with a rich find of gold in the area. The Hotel Francais, which had been operating in 1861, was well situated on the way to Queenstown (later St Andrews). So was Herr Hirt’s Hotel and store at Smiths Gully. The Kingstown hotel, known as the Frenchman’s and in 1864 as the Hotel de France, was run by a Monsieur Emile Hude and his wife Jeanne, and known for its good food. They hosted social events, business conventions and debates, attracting patrons from as far as Melbourne. The hotel’s name was changed to Panton Hill Hotel in 1905. In 1883 Charles Caudwell built another hotel nearby, possibly in Long Gully Road,3 which it is thought, was burnt down early last century. Today’s Panton Hill Hotel, built around 1920, is the only one of the cluster of buildings in the main road, not to date from around the turn of last century. It was severely damaged by fire in 2003, then underwent extensive alterations. It is the township’s only hotel and is an example of a modest hotel building exterior, constructed early last century. In its early days the hotel also housed the first post office, newsagency and store. Orams Reef yielded a total of £100,000, and fossikers also found alluvial gold in the creeks and gullies, but there is no record of the total value of their finds. Gold greatly increased the Panton Hill population, which peaked between 1865 and 1885. On holidays large sports meetings were held with wood chopping contests and foot races and the day would end with a ball. Miners came from various countries to seek their fortune, including many from China. The Chinese became unpopular however, and gradually left the district, although some stayed and grew and sold vegetables.5 Panton Hill was named after Joseph Panton, who in 1862 was appointed Police Magistrate for the Woods Point, Heidelberg and Yarra districts. Panton was an outstanding man, who in 1852, was Commissioner of Crown Lands and Assistant Commissioner of Goldfields at Bendigo. In 1874 he was promoted to Chief Magistrate for the Melbourne Police. Panton was also an artist, becoming president of the Victorian Arts Society in 1888, and in 1913, president of the Royal Geographical Society. Despite Panton Hill’s prosperity, it still lacked many services as poor roads made access to Melbourne difficult. A horse-drawn mail coach travelled to Melbourne until 1890, when the railway came to Heidelberg. The nearest doctor was at Yarra Glen or Heidelberg, and the Indian hawker Singh’s annual visit was very welcome. A miner’s shack opposite the school was used as a post office. Today’s general store and post office in the main road dates from early last century, and has changed considerably. While most people searched for gold, the more enterprising ones established farms to feed the diggers. Farmers grew wheat, barley and oats, and sent animal skins to the Eltham tannery, to make furs in Melbourne. As gold became scarce from around 1880, miners took up farming on 19 to 20 acre (8ha) allotments. The first settlers in Cherry Tree Road included Purcell, Smith, Owens, Hughes and Shillinglaw. By 1900 all the land had been taken up around Panton Hill and Hurstbridge. The orchards in Panton Hill and the wider district, particularly of apple and pear, were very successful, and made Panton Hill a cohesive and successful community. About 1914 the Moores built the first cool-store and refrigeration plant at their orchard in Cherry Tree Road. Many settlers planted vineyards and made high quality wine, but in 1922 the blight destroyed them.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. ... was originally a goldfields official who became a commissioner ...Taken in 1990, this photograph depicts a row of shops in Beechworth, with the shopfront of watchmaker and jewellers, William Turner and C.F. Falck, in the foreground, and newsagent and bookseller James Ingram's shop in the background.This photograph is of social significance to the Beechworth community in depicting the Street of Shops, the creation of curator, Roy Harvey, which opened in 1979 at Burke Museum. According to the Indigo Shire Council webpage for Burke Museum, this addition 'began a new period of collecting with Roy Harvey calling to the community for donations. The response resulted in an influx of material adding to the town history/ development and local identities collections. The Shops and their contents reflect another period in museology.' The historic shopfronts in this image portray those of local settlers, William Turner and CF Falck's Watchmaker and Jeweller store, and James Ingram's news agency and bookshop. William Turner was originally a goldfields official who became a commissioner on the Ovens goldfield, and later a resident warden, at times performing magisterial duties and chairing the Local Court. Charles Frederick Falck, born in Korlin, Germany, in 1833, a skilled watchmaker and jeweller, ran the jewellery business from 1862. Along with William Turner and Melbourne barrister, George Milner Stephen, he prepared a dazzling display of gems and jewellery from Beechworth for the Royal Society's Exhibition in Melbourne in 1865. This act signposted Beechworth's progress as a nineteenth-century gold rush town with a population of around 3000. In the mid-1850s, newsagent James Ingram established a newsagency and supplied papers and stationary to the goldfields. He and bookseller R.T. Vale stocked a wide range of literary, historical and religious works, textbooks, periodicals and newspapers, as well as hosting a reading and writing room on Camp Street{?}. James Ingram was a 'devoted instigator and supporter of the town's welfare institutions', who raised funds for to establish a hospital, primary school and benevolent asylum, and assisted people who'd fallen on hard times with his wife. He was also a mainstay of the early Baptist church, holding meetings in his house. He died in 1928, six weeks short of his 100th birthday. Ingram's Rock, north-west of Beechworth near where he lived in later life, was named after him. In this image a Colt 1855 Revolving Rifle is placed upon a sign detailing an £8,000 reward for robbery and murder. Writing on the rear of the photograph identifies the rifle as having belonged to Joe Byrne. In colonial Victoria, the Colt brand firearm was highly popular. They began their popularity in the goldfields of the early 1850s. Individuals, particularly those coming to Victoria with prior experience in the goldfield, brought with them a means of self-defence because of the prevalence of assault and robbery on the goldfields. In the 1860s, the Colt firearm became popular among the Victorian Police force. It was decided in June 1864 by Chief Commissioner of Police, Frederick Standish that the Colt revolvers were far more practical, being of simpler construction and therefore, more easily cleaned and less dangerous than the revolvers used prior to this: the Adams and Kerr firearms. The Colt revolver remained in use in regional districts of Victoria as late as the early 1880 when they were used at the Kelly siege at Glenrowan. The £8,000 reward was issued in 1879 after the Kelly Gang committed numerous bank robberies at Euroa and Jerilderie. In the year prior, the Kelly Gang murdered three policemen at Stringybark Creek. This resulted in the creation of the “Felon’s Apprehension Act 1878” which enabled an individual, whether a part of the Police force or civilian, to shoot a declared outlaw on sight. After the bank robberies, the Police force of NSW and Victoria increased the existing reward to this £8,000 amount.This photograph is significant for what it can potentially reveal about the Kelly Gang and firearms made in this period. The rifle in the image is a Colt Revolving Rifle which was known to have been used by the Victorian Police force from the early 1850s to the late 1880s. It is also known that the Kelly Gang stole police rifles which they used to practise with and so the identification of the rifle as having belonged to Joe Byrne is of significant importance to researchers studying the firearms of the Kelly Gang. More research is needed to solidify the connection of this particular weapon to Byrne other than the handwritten note on the back of the photograph. The Burke Museum Beechworth is home to a significant collection of photographs connected to Ned Kelly and the Kelly Gang. Photographs like this one are valuable for what they can potentially reveal about the Kelly Gang and the Police force during this period. Alongside the study of the other images, photographs from this collection have the ability to further expand current knowledge on this period of Australian history. There is also the capability to provide an analysis of how these firearms and Kelly memorabilia have been received in the past. Barker Library (top floor) Mount Helen goldfields ...The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right. The Gold License c allowed the bearer to 'dig, search for, and remove gold on and from any Crown Lands' within the district specified on the license. The license was not transferable, and had to be produced on demand. This has resulted in most surviving licenses showing evidence of having been folded and kept in a pocket.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. This gold license was issued around one year after the issue of the first Victorian gold license in August 1851, making it a rare early survivor. This fold lines on this Gold License are evidence of being carried around by the bearer. A original Victorian paper gold license glued onto on old card poster. Sir Harold Winthrop Clapp KBE (7 May 1875 – 21 October 1952) was a transport administrator who over the course of thirty years had a profound effect on Australia's railway network. In two decades as its Chairman of Commissioners, he revolutionised Victorian Railways, with unprecedented attention to customer service and innovations such as more powerful locomotives, air-conditioned carriages, and faster services culminating in the introduction of the flagship Spirit of Progress express train. Seconded to the Federal Government in World War II, he played a pivotal role in the manufacture of fighter aircraft in the defence of Australia. As Director-General of Australia's Land Transport Board, he presented a report on railway gauge standardisation that ultimately led to the eventual linking of all Australian mainland capital cities by a uniform rail gauge. The University's mace was carried in procession for the first time during the Graduation ceremonies in May 1996. The mace was presented to the University by former Chief Commissioner of the Ballarat City Council, Vern Robson, at a ceremony on 02 February, following a national competition for its design, sponsored by the Council. (The Flag, Issue 2, July 1996) Nineteen artists responded to the competition which called for a design that would embody a distinctive Australian image reflecting the heritage of the city and in relationship with gold, an Aboriginal element and the history of the University. The winning entry, dominated by a poppet head, was submitted by Central Victorian artist/sculptor Trefor Prest, a sessional lecturer in sculpture at the University.(The Flag, Issue 2, July 1996) The Herald Sun of 03 February 1996 reported 'the new mace shows importance elements of Ballarat's heritage as well as the university's focus on the future. The artist emphasises the egalitarian nature of Australia as embodied in Ballarat's famous slice of history - the Eureka uprising. ... The mace has a poppet head at the top of the shaft - an unusual element for a mace - but it represents Ballarat's mining history and the University's evolution from the Ballarat School of Mines. An opening egg at the top stands for the nurturing of development and learning. The mace's straight shaft is depicted as the tree of knowledge and, incorporating a bark canoe scar, Ballarat's Aboriginal heritage. At the end of the shaft is a surveying device, which represents precision and accuracy ads embodied in the university's academic pursuits.' Bob Morrell of the University organised the national competition to design the mace and said 'It is in keeping with the university's logo, 'proudly flying the flag', which incorporates the Southern Cross.'
